The Minutes of the Regular Meeting of the Maple Ridge and Pitt Meadows Parks & Leisure
Services Commission, held in the Meadows Room at the Pitt Meadows Municipal Hall, Pitt
Meadows, British Columbia, on Thursday, December 11, 2008 at 7:00 pm.

4. Decision Items
4.1 Festival Support Sub-Committee for Grants Review
Mike Murray gave an overview and advised that volunteers were being sought to sit on the
Festival Support sub-committee. Mr. Murray provided information regarding the previous
sub-committees and expectations of sub-committees.

That a sub-committee comprised of three Citizens at Large members, Council
representatives and one staff member be formed to review Festival Funding
applications and bring forward recommendations for consideration by the
Commission.

By consensus of the Commission , the sub-committee will be comprised of the following
Commissioners: Ian Brown, Kathie Ward, Mayor Ernie Daykin, and Jo Anne ten Brink.
4.2 2009 Parks Commission Meeting Dates
Mike Murray advised that the Regular April 2009 meeting falls before the Easter weekend
and sought clarification whether it should be rescheduled to another date. It was decided by
consensus to leave it as scheduled on Thursday, April 9th, 2009.
Mike Murray further advised of a workshop involving the strategic plan which will be
scheduled in March. The workshop will be a strategic session on the Master Plan and will
include both Council, the School Board and community at large members of the
Commission. Mr. Murray will advise the Commission members once the date has been
determined.
Discussion took place regarding the Chair names listed incorrectly on the 2009 Meeting
Schedule, which is to be amended accordingly.

4.3 Whonnock Lake Lease Agreement "In Principle"
David Boag gave an overview of the Whonnock Lake lease and the anticipated construction and
development of the area. Mr. Boag advised that the vision has changed significantly since the
project was approved back in 2001. The cost of the building is now $2.2 million and the Ridge
Canoe and Kayak Club (RCKC) is taking on the challenge of raising the excess funds.
Mr. Murray clarified the lease terms with the Ridge Canoe and Kayak Club.

That the Parks and Leisure Services Commission endorse the request of the Ridge Canoe
and Kayak Club (RCKC) and recommend to Maple Ridge Council that the District provide
RCKC with approval in principle for the lease of the land at Whonnock Lake which will be
subject to the District's review and acceptance of all building and servicing plans and
detailed terms of the lease, as well as full funding being in place for the project prior to the
start of construction.

David Boag gave an overview of the caretakers of the area and a representative from RCKC gave a
brief summary of the 18,000 sq. ft. facility.
David Boag advised that the RCKC has already fund raised significant funds in the event that
Provincial and Federal grants were no longer available. David Boag further advised that the
project was approved back in 2001 and it is not anticipated that the grant allotment would
change. Mike Murray advised that it would be very difficult for the District to fund the project
given the budget, and that there is no illusion the costs would be covered by the District in the
event the substantial grants are no longer available.
4.4 Pitt Meadows Athletic Association Lease
David Boag gave an overview of the request of the Pitt Meadows Soccer Club and the Ridge
Meadows Minor Baseball Association. Mr. Boag indicated that the required repairs are
approximately $20,000 and that the organizations are prepared to cover the cost.

That the Parks and Leisure Services Commission recommend to Pitt Meadows Council that
the City enter into the proposed lease of the Pitt Meadows Athletic Building with the Pitt
Meadows Soccer Club and the Ridge Meadows Minor Baseball Association.

4.5 Arts Centre Operating Agreement
Mike Murray circulated and reviewed "The Maple Ridge Pitt Meadows Arts Council Fee for
Service Agreement, Art Gallery Agreement, and Facility Lease" document.
R08-73 It was moved and seconded
That the Chair and General Manager, Community Development, Parks and
Recreation Services be authorized to execute the Maple Ridge Pitt Meadows Arts
Council Fee for Service Agreement -2009 to 2011.
That the Chair and General Manager, Community Development, Parks and
Recreation Services be authorized to execute the Maple Ridge Art Gallery Fee for
Service Agreement -2009 to 2011.
That a recommendation be forwarded to Maple Ridge Council that the Mayor and
Municipal Clerk be authorized to execute the Maple Ridge Pitt Meadows Community
Arts Council Lease Agreement 2009 to 2011.

Mr. Murray advised that a public art program is to be implemented after completion of an
agreement and will be brought back to the Commission in the near future.
5. Discussion Items
5.1 Business Plans -Commission Ranking
Mike Murray gave an overview of the 2009 Business Planning. Mr. Murray indicated that it
was possible to stay within the business envelope while working on the Plan and that any
discussion of the ranking of the incremental packages will take place in future years. To do
so this year would be a moot point since the budgets have already been considered with
minimal support offered for the incremental packages. Pitt Meadows Council has approved
$2,000 for the neighbourhood improvement program and some additional funding will be
made available to the Arts Council through the negotiation of the new fee for service
agreement.
5.2 Commission At Large Vacancies
Mike Murray advised that newspaper advertising has been placed regarding the
Commission vacancies and that prior to the January meeting the interviews will be
conducted. Mr. Murray advised that many letters of interest have been received, including
current members who wish to continue on the Commission.

That the information items attached to the December 11, 2008 Agenda be received

Mike Murray advised that the survey has been completed but the resulting data is not
available for the meeting. Mr. Murray thanked Commissioner Ron Wright for his perusal of
the fitness questions and advised that some questions were changed based on his
recommendations. Mr. Murray indicated that due to the previous survey questions on
fitness levels being different, a trend cannot be tracked but will be in future years. The
results will be reported at the January 8, 2009 meeting.
Mr. Murray advised that the Margaret Fairey land donation was worth over $1 million and is
located just outside of the entrance to the cemetery. The parcel of land has been
designated as a park and will be used as an entranceway to the cemetery.
Mr. Murray advised that the South Bonson Community Centre will be moving to detailed
design shortly with a construction start slated for late spring and that the Spirit Square
tendering just completed with 12 bids being received. Mr. Murray further advised that the
Pitt Meadows Spirit Square will be completed by December 20, 2008.
7. Commission Liaison Reports

Mayor Maclean advised that Mosaic Homes hosted a Christmas tree lighting attended by
almost 400 people.
Jo Anne ten Brink
Ms. ten Brink advised of the World Police and Fire Games which will be taking place from
Whistler to Chilliwack from July 31 through August 9, 2009.
8. Staff Liaison Reports
David Boag advised that he attended a Kiwanis Club meeting. Mr. Boag indicated that the
Club is interested in having a park named "Kiwanis Park" and are prepared to contribute a
large amount to its construction.

Mr. Boag advised that a report was sent to Maple Ridge Council to upgrade the play area at
Maple Ridge Park. It is estimated that the upgrade to the play area will be approximately
$157,000.
Mr. Boag reported that the RCMP Musical Ride is coming to town in August and that the
Kiwanis Club has become a sponsor.
Mike Murray advised that the Disability Games will be held from July 22 to July 26, 2009
and the BC Theatre Festival will take place in early July.
