Adoption of the Agenda The following items were added to the agenda: 8.1 Lacrosse Box at MRSS R06-36 It was moved and seconded That the Agenda for June 8, 2006 be adopted as amended. CARRIED 2. Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting R06-37 It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meetings of April 20, 2006 be adopted as circulated. CARRIED 3. Delegations -Nil 4. Decision Items 4.1 Commission 's Evaluation of Benefits and 2007 Business Planning Brainstorming The Commission members had participated in a subjective evaluation of the benefits delivered to area residents through Parks and Leisure Services by completing an evaluation sheet pertaining to twenty-four benefit statements from the Parks Master Plan. Kelly Swift, Manager, Marketing and Customer Service, put together the charting on the results of the survey and lead a discussion on the benefit statements which had the greatest variance between the levels of satisfaction and importance. The five benefits statements discussed were: 1. Interpreting the environment 2. Integrating Generations 3. Assisting in lower crime 4. Decrease the Cost of Social Health and Justice Service 5. Developing Community Capacity Various ideas on how to improve these services were put forward by Commission members. These will be considered in the Division business plan for 2007. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 2 of 6 ) Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes June 8, 2006 4.2 Pitt Meadows Soccer Request for an Artificial Turf Field to be built at PMSS R06-38 It was moved and seconded That a recommendation be forwarded to Pitt Meadows Council to give consideration to an appropriate means of funding the Municipality's portion of the cost of constructing an artificial turf field during the next long term capital review, noting that the analysis has demonstrated such a facility would be an asset in the community and provide a competitive level of practice time equal to or greater than most other communities in the GVRD; and further, once the funding priority has been established, that a public consultation process be undertaken with respect to the proposal to construct an artificial turf field at the PMSS location. 4.3 CARRIED Mr. Mike Murray distributed a report which identified the information to be considered in the needs assessment relating to an artificial turf field being constructed at Pitt Meadows Secondary School. The report focused on the increase in registration ni.unbers of participants in outdoor sports, the continued population growth in the Pitt Meadows/Maple Ridge area, and the low availability of practice times for sports teams due to a lack of fields which are useab le throughout the year. A preliminary review of the site location was done and financial aspects were discussed. It was put forward that the School District and Pitt Meadows Soccer had indicated willingness to partner with the District of Pitt Meadows. Public Consultation Process to Address Dog Off Leash and Other Issues David Boag, Director, Parks and Facilities, presented a proposal for the structure and timing of a public process for off leash parks in Maple Ridge and Pitt Meadows R06-39 It was moved and seconded That the above item be received for information. CARRIED The wording of the proposal was discussed as well as the types of complaints that were being dealt with and where they were coming from. Commissioners Maureen Pelton and Geordie Craig volunteered to become involved in the public process upon it going forward. 5. Information Items 5 .1 5.2 5.3 BCRPA Endorses a National Recreation and Sport Infrastructure Program Letter to Haney Horseman Association re Trails Coordinator 2008 BC Disability Games Timeline Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 3 of 6 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes June 8, 2006 5.4 Minutes of the Standing Committee on Joint Use with School District No. 42 5.5 Pitt Meadows Community Garden Relocation R06-40 It was moved and seconded That the above information items be received. CARRIED 6. Commission Liaison Reports -Nil 7. Staff Liaison Reports 7 .1 Dave Boag, Director, Parks and Facilities reported on the growing problem of the theft of metal around the community which would have to be addressed in the future. Commissioner Robson repotied that Maple Ridge Council was intending to implement a bylaw to address the purchase of stolen metals by junk dealers doing business in the community. 7.2 Shelley Jorde, Recreation Manager, East Area repo1ied that registration for summer program was progressing extremely well. The Summer Fun Program at Harris Park was already full as was the Youth Futures Leadership program. 7.3 Mike Murray, GM, Community Development, Parks & Recreation repotied that the spray park at Maple Ridge Park was now open as well as the lacrosse facility at MRSS. He also mentioned that negotiations are close to complete on the Pitt Meadows Seniors Pavilion. Pitt Meadows Council will be considering the agreements shortly. 8. Question Period 8.1 Lacrosse Box at MRSS There was a discussion regarding problems at the new lacrosse facility at Maple Ridge Secondary School in terms of it having become a hangout which was a concern for neighbourhood groups involved with that area. Solutions will be looked at and discussed further. 9. Motion to adjourn R06-41 It was moved and seconded that the regular meeting of the Parks and Leisure Services Commission be adjourned.
