March 20, 2006
The Minutes of the Municipal Council Workshop held on March 20, 2006 at 10:30 a.m.
in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple Ridge, British
Columbia for the purpose of transacting regular Municipal business.

Note: Items 4.1 , 4.2 and 4.3 were dealt with as one item.
4.1 Sewer Rate Schedule Amendment Bylaw 6396-2006
4.2 Water Service Amending Bylaw No. 6395-2006
4.3 Recycling Charges Amending Bylaw No. 6397-2006
The Director of Finance reviewed the reports and provided information on the
District's program to stabilize utility rate increases.
The General Manager of Public Works & Development Services advised that staff
is preparing a report for Council on water metering.
4.4 Ministry of Attorney General
A letter dated March 11, 1993 from the Ministry of Attorney General outlining
the Ministry's plans for faciHties in Maple Ridge was circulated.

General
Whereas the Assistant Deputy Minister to the Attorney
General of B.C. in a letter to the Mayor dated March 11, 1993
committed that the Corrections Branch would submit any
proposal for changes in the Ministry's plans for a corrections
facility in the Maple Ridge area to a full and open process of
community consultation; and
Whereas there have been changes to these facilities with no
public consultation;
Now therefore be it resolved that the Province be requested to
honour it's commitment to submit any proposed changes at
the correctional facilities in the Maple Ridge area to a full and
open process of community consultation.

Councillor Stewart provided an update on a meeting he had with the Director of
the Fraser Regional Corrections Centre to discuss the size of the facj}jty and the
process for discharge of inmates.
5. CORRESPONDENCE
5.1 City of Burnaby, Mayors For Peace
Letter dated Febru ary 23, 2006 from Mayor Derek Corrigan, City of Burnaby,
seeking support for the Mayors for Peace organization

That the District of Maple Ridge join the Mayors for Peace
movement.

5.2 Concerned Manufactured Home Park Residents Across B.C., Mobile Home
Park Redevelopment Tenant Assistance Policy
Letter dated February 12, 2006 from Julia Gully requesting that Council consider
adopting a Mobile Home Park Redevelopment Tenant Assistance Policy similar
to that adopted by the City of Coquitlam.

That staff be directed to prepare a report regarding a Mobile
Home Park Redevelopment Tenant Assistance Policy.

Regulations pertaining to manufactured homes are to be reviewed as part of
the zoning bylaw review.

5.3 Union of British Columbia Municipalities, 2006 Resolution Process
Memo dated March 3, 2006 from Richard Taylor, Executive Director, providing
information on the procedures for submitting resolutions to UBCM.
ACTION REQUIRED
Council is to forward suggestions for UBCM resolutions to the Municipal
Clerk for consideration at a future Council Workshop.
5.4 School District 42, After Dark Fuel Sales
Councillor Dueck referred to a copy of a letter received by Council dated March
8, 2006 from School District 42 to the Minister of Labour requesting that
legislation be amended to ensure that all after dark fuel sales be paid for in
advance of gas pumps being activated. She suggested that Council send a letter to
the Minister of Labour in support of this recommendation.

supporting the request of School District No. 42 in its letter
dated March 8, 2006 for amendments to legislation to ensure
that after dark all fuel sales must be paid for in advance of the
gas pumps being activated, to ensure that service station
attendants are not placed in situations where they feel they
must attempt to stop vehicles from leaving.
