Council Workshop Minutes September 70,2OOT Page 2 of 6 3. PRESENTAT/ONS AT THE REQUEST OF COUNCi/L 3.1 Gateway Update - Pitt River Bridge - D. Wharf Don Wharf, Project Director Pitt River Bridge, Minístry of Tr:ansportation, gave a PowerPoint presentation which provided an update on the Pitt River Bridge and Mary Hill lnterchange Project. UNFINISHED AND NEW BUS/NESS Freshet 2OO7 Report - M. Davies, Area Emergency Coordinator Staff report dated August 29,2OA7 detaíling work done during the 2007 Freshet event and providing recommendations for areas of improvement and follow up. The Area Emergency Coordinator provided an ovelview of the report and the recommendations. Media clips were shown which gave an indication of the high amount of media coverage centered on Maple Ridge during the freshet event. The Area Emergency Coordinator advised that issues aro.und the water level in the Alouette River system were being addressed through the Alouette River Flood Management Task Force. ACTION REQUIRED Staff is to meet with UBC Research Forest representatives and formalize the online monitoring of rain levels. R/06-421, Freshet 2OO7 It was moved and seconded That a letter be written to the Premier of British Columbia and to the Prime Minister of Canada requesting the establishment of a program and funding to upgrade the dykes on the Fraser River to the new standards outlined in the Fraser Basin Council 2006 Report and that other municipalities along the Fraser River be asked to do to do the same; and 4.L ) Council Workshop Minutes September tO,2OOT Page 3 of 6 That staff be directed to investigate and report on a permanent solution with respect to the operat¡on, management and financing of both the Albion and Road 13 Dyking Districts; and further That staff be directed to investiglate and work on flood improvements identified in the Freshet event as part of the 2OO8 budget process. CARRIED 4.2 October Meetings Consideration of a resolution to change the Public Hearing date from October 16 to October 17 and to cancelthe October 29 Council Workshop and Closed Council meetings. R/O7-422 Change in October 2OOT Council Meetings 5.1 R/O7-423 Vancouver Fraser Port Authority It was moved and seconded That the letter dated August 22,2OO7 from Sarah Morgan- Silvester, Cha ir, Tra nsition Com m ifiee, Va ncouver. Port Authority be received and no further action taken. It was moved and seconded That the Public Hearing date of October 16 be rescheduled to October L7 and that the October 29 Council Workshop and Closed Council meetings be cancelled. CARRIED CORRESPONDENCE Vancouver Fraser Port Authority Letter dated August 22,2OOT from Sarah Morgan-Silvester, Chair, Transition Committee, Vancouver Fraser Port Authority, providing information on the composition of the Board of Directors for the amalgamated ports and seekíng input on the voluntary resignation process by September 24,2OO7. 5. CARRIED Greater Vancouver Regional District (Metro Vancouver) - RegíonalAffordable Housing Stratery Letter dated August 9,2OO7 from Lois E. Jackson, Chair, Greater Vancouver Regional Distríct (Metro Vancouver) Board, providing a copy of the proposed regional affordable housing stràtegy for feedback and advising of a public consultation meeting. The General Manager of Community Development, Parks and Recreation Services advised that he will forward questions and concerns brought forward by Councillors to representativés from the Social Planning and Accessibility lssues committees. ACT/|ON REQUTRED Staff is to research the 7% GST charge on the sales of social housing buildings and develop a resolution to bring forward to the Federation of Canadian M unicipalities. Jackson, Chair, Greater Vancouver Regional District (Metro Vancouver) Board providing information on the RegionalAffordable Housing Stratery be received and forwarded to the Maple Ridge Social PlanningAdvisory Committee and the M.pl" Ridge/Pitt Meadows M u n icipa I Advisory Com m ittee on Accessibility lssues. CARRIED 5.3 Ministry of Community Services - Asia Pacific lnitiative Letter dated August 20,2OO7 from the Honorable lda Chong, Ministry of Community Services and Minister Responsible for Seniors' and Women's lssues, providing background information on the Asia Pacific lnitiative for review and feedback. CARRIED 5.4 Lower Mainland TreatyAdvisory Committee Letter dated August 20,2OO7 from Mayor Ralph Drew, Chair, Lower Mainland Treaty Advisory Committee (LMTAC), requesting support for the reinstatement of Provincial funding to LMTAC. R/O7-426 Lower Mainland Treaty Advísory Committee Funding It was moved and seconded That the letter dated August 20,2OO7 from Mayor Ralph Drew, Chair, Lower Mainland TreatyAdvisory Committee be received. CARRIED R/06-427 Lower Mainland Treaty Advisory Committee Funding It was moved and seconded That a letter of support for the reinstatement of funding for the Lower Mainland TreatyAdvisory Committee be written to the Provincial Govern ment. CARRIED 5.5 Pitt Meadows RegionalAirport - Airport Erpansion Project Letter dated August 23,2OO7 from Bill Neale, General Manager, Pitt Meadows RegionalAirport requesting a letter of supportto be included in a Transportation Partnership Grant submission for the Airport Expansion Project.
