ADOPTION OF THE AGENDA The agenda was approved with the addition of the following item: 4.8 Municipal Insurance Association -Voting Delegates 2. MINUTES R/06-457 Minutes It was moved and seconded September 18, 2006 Council Workshop Minutes October 2, 2006 • Page 2 of6 That the minutes of the Council Workshop Meeting of September 18, 2006 be adopted as circulated. CARRIED 3. PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil 4. UNFINISHED AND NEW BUSINESS 4.1 Traffic Calming The Municipal Engineer gave a Power Point presentation providing information on the District's neighbourhood traffic management policy. R/06-458 Neighbourhood It was moved and seconded Traffic Mgmt Policy That the Neighbourhood Traffic Management Policy be reviewed at a future Council Workshop in co njunction with the list of requests for traffic calming measures. CARRIED 4.2 Agricultural Land Commission Comments -September 7, 2006 Staff report dated September 27, 2006 recommending that the comments of the Agricultural Land Commission be forwarded to Public Hearing and that following Public Hearing reference to "Agricultural Development Permit Area" be changed to "Development Permit Area for the Protection of Farming" and that the Commission be advised that once the precise locations of groundwater recharge areas are confirmed they will be identified on Schedule "C" of the Of~cial Community Plan. Council discussed whether to consider both recommendations at this meeting or whether to consider the second recommendation after the Public Hearing. CARRIED OPPOSED Councillor King Leisure Centre Customer Exit Surveys Staff report dated September 25, 2006 providing information on the results of the Leisure Centre exit survey. The Policy Analyst gave a power point presentation providing an overview of the customer surveys. R/06-460 4.4 4.5 It was moved and seconded That staff be congratulated for the outstanding service provided to the customers of the District of Maple Ridge as demonstrated by the results of the Customer Exit Surveys. CARRIED Development Services Counter Exit Surveys Staff report dated September 25, 2006 providing information on the results of the Development Services Counter exit survey. Item 4.4 was dealt with under item 4.3 LEEDS Certification (item 1101 from the Council meeting of September 26, 2006) Council discussed if LEEDS certification should be required for application RZ/072/06, 22229 Brown Avenue. The Director of Planning recommended that the applicant be given the opportunity to respond at the Public Hearing to the comments of Council concerning green building technology. Council could attach a condition for LEEDS certification at second reading. She advised that the . Council Workshop Minutes October 2, 2006 Page 4 of6 applicant has complied with the Safer Buildings program in the design of this project. Council discussed if the requirement of green building technology should be extended beyond the downtown core. R/06-461 Staff report Green Building Technology It was moved and seconded That staff be directed to prepare a report addressing a wider application of green building technology throughout the municipality. CARRIED Councillor Dueck OPPOSED 4.6 2007 Meeting Schedule Staff report dated September 15, 2006 submitting :a draft meeting schedule for discussion. R/06-462 2007 Meeting Schedule It was moved and seconded That the 2007 Council meeting schedule attached to the report dated September 15, 2006 be approved. CARRIED 4.7 Falun Gong Delegation Request R/06-463 Delegation Request It was moved and seconded Falan Dafa Assoc. That the request of the Falan Dafa Association dated September 26, 2006 to appear as a delegation at a Council meeting be denied as the issues raised by the Association are not within Council's jurisdiction. CARRIED Council Workshop Minutes October 2, 2006 Page 5 of6 4.8 Municipal Insurance Association-Voting Delegates A staff report dated September 29, 2006 seeking a resolution from Council to name a voting delegate for the Annual General Meeting of the Municipal Insurance Association was circulated prior to the meeting. R/06-464 MIA It was moved and seconded Voting Delegates That the District of Maple Ridge appoint Councillor Stewart as the Voting Delegate and Councillor Daykin as alternate to represent the District of Maple Ridge at any meetings of the Subscribers of the Municipal Innurance Association. CARRIED 5. CORRESPONDENCE 5.1 Support for Paramedic Services in Rural and Remote Communities, Charlie Wyse, MLA, Cariboo-Soutb Letter dated September 5, 2006 providing information on the lack of training and incentive for paramedics to work in rural/remote areas. R/06-465 6. It was moved and seconded That the letter dated September 5, 2006 from Charlie Wyse, MLA -Cariboo-South be received for information and no further action be taken.
