Adoption of the Agenda R07-0I It was moved and seconded That the Agenda for January 11, 2007 be adopted with the following amendments. -reverse items 3.1 and 3.2 CARRJED 2. Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting R07-02 It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meetings of November 9, 1006 be revised as follows and adopted Item 5.2 revise -'bidding on the 2001Western Canada Summer Games' to read 'bidding on the 2011 Western Canada Summer Games' CARRJED 3. Delegations 3. I Ridge Canoe and Kayak Club (RCKC) Ken Kelleway, Ridge Canoe and Kayak Club representative, distributed information regarding the club. Other club members attending the meeting included Gerry Poole, Farron Fedechko and Matthew Brennan. A presentation was given on a business plan for a proposed new boathouse facility. Commissioners were asked for feedback as to the business plan as presented as well as for a letter of support for the proposal. The General Manager, Community Development, Parks & Recreation advised that the Parks Commission and Maple Ridge Council had adopted a master plan for Whonnock Lake which had incorporated room for this proposed building. He also advised that although the Parks Commission could pass a resolution to endorse this project, the actual motion to endorse would have to come from Maple Ridge Council for the Municipal Infrastructure Grant . It was also put forward that should Council endorse the project, it would enjoy a lower priority than a few other projects which had been approved earlier on to go forward for grant funding. Also funding for any Municipal contribution toward elements of the Ridge Canoe and Kayak Club proposed building are not available until later on in the Maple Ridge five year capital plan. The General Manager, Community Development, Parks & Recreation advised that the Commissioners could put forward a motion stating that the Commission fully endorsed the Ridge Canoe and Kayak Club's project and recommending that a letter from Maple Ridge Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 2 of 6 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes January 11, 2007 Council be put forward supporting this group with the noted caveats related to priority and local funding. R07-03 It was moved and seconded that the Parks and Leisure Services Commission fully supports the Ridge Canoe and Kayak Club's proposed new facility and recommends that a letter of support be endorsed by Maple Ridge Council. CARRIED 3.2 Pitt Meadows Seniors Pavilion -Mike Murray (presentation) The General Manager, Community Development, Parks & Recreation gave a power point presentation providing information regarding the Pitt Meadows Seniors Pavilion. Commissioners were asked to endorse the facilities design. 4. Decision Items 4.1 Pitt Meadows Seniors Pavilion ) R07-04 It was moved and seconded That the concept plan for the Pitt Meadows Seniors Pavilion be endorsed. CARRIED 4.2 Maple Ridge Lawn Bowling Club Request for Financial Assistance Note: Commissioner Geordie Craig excused himself from the discussion due to a potential conflict since he is a member of the Club. R07-04 It was moved and seconded That a recommendation be forwarded to the District of Maple Ridge Council that a $30,000 interest free loan be considered for the Maple Ridge Lawn Bowling Club for the purpose of installing new artificial turf for the lawn bowling green, noting that: a. such loan shall only be advanced upon proof of expenditures for the turf being received by the District along with an indication that no other fund raised support is available to the Club at the time of the expenditure, and b. the outstanding balance of the loan is to be paid off the earlier of: i. $7,500 per annum payable on July 1st each year with the first payment due on July 1st, 2008 or ii. as funds raised specifically for the project from outside sources (such as service clubs) become available. Discussion Items 5.1 Maple Ridge Equi-Sport Centre Agreement -Bruce McLeod (verbal report & discussion) R07-05 It was moved and seconded that the above item be received. CARRIED The Manager of Parks and Open Space gave a presentation providing information on the Maple Ridge Equi-Sport Centre Agreement. He advised that the area used by the Equi-Sport Centre is in the floodplain and due to the proximity to the water courses, there is a desire on the part of the GVRD and the Municipality of Maple Ridge to reclaim the area. Discussions are being held with the Equi-Sport Centre to see how that land can be reclaimed and still meet the needs of the centre. It was noted that it was not the intention of the GVRD and the District to stop equestrian events run by the Equi-Centre from occurring. In exchange for events continuing to occur, the GVRD was looking to secure a maintenance agreement with the Equi-Sport centre. 5.2 Haney Horse Council/Haney Horsemen -David Boag (verbal report re : new fee for service agreement R07-06 It was moved and seconded that the above item be received CARRIED Staff had met with the Haney Horsemen to discuss the results of the public meeting and to determine a direction for the future. The Haney Horsemen verbally committed to continue the service agreement and the BC Council of Horsemen will collect a fee through their membership network which will be sent back to the Haney Horsemen. Staff would like to ask both Municipal Councils to pass a bylaw requiring equestrians in the community to become members of BC Council of Horsemen. The General Manager of Community Development, Parks and Recreation Services advised that a new fee for the service agreement would be brought forward and defined more clearly as soon as possible. CARRIED The General Manager of Community Development, Parks and Recreation Services advised that three members from the Commission were eligible to attend the BCRP A Conference and asked anyone interested in attending to let him know. Note: Commissioner Robson excused himself from the meeting. R0?-07 5.3.2 Workshop Topics-Dates (verbal discussion) The General Manager of Community Development, Parks and Recreation Services advised that the Commission had previously hosted workshops for commissioners. He asked for direction from Commissioners as to whether or not they would like to host such an event again. Commissioners indicated they would like to see workshops hosted and dates as well as topics would be decided on. It was moved and seconded that the above item be received. CARRIED 6. Commission Liaison Reports -Nil 8. Staff Liaison Reports The Director of Parks and Facilities reported that vandalism at concession buildings throughout the communities had become extreme and was leading to very expensive repair bills. It was suggested that he connect with the anti-vandalism group for some ideas. 9. Question Period Commissioner Ten Brink stated that she had been hoping that the meeting with the BMX group would eventually lead to a broader discussion group which would include the other bike clubs in the community. The Director of Parks and Facilities advised that he would be meeting with this group initially and would send the information to public hearing for further input. 10. Motion to adjourn R07-09 It was moved and seconded That the regular meeting of the Parks and Leisure Services Commission be adjourned. CARRIED 11. Motion to Move into Closed Session R07-10 It was moved and seconded the Parks and Leisure Services Commission move into a Closed Meeting pursuant to 242 (a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality; (e) the acquisition, disposition or expropriation of[and or improvements, if the council considers that disclosure might reasonably be expected to harm the interests of the municipality.
