Council will not tolerate any derogatory remarks directed at Council or staff members. If a member of the public has a concern related to a Municipal staff member, it should be brought to the attention of the Mayor and/or Chief Administrative Officer in a private meeting. The decision to televise the Question Period is subject to review. Each person will be permitted 2 minutes only to ask their question (a second opportunity is permitted if no one else is sitting in the chairs in front of the podium). The total Question Period is limited to 15 minutes. If a question cannot be answered, it will be responded to at a later date at a subsequent Council Meeting. Other opportunities to address Council may be available through the office of the Municipal Clerk who can be contacted at 463-5221. The applicant has requested that final reading be granted. The purpose of the Official Community Plan Amendment is to designate the site a Temporary Industrial Use Permit Area on Schedule "H" of the Official Community Plan. This will then enable Council to consider an application for a Temporary Industrial Use Permit. RECOMMENDATION That Maple Ridge Official Community Plan Amending Bylaw No. 5895-2000 be reconsidered and adopted. BACKGROUND: Location: 14140,14160,14170, 14180, 14250, 143 10 &14320 256 Street History: Council considered this rezoning application at a Public Hearing held on May 16, 2000. On June 27, 2000 Council reviewed a report dated June 19, 2000 which addressed concerns raised by Council in response to presentations at the Public Hearing. The report noted that additional information regarding environmental concerns will be provided during review of the Temporary Industrial Use Permit. After reviewing this report s Council granted 2nd and 3" reading to the subject bylaw. qol- CONCLUSION: The applicant has met all conditions noted in the February 23, 2000 land use report and no further conditions have been identified. BACKGROUND: The subject parcel is 10.7 ha in size and is located immediately adjacent and west of the first phase of development activity in the Silver Valley area on 236" Street. The parcel is characterized by moderately steep to steep terrain and is bound by a creek along it's western boundary. The development proposal defines a road network consistent with patterns established by neighbouring development. A variety of single family lot sizes are proposed with the larger lots generally located on the more steeply sloping terrain. Potential townhouse sites are also identified in areas where conventional single family development is considered impractical. Policy Implications: Official Community Plan: Existing land use designations for this property identify both townhouse densities (Compact Housing-40upnh) and single family residential densities (SFR-l8upnh). The higher density designation involves the majority of the property. This designation serves two purposes. It recognizes the proximity of the site to the Village Centre and recognizes the ability of cluster housing (town housing) to address the topographic constraints of the site within the context of the Hillside Policies. The densities achieved with the predominant single family form proposed by this application reflect the constraints imposed by site topography. These densities are believed to be comparable to those achievable with a townhouse building form, given the topographic limitations. It will however be more difficult to address the Hillside Policies with the single family form and further design work is recommended before this application is presented at Public Hearing. Council is presently considering a text amendment to the OCP to allow greater flexibility in allowing a variety of residential zones within each of the density designations. If this is successful, amendments to the residential densities for this property are not required. Schedule "B" of the OCP also designates a Conservation and Pathway Network west of this development site. Information provided with this application concludes that the creek system that defines the area is actually located on this site. Schedule "F" of the OCP identifies a horse trail through this area of Silver Valley connecting Golden Ears Park and the Malcolm Knapp Research Forest. It is recommended that this trail be incorporated within the Conservation Area and that the creek and trail system be dedicated as park prior to final zoning approval. -2- Interconnection of roads on a regular interval is difficult to achieve due to the topographic constraints of the area. While these interconnections result in an unreasonable routing of vehicular traffic, pedestrian linkages are also discouraged. Consistent with Policy 59 of the OCP, pathways are required as part of the development concept, and these will be achieved at the time of subdivision. Hillside Policies: The development site is subject to the Hillside Policies of the OCP. It is anticipated that these policies will have a considerable impact on lot grading, house design and road construction and design. It is recommended therefore that appropriate reference to solutions addressing these policies be provided in advance of Public Hearing. Of particular concern is the need to provide a design concept for the proposed duplex lot that reflects the requirements of the Duplex Policy as well as those of the Hillside Policies. Public Information Meetin2: In keeping with Council's Policy it will be necessary for the applicant to host a Public Information Meeting prior to this application proceeding to a Public Hearing. Servicing Concerns: The Engineering Department has identified that all the services required to support the development proposal do not exist to the site. It will therefore be necessary to have the owner enter into a Rezoning Development Agreement and post the security to do the necessary works prior to final reading. CONCLUSION: The development proposal is consistent with the overall objectives of the OCP. Additional information that addresses specific policy requirements of the OCP is required in advance of presentation at Public Hearing. With the provision of this information, it is recommended that this application be supported. The purpose of this memorandum is to assess Council's support for the initiative. RECOMMENDATION: That Municipal Council, support, in principle, a Municipal Ticket Enforcement Program for the Ridge Meadows detachment and that the Police Chief be asked to provide additional information on implementing such a program. BACKGROUND: Our police chief is of the view that there are a lot of very positive aspects to the program. These include: - driver & public education and deterrence. - a form of diversion, particularly for "first time" offenders. - financial incentives for early payment. - improved public relations. - less time for citizens and officers tied up in traffic disputes. The municipality had a similar initiative for speeding violations a few years ago but the Province passed legislation to prohibit it. Some municipalities continue to issue municipal tickets for non-speed related violations and it would be our intent to do the same. If Council approves this recommendation, our Bylaw Enforcement Section will work with the RCMP to implement a process for handling the tickets. Amendments to existing bylaws will likely be required. CARRIED 999 MAYOR'S REPORTS The Mayor reported on his exchange trip to Moose Jaw last week from Wednesday, July 5 to Sunday, July 9, 2000. The exchange program was sponsored by the FCM and the Chamber of Commerce. The Moose Jaw delegations were in Maple Ridge in May of this year. The Mayor identified that both Moose Jaw and Maple Ridge are working on similar initiatives, such as tourism. Moose Jaw is currently revitalizing its downtown core, (working on a casino, hotel, arts and culture, and other facilities). The Mayor will be sending a letter to the FCM congratulating them on this program. In closing, the Mayor congratulated Moose Jaw, and thanked Mr. Fred Armstrong and Mr. Andre Choquette (both of the Chamber of Commerce), and Councillor Gordon. He also thanked the hospital foundation as well as the family' and friends of the hospital foundation. 1000 COUNCILLORS' REPORTS Councillor Speirs reported that he had a meeting at the UBC Research Forest and took a helicopter ride. He attended the Canada Day event, which was well organized. He also attended the Jerry Sulina Park Dedication on July 10, 2000. Councillor Isaac thanked the Canada Day volunteers, sponsors, staff and committee members for doing a wonderful job. She also attended Haney House (Seniors Tea) on Canada Day. She attended the Albion Sports Complex for the Ridge Meadows Softball Association for 2000 Midget Girls having an opportunity to welcome people from 15 communities. The Mayor of Pitt Meadows was in attendance to throw the ball. Councillor Isaac also attended the Jerry Sulina Park Dedication, and announced that the hospital foundation made $450,000 this fiscal year. Councillor Morse made reference to the Communities in Bloom flag and announced that the judges will be in Maple Ridge on July 21, 2000. Communities in Bloom is now linked to the District's web site. She also announced that the Youth Council is in need of items for its temporary location (money, dart boards, games, anything would be welcomed, etc.). The Maple Ridge Fair is on from July 28-30, 2000 with a small charge for parking (fund raiser for the fair). She noted that the fair will be 100 years old next year. Council Meeting Minutes Tuesday, July 11, 2000 Page 12 Councillor Gordon attended the Jerry Sulina Dedication celebration last night. She added that the park is a wonderful dedication to him as he liked to walk his dog along the dyke near the park. She also reported that treaty negotiation discussions were completed in June with three further meetings in July and one in August. Councillor Gordon gave an extensive report on her exchange trip to Moose Jaw with the Mayor and the two Chamber of Commerce representatives. The following were some of the highlights on industrial activity and tourist attractions: • visited a fertilizing plant, which was 1100 degrees celsius inside; • visited grain terminals; • visited the training facility at the base; • visited the Globe Theatre; • visited Moose Jaw City Hall; • visited the Art Gallery; • visited the Historic Museum; • visited tunnels; • visited the downtown area by trolley car; • visited used heritage buildings restored by private individuals or corporations, one in particular, was the CPR building, which continued the railroad theme throughout; • visited Fifth Avenue Jewelry store, which sells $1 million dollars/day in fashion jewelry; • attended a multi cultural event in the park; • attended the Air Show, where the Snowbirds were flying; • attended a Saskatchewan football game in Regina.
