Council meetings which affect many people's lives. Therefore, we ask that you act with the
appropriate decorum that a Council Meeting deserves. Commentary and conversations by the

will be stopped and that person's behavior will be reprimanded.

1400 QUESTIONS FROM THE PUBLIC
The purpose of the Question Period is to provide the public with an opportunity to seek
clarification about an item on the agenda, with the exception of Public Hearing by-laws which
have not yet reached conclusion.
Council will not tolerate any derogatory remarks directed at Council or staff members.
If a member of the public has a concern related to a Municipal staff member, it should be
brought to the attention of the Mayor and/or Chief Administrative Officer in a private meeting.
The decision to televise the Question Period is subject to review.
Each person will be permitted 2 minutes only to ask their question (a second opportunity is
permitted if no one else is sitting in the chairs in front of the podium). The total Question
Period is limited to 15 minutes.
If a question cannot be answered, it will be responded to at a later date at a subsequent Council
Meeting.
Other opportunities to address Council may be available through the office of the Municipal
Clerk who can be contacted at 463-5221.

SUMMARY:
Bylaw 5895-2000 has been considered by Council at Public Hearing and subsequently granted 2nd
and 3fl reading. The applicant has requested that final reading be granted. The purpose of the
Official Community Plan Amendment is to designate the site a Temporary Industrial Use Permit
Area on Schedule "H" of the Official Community Plan. This will then enable Council to consider
an application for a Temporary Industrial Use Permit.
RECOMMENDATION
That Maple Ridge Official Community Plan Amending Bylaw No. 5895-2000 be reconsidered
and adopted.

History:
Council considered this rezoning application at a Public Hearing held on May 16, 2000. On June
27, 2000 Council reviewed a report dated June 19, 2000 which addressed concerns raised by
Council in response to presentations at the Public Hearing. The report noted that additional
information regarding environmental concerns will be provided during review of the Temporary
Industrial Use Permit. After reviewing this report s Council granted 2nd and 3" reading to the subject
bylaw.

CONCLUSION:
The applicant has met all conditions noted in the February 23, 2000 land use report and no further
conditions have been identified. It is therefore recommended that final reading be given to Maple
Ridge Official Community Plan Amending Bylaw No. 5895-2000.

WHEREAS Section 997 of the Municipal Act provides that the Council may revise the Official

SUMMARY:
Bylaw 5716-1998 & 5717-1998 have been considered by Council at Public Hearing and

History:
Council considered this rezoning application at a Public Hearing held on August 18, 1998. On
August 25, 1998 Council granted 2 and 3" reading to Maple Ridge Zone Amending Bylaw No.
57 16-1998 and Maple Ridge Official Community Plan Amending Bylaw No. 57 17-1998 with the
stipulation that the following conditions be addressed:
Preliminary approval from the Ministry of Environment, Fish and Wildlife Branch;
Registration of a Rezoning Development Agreement including the deposit of security as
outlined in the Agreement;
Amendment to Schedule "B" of the Official Community Plan;
Inclusion of the site into Sewer Area "A";
Park dedication;
Council requested that information pertaining to costs associated with the scrubber marsh be
provided to our Engineering Department.
Council are concerned that clearing proceed as development occurs. They have asked that
staff review methods to ensure this.
The following applies to the above:
Ministry of Environment have commented on the development and granted preliminary
approval. Their requirements will be achieved at the time of subdivison;
A Rezoning Development Agreement has been registered at the Land Title Office and the
security has been deposited with the District;
Schedule "B" will be amended once Council grant final reading to Official Community Plan
Amending Bylaw No. 57 17-1998;
The applicant has applied to have the land included into Sewer Area "A";
Park dedication has been achieved;
The engineer for the project has provided our Engineering Department with all the
information associated with the scrubber marsh;
The site is within Development Permit Area XXX. Council has approved the Phase I
clearing plan under DP/8/00.

As the applicant has met Council's conditions, it is recommended that final reading be given to the
bylaws.

WHEREAS Section 997 of the Municipal Act provides that the Council may revise the Official
Community Plan;
AND WHEREAS it is deemed desirable to amend Schedule "B" to the Official Community
Plan;

SUMMARY:
An application has been received to rezone property in the area of Larch Avenue and 236111 Street to
allow residential development. The proposal identifies 92 single family lots, a duplex lot and sites
for future townhouse development. -
RECOMMENDATION:
That application RZ/30/97 (for property located in the 23500 Block Larch Ave.) to rezone
property described in the memorandum dated February 17, 1998 from RS-3 (One Family
Rural Residential) to R-1 (Residential District) and RS-lb (One Family Urban (medium
density) Residential) and RT-1 (Two Family Urban Residential) be forwarded to Public
Hearing noting that the conditions to be met prior to Public Hearing and prior to final
consideration of the Zone Amending Bylaw are detailed in that memorandum and that the
accompanying Official Community Plan Amending Bylaw be forwarded to the same Public
Hearing.
Condition to be met prior to first reading:
I) A Public Information Meeting must be held.
An Environmental Assessment must be provided that identifies development limits in
accordance with guidelines established by the Ministry of Environment, Fish and Wildlife
Branch.
Submission of a plan of development that accommodates the Ministry of Environment, Fish
and Wildlife Branch habitat protection boundary as defined by the Environmental
Assessment.
Design proposal for the proposed duplex lot in compliance with the Duplex Policy.
Submission of design proposals that address the requirements of the Hillside Policies of the
OCP.
And that prior to final approval the following must be complete:
I) Preliminary approval from the Ministry of Environment, Fish and Wildlife Branch;
Registration of a Rezoning Development Agreement including the deposit of security as
outlined in the Agreement;
Amendment to Schedule "B" of the Official Community Plan;
Inclusion of the site into Sewer Area "A";
Park dedication.
BACKGROUND:
The subject parcel is 10.7 ha in size and is located immediately adjacent and west of the first phase
of development activity in the Silver Valley area on 236" Street. The parcel is characterized by
moderately steep to steep terrain and is bound by a creek along it's western boundary.
The development proposal defines a road network consistent with patterns established by
neighbouring development. A variety of single family lot sizes are proposed with the larger lots
generally located on the more steeply sloping terrain. Potential townhouse sites are also identified
in areas where conventional single family development is considered impractical.
Policy Implications:
Official Community Plan:
Existing land use designations for this property identify both townhouse densities (Compact
Housing-40upnh) and single family residential densities (SFR-l8upnh). The higher density
designation involves the majority of the property. This designation serves two purposes. It
recognizes the proximity of the site to the Village Centre and recognizes the ability of cluster
housing (town housing) to address the topographic constraints of the site within the context of the
Hillside Policies. The densities achieved with the predominant single family form proposed by this
application reflect the constraints imposed by site topography. These densities are believed to be
comparable to those achievable with a townhouse building form, given the topographic limitations.
It will however be more difficult to address the Hillside Policies with the single family form and
further design work is recommended before this application is presented at Public Hearing. Council
is presently considering a text amendment to the OCP to allow greater flexibility in allowing a
variety of residential zones within each of the density designations. If this is successful,
amendments to the residential densities for this property are not required.
Schedule "B" of the OCP also designates a Conservation and Pathway Network west of this
development site. Information provided with this application concludes that the creek system that
defines the area is actually located on this site. Schedule "F" of the OCP identifies a horse trail
through this area of Silver Valley connecting Golden Ears Park and the Malcolm Knapp Research
Forest. It is recommended that this trail be incorporated within the Conservation Area and that the
creek and trail system be dedicated as park prior to final zoning approval.

Interconnection of roads on a regular interval is difficult to achieve due to the topographic
constraints of the area. While these interconnections result in an unreasonable routing of vehicular
traffic, pedestrian linkages are also discouraged. Consistent with Policy 59 of the OCP, pathways
are required as part of the development concept, and these will be achieved at the time of
subdivision.
Hillside Policies:
The development site is subject to the Hillside Policies of the OCP. It is anticipated that these
policies will have a considerable impact on lot grading, house design and road construction and
design. It is recommended therefore that appropriate reference to solutions addressing these
policies be provided in advance of Public Hearing. Of particular concern is the need to provide a
design concept for the proposed duplex lot that reflects the requirements of the Duplex Policy as
well as those of the Hillside Policies.
Public Information Meetin2:
In keeping with Council's Policy it will be necessary for the applicant to host a Public Information
Meeting prior to this application proceeding to a Public Hearing.
Servicing Concerns:
The Engineering Department has identified that all the services required to support the development
proposal do not exist to the site. It will therefore be necessary to have the owner enter into a
Rezoning Development Agreement and post the security to do the necessary works prior to final
reading.
CONCLUSION:
The development proposal is consistent with the overall objectives of the OCP. Additional
information that addresses specific policy requirements of the OCP is required in advance of
presentation at Public Hearing. With the provision of this information, it is recommended that this
application be supported.

SUMMARY:
Bylaw 5857-1999 & 5858-1999 have been considered by Council at Public Hearing and

The following applies to the above:
By way of the December 8, 1999 letter, the Ministry of Environment, Water Management
Branch stated that there are no objections provided that the standard flood control
requirements can be achieved. Accordingly as a condition of subdivision a Restrictive
Covenant will be registered which details those standard flood control requirements.
Through meetings and field inspections with the Ministry of Environment, Fish and Wildlife
Branch officials, the boundaries illustrated on the "Park" dedication plan have been
established.
Amendments to the Official Community Plan are contained in Bylaw No. 5858-1999.
A geotechnical report has been submitted which provides recommendations to be carried out
at the subdivision, construction and building permit stages. Accordingly, as a condition of
subdivision approval, a Restrictive Covenant will be required.
CONCLUSION:
As the applicant has met Council's conditions, it is recommended that final reading be given to the
bylaws.

SUMMARY:
Council considered Maple Ridge Official Community Plan Amending Bylaw 4402-1990 at their
meeting of June 27, 2000 for the Valley Fair Mall site, rescinded third reading to the bylaw and
granted third reading to the amended bylaw under the provisions of the Municipal Act. It is
requested that this bylaw now be granted final reading.
RECOMMENDATION
That Maple Ridge Official Community Plan Amending Bylaw No. 4402-1990 be reconsidered
and adopted.
BACKGROUND:
History:
On June 27, 2000, Council granted third reading to the amended Official Community Plan
Amending Bylaw which will include the entire Valley Fair Mall site into a Development Permit
Area to ensure the form and character of the development at the building permit stage and designate
the former Earl Haig site as Town Centre Commercial. This Bylaw is being placed on the Council
Agenda in advance of final consideration of the zone amending bylaw in order to facilitate the
Development Permit process for the building permit. The applicant is anxious to complete this
zoning and it is anticipated that the Zone Amending Bylaw will be placed on the next Council
Agenda for final reading.

A By-law to amend the Official Community Plan
WHEREAS Section 882 of the Municipal Act provides that the Council may revise the Official
Community Plan;
AND WHEREAS it is deemed desirable to amend Schedule "A", "B" & "H" to the Official
Community Plan;
NOW THEREFORE, the Municipal Council of the Corporation of the District of Maple Ridge,
in open meeting assembled, ENACTS AS FOLLOWS:
This By-law may be cited for all purposes as "Maple Ridge Official Community Plan
Amendment By-law No. 4402 - 1990."
Schedule "B" is hereby amended for that parcel or tract of land and premises known and
described as:

and outlined in heavy black line on Map No. 226, a copy of which is attached hereto and

SUMMARY:
A request has been received from the Ridge Meadows Association for. Community Living to use
Municipal Streets for their Legendary Run on Sunday July 9, 2000.
It is recommended that the event be approved provided the usual conditions are met. A copy of the
request is attached.
RECOMMENDATION:
The Ridge Meadows Association for Community Living be authorized to use Municipal
Streets for their Legendary Run on Sunday July 9, 2000 provided the conditions outlined
in the report of the Chief Administrative Officer are met.
BACKGROUND:
From time to time the Municipality is requested to allow the use of Municipal Streets for organized
events. Unless there is some unusual safety implication, approval is usually given on condition that the
Municipality be indemnified against any liability for injury or damage resulting from the event. The
conditions of approval of the event are attached as "Schedule A"
The run route will start at the Winner's parking lot, proceed across Dewdney Trunk Road at the
intersection of 207 Street, head west on north side of Dewdney Trunk Road, head north on east side of
203 Street, head east of north side of 132 Avenue, head north on east side of Neaves Road, head east onto
the Dykes and exiting onto 128 Avenue and running on the north side of 128 Avenue, head south on the
west side of Laity Street, head west on the north side of Dewdney Trunk Road, and finish at the White
Spot parking lot. A map sho the run route is attached.

Schedule 'A' To Council Memorandum Dated June 30, 2000
Legendary Run
Condition of Approval
Approval for the event is given on condition that the organizers:
I. provide all necessary traffic controls, parking and emergency access acceptable to
the R.C.M.P., and the District of Maple Ridge;
notify local Fire Department, Ambulance Services and BC Transit of the event:
advertise the event in a local newspaper and notify all surrounding businesses of the event (a
minimum of one week prior to the event date);
hold and save harmless the Corporation from and against all claims, and damages arising out
of or in any way connected with the event;
obtain and maintain during the term of this event a comprehensive general liability insurance
policy providing coverage of not less than $2,000,000.00, naming the Corporation as an
additional named insured. A copy of such policy shall be delivered to the Corporation prior to
the event;
obtain the required permission from the business to use their facilities;
refurbish all municipal infrastructure to an equal or better condition than that which existed
prior to the event, all within 24 hours of the completed event, to the satisfaction of the
District of Maple Ridge;
The Corporation of District of Maple Ridge reserves the right to withdraw this permission to use
Municipal Streets should the organizers fall to comply with the above requirements.

SUBJECT: MTI Traffic Enforcement
SUMMARY:
Our Police Chief is interested in pursuing a Municipal Ticket enforcement program. The purpose of this
memorandum is to assess Council's support for the initiative.
RECOMMENDATION:
That Municipal Council, support, in principle, a Municipal Ticket Enforcement Program for the
Ridge Meadows detachment and that the Police Chief be asked to provide additional information
on implementing such a program.
BACKGROUND:
Our police chief is of the view that there are a lot of very positive aspects to the program. These include:
- driver & public education and deterrence.
- a form of diversion, particularly for "first time" offenders.
- financial incentives for early payment.
- improved public relations.
- less time for citizens and officers tied up in traffic disputes.
The municipality had a similar initiative for speeding violations a few years ago but the Province passed
legislation to prohibit it. Some municipalities continue to issue municipal tickets for non-speed related
violations and it would be our intent to do the same.
If Council approves this recommendation, our Bylaw Enforcement Section will work with the RCMP to
implement a process for handling the tickets. Amendments to existing bylaws will likely be required. As
well, we will work on a media release and pamphlet to explain the system and the rationale for it.

Mr. Jodi Fireman was in attendance to thank Mayor and Council for the use of the
Council Chamber on Wednesday nights. He advised that Toastmasters is celebrating
its 10th anniversary this year.
Mrs. Jeannette Fireman explained that Toastmasters practices effective
communication skills and in the last 10 years have had several members join from
doctors to Council members. She advised that Toastmasters was the Master of
Ceremony at the First Night Celebration and the Summer Games. Members have also
volunteered their time to speech craft programs designed for communication groups
and businesses.
In closing, Mrs. Fireman stated that the current president of Toastmasters looks
forward to continued association with the District, and if an MC is ever needed for
community events, please call on Toastmasters.
Mr. Fireman presented Mayor and Council with a plaque.

999 MAYOR'S REPORTS
The Mayor reported on his exchange trip to Moose Jaw last week from Wednesday, July
5 to Sunday, July 9, 2000. The exchange program was sponsored by the FCM and the
Chamber of Commerce. The Moose Jaw delegations were in Maple Ridge in May of this
year.
The Mayor identified that both Moose Jaw and Maple Ridge are working on similar
initiatives, such as tourism. Moose Jaw is currently revitalizing its downtown core,
(working on a casino, hotel, arts and culture, and other facilities).
The Mayor will be sending a letter to the FCM congratulating them on this program.
In closing, the Mayor congratulated Moose Jaw, and thanked Mr. Fred Armstrong and
Mr. Andre Choquette (both of the Chamber of Commerce), and Councillor Gordon. He
also thanked the hospital foundation as well as the family' and friends of the hospital
foundation.
1000 COUNCILLORS' REPORTS
Councillor Speirs reported that he had a meeting at the UBC Research Forest and
took a helicopter ride. He attended the Canada Day event, which was well organized.
He also attended the Jerry Sulina Park Dedication on July 10, 2000.
Councillor Isaac thanked the Canada Day volunteers, sponsors, staff and committee
members for doing a wonderful job. She also attended Haney House (Seniors Tea)
on Canada Day. She attended the Albion Sports Complex for the Ridge Meadows
Softball Association for 2000 Midget Girls having an opportunity to welcome people
from 15 communities. The Mayor of Pitt Meadows was in attendance to throw the
ball. Councillor Isaac also attended the Jerry Sulina Park Dedication, and announced
that the hospital foundation made $450,000 this fiscal year.
Councillor Morse made reference to the Communities in Bloom flag and announced
that the judges will be in Maple Ridge on July 21, 2000. Communities in Bloom is
now linked to the District's web site. She also announced that the Youth Council is
in need of items for its temporary location (money, dart boards, games, anything
would be welcomed, etc.). The Maple Ridge Fair is on from July 28-30, 2000 with a
small charge for parking (fund raiser for the fair). She noted that the fair will be 100
years old next year.

Councillor Gordon attended the Jerry Sulina Dedication celebration last night. She
added that the park is a wonderful dedication to him as he liked to walk his dog along
the dyke near the park. She also reported that treaty negotiation discussions were
completed in June with three further meetings in July and one in August.
Councillor Gordon gave an extensive report on her exchange trip to Moose Jaw with
the Mayor and the two Chamber of Commerce representatives. The following were
some of the highlights on industrial activity and tourist attractions:
• visited a fertilizing plant, which was 1100 degrees celsius inside;
• visited grain terminals;
• visited the training facility at the base;
• visited the Globe Theatre;
• visited Moose Jaw City Hall;
• visited the Art Gallery;
• visited the Historic Museum;
• visited tunnels;
• visited the downtown area by trolley car;
• visited used heritage buildings restored by private individuals or corporations, one
in particular, was the CPR building, which continued the railroad theme
throughout;
• visited Fifth Avenue Jewelry store, which sells $1 million dollars/day in fashion
jewelry;
• attended a multi cultural event in the park;
• attended the Air Show, where the Snowbirds were flying;
• attended a Saskatchewan football game in Regina.
In closing, she acknowledged how hospitable Moose Jaw was to the Maple Ridge
delegations, and stated that a detailed report will be addressed to the FCM.
