ADOPTION OF THE AGENDA The agenda was adopted as circulated. 2. MINUTES R/05-96 Minutes February 21, 2005 MOVED by Councillor Isaac SECONDED by Councillor Gordon That the minutes of the Council Workshop Meeting of February 21, 2005 be adopted as circulated. PRESENTATIONS AT THE REQUEST OF COUNCIL 3.1 King's Inn Update, Mike Schroeder Mike Schroeder provided information on the plans of Kings Inn to provide public facilities for the homeless for washrooms, laundry (on a referral basis) and drop- in programs. With Mr. Schroeder were other members of the Board of Directors of King's Inn, Steve Brown, Mike Hickey, Rebecca Catherasoo and Judy McArthur. Shower facilities would be considered in the future. A Saturday brunch that would not require a full kitchen is also being considered. The Director of Licenses, Permits and Bylaws advised that the District would require the King's Inn to acquire a business license but would waive the fee as they are a non-profit organization. The organization would have to follow the same process as any other business to obtain their license. Council suggested that the King's Inn also consider providing a telephone message service and contact the Fraser Health Authority to see if there might be an opportunity to provide public health services at the location. Mr. Hickey asked for Council's support in telling the public that the services of King's Inn are a value to the community. Mr. Schroeder advised that the group is considering a name change for the _ organization. ACTION REQUIRED Staff is to contact the Fraser Health Authority to identify if there are any other regulations that must be met for the facilities proposed by the King's Inn. 4. UNFINISHED AND NEW BUSINESS 4.1 Update on Provincial Riparian Area Regulation A staff report dated February 28, 2005 recommending that Council continue to endorse the use of the District's "Streamside Setback Classification Map" and the classification setbacks in Streamside Setback Assessment map and that staff be instructed to advise the Province that it considers the District to be in compliance with the Fish Protection Act and the Riparian Regulations and that staff be instructed to write a letter to the Minister of Water, Land and Air Protection 1 Council Workshop Minutes February 21, 2005 Page 3 of5 requesting an extension to the Riparian Area Regulation implementation deadline was circulated prior to the meeting. The Director of Planning advised that there is concern amongst municipalities about the new Riparian Area Regulations. Staff has reviewed the impact of the new regulations and are of the opinion that the District has a good system in place. She asked that Council consider directing staff to send a letter to the Minister of Water, Land and Air Protection asking that the Ministry consider changing the implementation date. She indicated that other municipalities will also be making the same request. The Manager Development and Environmental Services gave a Power Point presentation providing the following information on the Riparian Area Regulations: • Background • Concerns • Current Policy • Options • Recommendations The Director of Planning advised that the District solicitor has recommended that the District's assessment maps be adopted as part of the Official Community Plan to strengthen the District's position in the use of its Streamside Protection Regulations system. The Environmental Technician indicated that the District's system meets or beats the Province's new regulations. The main purpose of the new regulation is to ensure that the Province is meeting Federal regulations. It is not known if the Department of Fisheries wiH sign off on the new regulations. He advised that 13 municipalities are p lanning to use Streamside Protection Regulations and two are planning to use the Riparian Area Regulations. It was the consensus of Council that staff prepare a report for Cornmitte~ of the Whole on implementation of the Riparian Area Regulation. R/05-97 Riparian Area Regulation MOVED by Councillor Gordon SECONDED by Councillor Isaac That staff be authorized to write a letter to the Minister of Water, Land and Air Protection, prior to March 1, 2005, with copies to Randy Hawes, MLA and Ken Stewart, MLA, requesting an extension to the Riparian Ar ea Regulation implementation deadline from March 31, 2005 to December 31 , 2005 as part of the consultation process with local Council Workshop Minutes February 21, 2005 Page4of5 government on the implementation of the Riparian Area Regulation. CARRIED ACTION REQUIRED Staff is to prepare a report for Committee of the Whole on implementation of the Riparian Area Regulation. Staff is to provide a specific example of how the Provincial Riparian Area Regulation would affect a development compared to how the development would look using the District's standards. 4.2 Drug Paraphernalia Sold in Local Stores Mayor Morse spoke of the easy availability of drug paraphernalia in local stores and asked that Council consider directing staff to send out a letter to the Chamber of Commerce and to the business community appealing to their community spirit to support initiatives to stop drug use by eliminating sales of these products or by locating the material in their stores to more discrete locations. CORRESPONDENCE 5 .1 Riparian Area Regulations, City of Burnaby Letter dated January 25, 2005 providing information on a resolution adopted by the Burnaby City Council to request that the Minister of Water, Land, and Air Protection extend the date that the Riparian Area Regulation comes into effect from March 31, 2005 to December 31, 2005. ) _J Council Workshop Minutes February 21, 2005 Page 5 of5 R/05-98 City of Burnaby Riparian Area Reg.
