CALL TO ORDER AND INTRODUCTIONS There being a quorum present, the Chair called the meeting to order at 3:05 pm and advised the committee that Councillor Bell is now the alternate council liaison. The Staff Liaison took over chairing the meeting for the elections. 2. 2016 CHAIR AND VICE-CHAIR ELECTIONS R16-001 It was moved and seconded That Susan Hayes be elected Public Art Steering Committee Chair. CARRIED R16-002 It was moved and seconded That Wayne Bissky be elected Public Art Steering Committee Vice-Chair. CARRIED Susan Hayes resumed chairing the meeting. ) PASC Minutes January 26, 2016 Page 2 of 4 3. AGENDA ADOPTION R16-003 It was moved and seconded That the Agenda be adopted. 4. MINUTE ADOPTION R14-004 It was moved and seconded That the Minutes of November 24, 2015 be adopted. 5. QUESTION PERIOD -Nil 6. NEW & UNFINISHED BUSINESS 6.1 Committee Recruitment The Committee Clerk shared the plan for committee recruitment. Leanne Koehn entered at 3:11 pm. 6.2 Community Public Art Grant CARRIED CARRIED Additional information has been received from both the BIA and GEED Centre to support their applications for Community Public Art Grants. After reviewing the information R14-005 It was moved and seconded That the Business Improvement Association Community Public Art Grant be approved. Leanne Koehn left the meeting at 3:15 due to a conflict of interest. R14-006 It was moved and seconded That the CEED Centre Community Public Art Grant be approved. Leanne Koehn rejoined the meeting. CARRIED CARRIED The Staff Liaison provided an update on funds for the Community Public Art Grants. j PASC Minutes January 26, 2016 Page 3 of 4 6.3 Website Banner Proposal Wayne Bissky outlined his idea for featuring local art work on the city website. Due to the changes currently underway in the Parks and Leisure Services department it was decided to table this idea until the end of the year. Ideas for promoting local art were discussed. 6.4 Draft RFP Call for Developer Public Art Program The Chair outlined the draft proposal to hire a facilitator in support of the creation of a developer public art program. This work is part of the PASC five year plan and part of the 2016 work plan. Councillor Duncan expressed her support for this project. The process and potential outcomes were discussed. 6.5 PASC Presentation to Council The Staff Liaison will be making a presentation to Council on February 15 at 1:00 pm. The Chair and Vice Chair will be in attendance and all members were invited to attend. 6.6 Cultural Plan 6.7 A one time budget request has been made to update the cultural plan, which was last updated twenty years ago. (Final reading of the budget is expected January 26, 2016). This is a high level plan which looks at all aspects of culture. A consultant will be hired to facilitate the review which is expected to take approximately one year. Sidewalk Poetry Phase 2 Update The Staff Liaison reported the installation has been delayed due to weather but will proceed as soon as possible. The next stage of this project will be discussed at a Spring 2016 meeting 6.8 Hammond Stadium Project Update The Staff Liaison recently led six artists on a tour of Hammond Stadium and some applications for the proposal have already been received. 6.9 Whonnock Lake Project Update The Staff Liaison recently met with the artists to discuss the project. Installation is scheduled for April. 7. ROUNDTABLE The Staff Liaison provided videos of innovative public art around the world, including a solar powered bike path in the Netherlands by Daan Roosegarde.
