April 11, 2005
The Minutes of the Municipal Council Workshop held on April 11 , 2005 at 9:00 a.m. in
the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple Ridge, British
Columbia for the p~ose of transacting regular Municipal business.

3. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil
4. UNFINISHED AND NEW BUSINESS
4.1 RCMP Report on IIDT Review
Memorandum date March 1, 2005 attaching the report from Assistant
Commissioner Gary Forbes entitled "Integrated Homicide Investigation Team
Review".
Insp. Janice Armstrong, Officer in Charge, Ridge Meadows Detachment;
Assistant Commissioner Gary Forbes; Chief Superintendent Bud Mercer,
Operations Officer, LMD Office; and Inspector Wayne Rideout, Officer in
Charge of IHIT were in attendance for this presentation.
Note: Councillor Gordon arrived at 9:10 a.m.
Insp. Rideout gave a Power Point presentation providing an overview of the
Integrated Homicide Investigation Team.
Note: The meeting recessed at 9:52 a.m. and reconvened at 9:59 am.
4.2 Official Community Plan Consultation Report
A staff report dated March 31, 2005 summarizing the input received during the
consultation process of the Official Community Plan Review was circulated prior
to the meeting.
The Director of Planning described the consultation phase of the OCP review.
The Manager Development and Environmental Services reviewed the staff report
and summarized the public input.
Council noted the following:
• Definitions of terms such as rural character and active farming, which are
perceptual, should be included in the plan.
• Heritage mapping requires a further review.
• A staff report that provides background on the District's participation in
the GVRD and an understanding of the GVRD in terms oflocal land use
planning is required.
• Further public input can be made through the Public Hearing phase of the
OCP Review.

Mayor Morse suggested that Councillors submit specific comments on the draft
OCP plan to staff. A revised draft will be presented to Council at a future Council
Workshop.
A CTION REQUIRED
A staff report is to be prepared for Council that p.-ovides background on the
District's participation in the GVRD and an understanding of the GVRD in
terms of local land use planning.
4.3 Discussion of Court House Renovations
4.4
Council discussed the Court House renovations.
Lower Mainland Municipal Association, Electio~ of 2005 Executive
Consideration of a resolution endorsing Councillor Isaac as a candidate for
President.

position of President of the Lower Mainland Municipal

5.1 City of Vancouver, Air Care On-Road Program
Letter dated March 30, 2005 circulating a resolution passed by the Vancouver
City Council urging the Provincial Government to enact legislation to enforce
compliance for heavy duty vehicles.

That the letter dated March 30, 2005 from the City of
Vancouver be received for information and that no further
action be taken.
5.1.2

WITHDRAWN
That the resolution of the City of Vancouver contained in
their letter dated March 30, 2005 be supported and that the
Greater Vancouver Regional District be advised of this
support.
5.2 GVRD, Livable Region Strategic Plan Review
A letter dated March 23, 2005 from Hugh Kellas, Manager, Policy and Planning,
Greater Vancouver Regional District, was circulated prior to the meeting.
It was the consensus of Council that staff draft responses to the questionnaire
attached to the letter and that the responses be discussed at the April 18, 2005
Council Workshop.
ACTION REQUIRED
Staff is to prepare responses to the GVRD questionnaire attached to the
letter dated March 23, 2005 and circulate to Council for the April 18, 2005
Council Workshop meeting.
Staff is to contact the GVRD for an extension to deadline for submission of
the questionnaire.
