The Minutes of the Municipal Council Workshop held on August 28, 2006 at 10:30 a.m.
in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple Ridge, British

4.1 Discussion of Taxi Bylaw
The Director of Licenses, Permits and Bylaws gave of overview of the
amendments proposed by staff in the July 19, 2006 memo to Council.

That Maple Ridge Taxi Regulati.on Bylaw No. 6409-2006 be
amended by:
i. Adding Section 6.10 "Every person who, at the time of the
adoption of this by-law, has held a Maple Ridge
Chauffeur's Permit for three (3) consecutive years will be
exempt from completing the Taxi Host Level One and
Two programs on application and approval of the
Inspector."
ii. Deleting Section 8.1 and replacing it with "A vehicle must
not be used as a Cab, Taxicab, Dual Taxicab or Shuttle
Cab if the age of the vehicle exceeds seven (7) years,
except that the Inspector may, at his or her discretion,
grant up to two (2) one (1) year extensions to allow for
replacement if, in the opinion of the Inspector, the exterior
and interior appearance of the vehicle is of an acceptable
standard, and upon successful completion of a mechanical
inspection by a government approved testing facility."

4.2 Maple Ridge Development Cost Charge Amending By-law No. 6415-2006
The Director of Development Engineering gave a power point presentation
providing an overview of Maple Ridge Development Cost Charge Amending By-
law No. 6415-2006. A copy of the presentation was circulated. He recommended
that Council consider applying a grace period of one or more months before
implementation of the by-law in order to provide appropriate notification to those
affected by the by-law.

4.3 Hydro Poles
Councillor Hogarth sought and received supp011 from Council to approach BC
Hydro with his suggestion to turn hydro poles into artwork with the use of
fiberglass sleeves.

5. CORRESPONDENCE
5.1 GVRD, Local Government and PST
Letter dated August 2, 2006 from Lois Jackson, Chair, GVRD Board, requesting
that local governments contact the Minister of Community Services requesting
changes to legislation to exempt local governments from paying PST on the
purchase or lease of equipment to produce electri;ity.

That a letter of snpport for the GVRD's position on the need
to exempt Local Government from paying PST on the
purchase or lease of equipment to produce electricity be sent
to the Honourable Ida Chong, Minister of Community
Services.
