Adoption of the Agenda Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 1 of 5 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes July 12, 2007 R07-54 It was moved and seconded That the Agenda for July 12, 2007 be adopted with the following additions: 5.2 Pitt Meadows Skateboard Park Location 8.1 Whonnock Lake Update 8.2 Recreation Department Re-organization CARRIED 2. Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting R07-55 It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meetings of June 14, 2007 be adopted. CARRIED 3. Delegations 3.1 Ms. Tracy Miyashita, Pitt Meadows Family Recreation Centre Presentation Tracy Miyashita gave a presentation on the Pitt Meadows Recreation Centre facilities, partners, admissions rates, family activities, wellness programs, sporting activities, creative arts, Discovery Playhouse Kinder club artwork, volunteer programs, support of activities in the community (Pitt Meadows Day), statistics, youth programs, youth centre hours and drop-in attendance (movie night, dances, bbq's, car washes), and Youth. 4. Decision Items R07-56 4.1 BC Seniors Games Bid Recommendation Mike Murray advised the Commission that we applied for the BC Senior's games back in 2002 and didn't get it because we didn 't have enough governance. Until we get this governance it is recommended that we don't prepare a bid for the BC Seniors Games. It was moved and seconded That a recommendation be forwarded to both Maple Ridge and Pitt Meadows Municipal Councils that a bid not be prepared to host the 2009 and 2010 BC Seniors Games. Discussion Items 5.1 UBCM Grants for Festivals (verbal report) Mike Murray advised the Commission that a portion of the UBCM funding in the Maple Ridge package was allocated to the festivals committee. One of the criteria around the funding is attracting people into our community on a Tourism perspective. The money was allocated to the areas that the committee felt would enhance our community. This is a one time grant as long as it's allocated by the end of March. 5.2 Pitt Meadows Skateboard Park Location Mike Murray showed the Commission a map of the proposed locations for the Pitt Meadows Skateboard Park. There are challenges related to the youth programs and the possibility of building an active area onto the Pitt Meadows Family Recreation Centre with some indoor skate ramps, therefore this outdoor park would not be adjacent to the indoor skate park. The Commission discussed options for the proposed locations of a new outdoor skate park. Parks and Leisure will use this feedback when a discussion with the public is held. 6. Information Items R07-57 R07-58 6.1 Letter from Mrs. Beryl Eales re Jackson Farm Councillor Speirs brought forward a 3300 signature petition and suggested to the Commission to refer this back to Maple Ridge Council for further study to look at it in the fall of 2007. Send to staff to send to Maple Ridge Council Re: the purchase of Jackson Farm It was moved and seconded To refer this item to staff to report back to Maple Ridge Council and come back to this board. CARRIED 6.2 Letter: RM Youth & Justice Advocacy re damaged swing 6.3 Sports BC Brochure and Annual Report It was moved and seconded that the above information item be received. Commission Liaison Reports 7.1 BCRPA Conference Reports: Councillor Speirs, Councillor Walters and Tony Cotroneo all gave detailed reports on the BCRPA Conference. All were impressed with the workshops that were available. 7. Staff Liaison Reports 8.1 Whonnock Lake Mike Murray advised the Commission that the Department of Fisheries have agreed to take charge of the design for repairing the water levels at Whonnock Lake and pay for the litigation process. The Department of Fisheries has identified a number of steps that they cannot control like the referral process to other agencies. Maple Ridge Council has prepared a letter to accept the Department of Fisheries offer in the hopes that they will complete their work by the end of August. The canoe and kayaking club have moved their course to a part of Whonnock Lake that has higher water levels. 8.2 Recreation Department Re-organization Mike Murray provided the Commission with an update on the Recreation Departments re-organization. The purpose of this re-organization has happened to ensure that we are able to still provide the best possible service, maintain and keep the best staff. Within the Recreation Department Kelly Swift was appointed as the Director of Recreation and Sue Wheeler to Director of Community Service. These roles will provide an opportunity for growth and development. The recreation department has held a series of workshops from Jan to present in order to identity a number of gaps and areas that need to be addressed. A few weeks ago the changes were finalized and the implementation of these roles has started. Mike showed the Commission the organizational chart breakdown. Mike described in detail the roles that will report to both Kelly Swift and Sue Wheeler and the effects this will have on the Parks & Recreation Department. The main goal of making these changes is to enhance services. Mike Murray will spend some time with the staff at the Pitt Meadows facility. 8.3 Mayor Robson advised the Commission of a motorcycle accident that happened recently on Blue Mountain on closed roads. 9. CARRIED 11. Motion to Move into Closed Session R07-60 It was moved and seconded That the Parks and Leisure Services Commission move into a Closed Meeting pursuant to 242 (g) litigation or possible litigation affecting the municipality. CARRIED The Regular Meeting adjourned at 8.29 p.m. Page 5 of 5
