The Minutes of the Regular Meeting of the Maple Ridge and Pitt Meadows Parks & Leisure Services
Commission, held in the Blaney Room at the Maple Ridge Municipal Hall, 11995 Haney Place, Maple
Ridge, British Columbia, on Thursday, July 10, 2008 at 7:00 pm.

There being a quorum present, the Chair called the meeting to order at 7:04 p.m.
1. Election of Chair and Vice-Chair
Mike Murray advised the Commission that any member could be elected Chair or Vice-Chair and
would serve in the roles until early 2009 when the next election will take place.

R08-54 It was moved and seconded
Christine Smith is elected for the position of Chair for the Maple Ridge and Pitt Meadows
Parks & Leisure Services Commission and will serve in the position until early 2009.
Ian Brown is elected for the position of Vice-Chair for the Maple Ridge and Pitt Meadows
Parks & Leisure Services Commission and will serve in the position until early 2009.

2. Adoption of Agenda
That the Agenda for July 10, 2008 was adopted with the following addition;

That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission
Regular Meeting of June 12, 2008 be adopted with the following amendment:
9. Question Period
In the paragraph where Cheryl Ashlie raised a question about the field lights; after the word
"anticipate", add the words "site amenities such as".

4. Delegations/Presentations
4.1 Pitt Meadows Secondary School -Mr. Goulet
Mr. Goulet, Athletic Director of Pitt Meadows Senior Secondary, circulated to the Commission a
document titled "Football and the Needs of Football Program at PMSS" whereupon a presentation
was made. Mr. Goulet advised that the contract currently in place between Parks and the School
Board allows use of the field until 5 p.m. by the school , but is seeking an amendment for extended
use of the field from mid-August to November until 6:00 p.m. Mr. Goulet further advised that
community use of the field in its current condition should be limited to younger players and a
stipulation of no cleats, as the condition of the field last year deteriorated due to use by older
players.

Mr. Goulet further advised that the proposed turf field should not only meet the requirements of the
community and the school football program but the needs of other field sports at Pitt Meadows
Secondary School and would like to have design input so that the facility meets their needs.
Action Item: A staff report is to be prepared on Mr. Gou let's request to extend the hours ..
4.2 Sport Tourism/Spirit of BC Community Committee -Ms. Bernard
Mike Murray introduced Donna Bernard and advised that she in on a contract to promote Sport
Tourism. Ms. Bernard gave a brief overview of her previous accomplishments and continued with a
presentation to the Commission. Ms. Bernard circulated her business card and encouraged the
members to contact her with ideas.
4.3 School Garden Project Update -Ms. DiGiamberardine
Ms. DiGiamberardine gave a Power Point presentation on the success of the School Garden project
at Glenwood Elementary. Future gardens are proposed at other school locations.
5. Decision Items
5.1 Lapidary Club Lease Agreement
Mike Murray advised that the Maple Ridge Lapidary Club has requested the renewal of their lease for
a further 5 year term and gave a brief overview.
R08-57 It was moved and seconded
That the Parks and Leisure Service Commission recommend to Maple Ridge Council that the
Corporate Officer be authorized to sign the lease agreement with the Lapidary Club attached
to the June 25, 2008 memorandum on this subject for the term July 15, 2008 to July 14,
2013.

5.2 Arts Centre and Cultural Services Operating Agreement and Lease
Shelley Jorde advised that the current operating agreement and lease for the Arts Centre expired at
the end of June 2008 and that negotiations for the new three year agreement have not been
completed. The current lease agreement ensures that continuing occupancy beyond the end of the
current terms requires the Arts Council to continue operations in accordance with the now expired
lease. The obligations within the lease remain the Arts Council's responsibility.

Ms. Jorde further advised that the Arts Council have requested a formal extension of the current
operating agreement until the end of 2008 including a 3% inflationary increase and transfer of
responsibility for the heating, ventilation and air conditioning systems. The cost of this can be
covered within the adopted 2008 budget. Ms. Jorde advised that the new agreement will be
negotiated with a start date of January 2009, which is preferred as it would then coincide with the
Municipal budget cycle.
R08-58 It was moved and seconded
That a recommendation be forwarded to Maple Ridge Council that the Corporate Officer be
authorized to execute the Maple Ridge Arts Centre and Cultural Services Operating Agreement
attached to the 2008 07 03 report on this subject and further, that the General Manager,
Community Development, Parks and Recreation and the Commission Chair be authorized to
execute the agreement on behalf of the Commission.

5.3 Planet Ice Agreement Renewal
Mike Murray advised that RG Arenas (Maple Ridge) Ltd. has provided notice of the District of Maple
Ridge's need to renew the ice rental and gave a brief overview.
R08-59 It was moved and seconded
That the agreement dated September 1, 1999, between RG Arenas (Maple Ridge) Ltd. and
the Corporation of the District of Maple Ridge be renewed for a five year term from January
13, 2009 to January 12, 2014.
CARRIED
Action Item: Mike Murray to provide the Commission members with an electronic copy of the
agreement.
6. Discussion Items
6.1 Parks, Recreation and Cultural Master Plan -Update (verbal)
Mike Murray updated the Commission on the recent interviews of the impending consultant for the
Parks, Recreation and Master Plan and circulated a list of questions the committee has been
reviewing with the consultant proponents. Mr. Murray further advised that the selection will be
determined soon and that the consultant will start by the end of July.

7. Information Items
7.1 Pitt Meadows Historical & Museum Society -Thank you card
7.2 Cemetery Customer -Thank you note
It was moved that the items be received.
8. Commission Liaison Reports
Lex Tierney circulated a page titled Highlights from Active Communities Initiative which
included Maple Ridge as an active Community. The Communities in Action for a Healthy BC
brochure, which includes the highlights section, will be distributed province wide.
9. Staff Liaison Reports
Mike Murray invited the Commission members to attend the Meadowridge Rotary luncheon
which will be held on Tuesday, July 15th in the Fraser Room at the Maple Ridge Library. A
para olympian guest will be attending as the preparation to host the 2009 BC Games for the
Physically Disabled begins.
Mr. Murray advised that the debris clean-up at the Alouette greenway should be completed
soon and that the construction of the fish passageway at Whonnock Lake has begun. Mr.
Murray further advised that the Caribbean Festival is July 12th and 13th in the Memorial
Peace Park.
10. Question Period
Various discussions took place amongst the members regarding the possible tour of areas that
might be interesting for the Commission to observe.

That the regular meeting of the Parks and Leisure Services Commission be adjourned.

12. Motion to Move into Closed Session
R08-61 It was moved and seconded
That the Parks and Leisure Services Commission move into a Closed Meeting pursuant to
Section 90 (1) and 90(2) of the Community Charter as the matter being considered relates to
the following:

1. The acquisition, disposition or expropriation of land that Council considers might
reasonably be expected to harm the interests of the municipality if disclosed.
2. Any other matter that may be brought before the Council that meets the
requirements for a meeting closed to the public pursuant to sections 90(1) and 90(2)
of the Community Charter or Freedom of Information and Protection of Privacy Act.
