Adoption oftlte Agenda R06-65 It was moved and seconded That the Agenda for November 9, 2006 be adopted as circulated. Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting R06-66 It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meetings of September 14, 2006 be adopted as circulated. CARRIED 3. Delegations 3.1 Mr. Kevin Binnie, President, Maple Ridge & Pitt Meadows Arts Council Mr. Kevin Binnie, President of the Maple Ridge & Pitt Meadows Arts Council gave a summary of all Arts Council activities in the past year which he presented on Power Point. He thanked that key members of his team, Phillip Hartwood and Lori Hartwood for their contributions Mr. Binnie concluded by stating that the ARTS Council had been very busy this last year and was looking forward to the upcoming year and continuing to provide services. There was a very positive outlook for the upcoming year. Various questions from Commission members were answered. 3.2 Mr. Andrew Lenton, Golden Ears Athletics Mr. Andrew Lenton, Golden Ears Athletics, gave a overview of the concerns and issues over the MRSS Track and Field facility. A history on how and why costs for facilities of this type are shared was asked for. Mike Murray, GM, Community Development, Parks & Recreation, advised that the adjacent park and the school facilities were used by both MRSS and the public and therefore costs are shared between the Municipality and the School Board. The School District has been accepting facility operating costs. He also explained that the Municipality has contributed monies as this track is the only existing track of its kind in the MR/PM area. It was advised that one of the reasons that the project is coming up for Municipality consideration next year is that it is time for the track to be resurfaced and that the Municipality would like to bid on track events which would require eight lanes. At this point, Mr. Lenton explained to the Commission members that the current six lane track presents a huge issue in terms of the hosting of competitive events in that games now will not be sanctioned if tracks do not have 8 lanes. The school cannot bid for large events because the track cannot accommodate them. He also advised that his organization is willing to bring money to the table as they would like to partner in this. They are asking the Commission to consider the issues presented and direct staff to cost out upgrades required. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 2 of 7 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes November 9, 2006 Commissioner Ashlie encouraged other Commissioners to inspect the stands at MRSS. Commissioner Wright, who works at MRSS, stated that he could attest to the conditions alluded to in Mr. Lenton's report and that these were a serious concern. He also advised that there are other issues which would need to be considered, such as the drainage to the inside of the field and proper fencing to restrict unnecessary access by motorcycles, roller blades and even cars. Commissioner Rempel put forward that having this type of facility in the Maple Ridge/Pitt Meadows was very important and suggested that community groups such as the Rotary Club would perhaps be interested in also supporting this type of venture. Mr. Lenton asked what the next steps would be for his organization and Mr. Murray advised that staff would meet with him, review the proposal, look at what the overall project consists of, what the costs are and who can contribute. He also advised that some of the items discussed had been budgeted for already. 3.3 Mr. Josh Morrill, BMX Association Mr. Josh Morrill and Mr. Bachir Bah, both of whom attend Pitt Meadows Secondary School gave a presentation for a proposal for a bike jump park. The presentation addressed the construction and design of the park, as well as technical features, safety and signage. Mr. Morrill reported that Mr. Jay Hoots, who is in association with the North Vancouver Outdoor Recreation Advisory Committee and has designed and built a number of these types of parks, had agreed to help build this proposed jump park professionally. The group is now looking for space in Pitt Meadows to build this park. Mike Murray, GM, Community Development, Parks & Recreation, advised that staff will meet with this group to further discuss this project, further identify what the criteria are and what can be put together. Staff will have to be educated as to what these parks look like and what is needed, which will enable then to explore possibilities. 4. Decision Items 4.1 Festival Support Sub-Committee R06-67 It was moved and seconded That a sub-committee comprised of three Citizens at Large members and one staff member be formed to review Festival Funding applications and bring forward recommendations for consideration by the Commission. CARRIED Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 3 of 7 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes November 9, 2006 The sub-committee will consist of Kathie Ward, Ian Brown, Deb Walters, and Ernie Daykin 4.2 Firefighter 's Park Development R06-68 It was moved and seconded That on the recommendation of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission the request by the Eric Langton Parent Advisory Committee for the District to contribute up to $30,000 for the reconstruction of play equipment on the Eric Langton Elementary School be endorsed . CARRIED It was advised that Eric Langton Elementary PAC had raised $38,000 at present and would be looking at contributing a little bit more. It was also put forward that the community will benefit from this venture. 4.3 2007 Meeting Schedule R06-69 It was moved and seconded That the 2007 Meeting Schedule for the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission be approved as presented. 4.4 December 2006 Commission Meeting (verbal discussion) R06-70 It was moved and seconded that the above item be received for information only CARRIED CARRIED Staff advised that there were no major items requiring decisions coming forward in December. Therefore it was suggested that the December meeting be cancelled barring any emergencies. All agreed. Discussion Items 5.1 Business Plan -Capital and Incremental Ranking R06-7I It was moved and seconded that the above item be received. CARRIED Mike Murray, GM, Community Development, Parks & Recreation advised that this document indicated the results of a ranking exercise. It did not necessarily represent the way in which things will be done, however, it does provide a guideline which can be shown to Councils in terms of the capital budget. Both Councils had reported discussing long term capital projects and advancing these. 5.2 Letter: Ministry of Tourism, Sport & the Arts re 2011 Western Canada Summer Games R06-72 It was moved and seconded that the above item be received and the opportunity to bid declined given the selection criteria. CARRIED Shelley Jorde, Recreation Manager, East Area had been asked to look what would be required for bidding on the 2001 Western Canada Summer Games. She reported that some of the requirements for bidding would be difficult to qualify for in terms of facilities available and that the municipalities may wish to the decline the opportunity at this time. 5.3 Haney Horsemen/Horse Council of BC Meeting minutes R06-73 It was moved and seconded that the above item be received. CARRIED It was advised that Haney Horsemen/Horse Council of BC meeting had been a fairly significant workshop with 100 people out to speak to the trails issue. The Horse Council of BC has 750 members in Pitt Meadows and Maple Ridge and have offered their support to maintain what they feel to be one of the best trail systems anywhere. There will be a follow-up meeting to talk about an idea of putting an add-on to their membership fee where they can contribute back to the maintenance of the trials. This meeting will settle on a route to take. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 5 of7 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes November 9, 2006 There was a discussion regarding the multi-use of trails when they are put in, i.e. non- motorized and walking trails. Contributions by the equine community to the maintenance of trails was also discussed mainly due to the fact that equestrian use is fairly hard on trails and creates the need for an intensity of maintenance. 5.4 Westview Artificial Turf Field Opening Ceremony (verbal update) R06-74 It was moved and seconded That the above item be received. CARRIED It was advised that the an opening ceremony for the W estview Artificial Turf Field will be held later in the year as the field is now ready for use. Due to commitments on the parts of both Councils and the School District, it was suggested the opening be scheduled for February. Staff will inform Commissioners of the February date once it has been confirmed. 6. Staff Liaison Reports 8.1 Bruce McLeod, Manager of Parks and Open Space, advised Commissioners that samples from the oak trees that had been removed from Memorial Gardens had come back negative for Sudden Oak disease. Nonetheless they were in decline with many limbs dead and were removed. 9. Question Period 9.1 Bruce McLeod was asked if the riverfront park park at Sawyers Landing had been completed. He reported that aside from a few minor deficiencies, the project was complete. Commissioner Walters advised that many compliments on the new park had been received and that staff had done a great job. 10. Motion to adjourn R06-76 It was moved and seconded 11. R06-77 That the regular meeting of the Parks and Leisure Services Commission be adjourned. CARRIED Motion to Move into Closed Session It was moved and seconded That the Parks and Leisure Services Commission move into a Closed Meeting pursuant to (It) litigation or potential litigation affecting the municipality; if the council considers that disclosure might reasonably be expected to harm the interests of the municipality.
