Council would like to remind all people present tonight that serious issues are decided at
Council meetings which affect many people's lives. Therefore, we ask that you act with
the appropriate decorum that a Council Meeting deserves. Commentary and
conversations by the public are distracting. Should anyone disrupt the Council Meeting in
any way, the meeting will be stopped and that person's behavior will be reprimanded.

SUBJECT: Mountain Festival - CPR "Empress" Steam Train
Purpose:
To obtain Council approval for a request from Mountain Festival to use Municipal Streets on
Friday May 10, 2002 to host the arrival of the CPR "Empress" Steam Train to Maple Ridge. A
copy of the request dated March 26, 2002 is attached.
Recommendation:
That Mountain Festival (the organizer) be authorized to use Municipal Streets on Friday
May 10, 2002 to host the arrival of the CPR "Empress" Steam Train to Maple, provided
the conditions outlined in the report dated April 5, 2002 of the Chief Administrative
Officer are met.
Background:
From time to time the Municipality is requested to allow the use of Municipal Streets for
organized events. Unless there are some unusual safety implication, approval is usually given on
condition that the Municipality be indemnified against any liability for injury or damage resulting
from the event. The conditions of approval of the event are attached as "Schedule A"

Condition of Approval
Approval for the event is given on condition that the organizers:
traffic control plan must be authorized by the R.C.M.P, a copy of the plan with a
R.C.M.P. signature must be delivered to the Engineering Department prior to the
event;
notify local Fire Department, and Ambulance Services of the event;
make arrangements with Coast Mountain Bus Company (formally BC Transit) for any
required rerouting of buses;
advertise the event in a local newspaper and notify all surrounding businesses and residents
of the event (a minimum of one week prior to the event date);
refurbish all municipal infrastructure to an equal or better condition than that which
existed prior to the event, all within 24 hours of the completed event, to the
satisfaction of the District of Maple Ridge;
The Corporation of District of Maple Ridge reserves the right to withdraw this permission to use
Municipal Streets should the organizers fall to comply with the above requirements.

Dear Sir:
I am writing to request permission for road closure for a Mountain Festival Event taking
place May 10th, 2002. The portion of road we would like closed is River Road between
223rd Street and Haney By-pass (in front of the Billy Miner Pub). The hours of closure
would be from 7:30 pm until 10:30 pm.
The event is the arrival of the CPR "Empress" Steam Train to Maple Ridge. The
Empress will stop for about an hour and then it will continue westbound. It is
anticipated that it will draw crowds of similar size as the arrival of the "Holiday Train" at
Christmas - approximately 2000 people.
If you require additional information, don't hesitate to call.

My name is Michael Haider I am a member of the Ridge Meadows RCMP auxilliary and Cpl. Smandych has notified us
about your request for traffic control for the CPR "EMPRESS" steam train on the 10th of may 2002. I have volunteered to
contact you and organize the auxilliary end of the traffic control. I am just letting you know that it should not be a problem
getting four or more auxilliaries ( I have already had several volunteers so far) and at least two police vehicules to close

SUBJECT: 2002-2006 Financial Plan Bylaw
Purpose
The 2002 - 2006 Financial Plan adopted by Council in December 2001 does not accurately represent the
financial plans of the District at the present time. Revisions have been made to respond to Council
direction and more accurately the current financial condition. The new Financial Plan must be adopted
prior to May 15, 2002 and prior to the adoption of the Tax Rates Bylaw.
Recommendation(s)
That the Maple Ridge 2002-2006 Financial Plan By-law #6040-2002 be read a first and second time
and that the Rules of Order be waived and the Maple Ridge 2002-2006 Financial Plan By-law
#6040-2002 be read a third time.
History/Background
The District is currently authorized to make expenditures under the 2002 - 2006 Financial Plan Bylaw
#5997 - 2001. However, this plan is currently outdated and does not represent the financial outcomes at
this time. The major issues that have been addressed in this new financial plan are:
• Real growth in the tax assessment base that is higher than previously projected
• Increased revenues from Grants in Lieu of taxes, penalties and interest on unpaid taxes
• Increased costs for materials and services due to the increase in the Provincial Sales Tax
• Increased labour costs as a result of the employer share of benefit cost increases
• Reduced revenue due to the loss of projected gravel sales
• Additional support added to the customer service area
• Completion of renovations to the entrance to the Municipal Hall
Alternatives
In the event this bylaw is not passed, the District is not authorized to make any expenditures other than

any new operating initiatives.
Financial Implications
The financial implications are represented in the schedule and appendices accompanying the bylaw.
Citizen/Public Relations InvolvementlLmplications
An open invitation was extended to the public to attend any or all of the Business Plan presentations held
during November 2001. Feedback was requested in person during question periods at the presentations,
on the District's web site, and to the telephone "budget hotline." This provided Council with additional
information with which to base their funding decisions.

The implication to the average taxpayer in 2002 is a 4% tax increase for levies under the direct control of
Municipal Council. We are also legislated to collect taxes and levies for other jurisdictions and these
amounts appear on the tax notice.
Interdepartmental Involvement/Implications
All departments prepared and presented a Business Plans, which then drove their individual Financial
Plans. These were achieved within the guidelines set in "Citizens First," a document updated annually in
the spring, in consultation with Council.
Summary
The Five Year Financial Plan represents Council's vision and commitment to provide quality services to
the residents of Maple Ridge. Council must adopt this Plan by bylaw prior to adopting the tax rates for
2002.
A handout providing general information on the impact of property taxation and utility rates to the
homeowner and summary of the amended Five-Year Financial Plan is provided separately.

SUBJECT: 2002 Maple Ridge Tax Rates By-law
2002 Maple Ridge Recycling Charges Amending By-law
Purpose:
As per Section 359(1) of the Local Government Act, Council must, before May 15, adopt a tax rates
bylaw that imposes property taxes for the year 2002.
Recommendation(s):
That the Maple Ridge Recycling Charges Amending Bylaw #6041 - 2002 be read a first and
second time and the Rules of Order be waived and the Maple Ridge Recycling Charges
Amending Bylaw #6041 - 2002 be read a third time.
That the Maple Ridge 2002 Tax Rates Bylaw #6042 - 2002 be read a first and second time and
the Rules of Order be waived and the Maple Ridge 2002 Tax Rates Bylaw #6042 - 2002 be read
a third time.
Background:
Council has adopted, in principle, the 2002 - 2006 Financial Plan. The Financial Plan is consistent with
Council's strategic direction and incorporates tax increases and adjustment to the recycling rates.
Intergovernmental Issues:
The Municipality is also required to levy and collect taxes for other levels of government and government
agencies. This is reflected in the by-law.
Environmental Implications:
NA
Citizen/Customer Implications:
Most property owners will experience a tax increase; the amount will vary depending on the change their
assessment had to the average assessment.
Interdepartmental Implications:
NA
Financial Implications:
The Municipality derives $29.0 14M..through.taxation .for General, Debtand Library Purposes; this is a
major revenue source to provide municipal services; this compares to $27.377M in 2001. Recycling
services areprovided ona utility rate basis and the revenues derived are required to pay for the cost of the
service.
Alternatives:
Council has considered alternative sources of revenue during the Business Plan Review; these included
changes or increases to user rates, increases to various licenses, permits and fines and the use of various
reserves and accumulated surplus.
Outcomes:
The Five Year Financial Plan is based on a 4% tax increase for each of the five years. Council has the
authority in each of years 2003 - 2006 to amend the Five Year Financial Plan and change the rate of tax
increase.
In 2002 the 4% tax increase is necessary to balance the operating budget and maintain the quality of
services the residents expect from the Municipality. This is driven by:
• Increase in the general cost of labour including benefit costs such as employer cost share for CPP and
BC Medical premiums etc.
• Increased fuel and energy costs
• Increased costs for other materials and services
• Increased protective service costs for fire and police
• Increased costs due to expanded or new services from the Town Centre Development
• Reduced revenues from investments, parking and certain development related areas
The rate increase for recycling will maintain a high quality standard of service.
Summary:
The Tax Rates Bylaw incorporates a tax increase of 4.00% compared to the 2001 Budget. This increase
represents a 3.0% increase for general purposes and 1% for capital purposes.
The tax rates reflect a tax shift of 1/4% from the Major and Light Industry Classes to the Residential
Class. Although the amount is small in actual dollar terms, this shift on a cumulative basis over the past
many years demonstrates a taxation policy that encourages expansion and retention of industry in Maple
Ridge. In addition, due to the small number of properties in the Major Industry Class and total
assessment growth to other classes of property, particularly the Residential Class, $30,000 has been
reallocated to the other classes from the Major Industry Class. This maneuver brings an equitable
increase to the Major Industry Class.
There is a general increase of 4% for the recycling rates. In 2001 commodity prices for products sold by
the Recycling Society substantially declined and the forecast for 2002 is for little or no price recovery.
As this service is available to all residents whether rural or urban, the increase is added to the base depot
charge and the blue box collection service. Rural homeowners will experience an increase of $.9 1 to
$23.76; the increase to urban homeowners is $1.85 to $48.20 which includes the Blue-box Collection
Service; condominiums and apartment will have an increase of $.93 to $24.26.
A handout providing general information on the impact of property taxation and utility rates to the
homeowner and summary of the amended Five-Year Financial Plan is provided separately.

PURPOSE:
The purpose of the application is to rezone three properties located at 226th Street and 1 19th Avenue from
RS-1 (One Family Urban Residential) to C-3 (Town Centre Commercial) in order to facilitate
construction of 302 off-street surface parking stalls which would satisfy the required number of parking
stalls for the "core development", and bring the zoning of the properties into conformity with the Official
Community Plan designation.
RECOMMENTATION:
1) That Maple Ridge Zone Amending Bylaw No. 6045-2002 be read a first time and be forwarded
to Public Hearing; and
2) That the following terms and conditions be met prior to final reading:
Registration of a Rezoning Development Agreement including the deposit of security as
outlined in the Agreement;
Road dedication as required;
Approval from the Ministry of Transportation;
Consolidation of the development site east of 226 th Street;
Registration of a Cross-Access Easement Agreement at the Land Title Office; and
Registration of a restrictive covenant against the subject lands restricting the use to parking
and tying the parking to the use or building to which the parking is credited.

Servicing: The Engineering Department has identified a number of deficiencies in
off-site services, and requirements in relation to the development
proposal. The deficiencies can be provided by a Rezoning
Development Agreement. The deficiencies include:
• road dedication;
• road improvements;
• installation of:
- curb and gutter in conjunction will all road works,
- sidewalks on 1 19 th Avenue, 226th Street, and Edge Street,
- storm sewers on 119 th Avenue and the lane north of 1 19th
Avenue,
- catch basins and other drainage facilities,
- street lighting on 119th Avenue, 226th Street, and Edge Street,

- street trees,
- underground wiring for any utility connections to the site;
• statutory right-of-way to cover existing water and drainage
facilities,
• Development Variance Permit to support road rights-of-way that
are less than 20 metres and road carriageways less than "Collector"
standard.
PROJECT DESCRIPTION:
The subject off-street parking proposal is the product of Council direction to staff to pursue an alternative to
an underground or above ground parking scheme that would serve to enhance the pedestrian connection to 227th Street. The proposed parking scheme will provide 302 parking stalls which will complete the 824 stall
total as required by the Maple Ridge Off-Street Parking and Loading Bylaw (discussed in detail below).
The proposed design program has two distinct concepts: one for that portion of land west of 226 th Street,
and the secOnd for the subject lands east of 226 w street.
West of 226th Street:
The first concept entails retrofitting the existing conventional asphalt parking lot. The design vision is to
create a space that appears and functions as an urban public plaza possessing a dense tree canopy, rich
ground plane and well-defined site edges. This concept would serve to enhance the rear of the Haney
Place Mall and Arts Centre, which would otherwise offer little to the pedestrian, and would provide no
"sense of place". Such a feature public space would balance and complement the Memorial Peace Park,
and serve as a distinctive pedestrian environment enhancing the linkage between the west side and east
side of the downtown core. The plaza space would also accommodate 139 parking stalls. The design
program would provide a dual benefit: motorists would have an aesthetically enhanced parking facility,
and when empty of vehicles, the public space could be utilized for casual pedestrian activity and perhaps
as a venue for organized public activities.
East of 226th Street:
The second concept employs a conventional asphalt parking lot design program that will accommodate
163 stalls. The site edge would be designed to provide an improved pedestrian experience through the
use of street trees and landscaping. Currently, there is no sidewalk on the perimeter of this site. This
treatment would reflect a continuation of an enhanced standard for the pedestrian core circulation route
as it moves eastward.
PLANNING ANALYSIS:
Official Community Plan:
The Official CommunityPlan designation for the three subject properties is "TownCentre Commercial".
The companion zone is C-3 (Town Centre Commercial) and provides for uses in the central business
district. The proposedC-3 zoning would bring the subject properties into conformity with the "Town
Centre Commercial" Official Community Plan designation.

Zoning Bylaw:
Lot 2 and Lot A are zoned RS-1 (One Family Urban Residential)(those lands east of 226th Street) and Lot
120 is zoned both RS-1 and C-3 (Town Centre Commercial)(that portion of property west of 226th Street).
Whereas the RS- 1 zone does not permit off-street parking as a principal use, the C-3 zone does. Therefore,
the subject lands currently zoned RS-1 will require rezoning to C-3 (Town Centre Commercial) in order to
permit development of a parking lot. That portion of Lot 120, west of 226th Street, is currently zoned C-3
(Town Centre Commercial) which permits off-street surface parking as a principal use.
Parking requirements:
The Maple Ridge Off-Street Parking and Loading Bylaw regulates the requirements, design, and siting of
off-street parking and loading stalls. The Bylaw requires the provision of 824 parking stalls based on a
calculation of building use and floor area for the core development. Below is a breakdown of the parking
stall allocation.

In respect to the siting of parking facilities, the Maple Ridge Off-Street Parking and Loading Bylaw permits
off-street parking to be located on a lot separate from the building it serves. However, there is a requirement
that it be situated not more than 150 metres from the lot on which the building it serves is located. The
proximity of the proposed parking facilities to all of the buildings in the core development is within the 150
metres threshold and thus satifies the requirement.
Furthermore, the Parking Bylaw includes a parking ratio for the provision of parking stalls that are to be
identified for the exclusive use of the disabled. In respect to the proposed parking area, five of the proposed
302 stalls mUt be so ditiated. These stalls must be located so as to permit ease of access to a building
entrance.
Development Permit:
There are two Development Permit Area designations that apply to the subject properties as outlined below.
• •Theproposed parkinglotdevelopmentwill require a Development'Permit in' order to proceed. A
Development Permit application has been made and discussion regarding the objectives and guidelines for
each Development Permit Area will be provided in the staff reports associated with those permits.

• Development Permit Area XXXVI addresses the form and character of civic institutional and
commercial development. The guidelines address building siting, building form, landscaping, signage
and lighting.
• Development Permit Area XVI addresses the form and character of commercial and associated multi-
family residential development. The guidelines address development form, scale, mass, and siting,
landscaping, signage and lighting.
Advisory Design Panel: the Advisory Design Panel reviewed the project on May 2, 2002 and the
following Resolution was passed:
The Advisory Design Panel expressed overall support for this project with the
following recommendations:
widen the tree bands, extend them across the entire length of the parking lot, and
accent them with a material other than asphalt;
consider using a material other than pea gravel around the base of the trees;
more attention should be focussed on the lane edge and east boundary of the east
parking lot in order to "soften" them;
lighting details need to be provided at the Development Permit application stage of
the development;
more attention should be focussed on enhancing the pedestrian character/quality
of the west parking area.
In view of the compressed timeline between the Advisory Design Panel review and first reading, there has
been no opportunity for the applicant to respond to the recommendations. The Advisory Design Panel will
review the project again at the Development Permit stage and the applicant be afforded the opportunity to
respond to the issues.
INTERGOVERNMENTAL ISSUES:
Lot 120 is within 800 metres of the Haney Bypass and as such will require a referral to the Ministry of
Transportation.
