CARRIED 2. Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting R06-27 It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meetings of March 9, 2006 be adopted as circulated. 3. Delegations -there were none. 4. Decision Items 4.1 Evaluation of Parks, Recreation & Cultural Services R06-28 It was moved and seconded CARRIED That the Commission participates in a subjective evaluation of the benefits delivered to area residents through Parks and Leisure Services, by completing the attached evaluation. CARRIED Mike Murray explained the twenty-four benefit statements from the Parks Master Plan (a copy was circulated with the agenda package). The rating sheet has been updated to include a level of importance. The Commission members were asked to take a moment at the end of the meeting to complete these and turn them into staff. 4.2 Youth Action Park Site Approval R06-29 It was moved and seconded That a recommendation be forwarded to both the School Board and Maple Ridge Council that a portion of the north-west parking lot at Thomas Haney Secondary School described in the 2006-04-13 report on this subject be approved as the site for a community level 10,0000 square foot Youth Acton park. • CARRIED The staff has been working on this goal for many years and it was identified in the 2005-2006 business plans as a capital project in Maple Ridge. The Youth Outreach Society held a public workshop with 70 people in attendance. From there two sites were identified as Thomas Haney Senior Secondary (THSS) and Maple Ridge Senior Secondary. Futiher open houses were conducted and it was determined that Thomas Haney would be the most suitable site. Mr. Cotroneo spoke to the positive aspects of the THSS site in that: -it was accessible and visual -the park is already a very active site -would have security on the premises from Monday -Thursday until 10:00 p.m. -provides easy access for Parks & Recreation staff for programming -THHS administration is very supportive Mr. Cotroneo also spoke to some of the myths around skate parks. In the GMYC one staff can supervise many youth in the skateboard area compared to 5-6 staff supervising youth in the lounge. He also mentioned that the skill development derived from this sport is now heading towards an Olympic spo1i. Mr. Tony Cotroneo, Youth Services Coordinator circulated an article on the Skateboard Siting Project from Po1iland Parks and Recreation for information. R06-30 It was moved and seconded That the information received from the Portland Parks & Recreation be included in the background information to Council. CARRIED Mr. Cotroneo was thanked for the information and all of the hard work put into this project by the staff. The Commission held a discussion on the requirements of helmets and enforcing their use, using incentives, keeping youth safe when using the area, expanding the area to facilitate more than just skateboarding and lessons learned from other skateboard parks and facilities. 4.3 Vending Machine Healthy Choices Audit Mr. Mike Murray advised that an audit on our vending machines has been received from the Fraser Heal th Authority (FHA). According to the FHA, some of the products labeled as healthy snacks are, in fact, not so. Commissioner Ashlie reviewed the practice in the schools and suggested that Parks & Leisure Services review what types of products are in vending machines in our other municipal facilities. She also provided the name of a Nutritionist who works with the schools on this matter and that we consider using her as a resource. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 3 of 6 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes April 20, 2006 R06-3 l It was moved and seconded That staff investigate the School District Healthy Choices program and incorporate the same or similar vending machines contracts into municipal facilities. CARRIED Staff indicated that the BCRP A is currently conducting a survey of what other communities are doing in the way of vending machines. 4.4 Haney Horsemen -the association is asking that we consider hiring a Trails Coordinator as a new position. Mr. David Boag, Director, Parks & Facilities and Mr. Bruce McLeod, Manager, Parks & Open Space will be asked to meet with the association to review their contract and discus the issues around maintenance work to the trails and their ability to manage this work. The community is in transition and as urban areas are developed along with new trails, the needs will increase. R06-32 It was moved and seconded That the request to consider hiring a Trails Coordinator be considered in future business planning cycles. CARRIED 4.5 Dogs and Dykes -Commissioner Pelton raised the issue of dogs not being on a leash on the dyke areas even though this area does require them. Commissioner Pelton indicated that she had a recent personal experience while riding her bike on the dyke and chased by a dog off leash. She was able to distance herself and wanted to raise the issue in terms of safety and how the bylaws are enforced. Mr. Boag thanked Commissioner Pelton for her report and indicated that staff is aware of the issues and sensitivities. Parks staff is looking into suitable areas for off leash parks in both Maple Ridge and Pitt Meadows. A public process would be used to develop these areas and would include signage and a public awareness campaign. R06-33 It was moved and seconded That staff report back with a proposal for the structure and timing of a public process for off leash parks in Maple Ridge and Pitt Meadows. CARRIED 5. Information Items 5.1 2006 Sport Marketplace Event 5.2 Letter: RG Prope1ties-Maple Ridge (Planet Ice) re Discontinuation of Food & Beverage Services 5.3 Letter: Golden Ears Winter Club re Food and Beverage Services 5.4 Letter: Mr. & Mrs. Chin re 2010 Training Facilities for Athletes 5.5 Fraser Region ECD Strategic Planning April Update Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 4 of 6 I Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes April 20, 2006 5.6 2006 Project Calendar -Mr. Murray indicated this calendar is used to update and track projects that staff has been tasked with. 5.7 Mountain View Neighborhood Association 5.8 Festival Support System Review (verbal update from Committee) R06-34 It was moved and seconded That the above information items be received. CARRIED 6. Commission Liaison Reports 6.1 Commissioner Walters repo1ied on the interviews being conducted with all special event committees. There are a few more groups to meet and then the sub-committee will meet with the staff. A report and recommendations will be brought forward at the June meeting. 7. Staff Liaison Reports 7.1 Mr. Boag reported that residential garbage is being left next to garbage containers in park areas and is now creating additional workload for parks staff and increasing costs related to disposal. This problem is growing and increasing with regularity. There were some questions on utilizing the Vandalism Hot Line and whether this issue could be added and reported through the hot line. 7.2 Ms. Shelley Jorde announced that there will be a number of walks held in May to coincide with World Walking Day on May 8 and Move for Health Day May 10. In addition, a pilot project will begin May IO and staff will be taking the walking program into neighborhoods with the first being on May IO in the Mountain View Neighborhood. Volunteer Appreciation Week is April 22-29 and will start with Earth Day at the ACT. A number of events have been planned throughout the week including a concert, ice cream social, first aid course, media relations course and a movie. Youth Week May 1-7, 2006 -the youth have planned a full week of events and activities and the youth talent night is on May 2. The cost for adults is $7. Accessibility Awards -the deadline for nominations for this year's accessibility award is May 15, 2006. 7.3 Mr. Murray advised that the May Commission meeting conflicts with the LMMA conference and will be cancelled. The next meeting will be June 8, 2006 in Pitt Meadows 8. Question Period 8.1 Following an event at the Pitt Meadows Heritage Hall, considerable broken glass was found in the parking lot. Mr. Murray noted the details and will follow up with parks staff. Motion to Move into Closed Session R06-35 It was moved and seconded That the Parks and Leisure Services Commission move into a Closed Meeting pursuant to 242 (c) labour relations or employee negotiations.
