The Minutes of the Regular Meeting of the Maple Ridge and Pitt Meadows Parks & Leisure Services
Commission, held in the Committee Room at Pitt Meadows Municipal Hall, Harris Road, Pitt Meadows,
British Columbia, on Thursday, April 19, 2007 at 7:00 pm.

1. Adoption of the Agenda
R07-32 It was moved and seconded
That the Agenda for April 19, 2007 be adopted as circulated.
2. Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular
Meeting
R07-33 It was moved and seconded
That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services
Commission Regular Meetings of March 8, 2007 be amended to indicate that Commissioner
Pelton was not in attendance and be adopted.

3. Delegations
3.1 Haney Horseman Association
Ms. Janet Dmitrieff spoke to the campaign and ideas that the association had for raising funds
other than licensing as they have determined that this would not be an option. The idea of
trail markers that would have a dual purpose -location markers and sponsorship for
fundraising was also reviewed. The association will be sending out their AGM notice and
have asked the Commission for approval of their plans prior to sending out the letter.
There were a number of questions on what the fundraising is for as well as the size and
design of the trail markers. It was explained that the sponsorship plaques would be about 18
inches in size and installed closer to the ground with material that would be unobtrusive. The
distance between the markers would be about 100 meters and this could be reviewed in view
of the policy around memorial bench markers. The Haney Horsemen Association was
encouraged to proceed with their fundraising efforts. On the matter of the trail markers staff
have asked that this be tabled as a separate matter for further investigation and discussion.
Staff will review the letter circulated and contact Ms. Dmitrieff within a few days.
Members of the Haney Horsemen were thanked for the information and their presentation.
3.2 Maple Ridge Leisure Centre Fitness Program Report, Pauline Vandermoor
Maple Ridge Leisure Centre Fitness Program Report, Pauline Vandermoor -Pauline
provided an informative overview of the services, goals and statistics for the Leisure
Centre. There were a number of questions regarding the revenue and expenses,
statistics and equipment lifecycle. Commissioner Wright asked if there was a better

way to determine how active our youth is. Councillor Walters requested similar
information for the Pitt Meadows Family Recreation Centre.
Mayor MacLean questioned if we were not missing program opportunities for those
in the 55-65 age category. Staff confirmed that they are looking at what is needed to
meet the needs of the population.
4. Decision Items
4.1 Golden Ears Winter Club Grant Request
R07-34 It was moved and seconded
That a recommendation be forwarded to Council of the District of Maple Ridge and
to Council of the City of Pitt Meadows asking Councils to approve a one-time grant
of up to $20,000, following the funding formula outlined in the Joint Services
Agreement, subject to the availability of funding within the Municipal Grant
Programs.

Indoor Facility Rental Rates
M/S/C Commissioner Wright opposed fee increase Commissioner Wright raised the
concern for the fee increase targeting the youth and seniors rates. Staff explained that our
fees are in line with other facilities in our area and because these rates were not increased
recently, the facility must now catch up.
Commissioner Walters asked whether we would raise these rates on an annual basis in
order to avoid a significant increase in future.

4.3 Boundary Park-Naming -verbal report
Bruce McLeod circulated the suggested names for the new Boundary Park site. The two
Katzie First Nations names proposed mean:
-Hill on east
-Katzie Slough
A linguist is in the process of translating these words along with the history and meaning
behind them.
MISIC that the Commission recommend to Pitt Meadows Council that the new Boundary
Park site be named Katzie Slough.

5.0 Discussion Items
5.1 Commissioner Workshop-Mike Murray indicated that 10 people have registered and only
two of our own Commission members were available. As we are hosting this event and
considerable work will go into the facilitation, it was recommended to cancel and try to
reschedule for some time in November.
5.2 Youth Action Park Open House -about 50 people attended and provided input into what they
would like to have included in the plans. The consultant will work with the information
gathered and develop a concept plan . A Steering Committee has also been formed and will
review the plans over the next week with a goal to have something ready for the Commission
at the May meeting.
5.3 Volunteer Appreciation Week-Commission members are invited to join in the various
activities and should RSVP to Ingrid Kraus for the Gala Evening on April 27.
6. 0 Information Items
6.1 Letter: Haney Horsemen Association -introduced under delegations.
6.2 Letter: School District No. 42 to Hon. Linda Reid re Child Care Operating Funds
6.3 Corporation of Delta-Grade 5 Recreation Pass Program -Recreation staff is reviewing this
information and more information will follow.
6.4 Katzie M.O.U. re Blue Mountain-Draft circulated for information.

5. Commission Liaison Reports
Commissioner Walters thanked the staff for the work completed at the baseball diamond.
6. Staff Liaison Reports
Kelly Swift reported that Ridge Meadows Minor Hockey purchased boards for ball hockey that
now has over 800 members. This will open up the use of the Golden Ears Winter Club arena.
David Boag advised that the initial estimates to develop the expansion to 8 lanes for the running
track at MRSS was initially $340K and the application for funding was submitted for $600K. The
first estimate has been received and costs are now over $800K. The School District has approved
the $600K portion and if the running clubs will need to raise the additional funds before we will be
able to proceed to tender. There was some discussion about the use of the track and a need to
install some security fencing as the public is cutting across the track which is causing some
damage.
