Adoptio11 oftlte Age11da R07-22 It was moved and seconded That the Agenda for March 8, 2007 be adopted with the following amendments. 4.4 Mountain Bike Skill Development Area CARRIED 2. Mi11utes of the Maple Ridge a11d Pitt Meadows Parks & Leisure Services Commissio11 Regular Meeti11g R07-23 It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meetings of February 8, 2007 be amended to indicate that Commissioner Wright had attended the meeting and be adopted. CARRIED 3. Delegatio11s 3.1 Golden Ears Winter Club -Jim Maitland, Cal Fister, Fred Fox Jim Maitland presented an overview of the history of curling, the Golden Ears Winter Club and the reason for the request for financial assistance for the curling club from the Commission. A copy of the financial statements for the winter club was also distributed and discussed. It was the consensus of commissioners to refer this issue to staff to look at options and bring a report back to the Commission. 3.2 Video Presentation -SD 42 Anti-Vandalism Strategies (JO min), Commissioner Ward Commissioner Ward gave an overview of School District No. 42's anti-vandalism strategies. A video was presented which highlighted anti-vandalism strategies being put to use in the District. Decision Items 4.1 Golden Ears Winter Club (no report since details of the request are not available) R07-24 It was moved and seconded That the Golden Ears Winter Club request for a grant be referred to staff and a report recommending options be brought back to the Commission. CARRIED 4. 2 Ice Allocation for Minor Sports The Director of Recreation reported that minor sports groups using ice time had voiced concern over the loss of ice time, higher rates and the amount of subsidized ice time allocated by the Parks Department. She advised that presently over 50% of ice time used by minor sports groups is bought from the private operators and that this had been brought to the Commission during the ice allocation policy update in 2006. There was a discussion around possible negotiations by the Parks and Recreation Department for a larger amount of ice time to allocate to minor sports groups. R07-25 It was moved and seconded That consideration be given during the 2008 business planning session process to providing whatever additional level of funding (if any) may be required to ensure the required level of ice time is available to minor sport groups (both from public and private sources) at the current rental rates now being paid by those groups plus inflation. CARRIED 4. 3 MRSS Lacrosse Box Maintenance Agreement (Housekeeping Item) R07-26 It was moved an d seconded That the Chair and General Manager be authorized to execute the agreement between School District 42 and the Parks and Leisure Services Commission on the maintenance and capital replacement for the Maple Ridge Secondary School Lacrosse Box which is attached to the March 1, 2007 report on this subject. CARRIED 4. 4 Mountain Bike Skill Development Area. The Director of Parks and Facilities reported that he had met with the mountain bike group to ascertain their requirements for a site and that an area adjacent to the existing BMX facility had been chosen. There was a discussion pertaining to funding, the possibility of donations of materials and time, consultation from other established bike groups and the start up size of the area. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 3 of 5 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes March 8, 2007 R07-27 It was moved and seconded That the Parks and Leisure Services Commission forward a recommendation to Pitt Meadows Council in support of this request to build a mountain bike skill development park and request that: 1. Pitt Meadows Council consider approving the use of the Northern portion of this undeveloped Park land which is North East of the existing BMX track at Cottonwood Park, for the purpose of a Mountain Bike Skill Development Area. 2. Pitt Meadows Council incorporate the cost of construction which is estimated at $20,000 for the Mountain Bike Park at the earliest opportunity that funding can be made available within their financial plan. 5. Discussion Items 5.1 Meeting with Haney Horsemen -Commissioner Report (verbal update) R07-28 It was moved and seconded that the above item be received. CARRIED CARRIED Commissioners Speirs and Ashlie reported on discussions held with the Haney Horsemen. It was suggested that staff research information received from the BC Horse Council in regard to a proposed fee structure. 6. Information Items 6.1 Article -Province Newspaper January 31, 2007 re Swimming Pool Judge's Ruling 6.2 Pitt Meadows Heritage & Museum Society Funding Proposal Letter of Support 6.3 Invitation -Commissioners' Workshop A Commissioners' Workshop has been scheduled for April 28 th. Invitations have been sent out and responses from a number of commissioners in the Lower Mainland are expected. Maple Ridge/Pitt Meadows Parks Commissioners are encouraged to attend and asked to confirm their availability with staff. 6.4 Letter to Hon. Linda Reid re Child Care Operating Funds 6. 5 Maple Ridge Historical Society -Annual Report 2006 R07-29 It was moved and seconded That the above information items be received. Commission Liaison Reports Commissioner ten Brink expressed her concerns regarding numerous complaints about mountain biking areas being demolished, particularly in the Black Sheep Pub area and on the south side of the Lougheed Highway across from Thomas Haney. The Director of Parks and Facilities advised that he would check with staff to ascertain whether or not District crews had done removal work in these areas. 8. Staff Liaison Reports The General Manager of Community Development, Parks and Recreation Services advised that Volunteer Week was in April and that the Greenway opening was scheduled for April 21 st at 10:30 a.rn. at the end of Harris Road. 9. Question Period 10. Motion to adjourn R07-30 It was moved and seconded That the regular meeting of the Parks and Leisure Services Commission be adjourned. CARRIED 11. Motion to Move into Closed Session R07-31 It was moved an d seconded That the Parks and Leisure Services Commission move into a Closed Meeting pursuant to 242 (g) litigation or possible litigation affecting the municipality.
