The Minutes of the Municipal Council Workshop held on November 20, 2006 at 10:30
a.m. in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple Ridge,
British Columbia for the purpose of transacting regular Municipal business.

3. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil
4. UNFINISHED AND NEW BUSINESS
4.1 Capital Grant Priorities
A staff report dated November 16, 2006 recommending that staff be directed to
prepare grant applications was circulated prior to the meeting.
The General Manager of Community Development, Parks and Recreational
Services reviewed the report.

Capital Grants It was moved and seconded
That staff be directed to prepare and submit:
1. a grant application to the BC Spirit Square Program for
funding to match the District's 2007 budget commitment to
downtown beautification of $500,000 and
2. infrast.-ucture grant applications for:
a. the development of Abernethy Way from 210th to 224th
Street to its intended standard incorporating the
required bicycle lanes and off road boulevard trails to
permit pedestrians and equestrians to travel that route
safely and
b. the redevelopment of the old Hammond Stadium
Baseball Stadium to its form stature as one of the
premier baseball stadiums in the lower mainland
3. a Local Motion BC grant application to enhance the
Thomas Haney Youth Action park
4. a UBCM Community Health Promotion Program Fund
application for a downtown SchooUCommunity Garden
project; and further,
That staff-be authorized to expend the required funds to
complete the concept design work and cost estimates
necessary to complete the applications for the projects.

4.2 Discussion of Regional Issues

rehabilitation for the addicted
Mayor Robson advised that the Northeast Sector Mayors would be meeting in
Maple Ridge to discuss transportation and homelessness issues. The following
additional topics were suggested by Council
• Flood proofing and dyking issues
• CN track rental
• Determination of LR T route to Maple Ridge
4.3 Business Planning
4.4
Staff report dated November 16, 2006 recommending that Business Planning
deliberations be scheduled for Monday, December 4, 2006 only.
The Chief Administrative Officer advised that the intention of staff is to do a
presentation on the financial program on December 4th followed by a high level
review of work plans. Staff is of the opinion that this can be accomplished within
one day.
It was the consensus of Council that they meet for one day of Business Planning
on Monday December 4, 2006, noting that additional opportunities for discussion
of long term planning wilJ be afforded them at a workshop to be facilitated by
Charles Holmes.
Storm Water and 240th Street Bridge
Council discussed the flooding issues that arose from recent storms and requested
that staff arrange a meeting with the Council of the District of Pitt Meadows and
representatives of the Fraser Basin Council

Staff is to arrange a meeting with the Council of Pitt :Meadows and
representatives of the Fraser Basin Council.

4.5 Increase of GVRD Water Rates
Councillor Dueck noted that the GVRD will be significantly increasing water
rates in order to upgrade facilities. The General Manager of Corporate and
Financial Services circulated a Communication Brief from the GVRD and spoke
of the stabilization policy that was implemented by the District to mitigate the
impact of that increase. He pointed out that the District's ability to maintain the
local increase to 6% may be affected if the GVRD increases rates by 20%.
Recommendations will be made by staff at Business Planning.
5. CORRESPONDENCE
5.1 City of Burnaby, Homelessness
Letter dated October 27, 2006 from Mayor Derek Conigan providing information
on a resolution calling upon the Provincial Government and Federal Government
to provide funding for social programs and seeking the support and action of
UB CM and PCM members.
