CARRIED aJ 4 PRESENTATIONS AT THE REQUEST OF COUNCIL -NiI UNFINISHED AND NEW BUSINESS Maple Ridge tr'inancial Plan Amending Bylaw No.6474-2007 To amend the2007-201I Financial Ptan. Final reading. 4.t 4.2 It was moved and seconded That Maple Ridge Financial Plan Amending Bylaw 6474-2007 be reconsidered and adopted. CARRIED 2007 Property Tax Rates Bylaw No. 6475-2007 To estabiish tax rates for the year 2007. Final reading. The General Manager, Corporate and Financial Services advised that a period of time had been aliowed for public comment and none had been received. w07-2s9 BL 6475-2007 Final Reading It was moved and seconded That Maple Ridge Property Tax Rates Bylaw No. 6475-2007 be reconsidered and adopted. CARRIED Council WorkshoP Minutes May 14,2007 Page 3 of6 4.3 4.4 Action Required Staff is to present the Town Centre Area Plan Process at the M:ay 2212007 Council meeting. Freshet Update The Area Emergency Coordinator gave an update on the freshet situation. He advised that the *ork on the Albion pump station had been completed, that the final topping was being work on the Albion Dyke west of McKay Street and that work båing ãone by stãff on the Albion dyke east of McKay Street was also nearing co-mpletion. He advised that public information meetings will be held with residents in potential flood areas. The Chief Administrative Officer noted to Council that a Fraser River Freshet Operational Flood Management Plan dated }y'ray 14,2007 has been completed and *ill b" used by District staff to respond to the Fraser River Freshet event' Regional Town Centre Area Plan Process Staff report dated April 19,2007 outlining the development of the Maple Ridge Town Centre Concept Plan to be used as a basis for the preparation of an area plan. The Planner reviewed the regional town centre ¿rea plan process report, timing and what staff are trying to achieve. A timeline for the area plaruring process was shown and highlighied àreas indicating public involvement were reviewed' The Director of Plan-ning advised that this process would not delay plans that are currently underway andìtre Chief Administrative Officer added thai capital improvements in the downtown area will be continuing The Director of Planning advised that the Planning department and the Parks department would be wırking together to provide spaces for park and/or park like settings as well as oonnectivity to park areas. The Director of Planning advised that the parking strategy was a key component of this program and that terms of reference would be presented to Council later this year. Council Workshop Minutes May 14,2007 Page 4 of6 F.J07-260 Town Centre Area Plan Process 4.5 Corporate Strategic Plan It was moved and seconded The Regional Town Centre Area Plan Process as recommended in the report dated April 1912007 be approved; and Whereas Council has considered the requirements of Section 879 of the Local Government Act that it provide, in respect of an Area PIan for the Regional Town Centre, one or more opportunities it considers appropriate for consultation with persons, organizations and authorities it considers will be affected and has specifically considered the matters referred to in Section 879 Q) of the Act; And whereas Council considers that the opportunities to consult proposed in respect of an Area Plan for the Regional Town Centre (as summarized in the Town Centre Area Plan Process report dated April 1912007) constitute appropriate consultation for the purposes of Section 879 of the Act; Now therefore, Council resolves that the ongoing consultation as identified in the Public Consultation section of the Town Centre Area Plan Report, be endorsed. CARRIED Staff report dated May 10, 2007 recommending that the Corporate Strategic Plan be approved and brought forward in the 11ú Edition of the Business Planning Guidelines. The Executive Director to the Chief Executive Officer gave a PowerPoint presentation which detailed the revisions made to the draft strategic plan presented at the April23'd Workshop meeting. Further additions to the strategic plan were suggested and incorporated into the,' following sections: Environment - Key Strategies Smart Managed Growth - Key Strategies Governance - Vision Economic Development - Key Strategies Council Workshop Minutes May 74,2007 Page 5 of6 Py07-261 Corporate Strategic Plan Py07-262 256û Street Industrial Area 4.8 CARRIED 4.6 River Road Escarpment Storm Drains Update The General Manager, Public Works and Development Services advised that in terms of work being carried out on River Road as directed by council, a geotechnical consultant has been employed, a grant application for funding for infrastructure is in progress and residents will be approached in regard to the Local Improvement Program. 4.7 Road and Sewer Services to 256th Street Industrial Area The extension of Abernetþ Way along with municipal sewage services to the future 256ü street industri al area, as well as the timing ãn this proposed extension, was raised and discussed. It was moved and seconded That the Corporate Strategic Plan attached to the report dated May 10,2007 and as amended at the May 1!,2007 Workshop be approved and brought forward in the l t th Edition of the Business Planning Guidelines. It was moved and seconded That staff be directed to provide an overview of the 256th Street industrial park including the impact of the provision of municipal servicing and a transportation route and providing an indication of applications in process for this area. CARzuED Lower Mainland Local Government Association, 2007 Annual General Meeting and Conference Update The Mayor and Councillors attending the 2007 Annual Meeting and Conference for the Lower Mainland Local Government Association gave reviews of the events they participated in. Council V/orkshoP Minutes Mray 14,2007 Page 6 of6 4.9 West Coast Express UPdate Mayor Robson advised that a letter had been received from Translink committing to á planning process for the location of a new'West Coast Express station in the Albiın *"u *d advised that it is important that the municipality participate in the process. 5.
