ADOPTION OF THE AGENDA The agenda was approved with the addition of the following item: 4.5 Advance Poll Update 2. MINUTES R/05-419 Minutes October 31, 2005 MOVED by Councillor Dueck SECONDED by Councillor Daykin Council Workshop Minutes November 7, 2005 Page 2 of 4 That the minutes of the Council Workshop Meeting of October 31, 2005 be adopted as circulated. CARRIED 3. PRESENTATIONS A! THE REQUEST OF COUNCIL-Nil 4. UNFINISHED AND NEW BUSINESS 4.1 RCMP Update on Emergency Response Team, Al Macintyre, Assistant Commissioner, Inspector Debolt Assistant Commissioner Macintyre and Inspector Debolt provided an update on integrated services and information on a_business case being developed by the RC:MP to create a full time Emergency Response Team to service the Lower Mainland. Kevin Yates and Dave Walsh of the Ridge Meadows RC:MP Detachment were in attendance to assist with the presentation. ACTION REQUIRED The RCMP is to provide information to Council to assist in its lobbying for appropriate sentencing. 4.2 Halloween & Fireworks Update The Community Safety Officer distributed a handout titled "District of Maple Ridge, Halloween Fireworks Display, October 30, 2005". He pointed out an error in the reporting of the number of RC:MP calls for service on Halloween. The number of 101 refers to calls for the entire month of October. He provided information on fundraising for this year's fireworks display and on plans for 2006. Council expressed an interest in contacting municipalities who have not banned fireworks to encourage them to do so. 4.3 Grow Operation Bylaw/Financial Implications The Director of Licenses, Bylaws and Pennits distributed and reviewed a handout titled "District of Maple Ridge, Grow Op Bylaw, November 7, 2005". He i I l I l i l _) Council Workshop Minutes November 7, 2005 Page 3 of 4 reviewed the process that is followed to effect remediation of a property and to collect any applicable costs from the property owner. Note: The meeting recessed at 10:23 a.m. and reconvened at 10:40 a.m. 4.4 Third Quarter Financial Report 4.5 5. The Budget Officer and the Finance Supervisor gave a Power Point presentation that provided an overview of the District's financial position through the third quarter of 2005. A copy of the presentation was distributed at the meeting. Advance Poll Update The Municipal Clerk advised that 131 people voted at the November 5, 2005 Advance Poll. The second Advance Poll will be held on November 9, 2005. CORRESPONDENCE 5 .1 Heritage Hunting and Fishing Protection Act Letter dated October 25, 2005 from Inky Mark, M.P., requesting Council 's support of his Private Member's Bill to protect recreational hunting and fishing rights for all Canadians. R/05-420 MOVED by Councillor Gordon SECONDED by Councillor Daykin Inky Mark, M.P. Private Members BiU That the letter dated October 25, 2005 from Inky Mark, M.P., be received for information and no further action taken.
