MOVED by Councillor Isaac July 10, 11/00 SECONDED by Councillor King that the Minutes of the Development Agreements Committee Meetings of July 10 and 1, 2000 be received. CARRIED 500 DELEGATIONS Insurance Corporation of British Columbia (WBC) re Keep our Future Safe Campaign Ms. Jacki Konya, Co-ordinator of ICBC Loss Prevention and Road Safety, was in attendance to explain the above noted educational campaign which has been created to target unsafe speed and aggressive driving and reduce crashes resulting from those offences. The campaign kicks off on September 5th. Ms. Konya asked for the District's consent and the help of the businesses within the community to make the campaign a success. She also asked if the District could assist in putting up barmers and signage. The Mayor advised that Council will refer this matter to staff and bring forward a resolution to the August 22, 2000 Council Meeting. He suggested that in the meantime Ms. Konya consult with the Engineering Department with respect to any questions she may have regarding Municipal policies for the placement of banners, etc. This will enable her to work on the campaign prior to the August 22nd meeting. P100-416 MOVED by Councillor King DVP/40/00 SECONDED by Councillor Morse that the Municipal Clerk be authorized to sign and seal Development Variance Permit DVP/4/00 (Northeast corner of 240 Street and McClure Drive). Discussion The Municipal Clerk advised that the permit was advertised in accordance with the Municipal Act, as was Item 602 (DVP/34/00), and no response has been received for either item. Mr. James Fensom, an architect for the project, was in attendance to review the proposed streetscape plan and address concerns that were raised at the Committee of the Whole Meeting regarding the reduced setbacks. The motion CARRIED. 602 DVP/34/00— 11748-216 Street (an application to increase the height of an accessory residential building from 4.5 metres to 5.3 metres) P100-417 MOVED by Councillor Morse DVP/34/00 SECONDED by Councillor Isaac that the Municipal Clerk be authorized to sign and seal Development Variance Permit DVP/34/00 (11748— 216 Street). CARRIED 603 Item 603 - Perm itExtension for the Deposit of Fill at 27412 - 104 Avenue Reference was made to the staff report dated July 25, 2000 in support of the following recommendation contained therein: Council Meeting Minutes July 15, 2000 Page 4 R/00-41 8 Deposit of Fill 27412 - 104 Ave. MOVED by Councillor King SECONDED by Councillor Speirs that the permit extension for Fill Permit SDP/1/98 submitted by Ms. Long for the property at 27412 - 104 Avenue be issued provided the placement of fill is carried out in compliance with the relevant provisions of the Soil Conservation Act and the conditions identified in the permit extension. CARRIED 700 CORRESPONDENCE Nil 800 BY-LAWS 801 RZ175189 — 22 703 Lougheed Highway Maple Ridge Zone Amending Bylaw No. 4401-1990 (to permit the redevelopment of Valley Fair Mall). RI00-4 19 MOVED by Councillor Isaac BL 4401-1990 SECONDED by Councillor Gordon final reading that Maple Ridge Zone Amending By-law No. 4401-1990 be reconsidered and adopted. CARRIED 802 RZ175189 - Maple Ridge Selkirk Avenue Road Exchange Bylaw No. 5916-2000 R/00-420 MOVED by Councillor Harris BL 59 16-2000 SECONDED by Councillor Gordon final reading that Maple Ridge Selkirk Avenue Road Exchange By-law No. 59 16-2000 be reconsidered and adopted. Discussion The Municipal Clerk confirmed that the by-law was advertised in accordanèe with the Municipal Act following third reading and that no response has been received. On question, the District Planner advised that ISL Traffic Consultants were retained to look at the traffic that would be generated to and from the mall and what impact the closure of Selkirk Avenue would have on the adjacent road Council Meeting Minutes July 15, 2000 Page 5 network. The consultants' report of July 7th has been provided to Council. The report states that the road can be closed without detriment to traffic and pedestrian movement in the area. Plarmed improvements to the intersection at Lougheed Highway and 227 Street will re-route traffic that previously used Selkirk Avenue to catch the traffic light at 228 Street and Lougheed Highway. The consultants have concluded that there will be no net additional traffic in the area in question. The motion CARRIED. 803 Development Cost Charge Bylaw No. 5911-2000 RIO 0-421 MOVED by Councillor Gordon BL 5911-2000 SECONDED by Councillor Hams final reading that third reading granted to Maple Ridge Development Cost Charge By- law No. 5911-2000 on June 13, 2000 be rescinded; and further that Maple Ridge Development Cost Charge By-law No. 5911-2000, as amended, be read a third time. The Committee agreed to the recommendation. R/00-423 MOVED by Councillor King DVP/28/00 SECONDED by Councillor Isaac notification d Council Meeting Minutes July 15, 2000 Page 6 that the Municipal Clerk be authorized to notify qualifying property owners that approval of DVP/28/00 respecting property located at 11541 & 11553 Burnett Street will be considered by Council at the August 22, 2000 meeting. CARRIED 903 Whonnock Lake Day Run/Walk Reference was made to the staff report dated June 28, 2000 in support of the following recommendation contained therein. The Committee agreed to the recommendation. R/00-424 MOVED by Councillor King Whonnock Lake SECONDED by Councillor Speirs Day Run that the Whonnock Conm-iunity Association be authorized to use Municipal Streets for the Whonnock Lake Day 5 and 10 km Runl Walk on Sunday, September 10, 2000 provided the conditions outlined in the report of the Chief Administrative Officer are met. CARRIED 904 Building Statistics for the Month of June, 2000 Reference was made to the staff report dated July 4, 2000 in support of the following recommendation contained therein. The Committee agreed to the recommendation. P100-425 MOVED by Councillor Isaac Bldg. Statistics SECONDED by Councillor King June, 2000 that the Building Statistics for the month of June, 2000, attached to the staff report dated July 4, 2000, be received for information. CARRIED Note: Councillor King excused herself from the Council Chamber prior to Item 905 being placed on the floor, noting that she is an employee of School District No. 42. 905 RZ127100 - 23981 Dewdney Trunk Road - P-i to CD13100 Council Meeting Minutes July 15. 2000 Page 7 Reference was made to the staff report dated July 6, 2000 in support of the following recommendation contained therein with respect to the subject application to permit a commercial use at the Alexander Robinson School site. The Committee agreed to the recommendation. RI00-426 MOVED by Councillor Isaac RZ/27/00 to SECONDED by Councillor Morse Public Hearing that application RZ/27/00 (for property located at 23981 Dewdney Trunk Road) to rezone property described in the memorandum dated July 6, 2000 from P-i (Park and School) to CD/3/00 (Comprehensive Development) be forwarded to Public Hearing noting that the conditions to be met prior to Public Hearing and prior to final consideration of the Zone Amending Bylaw are detailed in that memorandum and that the accompanying Official Community Plan Amending By-law be forwarded to the same Public Hearing. CARRIED Note: Councillor King re-entered the meeting at this point in the proceedings. 906 DP/2 9/0 0— 22709 Lougheed High way - (Valley Fair Mall). Reference was made to the staff report dated July 6, 2000 in support of the following recommendation contained therein with respect to the subject application to permit a food store adjacent to the Valley Fair Mall. The Committee agreed to the recommendation. RI00-427 MOVED by Councillor Morse DP/29/00 SECONDED by Councillor Isaac executed that the Municipal Clerk be authorized to sign and seal DP/29/00 respecting property located at 22709 Lougheed Highway. CARRIED 907 RZ131100 - 10148 - 236 Street - RS-2 to M-2 Reference was made to the staff report dated July 6, 2000 in support of the following recommendation with respect to the subject application to permit a waste transfer use. R/00-428 MOVED by Councillor King RZ/31/00 to SECONDED by Councillor Isaac Public Hearing Council Meeting Minutes July 15. 2000 Page 8 that application RZ/31/00 (for property located at 10148-236 Street) to rezone property described in the memorandum dated July 6, 2000 from RS-2 (One Family Suburban Residential) to M-2 (General Industrial) be forwarded to Public Hearing noting that the conditions to be met prior to final consideration of the Zone Amending Bylaw are detailed in that memorandum. Discussion Councillor Morse asked that the Engineering Department be requested to work with the Recycling Society to improve the directional signage for the recycling depot and the transfer station. She feels that the existing signage is poor and easily missed. Councillor Gordon noted that if the application is approved, the Recycling Society intends to move their very colourful trailer to the property which will also help identify the site. Councillor Morse asked if the recycling depot and the transfer station could maintain the same hours of operation which would provide more efficient service to people using those facilities. The motion CARRIED. 908 BPG1066100 - 203 Street and Dewdney Trunk Road - Development Cost Ozarge Forgiveness Reference was made to the staff report dated June 22, 2000 in support of the following recommendation contained therein. The Committee agreed to the recommendation. RJ00-429 MOVED by Councillor Gordon DCC forgiveness SECONDED by Councillor Morse BPC/066/00 203 Street/DTR that with respect to Building Application BPC/066/00 be it resolved that in view of the necessity to construct road works on 203 Street, the highway component of the Development Cost Charges payable by the developer be reduced by $1,057.00. CARRIED 909 Third Party Directional Signs - Review of Sign By-law Reference was made to the staff report dated July 13, 2000 in support of the following recommendation contained therein. The Committee agreed to the recommendation. Council Meeting Minutes July 15. 2000 Page9 R/O0-43 0 Sign By-law Review MOVED by Councillor Morse SECONDED by Councillor Isaac that the Economic Advisory Commission be asked to strike a working committee to include representatives of the general public, Economic Advisory Commission, Chamber of Commerce, development industry and staff to review the Corporation of the District of Maple Ridge Sign Bylaw No. 4653-1992 and report their findings and recommendations to Council by December 1, 2000; and further that staff be instructed to delay enforcement actions relative to the complaint received until such time as Council as reviewed the recommendations of the committee. CARRIED Councillor King advised that as liaison to the Economic Advisory Commission she will take this resolution forward to their August 3rd meeting. Financial and Corporate Services ('including Fire and Police) 931 RCMP - Policing Study Reference was made to the staff report dated June 28, 2000 in support of the following recommendation contained therein. The Committee agreed to the recommendation: R!00-43 1 MOVED by Councillor Isaac RCMP Policing SECONDED by Couricillor Morse Study that the staff report dated June 28, 2000 providing a summary of the developments to date of an RCMP Policing Study be received for information: 11 . • 932 Citizens' Satisfaction Survey - Summary Reference was made to the staff report dated June 29, 2000 in support of the following recommendation contained therein. The Committee agreed to the recommendation. Council Meeting Minutes July 15, 2000 Page 10 RIOO-432 Citizens' Satisfac- tion Survey MOVED by Councillor King SECONDED by Councillor Isaac that the staff report dated June 29, 2000 providing a summary of the Citizens' Satisfaction Survey be received for information. Discussion The General Manager of Corporate and Financial Services advised that the survey data is available on the District's web site (www.rnapleridqe.org ). The motion CARRIED. 933 Municipal 2000 Second Quarter Report Reference was made to the staff report dated July 18, 2000 in support of the following recommendation contained therein. The Committee agreed to the recommendation. R/00-43 3 Municipal Second Quarter Report MOVED by Councillor King SECONDED by Councillor Isaac that the Municipal 2000 Second Quarter Report attached to the staff report dated July 18, 2000 be received for information. Discussion Councillor Morse encouraged citizens to obtain copies of the report which she feels is very useful in providing an understanding of the District's finances and other data they may be interested in. The General Manager of Corporate and Financial Services confirmed that copies of the report are available at the counters in the Municipal Hall and on the District's web site. The motion CARRIED. Comm unity Development and Recreation Services 951 Contract Award to Class Software for Customer Service Software Reference was made to the staff report dated June 14, 2000 in support of the following recommendation contained therein. The Committee agreed to the recommendation. Council Meeting Minutes July 15, 2000 Page 11 R/00-434 Escom Contract Customer Service Software MOVED by Councillor King SECONDED by Councillor Speirs that the contract for the provision of customer service software be awarded to Class Software Solutions in the amount of $159,000, noting that the software package will include the following components: Program Registration, Facility Reservation, Membership Pass Management, Cash Management and Program Registration and Facility Reservation services via the Internet. Discussion Several Councillors explained how the software will integrate with the existing Municipal programs. Councillor Isaac expressed Council's appreciation to Marilyn Jollimore, Recreation Manager (Central) and her staff for their extensive research and expertise in obtaining the software at a good price. The motion CARRIED. Other Issues Nil Correspondence Nil Mai MA YOR 'S REPORTS The Mayor advised that he has just returned from a week's vacation and expressed his appreciation to Councillor Isaac for the excellent maimer in which she fulfilled the duties of Acting Mayor during his absence. 1000 COUNCILLORS' REPORTS Councilor J. Harris Councillor Harris advised that he attended a function acknowledging people who have made donations to the Hospital. He noted that the late Grace and Clyde Williams made a very large donation and the Hospital is very grateful to them for their generosity. Gordon Councillor Gordon provided a brief update on First Nation treaty matters, noting that she met with the Katzie First Nation table working group and they have made very good progress towards the signing of a framework agreement which is scheduled for the fall. Coundilor K. Morse Councillor Morse noted that the Communities in Bloom competition was a huge success and expressed her appreciation to the Committee for their many hours of hard work. Judging has taken place and the judges were impressed with the community. She reminded everyone that the Fair takes place on July 28, 29 and 30th and encouraged people to attend this great event which has very reasonable admission and many events lined up. Councillor F. Isaac Councillor Isaac attended the opening of the addition to the Kanaka Creek Elementary School and a ceremony for the Japanese exchange students who are visiting Maple Ridge. She also attended an Elderly Citizens Recreation Association meeting and the Annual General Meeting of the Pitt Meadows Airport. She commended Councillor Morse for her hard work and dedication to Communities in Bloom. She reminded everyone that the Jazz and Blues Festival takes place on August 6th at their temporary location in the Harris Road Park in Pitt Meadows. Coundilor C. Speirs Councillor Speirs advised that he attended the Arts Council Meeting and they are very enthused about putting together a governance model for the new Arts Centre. He also attended a Bicycle Advisory Committee meeting at which staff from the Ministry of Transportation and Highways (MOTH) were also present. The Ministry was asked to do lane painting for bicycle paths at major intersections and they appeared to be agreeable to carrying out that work soon. Councillor Speirs noted that Council is now eight months into their mandate. They have worked through many issues that they inherited and will now be able to start to concentrate on their own agenda. He is concerned about run-off onto his property and questioned what redress he has if that should occur. The Mayor asked Mr. Sleigh to contact him tomorrow and he will set up a meeting with staff in attendance to discuss Mr. Sleigh's concerns. A. Hogarth, Mayor Certified Correct T. Council will not tolerate any derogatory remarks directed at Council or staff members. If a member of the public has a concern related to a Municipal staff member, it should be brought to the attention of the Mayor and/or Chief Adminisrtative Officer in a private meeting. The decision to televise the Question Period is subject to review. Each person will be permitted 2 minutes only to ask their question (a second opportunity is permitted if no one else is sitting in the chairs in front of the podium). The total Question Period is limited to 15 minutes. If a question cannot be answered, it will be responded to at a later date at a subsequent Council Meeting. Other opportunities to address Council may be available through the office of the Municipal Clerk who can be contacted at 463-5221. Kanaka Creek Regional Park and the unopened 108 Avenue abuts the north boundary of the development site. According to the bylaw, 108 Avenue must be constructed to an urban collector standard. However, a tributary to Kanaka Creek (Thornvale Creek) runs within the 108 Avenue alignment and construction of this road right of way is unlikely. As a result, staff support a variance to waive the requirement to construct this portion of the 108 Avenue right of way. Zoning Bylaw The subject site is zoned RS-lb and the first phase of subdivision has been registered at the Land Title Office. This phase created the lots that are the subject of this application. Section 601 (C) of the Maple Ridge Zoning Bylaw states that the front yard setback for the RS- lb zone is 6 metres. The applicant is requesting that Council grant relaxation to the front yard setback requirement to permit a range from 3 in to 6 in for certain lots in order to: permit more flexibility in building design; address some of the Hillside Policy issues regarding height; provide a unified streetscape The relaxation is for the living area of the house only; the garage door setback would remain at 6 metres or greater. The request would be applied to lots 4-9, 11-13, 17, 18. The other lots in the subdivision would meet or exceed the required 6 in setback. A streetscape has been provided by the applicant's architect in support of this application. This plan has not only taken the geotechnical concerns into consideration but also the topography of the site. This streetscape shows different setbacks which vary the front yard setback from 3 metres up to 8 metres to provide an interesting entry into the neighbourhood for both vehicles and pedestrians. This plan will form part of the developers building guidelines and is attached to this report. VI CONCLUSION: Staff have reviewed and support the request to eliminate the requirement for road construction on a portion of 108 Avenue. Before issuance of the building permit, one of the conditions to be satisfied is the District of Maple Ridge Zoning Bylaw, which states that "Buildings and Structures for Accesso,yReideittial of Accessbry Off-Street Parking Use, shall not exceed a height of 4.5 metres." The applicant is requesting that the total height be increased to 5.3 metres. IV PROJECT DESCRIPTION The subject site is located south of Lougheed Highway on the east side of 216' Street. The existing residence located near 216 th Street includes an enclosed carport that is proposed to be demolished to provide driveway access along the south property line, to the rear of the lot. The rear portion of the lot is to be cleared and graded in preparation for the new garage. The applicant is requesting the additional height to provide sufficient clearance for parking a recreational vehicle in the garage. V PLANNING ANALYSIS The subject site is located in an area that is designated on the Official Community Plan (OCP) for higher density residential and tourist commercial use. The property north of the proposed garage location is zoned Tourist Commercial and is in use as a motel. The end wall of the two-storey motel does not contain windows that overlook the garage site. The multi-family (duplex) to the south has a rear yard adjacent to the proposed garage location. The garage will be sited towards the northern portion of the site thereby reducing the visual impact of the structure for residents to the south. VI CONCLUSION: Increasing the height of the proposed building will have a low visual impact on the adjacent properties. There is a neighbourhood visual benefit to have recreational vehicles stored within buildings. This area is designated for higher density and tourist commercial uses that will result in a significant change to the existing land use. As redevelopment occurs, it is anticipated that the existing housing structures will not remain, therefore construction of this accessory building will not compromise future development. On June 25, 1990 Council granted 2" and 3rd reading to Maple Ridge Zone Amending Bylaw No. 4401-1990 with the stipulation that the following conditions be addressed: 1) Registration of a Rezoning Development Agreement including the deposit of security as outlined in the Agreement; - - - - - - - - 2) - Amendment to Schedules "A","B" & "H" of the Official Community Plan; Completion of the Road Exchange Bylaw for Selkirk Avenue. Road dedication as required; and Consolidation of the development site'Q The following applies to the above: All the security required in support of the application has been deposited with the District. All the documents and plans required to complete Council's conditions for zoning have been deposited with the District in registerable form. The mall owner will be exchanging a portion of land, transferring ownership of parcel of land on the south east corner of 227 Street and Selkirk Avenue, and paying the District some monies in exchange for Selkirk Avenue II RECOMMENDATION: That Maple Ridge Selkirk Avenue Road Exchange Bylaw No. 5916-2000 be read a first and second time; and that the Rules of Order be waived and that Maple Ridge Selkirk Avenue Road Exchange Bylaw No. 5916-2000 be read a third time; and further That the Municipal Clerk be instructed to advertise the Road Exchange Bylaw. III DISCUSSION: Council is currently considering a rezoning application which will support a major redevelopment of Valley Fair Mall. Part of the development proposal includes closing Selkirk Avenue from 62 m east of 227 Street to 228 Street. Compensation for the closure includes 296.2 m 2 of land to be dedicated as road, the transfer of title of Lot 2, Plan 12445 to the District and a cash payment in exchange for 0.34 ha of Selkirk Avenue. A copy of the redevelopment plan showing the new building and parking arrangement is attached. Council has expressed concern with the impact that this closure will have on pedestrian and vehicular traffic movement in the area. The District has commissioned the Downtown Traffic Study and this study will examine, among many issues, the impact of the proposed Selkirk Avenue closure. A staff report summarizing the conclusions of the traffic study will be presented to Council prior to final reading of the road exchange bylaw. The road exchange bylaw is being advanced at this time in order to meet required advertising as well as address Council's summer meeting schedule. Final reading of the road exchange bylaw will not be recommended until the traffic study report has been received and the findings presented to Council. - 1 - 807~ VI CONCLUSION: The applicant is requesting that Council give three readings of this road exchange bylaw in advance of the Downtown Traffic Study in order to meet advertising requirements of the Municipal Act. Final consideration will not be recommended until this report has been presented, reviewed and approved by the Engineering Department as to the concerns raised with the closure of Selkirk Avenue. Pursuant to Division 10 of Part 26 of the Municipal Act R.S.B.C. 1996 c. 323, the Council may impose Development Cost Charges for various purposes; B. The Council has considered future land use patterns and development, the phasing of works and services and the provision of parkiand described in the Official Community Plan; C. The Council does not consider the charges imposed by this bylaw: are excessive in relation to the capital cost of prevailing standards of service; will deter development, or will discourage the construction of reasonably priced housing or the provision of reasonably priced serviced land in the District; D. The Council deems it necessary to impose the Development Cost Charges set out herein. Now Therefore The Council of the Corporation of the District of Maple Ridge in open meeting assembled Enacts as Follows: This Bylaw shall be cited for all purposes as Maple Ridge Development Cost Charge Bylaw No. 5911 - 2000. "non-residential floor area" includes all floor area authorized by a building permit to be constructed within or appurtenant to a building, including decks, balconies and similar appurtenances, but specifically excludes: all floor area contained within a dwelling unit; all floor area exclusively devoted to access to a dwelling unit; and all floor area access to which is solely through a dwelling unit, through floor area exclusively devoted to access to a dwelling unit, or both." In this Schedule "A" where a Development Cost Charge is determined by reference to the area of the site in respect of which the building or structure authorized by a building permit is being constructed, altered or extended, the Development Cost Charge shall be calculated by multiplying the Development Cost Charge per aerial unit by the entire areaof the subject site expressed in the same unit of aerial measurement rounded up to the nearest 1/100th. Where land situate in the Rural Area is, pursuant to Maple Ridge Zoning Bylaw No. 3510 - 1985 as amended, situate within a zone that is not a zone listed in the Rural Area pursuant to this Schedule "A", the development cost charges applicable shall be those imposed for the zone in the Urban Area. Similarly, where land situate in the Urban Area is situate within a zone that is not listed in the Urban Area pursuant to this Schedule "A", the development cost charge applicable shall be those imposed for that zone as listed in the Rural Area. .1 -3- 4. A condition of subdivision is road dedication and upgrade of Burnett Street fronting the subject site. After road dedication the existing house will be sited 2.99 metres from the front lot line. Although the road dedication will eliminate some on Site parking, the northerly driveway extends next to the north face of the house, providing off street parking. The zoning is RS-1 (One Family Urban Residential) which requires a setback of 7.5 metres. The existing front yard setback is 6.91 metres. The owner is requesting an additional front yard setback relaxation of 3.92 metres which is the required road dedication necessary for the Burnett Street upgrade. II RECOMMENDATION: That the Municipal Clerk be authorized to notify qualifying property owners that approval of DVP/28/00 respecting property located at 11541 & 11553 Burnett St. will be considered by Council at the August 22, 2000 meeting. Recently the District sold the remainder to the owner of the lot next door. The owner has now submitted an application which will consolidate Lot 23 with the remainder of Lot 22 and subdivide the existing house from the balance of the site. The properties are currently zoned RS- 1 (One Family Urban Residential) which permits a minirnumparcel size of 668 m 2. The subdivision proposes one lot 690 m 2 fronting Burnett Street and the second lot 3.18 ha with road frontage on 116 Avenue. As a condition of subdivision land is required to be dedicated for road for subsequent improvements to Burnett Street. As a consequence of the road dedication the existing house will be 2.99 metres from the new front lot line. Accordingly in order to permit this reduced front yard setback, the owner is requesting Councils approval of a Development Variance Permit. V PLANNING ANALYSIS Official Community Plan The subject properties are located within an area designated Garden Apartment (60-100 upnh) on Schedule "B" of the Official Community Plan. Accordingly, the land use will provide a density much less than the density prescribed by the Official Community Plan. However the site presents a number of challenges as an apartment site. The geometry is very long and shallow. A creek ravine, located to the north would restrict a building envelope for an apartment. As well, there are geotechnical issues that an apartment project would need to address. ii Variance As noted the requested variance comes as a consequence of road dedication requirements for Burnett Street improvement. There are currently two asphalt driveways. The southerly driveway is too close to the 116 Avenue intersection and will be eliminated. The northerly driveway provides access to park a vehicle beside the north face of the house. The road dedication will eliminate parking in front of the front face of the house. The proposed front yard setback of 2.99 metres is very close to the 3 metre front yard setback established by bylaw for other residential zones. Accordingly there are other subdivisions where homes are sited the same. VI CONCLUSION: Staff have reviewed the proposed subdivision and recommend that the variance be supported. This report includes a recommendation that the subject property be considered as part of a larger Community Commercial Centre to serve the north-eastern edge of the urban area. Access is proposed from 240 Street and Dewdney Trunk Road. -2- V PLANNING ANALYSIS (i) Official Community Plan Schedule "B" The site is designated "Institutional" on the Official Community Plan in recognition of the existing school use. Through this application it has been recognized that the north eastern urban area would benefit in having an community commercial area available to meet the neighbourhood needs. Policy 49 of the Official Community Plan states: "Maple Ridge will encourage the concentration of additional commercial, retail, office, social, recreational and residential uses into Community Commercial centres which are sized to serve a population of 10,000 to 15,000 people and which incorporates a flexible form of development which compliments the character of the neighbourhoods at an appropriate human scale." Population numbers of that policy translates into a service area of approximately one kilometre radius. Currently the nearest shopping area is the downtown core some 2.5 kilometres to the west as well as the designated Community Commercial area approximately 2 kilometres south of this site in the Cottonwood neighbourhood. The area at the intersection of Dewdney Trunk Road and 240 Street is well suited to accommodate a community commercial centre. It is sited at the appropriate distance from existing and proposed community commercial centres. There is a significant urban population in the north east sector of the urban area that will benefit from such a facility. A significant rural population to the east will also benefit. As well, the site is well served by the two major transportation corridors. A community commercial centre requires approximately 2 ha in size to be functional. This will permit, among other uses, a small grocery outlet. The subject site, on its own, is not large enough to accommodate a grocery outlet and the ancillary retail services typically associated with it. Staff are recommending, therefore, that an area to the east of 240" Street be designated community commercial for this purpose. In total, the area will accommodate a modest grocery outlet of approximately 3000 m 2 and some secondary retail/service commercial outlets associated with a community commercial use. Schedule "A" & "pH" -.DeveloprnentPermit Area It will be necessary to place the site into a Development Permit Area to ensure form and character of the development at the building permit stage. This Development Permit would apply to the redevelopment of the existing building and for the future development of the land. This Development Permit will address the proposed mix of uses and have -3- specific requirements set out as Guidelines for service commercial uses. In keeping with Council Policy, it will be necessary for the Advisory Design Panel to review the redevelopment plans prior to Public Hearing. Zoning The applicant is requesting a CD zone to include some CS-i uses with those permitted in the C-2 zone. The CS-i uses requested include: - Drive through; - Highway commercial; - Research and non medical testing lab; - Retail sales including nursery and garden centres; - Service station. Given the location of the District's Operations Centre and the arterial road system which fronts the site, it is recognized that some of the requested service commercial uses could, through building design and size limitation, be modified to perform like community commercial uses on the site. Of the above list, staff are unable to support the inclusion of the service station uses and Highway Commercial Use but would consider auto repair and a small building supplies/lumber yard, in the CD Zone, as the size of the site and design guidelines would ensure these uses could be compatible with the community Commercial uses. Neighbourhood Context The site is on the north east edge of the urban boundary and fronts Dewdney Trunk Road and 240' Street which are arterial roads with limited access. To the west is the District's Operations Centre, the School District's Operation Centre and an area currently designated in the Official Community Plan for Service Commercial use. It is recommended that through the Official Community Plan review the area designated service commercial be reviewed as to land use. To the north are larger single family lots that have redevelopment potential under the Official Community Plan. Opposite the site, on the north east corner of Dewdney Trunk Road and 240 Street, is a zoned CS-i site owned by Petro Canada, to the north of that fronting 240 Street are large lots currently designated Suburban Residential; this area abuts the ALR boundary. On the south west side of Dewdney Trunk Road is a CS-i zoned site which contains a convenience store and gas station. The lands on the south east side of 240t Street and Dewdney Trunk Road are in the ALR and are in the rural area. Currently Telus have a switching station one lot removed from the south east corner of Dewdney Trunk Road and 240 Street. Servicing Concerns Recognizing the need to limit access from 240 Street (designated arterial), it will be necessary to achieve the start of a lane system through this development application along the north property boundary. The lane system could be extended to provide access for residential lots, to act as a buffer from the commercial component and the operations centre and enable access from the operations centre site their site to 240 ' Street. The Engineering Department have advised that all the services to support this development proposal do not exist to the site. It will be necessary for the owner to enter into a Rezoning Development Agreement and post the security to do the required off site works prior to final reading. It will be necessary to provide road dedication for the lane and along both road frontages to accommodate the road improvements. The amount will be determined after the road design works have been prepared by the applicant's engineer. It will be necessary to include the site into Sewer Area "A". The application should be made through the Clerks Department. VI CONCLUSION: Staff support the development proposal and the Official Community Plan amendment to create a small Community Commercial area intended to service the District's north east urban area and the some of north east rural area.. This will be connected to the existing mall by a breezeway which will provide weather protection for pedestrians and identify a new mall entry adjacent to the food store. Access to the site will be from a portion of Selkirk Avenue that will remain open east of 227t Street, the existing 11 8A Avenue access on the east side of 227 th Street, and parking lot drive aisle access from 228 " Street and LougheedHighway. The. accessfrom 227 th .Street at .1 18A Avenue-will be limited to right in and right out only to avoid conflicts with the nearby intersection at Lougheed and 227th Street. Yo With the closure of Selkirk Avenue the south parking lot will be reorganized to provide better traffic flow. The existing parking now at right angles to the shopping centre frontage will be eliminated to improve traffic flow along this drive aisle. Speed humps at key pedestrian crossing points will be installed. The surface texture of these cross walks will differ from the drive aisle surface to reinforce these areas as pedestrian zones. Street trees will be planted in the landscape traffic islands to define the south side of this drive aisle, reducing the appearance of a wide right of way that will encourage motorists to slow as they travel through this area. A pedestrian route will be identified with payers and cross walk markings from the existing sidewalk at 11 8A Avenue and 227' Street to the sidewalk that wraps around the shopping centre building. The landscaping will be reconstructed along the Lougheed Highway frontage. The existing shrub planting will be replaced with turf on this bank that is above the parking lot grade. As a result of this grade difference shrub planting is not necessary to screen parked cars from view. A pedestrian access will be provided from the parking lot to the bus stop on Lougheed Highway. This proposal was presented to the Advisory Design Panel on July 6th 2000. The following resolution is from that meeting: RESOLUTION: The Advisory Design Panel expressed overall support for the project with the following recommendations: Concern was expressed regarding the width of the breezeway and the fact that it will become a "hang out" after regular store hours. The Panel suggested creating an entrance from the breezeway on a truncated (rounded) corner of the building with a small courtyard. As an alternative, the Panel recommends an enclosed plaza in place of a breezeway. The Panel requested that disabled parking be created near the south entrance of the Save-On Foods store. The Panel suggested a stronger sense of entry off the Lougheed Highway. The applicant has responded that his client feels that the open breezeway is an important feature to their main entrance and do not want it enclosed. In answer to the Panel's concerns, they are prepared to: - Provide security cameras; - Provide enhanced lighting; - Provide an outdoor music system; and - Provide security.gates. Given the concerns raised by the Panel, staff recommend that the applicant be allowed to present their proposal with the enhanced breezeway at the next Committee of the Whole meeting. It is also recommended that should Council agree, that the Clerk be authorized to sign and seal the Development Permit. -2- V PLANNING ANALYSIS The subject site is in Development Permit Area H. One of the objectives for this area is to "facilitate orderly development of the areas through particular attention to siting and form of commercial buildings and areas for parking and storage." The guidelines for this area include: landscaping should be supplemented to identify and define public space,; to present a pleasing image and to soften the transition from adjacent land uses to the commercial core; vehicular access and parking should be carefully sited to ensure a functional layout, parking and storage areas should be appropriately screened. The proposed plan of development follows these guidelines to achieve the objectives for Development Permit Area H. VI CONCLUSION: Recognizing that the plans submitted meet the objectives for the Development Permit Area, and the comments from the Advisory Design Panel will be incorporated in the plans attached to the Development Permit, staff recommend that DP/29100 receive favourable consideration. Prior to issuance of this permit, Development Permit security valued at 2.5% of the construction value will be retained by the Municipality to insurompliance with this Development Permit. With the increased demand on the existing Recycling Depot, the physical space has become problematic. The new site will be home to the volunteer education and outreach centre trailer, staff and guest parking (20-30 cars per day), a modular building for a classroom and washroom and large shipping roll off containers. V PLANNING ANALYSIS Official Community Plan The subject property is currently designated "Industrial" on Schedule "B" of the Official Community Plan. The property is located within the Albion industrial Park and the long term land use is Industrial. Accordingly, in support of the proposed M-2 (General Industrial) zone, an Official Community Plan amendment is not required. GVRD Lease The Ridge Meadows Recycling Society operates the Maple Ridge Recycling Depot under a partnership agreement with the District. The GVRD and the District have a 10 year lease agreement for the existing depot site (.4ha adjacent to the GVRD's transfer station). The agreement permits a 10% reclamation clause by the GVRD for expansion of the transfer station. When the depot opened in 1990, the site was large enough to handle the initial volume of 2,100 tons a year. In 1998, over 8,000 tons of materials were processed through the depot. This 400% increase of materials has put pressure on all depot functions, including residential drop off, processing, storage and shipping. As demand for both the transfer station and recycling depot services continue to grow as the District population grows, the need for larger or separate facilities is realized. -2- Future Growth The current recycling depot operates on about .4 ha of land. The subject property is approximately 0.2 ha and some of the depot functions will be moving from the transfer station site to the new site. As shown on the subject map, there is one intervening property (Lot 41) located between the transfer station and the subject property. Lot 41 is also approximately 0.2 ha. If Lot 41 were to become available for sale in the future, the District may be interested in negotiating the acquisition. This would allow more of the recycling depot functions to operate on a consolidated site. Servicing It has been identified that 236 Street right of way and road carriageway are less than the standards prescribed in the Maple Ridge Subdivision and Development Services Bylaw. Since 236 Street is fairly short and only serves as access to the transfer station and the two lots on the east side of 236 Street, it is recommended that a Development Variance Permit to waive upgrading 236 Street be supported. Accordingly, support for rezoning will also authorize the Clerk to issue a Development Variance Permit VI CONCLUSION: This application will rezone the property to M-2 (General Industrial) which will permit the recycling depot operation to relocate some of their functions onto the property. As part of the servicing works required to support the building application the developer will be constructing works which are identified as development cost charge items in the applicable Development Cost Charge Bylaw No. 5615-1997. It is therefore appropriate to forgive a portion of the Development Cost Charges payable for the development. The total amount of forgiveness is $1,057.00 which equals the highway component of the Development Cost Charges payable. Lougheed Highway and Kanaka Road, Lougheed Highway and 2401h Street, the Haney Bypass and 240t Street Dewdney to Lougheed Highway, a meeting was held on Friday, July 7, 2000. In attendance at the meeting were members of the building development community including representatives from Genstar, Jayman Master Builder, Narland, Rock Ridge and Sommerville. The purpose of the meeting was to inform those present that the signs located at the above noted locations did not conform to the District's sign bylaw and consequently, to request the removal of the signs by July 15, 2000. Each of the representatives at the meeting voiced strong concerns over the effects the elimination of the signage would have on their ability to market and direct customers to their various developments. It was pointed out that many of their customers come from outside the municipality and are not familiar with Maple Ridge's growth areas. In addition to the newspaper and other types of media advertising, the developers indicated that signage served to assist out of town customers locate their various building sites. After lengthy discussion staff suggested that perhaps the best approach to resolve the issue would be to strike a working committee made up of all stakeholders including the public at large to review the sign bylaw and present their recommendations to Council. RECOMMENDATION: That the Economic Advisory Commission be requested to strike a working committee to include representatives of the general public, Economic Advisory Commission, Chamber of Commerce, development industry and staff to review the Corporation of the District of Maple Ridge Sign Bylaw No. 4653-1992 and.. report their-findings and-recommendations to Council by December 1, 2000 and, further, that staff be instructed to delay enforcement actions relative to the complaint received until such time as Council-has reviewed the recommendations--of-the committee. BACKGROUND: The Maple Ridge Sign Bylaw No. 4653 was adopted by Council on July 27, 1992. Over the years staff have received complaints concerning portable sandwich board signs in the downtown core area, temporary plywood, paper, and cardboard signs affixed to telephone poles throughout the municipality, and more recently off site directional signs located on major arterial roads. 909• Staff have responded to these complaints by contacting the owners of the signs and requesting their immediate removal. Once a year, staff physically remove signs from throughout the municipality. Typically these signs are affixed to poles or placed on municipal road right of ways and are advertising a product or service for sale. Older real estate "open house" or "house for sale" directional signs are also removed. With the exception of third party signs, all signs noted are not permitted within the District. Third party (off-site directional signs) signs are permitted on properties zoned other than residential, but are limited to .5 square meters in area. The development community is concerned with the size limitations on third party directional signs as they believe the size is restrictive and of limited effectiveness in directing customers to their developments. SUBJECT: RCMP - Policing Study SUMMARY: The RCMP in British Columbia is undertaking a review of the services that they provide. The General Manager of Corporate & Financial Services is part of a small group of municipal staff representatives that have been asked to provide input. The purpose of this report is to provide a summary of the developments to date. RECOMMENDATION: Receive for Information. BACKGROUND: The RCMP have initiated the British Columbia Policing Study, the stated objectives of which are: Improve RCMP Services - balance needs and demands. hnprove the quality and cost effectiveness of service delivery. Meet accountability and information requirements of municipalities. Municipal staff reviewed the terms of reference for the study and while we could not argue with the stated objectives, we were concerned that the study did not adequately address specific issues. As a result, the group has asked for specific municipal needs to be incorporated into the study. The needs are: • A minimum guaranteed police complement with a back-up pool to cover absences. - • A minimum guaranteed duration assignment of personnel at detachments. • Municipal participation in the selection of senior detachment personnel. • Hiring practices which focus recruiting efforts in the local community. • A financial plan and specific cost control procedures requiring formal municipal approval prior to expenditure. • A consuhationlapproval process-in establishing policing priorities, work plans & service focus. V A consultationlapproval process to allow for municipal input into service level changes. • A process which ensures lower mainland participation in the upcoming review of the Police Services contract. • Direct municipal. access .to -detachment financial records. • Examination of alternative contractual arrangements with- individual municipalities. • A separate component to the study to address Lower Mainland issues. 4 ~M3/ BACKGROUND (Cont'd.): In addition to these issues, we have asked for the terms of reference to be changed to include: A formal process of consultation with stakeholders. A suitable time frame (i.e. six months) for the presentation of recommendations & implementation plans for the lower mainland issues. FROM: Chief Administrative Officer SUBJECT: Citizen's Satisfaction Survey: Summary SUMMARY In the spring of 2000, the District of Maple Ridge with the assistance of the Simon Fraser University's Small Business Consulting Group, administered a Citizen Satisfaction Survey to a random sample of Maple Ridge residents. The impetus to do such a survey, the results of the survey, and a discussion of what is next are described in this summary which has also been posted to the district's website. RECOMMENDATION That Council receive this summary report for information. BACKGROUND During the business planning sessions for 1999, many departments listed "survey our customers/citizens" as one of their goals. The Business Planning Committee noticed this reoccurring goal across departments in our organization during their review of all business plans and proposed a corporate citizen satisfaction survey instead. This idea was approved by the corporate management team and also, ultimately by Council. In the fall of 1999, a cross-departmental Citizen Satisfaction Survey Team began developing the survey. To preserve the integrity of the process and to ensure the questions were statistically valid, the team felt it was best to hire a consultant to administer the survey. It was at this time that the Simon Fraser University's Small Business Consulting Group (SFU SBCG) was hired. The tasks of the SFU SBCG were to assist in preparing the survey instrument; administer a telephone survey to a random sample of Maple Ridge households; analyze the results of computer generated statistical analyses; prepare a comprehensive analysis of the survey results; prepare a report for public circulation that contains a summary of the survey results; and, present the survey results to the Mayor and Council of the District of Maple Ridge. SFU SBCG completed all these tasks on schedule and on budget (approximately $15,000.00). The Citizen Satisfaction Survey Team found everyone from SFU to be very professional and knowledgeable. Their_help. inpreparing.the-survey- was-invaivable--as-they--ensured-the- questions wedeve1opdT wef statistically significant and they had the resources to administer the survey. The analysis was extremely comprehensive and the presentation they made to Council was professional and informative. METHODOLOGY The survey was administered by telephone to 408 heads of households in the District of Maple Ridge during March and April of 2000. Fifty-two percent were female and 48% male. Fifty percent of the sample members have lived in Maple Ridge for less than 10 years and the other 50% have lived in Maple Ridge for more than 10 years. Pagelof4 XQ Z There were four main objectives of the research: • What are the citizens' perceptions and attitudes towards various municipal services? • What is the level of use amongst citizens for these services? • What opinions do citizens have regarding a number of possible municipal initiatives? • What are the citizens' perceptions and attitudes towards the current level of municipal taxes? Since this was the first time the survey was conducted, SFU SBCG viewed it as essentially one big "pilot" survey. The survey is designed to be repeatable and we intend to administer it again in 2002 although with a few changes to ensure measures across departments are consistent. Repeating the survey will tell us how the satisfaction levels compare over time. RESULTS Overall satisfaction level with municipal services was rated excellent by 16% of citizens, good by 56%, 25% gave a fair rating, and 4% gave a poor rating. Respondents were asked to provide an overall rating for various service levels and the results found a majority of the citizens of Maple Ridge are satisfied with the level of service provided. Fire Department - Of those surveyed, only 12% of respondents had direct contact within the past twelve months; however, of those, $1 % of citizens were satisfied with the services provided Page2of4 Recycling - A decisive number of households surveyed (75%) use curb side recycling, 51% use the recycling depot, and 47% compost. Overall, 79% of citizens were satisfied with the recycling services. RCMP - Approximately 75% of respondents were satisfied with services provided although only 26% actually had direct contact with the RCMP within the past twelve months. When asked about personal safety, 93% of respondents feel safe walking alone in their neighbourhoods during the day while 86% feel safe walking alone downtown during the day. In contrast, 67% of residents feel safe walking alone in their neighbourhoods at night and 45% of residents feel safe walking alone downtown at night. Municipal Hall Services - 66% of citizens were satisfied with the level of service provided by the municipal hail. Sixty-five percent answered "yes" when asked the question, "Are the services you receive from the district worth the municipal taxes you currently pay?" The following responses were reported in response to the question, "What should happen to municipal property taxes in the next few years?" Engineering - 60% of citizens were satisfied with the services provided (of those surveyed, 5% had direct contact within the past twelve months). Upgrades to crosswalks, roads, and street lighting were initiatives considered most important by respondents. Public Works - 57% of respondents were satisfied with the overall level of service provided. According to those surveyed, the Public Works initiatives considered most important are increased sidewalk wheelchair access, increased street lighting, and expansion of the existing residential water system. -Building- and -inspection Services - Approximately 49% of citizens are satisfied with the services provided (only 7 percent of respondents visited the department in the last year). Transportation & Development - Of the transportation initiatives investigated, the most important initiatives to citizens are building a bridge across the FraserRiver, modifying existing roadways to accommodate cyclists and pedestrians, and increasing rush hour bus service to other municipalities. Several development issues were also investigated. Most notably, 80% of respondents agree with attracting more business and industry to Maple Ridge, 59% oppose zoning for smaller lot sizes, and 44% oppose higher density housing in the downtown core. Page 3 of 4 NEXT STEPS The survey results have generated a considerable volume of raw data. Additional analysis of these data within each service area would be useful. As a result, the Business Planning Committee has incorporated a requirement into the business planning guidelines for 2001-2005 that departments include specific performance measures/indicators to respond to the results of the Citizen's Satisfaction Survey including identifying ways to improve the level of satisfaction corporately and/or departmentally. To help departments with this, there will be a series of workshops held in July and August that will review the survey, the responses, and key results. The workshop will also explore ways to use the results departmentally and corporately and will use examples from the participants to develop specific measures/indicators for departmental business plans. FOLLOW-UP PLANS Additional work needs to be done to shorten the questionnaire because it is too long as currently configured. Based on an analysis of 367 questionnaires, the average time to complete was 38 minutes. Although it is not impossible to work with a questionnaire of this length, SFU SBCG suggests the questionnaire be edited for next time. Also, respondents were not asked if they had had any contact with three departments: the Transportation & Development department; the Public Works department; and, the Municipal Hall. Some thought should be given to including a contact question for all of these departments the next time the survey is undertaken. In conclusion, the data provides a useful benchmark for comparative surveys in the future. Many of our staff are making presentations or facilitating sessions for local groups, other municipalities and at international conferences. • Julie Case graduated with a Master of Arts in Leadership & Training - completing two years of study. Her thesis was based on the Purchasing Process Improvement Review that was officially completed on April 17; 26 recommendations were endorsed by CMT; 9 fully implemented; 14 partially completed; 3 under review. • During the disappearance of a local child we set up a special section of the web site for RCMP, produced Missing Poster, Press Releases, and arranged donated photocopying. • Community Access Grant. Successful application for funding a community network for remote access to the Internet. Provides for a three-phase development of community access, along with the requisite training for 22 sites. Four of five proposed Phase I sites were approved for $64,8000 in funding. • Significant progress has been made on the review to select packaged software to replace all property related legacy software packages. Discussions have also taken place with the City of Coquitlam about having them provide the services of a property-related system. This option will be compared to the purchase option in order to achieve the best value for the dollar. Property & Risk Management • Purchase of property for Recycling Society will allow them to expand their operation to meet a growing demand for their services. • Have researched and discussed our Liability Insurance needs with a private company. Detailed report and recommendation in progress. Corporate Support Personnel • 170 staff participated in the WOWs (Working on Winning Solutions) training program which is complete. • Attendance and Claims Management Programs continue to be successful by introducing "Early Return To Work" and "Modified Duties" arrangements. More thorough investigations of WCB accidents, is having a positive impact on the number of claims being filed. • Personal Action Plans have been completed for the vast majority of staff, and follow up meetings are being encouraged, so supervisors and staff can review the goals set at the beginning of the year, and determine plan of action for remainder of the year. • Early Retirement Incentive Program was rolled out and seven applications were approved. The majority of the retirees left in June, with a few remaining ones to retire in September. Initial training has taken place with a follow-up session to be scheduled. • The Fire Department responded to and effectively dealt with two potentially major incidents. One being a train derailment and the other a prison disturbance. • The tender has been awarded for the purchase of a new squad vehicle for Fire Hall #2 • The Fire Department is actively seeking Volunteer Public Educators. A revised application form and recruit pamphlets and newspaper advertising have been created. • A very successful Elementary School Public Education Program was completed. Every K-Grade 3 class in Maple Ridge was educated through this program during the 1999/2000 school year. • The Fire Department saw 9 experienced fire fighters graduate from the Company Officers' Program. This enhanced level of training will ensure that they are given the skills to make sound tactical decisions on the fire ground. • The Recruit Training Program is for new members entering the department. This year we saw six new recruits complete their 3 months of training. These six individuals are now in their 3-month probationary period. Our General Investigation Section did police coordination from our office. • High visibility apprehension of a local man for the murder of Jessica Russell, a 9 year old girl from the Maple Ridge area. This case was intensely covered by the media and had an emotional impact on our community. • Two (2) members and four (4) municipal employees attended the, "7 Habits of Highly Effective People" course in Pitt Meadows. This is an on-going initiative to provide all staff with this training. • ICBC's CounterAttack program has been up and running in our communities since April, as well as ICBC's Speed Corridor program implementation in May. • Provincial Seasonal Police funding started in May. This funding provides extra RCMP members on bikes or boat to patrol in Golden Ears Park and Grant Narrows Lake over the summer month weekends. (Escom) for the provision of customer services software. Staff subsequently has worked with Mark Damm, consultant from Knowledge Tech to negotiate a final contact. Negotiations have resulted in the annual maintenance cost being reduced to $40,386 from $42,000. Software licensing costs previously identified at $168,000 plus tax has been reduced to $159,000 including tax due to further clarification of licensing requirements during the negotiation process. RECOMMENDATION: That the contract for the provision of customer service software be awarded to Class Software Solutions in the amount of $159,000, noting that the software package will include the following components: Program Registration, Facility Reservation, Membership Pass Management, Cash Management and Program Registration and Facility Reservation services via the Internet. BACKGROUND Refer to previous report dated June 27th, 2000 (attached). The investigation of obtaining system support through another Municipality was requested at the time the first recommendation came forward. Staff has begun this with a brief inquiry but are not prepared to provide a recommendation at this time. This is still a possibility although the community we have discussed this with is not able to provide this service at present. That doesn't preclude future negotiations once and if another Municipality can offer a competitive contract for system support in this and other information service areas. In the interim the software we are requesting final authority to purchase is critical to our being able to achieve an acceptable level of customer service. Staff are of the view that it is appropriate to proceed as soon as possible with the implementation. -I- qS71 Escom is also developing software to link all cash handling throughout a Municipal operation. During our investigation we were asked if by purchasing the Class system (Escom's customer service software) we would be committed to using Escom for the cash handling linkage. We are not committed to that Escom software by entering into this contract. When it is determined to proceed with the implementation of the software necessary for comprehensive municipal cash handling we will evaluate the Escom software against other similar systems to determine which is the most appropriate. The primary objectives are enhanced customer service and organizational efficiency. A Request for Proposals has been carried out and the following recommendation is forwarded for Council consideration. RECOMMENDATION: That the contract for the provision of customer service software be awarded to Escom Software Services in the amount of $168,000, noting that the software package will include the following components: Program Registration, Facility Reservation, Membership Pass Management, Cash Management and program registration services via the Internet. BACKGROUND: Parks and Leisure Services currently provides a range of customer services to the residents of Maple Ridge. The customer service centres provide a wealth of community information to residents and visitors alike. Customer service staff currently utilize four legacy software systems designed to source customer information, process financial transactions, register participants in leisure pursuits, rent municipal facilities and manage a fitness membership system. The current demand for customer service in the Leisure Centre office alone is 443 individual financial transactions per day, combined with approximately 80 telephone calls an hour and extensive• drop-in customer inquiries. Inefficiencies in the structure and design of the present software system result in customers having to wait for even basic financial transactions to be processed. The current system pieces are not fully integrated requiring staff to repeat data entry steps thus affecting customer service levels and increasing the risk of error. Remote access sites currently take ten minutes to login to the software system and.. even l.c.n.ger to process a transaction or - inquire about a program registration. BENEFITS: The Strategic Technology Plan highlights a vision for Maple Ridge to be a Smart City. The concept of a Virtual City Hall with 24 hours a day service via the Internet for its residents is identified as a recommended component in support of this vision. In a recent Recreation and Cultural Master Plan survey 50% of residents requested access to municipal services being on- line. The purchase and installation of this software suite will enable residents to register for recreation programs, 24 hours a day, 7 days per week from their homes. Replacement of the current software with an integrated software package that provides resident access to services via the Internet will make this a reality. This system will serve as the foundation for other municipal -1- services to move to more accessible and convenient customer services on-line. Tax payments, dog licences, business licences and other routine transactions will ultimately be enabled through this system. In turn customer service staff, would have more time to direct their attention to the customers that require more personalized assistance. This will also position the Parks and Leisure Services Department to meet the anticipated demands resulting from the onset of new facilities and the continued growth of the community. Implementation of this software package will streamline and automate manual processes particularly in the facility booking area. This aligns with the department's business planning initiatives and Council's overall strategic direction to use technology to enhance customer service and minimize staffing increases. The selected system aligns with the Strategic Technology Plan from a technical perspective. This software package will integrate with municipal financial systems and meet the technology standards as defined in the Strategic Technology Plan. The technical architecture of the software suite has been developed to support multiple remote and networked access points. The current software design does not support expansion making it difficult to provide efficient customer services in the new municipal facilities. (Escom) product was rated as having a greater degree of functionality with a minimal amount of customization required to implement the software in a timely and effective manner. TIMELINE A decision now would allow the implementation of the software installation by the end of this year with resident Internet access anticipated next Spring concurrent with the opening of the completion of the Leisure Centre Expansion. RECOMMENDATION: That the permit extension for fill permit SDP - 1/98 submitted by Ms. Long for the property at 27412 104 Avenue be issued provided the placement of ff1 is carried out in compliance with the relevant provisions of the Soil Conservation Act and the conditions identified in the permit extension. BACKGROUND: An application was made to the Agricultural Land Commission by Ms. Holly Long of 17412 104th Avenue for a permit for the placement of fill to improve field grazing for specialty livestock. An agrologist report was submitted to the Commission as part of the application that recommended re-leveling of the agricultural fields with fill material in order to create a constant and simple slope that would improve the agricultural suitability of the site. The permit was supported by the Agricultural Land Commission and forwarded to the District for permit issuance. The original permit was valid for one year and upon its expiry the applicant requested that the Agricultural Land Reserve Commission (now called the Land Reserve Commission) consider extending the permit. While the applicant gathered the information necessary for the permit extension review the fill site was allowed to remain open. It was not until the Commission received the permit extension material from the applicant that a decision was made by the District to close the fill site. Staff from the Commission felt that the information provided by the applicant exceeded the intent of the original fill permit and supported the District's closure of the site pending further review of the application by the Agricultural Land Reserve Commission Board. The site was closed April 18, 2000. On May 29, 2000 the District received a copy of the Commission's approval for the placement of an additional 8,400 m3 of fill at 17412 1041It Avenue that would allow the District to amend the existing fill permit. The Commission's letter to the District has been attached for Council's information. Staff has drafted for Council's consideration a permit extension recognizing that the neighborhood opposes the continued filling of 17412 104t1t Avenue because of noise, truck traffic, and concerns over excessive filling. To try and address the concerns raised by the neighborhood, filling is to be restricted to 1,120 truck loads (8,400 m3) and accurate truck logs are to be provided to the District on a weekly basis. Filling is restricted to between 8:00 a.m. and 6:00 p.m. Monday to Friday and the District is to be notified if more than 10 trucks per day will be working on the site in order to ensure that every effort is made to limit the • discomfort experienced by the neighborhood. This permit is issued on the condition that the permit holders fully comply with all terms and conditions herein of this Permit. - Conditions - Commission Resolution #251/2000 Conditions: • Volume of additional soil fiuuiig is limited to 8,400 m3 (equal to 1120 loads); • Area of fill restricted to those areas identified by Commission Resolutions #598/98 and #251/2000; • Maintenance of accurate and up-to-date truck logs is required and are to be made available to the District of Maple Ridge upon request; • Those Conditions authorized by Commission Resolution #598/98 including: - (6.6) Filling shall not occur within 3.0 meters of any legal boundary of the Property; - (7.1) Upon completion of filling, the filled area shall be sloped to conform to the relative contours of the area with final slopes flowing uniformity into adjacent landscapes; ( - (8.2) Surface drainage from the working area, reclaiming and undisturbed areas shall be maintained at all times in order to prevent soil erosion, flooding, siltation or other degradation of the Property, adjacent lands or waterways; and - (8.3) Any run-off shall be diverted into catchment ponds or silt traps prior to discharge into natural watercourses or roadside ditches. Local Authority Conditions: • Period of filling limited to Monday to Friday; • Vehicle speeds are to be kept to within posted limits; • Avoid use of engine brakes in the vicinity (surrounding neighbourhood); • Filling is restricted to the hours of 8:00am to 6:00pm; • Maximum fill depth of 3.0 m for all fill areas; • Side slopes shall not exceed a uniform and stable slope of 2:1 (H:V); • Notification of filling to be provided to the District when 10 or more trucks per day are in use on the site; • Truck logs to be provided to the District on a weekly basis; and • Site to be graded and seeded by September 30, 2000. This Soil Deposit Permit is issued this 1 1 th day of July, 2000 and shall expire on September 1, 2000 or when 8,400m3 (1,120 loads) has been deposited on the site, whichever occurs first.
