The Minutes of the Regular Meeting of the Maple Ridge and Pitt Meadows Parks & Leisure Services
Commission, held in the Committee Room at Maple Ridge Municipal Hall, 11925 Haney Place, Maple
Ridge, British Columbia, on Thursday, May 10, 2007 at 7:00 pm.

That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services
Commission Regular Meetings of April 19, 2007 be amended to indicate that Commissioner
Pelton was not in attendance and be adopted.

3. Delegations
3.1 Pitt Meadows Civic Centre Plan/Maple Ridge Downtown Beautifications Plans, Mike Murray
Mike Murray, GM, Community Development, Parks & Recreation gave a briefing of the
developments currently taking place in the City of Pitt Meadows and the District of Maple
Ridge.
Pitt Meadows civic centre will be home to a new senior's centre along with three residential
buildings with 1st floor retail and underground parking. Mike also advised there is potential
for a library or expansion and the skate park would be relocated. Mike also advised that all
the necessary approvals still need to be obtained. Due to these improvements there will be a
necessity for more parking. Mike advised that these plans are moving along and wanted to
ensure everyone was up to date on the progress of these plans. A discussion took place in
regards to the placement of the cenotaph.
The District of maple Ridge has engaged a firm to ensure all the elements of the downtown
improvement are tied together. Mike advised that the there is a need to create a positive
environment with a common theme that includes; a transit exchange, street improvements,
and upgrade for the park.
Jo Anne ten Brink questioned if there would be allowances for bike ways and walkways and
if accessibility issues will be dealt with through that committee. It was advised that the
engineering department will be working with the landscape architects and accessibility
committee on these issues.

3.2 Youth Action Park, Kyle Dion -New line skate park & Mark Vander Zalm
Introductions were made of both guests. Mark Vander Zalm advised the commission
on the concept of skateboarding that will take place at this new skateboard park and
explained that this will put us on the forefront of new technology.
Kyle Dion gave a presentation on the skateboard park concept and design plan. He
advised that a site has been identified as Thomas Haney for the initial development
and the intent is to create a community level park over 13,000 sq ft that will be
utilized for socializing and casual recreation for youth. Kyle then explained the
design plan process.
Geordie Craig questioned how the group plans to maintain the drainage on the bowl
and Kyle advised that the elevation of the system is quite deep and there will be a
series of area drains.
Don MacLean questioned how the group would get kids to buy into the no graffiti rule. Kyle
explained that the core kids all shared the same sentiment that they don't want to see graffiti
at the skatepark and soon as they do, they will be responsible for cleaning it up. The steering
committee will create a graffiti strategy to ens ure that this issue is covered. The mentorship
program will include people that are trained to be role models to the users of this park;
wearing helmets, cleaning, safety etc.

That a recommendation be forwarded to Maple Ridge Council, that the Option 1
concept plan attached to the May 211
\ 2007 report for the Youth Action Park at
Thomas Haney Secondary School be endorsed.

4.2 Maple Ridge Equi-Sport Centre Agreement

That on the recommendation of the Parks and Leisure Services Commission, the agreement attached to
this report dated May 4, 2007 be authorized.

5.1 Volunteer Week Activities-Kelly Swift advised that the organizing committee for the
event will be meeting and asked the commission for their feedback. Kelly advised of
the different activities that happened last year. Mayor MacLean suggested having a
BBQ with outdoor movies to make it very inclusive and less formal. The commission
agreed that this issue should go before the City of Pitt Meadows for more discussion.
5.2 Youth Dances Supervision -Mike asked Tony to give a brief history on the Youth Dances. The
Youth Dances have been successful for many years and have been running since 1994 with the
following participation numbers: Pitt Meadows: 80-125, Hammond, and Maple Ridge: 400-500.
The youth are aged 10-14 and dances have been very popular without promotion. Tony gave a
description of the security that is there; youth community police attend during the dance and at
the end. Auxiliary officers come in uniform and are there throughout the night. There are also
10-15 youth volunteer peers that have gone through the leadership program and are on the youth
council that attend. Lastly, there is 8-10 staff on hand for the dances; all on two-way hand held
radios, wearing staff shirts. There is a no "in and out" policy (if you leave you can't come back
in). The staff has a nightly debrief where the staff stay for ½ hour fo llowing and talk about the
dance and any incidents which may have occurred. The staff also discusses written reports; and
follow up with the guardians the next clay if there have been any particular incidents which
require follow up. As far as incidents go; they are very minimal.

Kelly Swift advised that MACAI is having their Annual Awards night on May 28th and handed
