Adoption of the Agenda RQ6-09 It was moved and seconded /J' That the Agenda for March 9, 2006 be adopted as circulated. CARRIED 2. Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting R06-I0 It was moved and seconded __ ,q That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meetings of February 9, 2006 be adopted as circulated. CARRIED 3. Delegations or Presentations 3.1 Mr. Rob Palis, Pitt Meadows Soccer Club Vice President of the Pitt Meadows Meadows Soccer Club, made a presentation representing '·· the Maple Ridge and Pitt Meadows Sportfield Association, comprised of both adult and youth organizations of baseball, slo-pitch, softball, lacrosse, football, rugby, track and field and soccer with a player registration base of 8,271 active adult and youth participants. The Association feels the need for safer and reliable lit practice and game space in the community can be achieved with the installation a lit turf field at Pitt Meadows Secondary School to help alleviate the current lack of available space for soccer, rugby, football and lacrosse. The Sportfield Association noted that it had already made a presentation to Pitt Meadows Council and was using this opportunity to also bring the recommendation to the Parks and Leisure Services Commission. 3.2 Mr. Rick Hammer re: Whonnock Lake Dragon Boat Mr. Hammer made a presentation, supported by a letter from the Ridge Canoe and Kayak Club, that he be given permission to keep his dragon boat moored on Whonnock Lake. The Club supports Mr. Hammer's initiative as it gives the community opportunity to participate in dragon boat racing and has an agreement with Mr. Hammer to share the boat in offering courses through the club. Mr. Hammer noted that the School Board has given the group permission to give programs throughout the school district. The Commission acknowledged the club for its hard work and congratulated the group on its success in creating world class athletes in our own back yard. Decision Items 4.1 Pitt Meadows Motion re Pitt Meadows Senior Secondary Tu,f Field Commission representatives noted that in North America, soccer players are under practicing and overplaying (the ratio should be 4 or 5:1 rather and 1 or 2:1). Cancellations due to inclement weather and limited gym space have had repercussions this year; some parents -have demanded refunds citing that even the minimum ratio of 1: 1 hasn't been achieved. Commission members noted that we have a higher percentage of youth in our community in comparison to other regions within the GVRD and that ongoing study and comparison to other districts will continue. R06-1 I It was moved and seconded _;;zo That staff undertakes a feasibility study and needs assessment for a third artificial turf field to be located at Pitt Meadows Secondary School including: a. a review of the existing registration numbers and previous registration numbers in Maple Ridge and Pitt Meadows and in surrounding communities to establish current trends with respect to registration, b. an analysis of various demographic projections obtained from both Municipalities and the School District to identify anticipated future participation rates, c. an indication of the requirement for field time warranted by the projected level of participation and range of activities to be accommodated noting that the Commission's goal is to provide a competitive level of practice time equal to or greater than other communities in the GVRD in support of active living in Maple Ridge and Pitt Meadows d. an analysis of the supply of similar facilities in other GVRD communities e. a review of all potential funding sources including Development Cost Charges, the Pitt Meadows Capital Works Reserve Fund, School District cost sharing,. borrowing with elector assent, grants and fundraising. f. A preliminary review of the site with respect to the sufficiency of the required area for the field and mitigation of neighbourhood impacts. g. a review of the operating implications of the establishment of a third facility. CARRIED 4.2 Use of Prison Work Crews in Parks B-J16-ll It was moved and seconded ,... 2 i That a recommendation be forwarded to both Maple Ridge and Pitt Meadows Councils that the protocol agreement with the Department of Corrections be renegotiated to include a provision that Corrections Staff notify the School Board office to advise which area of the Municipality the work crews will be working in at least one day prior to working on an approved site. CARRIED 4.4 Physical Activity Challenge Kelly Swift, Manager of Marketing & Customer Service made a power point presentation on the Active Community Walking Campaign which identifies the benefits of walking to improve fitness and promotes the use of local trails, dykes, pathways and open spaces. Walking for 15 minutes at 2 different times a day has a cumulative benefit. R06,H It was moved and seconded That the Parks and Leisure Services Commission join the 20% Physical Activity Challenge and work with the Provincial Government and 2010 Legacies Now to help meet the target of increasing physical activity among its citizens and employees by 20% by 2010. 5. CARRIED Mike Murray reviewed the following in regards to the information items: • Background was given on Blue Mountain's history and a handout provided. The issue will be presented to Maple Ridge Council with recommendations on matters of access to the site which are within the District's jurisdiction .. • The proposed Pitt Meadows Marina is a land use issue and therefore a matter for Pitt Meadows Council to consider and make final decisions on. Pitt Meadows planning staff did ask Parks and Leisure Services staff to review the proposal and provide any technical comments they may have relating to the Parks, Recreation and Cultural Master Plan, etc. 6. Commission Liaison Reports -nil 7. Staff Liaison Reports 7.1 7.2 7.3 Volunteer appreciation is the week of April 24th. Maple Ridge Council members will be away May 101\ conflicting with the May Commission Meeting. The membership will be contacted for alternate dates; otherwise the May meeting could be cancelled. (this is particularly likely as the April meeting has already been scheduled one week later than usual in light of the Easter weekend) Bruce McLeod reported that outside staff are working on the ball diamonds; horticulture crews are in gear in both Pitt Meadows and Maple Ridge; the lacrosse box installation will begin next week during spring break taking approximately six weeks to complete and subject to weather; lights in Thomas Haney are being installed; and the tender for landscaping at Boundary Park is about to be awarded. Commissioner Cheryl Ashlie asked if gates can be installed on the baseball dugouts during the off-season to help address late night use of the dugouts as reported by the neighbours to the Westview site. She also asked if a liaison group for field use exists, Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 5 of6 ; Maple Ridge and Pitt Mead9ws Parks & Leisure Services _Commission Regular Meeting Minutes March 9, 2006 noting that as fields are built for schools, user groups feel the quality of the fields should be built up for their use. User groups may not realize the school district does not receive funding to construct fields to the same standards as municipal fields and a liaison group would help to clarify this issue. It was confirmed that a sport field user group is currently in place and could be advised of that situation. 8. Question Period -nil 9.
