Councillor Dueck chaired the meeting in her absence. 1. ADOPTION OF THE AGENDA The agenda was accepted with the addition of the following item: 4.4 June 2005 Public Hearing 2. MINUTES R/05-220 Minutes May 10, 16, 2005 MOVED by Councillor Dueck SECONDED by Councillor Isaac That the minutes of the Council Workshop Meetings of May 10 and 16, 2005 be adopted as circulated. Councillor Dueck asked that the minutes be amended to reflect that she did not support the exclusion of Thornhill from the historic community map. MINUTES AS AMENDED CARRIED Council Workshop Minutes May 30, 2005 Page 2 of 4 ACTION REQUIRED Staff is to invite Val Patenaude to attend a future Council Workshop to discuss historic community designations. 3. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil 4. UNFINISHED AND NEW BUSINESS 4.1 Official Community Plan Public Hearing Format The Municipal Clerk advised that, as directed by Council, staff called other Lower Mainland municipalities to find out what formats are used for Public Hearings. As a result of those calls, he recommended that the current format for Public Hearings be retained for the Official Community Plan but with the addition of a speakers list. He further recommended that Council consider a five minute time limit for individuals but extend the time limit to ten minutes for group spokespersons. He suggested that the regular 7:00 p.m. start time for Public Hearings be used and that the hearing run until 11 :00 p.m. Audio/visual equipment has been rented for Thomas Haney Secondary School and the set up will be similar to that in Council Chambers. The advertising of the Public Hearing will include information on the format. Note: Mayor Morse arrived at 9:10 a.m. The Municipal Clerk suggested that the same timing be used for all three calls for comment. It was the consensus of Council that the format of the Public Hearing for the Official Community Plan be as recommended by the Municipal Clerk. 4.2 Pre-Design Community Consultation for Pitt River and Mary Hill Interchange Project The General Manager Public Works and Development Services reviewed the Ministry of Transport plans for public consultation and the construction schedule. ACTION REQUIRED Ministry of Transport officials are to be invited to make a presentation to Council on June 28, 2005. Council Workshop Minutes May 30, 2005 Page 3 of 4 Discussion of the Maple Meadows Industrial area is to be included on a future Council Workshop agenda. 4.3 Discussion of Real Estate Board Luncheon 4.4 5. 5.1 6. Mayor Morse reported that a meeting with the local Real Estate Board was very positive and was well-received by the realtors. June Public Hearing The Municipal Clerk advised that there is only one item on the agenda of the June Public Hearing. He asked Council if they would like to re-schedule the date of the hearing to 6:00 p.m. on June 14 prior to the Council meeting. It was the consensus of Council to reschedule the Public Hearing to June 14, 2005 at 6:00 p.m. CORRESPONDENCE Greater Vancouver Regional District, Bylaw to Add Part of City of Abbotsford as Participant in Regional Parks Service Letter dated April 26, 2005 requesting that Council consider giving consent to Greater Vancouver Regional District Regional Parks Service Conversion and Amendment Bylaw No. 1024, 2005 to extend GVRD Regional Parks Service to part of the City of Abbotsford previously under the jurisdiction of the Fraser Valley Regional District. Staff Recommendation: that consent is given to Bylaw No. 1024, 2005. The General Manager Corporate and Financial Services provided background information on the involvement of Abbotsford on the GVRD Parks. Council indicated support for the recommendation but requested that the matter be considered at the June 14, 2005 Council meeting.
