The Minutes of the Regular Meeting of the Maple Ridge and Pitt Meadows Parks & Leisure Services
Commission, held in the Meeting Room at Maple Ridge Municipal Hall, 11995 Haney Place, Maple
Ridge, British Columbia , on Thursday, March 13, 2008 at 7:00 pm.

3. Delegations
3.1 Mr. Tony Merkin, Sherwood Tree Line Adventure
Mr. Merkin gave a presentation on the Sherwood Tree Line Adventure project along
with pictures from a current site, history of the company, safety features, training
course, and suitability for the Maple Ridge/BC area, infrastructure required for this
type of development, advantages for Maple Ridge, building process, and economic
feasibility.
The Commission discussed the options of having this type of development built on
private or public grounds.
Tony Merkin advised the Commission that an Arborist checks the trees on an annual
basis and that the structures are built around the trees not through them.
Mike Murray advised the Commission that the actual area on the ground would be an
acre or two and the rest of the structure is above the low lying brush so as not to
disturb the area.
Geordie Craig asked if there has been much research done to date on how this type
of project would run in Maple Ridge.
Mayor Robson advised that he looks forward to seeing this proposal come forward
and would like to follow up with a meeting with Mr. Merkin to discuss potential sites.
Mr. Murray will arrange the meeting,.
3.2 Ms. Petra Frederick and Ms. Shayna Funk-Larmor, Special Services

Petra Frederick gave a presentation on the Special Services Department and the
programs they offer the community.
Shayna Funk-Larmor, Special Services advised the Commission that in 1991 Parks
and Leisure Services partnered with Fraser Health and reviewed the highlights of this
partnership along with the mandate of the Special Services program.
Mayor Gordon Robson left the meeting at 7:50 p.m.
The Commission discussed what programs are currently available to youth with
mental health issues.
Councillor Speirs advised that the Rick Hansen Wheels challenge will be giving back
80% of the funds that are raised this year to the community. Councillor Speirs
advised that this event will be held on June 8th.
4. Decision Items
ROB-23
4.1 Fee For Service Agreements Report
It was moved and seconded
That a recommendation be forwarded to both the Maple Ridge and Pitt Meadows
Councils requesting an increase to the 2008 budget for the Historical Society
agreements to the amount identified in the March 3, 2008 report on this subject and
further outlined in the draft fee for service agreements attached.
That the Chair and General Manager: Community Development, Parks and
Recreation Services be authorized to execute the Maple Ridge Historical Society Fee
for Service Agreement and the Pitt Meadows Heritage and Museum Society Fee for
Service Agreement 2008 to 2010 once the required budget allocation is approved.

Councillor Walters commended Shelley Jorde on the work that she did with this
matter.
4.2 Commission Appeals Policy
ROS-24 It was moved and seconded
That the draft policy on appeals to the Parks and Leisure Services Commission
attached to the 2008-03-06 report on this subject be adopted.
CARRIED
Mike Murray advised the Commission that since the last meeting there has been a
request to add a Citizen-at-Large member to the Appeals Process Sub-committee.

Councillor Walters requested that the motion state "or an appointed person by the
Mayors" to sit in their place in the effect that they cannot attend any of the appeal
meeting dates.
Mike Murray advised that staff will revise this recommendation to include the
requested changes.
4.3 Community Development, Parks & Recreation Services Master Plan
ROS-25 It was moved and seconded
That the Commission recommend to both Maple Ridge and Pitt Meadows Municipal
Councils that the terms of reference for the Community Development, Parks and
Recreation Master plan which are incorporated into the General Manager:
Community Development Parks and Recreations Services' March 6, 2008
Memorandum on this subject be endorsed.

Mike Murray advised the Commission that this was a large project and the Terms of
Reference need to go to both Councils to formulate a basis to hire a consultant for
this project.
Mike Murray also advised the Commission that there will be a complete review of the
joint commitment which will then be reviewed with the Commission; a draft plan will
be prepared which will then go back out into the public for review. Mr. Murray also
advised that the Commission would be the advisory committee to the project and
before it's adopted the Commission would be the final advisor to the Councils. Mike
Murray proposed that there be a smaller committee made up of key staff, School
Board representative, and a Citizen-at-Large Representative who would participate in
selecting the consultant and oversee the work.
Councillor Speirs and Ian Brown volunteered to be on this sub-committee. Pitt
Meadows and the School District will identify their representatives at a later date.
Deb Walters advised the Commission that she would like to have a tool that can be
used to assess how the programs are working in both communities;
The Commission discussed the proposed timeline for this project along with who
would like to be represented on this sub-committee.
4.4 May Meeting Date
The Committee Clerk was asked to email the Commission to see who would be
available for the May meeting and will advise Mike Murray if quorum will be met.

6. Commission Liaison Reports
7. Staff Liaison Reports
David Boag advised the Commission of the changes happening to the sports fields in Pitt
Meadows and Maple Ridge. He also advised that the picnic table which had been partially
damaged and identified to the Commission has been entirely demolished by vandals over the
past month. He confirmed that staff are reporting these issues to the RCMP and that
because the group that cleans this up is so efficient by the time the RCMP are showing up to
document the vandalism that the tagging has already been cleaned up.
Cheryl Ashlie advised the Commission that as a community if we start targeting the
businesses that sell the products needed to do this tagging and also advised that it is
important to get pictures of the tagging so that the liaisons at schools can identify if they
have seen this type of work throughout the schools.
Mike Murray advised the Commission that Ian Brown and Neil Pukesh have been appointed
to the Commission. Mr. Murray also advised that he would like the Chair nomination brought
to the next meeting to do an appropriate nomination of the chair from among the Citizens at
Large, in accordance with the recommendation coming from the Commission evaluation.
Mike Murray identified that at Whonnock Lake there was a sod turning for the berm to
control water levels at the lake and that a number of people from the Kayak Club and
Whonnock Community Association attended. The Department of Fisheries and the Ministry
of the Environment have ensured that best practices are being utilized to do the work. The
initial phase will include construction of the berm with the habitat restoration work being
completed in the summer and early Fall.
Mike Murray advised the Commission that the Youth Action Park is coming along nicely and
there will be a soft opening initially in early to late April and the Grand Opening will be May
1Qth.
8. Question Period
Cheryl Ashlie really hopes that the Commission supports the Dragon Boat teams at
Whonnock Lake and wanted to know if the Community Art program is this going to come
back to the Commission. Mike Murray advised that that the multi-year agreements for the
Historical Societies and Arts Council are up now and Shelley Jorde has been focusing on
working through this. Staff will provide an update on the public art policy for Maple Ridge at

the next meeting. Mike Murray hopes there is an opportunity for some public art in the spirit
square project.

That the Parks and Leisure Services Commission move into a Closed Meeting pursuant to
242 (g) litigation or possible litigation affecting the municipality.
