Council would like to remind all people present tonight that serious issues are decided at
Council meetings which affect many people's lives. Therefore, we ask that you act with
the appropriate decorum that a Council Meeting deserves. Commentary and
conversations by the public are distracting. Should anyone disrupt the Council Meeting in
any way, the meeting will be stopped and that person's behavior will be reprimanded.

The purpose of a Council meeting is to enact powers given to Council by using bylaws or
resolutions. This is the final venue for debate of issues before voting on a bylaw or

setback from a minimum of 7.5 metres to 6.0 metres will be considered at the
February 24, 2004 Council meeting.

The purpose of the Question Period is to provide the public with an opportunity to seek
clarification about an item on the agenda, with the exception of Public Hearing by-laws
which have not yet reached conclusion.
Council will not tolerate any derogatory remarks directed at Council or staff members
If a member of the public has a concern related to a Municipal staff member, it should
be brought to the attention of the Mayor and/or Chief Administrative Officer in a
private meeting.
The decision to televise the Question Period is subject to review.
Each person will be permitted 2 minutes only to ask their question (a second
opportunity is permitted if no one else is sitting in the chairs in front of the podium).
The total Question Period is limited to 15 minutes.
If a question cannot be answered, it will be responded to at a later date at a subsequent
Council Meeting.

WORLDS FIRST DRAFT HORSE MUSICAL RIDE
Canadian Clyde Ride based out of Cedar Springs Ranch in Langley, is ranked first in
the world to showcase draft horses under saddle.
The all-female show riders and their Clydesdale mounts are becoming the center of
attention Super Sized!
The Canadian Clyde Ride Team currently is operating on a volunteer basis. In the year
2003 members from North Vancouver, Vancouver, Surrey, Delta, Langley, Abbotsford,
and Mission/Maple Ridge donated over 3500 volunteer hours in preparation for local
community parades and events.
THE REALLY BIG SHOW!
CCR has had number of successes that has brought added attention to the province of
British Columbia. Canadian Clyde Ride won the very prestigious Best Horse Entry
Award at this years Calgary Stampede. There were over 800 horse entries from all
across North America, and this created quite a stir within The City of Calgary.
The team was also invited to perform 47 shows at Vancouver's Pacific National
Exhibition. The show that was called "Equestriana" featuring The Canadian Clyde
Ride, brought audiences to their feet with excitement.

The greatest honor for CCR came from the USA, we were the only equestrian unit from
Canada asked to participate in the grand daddy of all parades, The Tournament of
Roses held in Pasadena, California.
The Vancouver 2010 committee endorsed Canadian Clyde Ride to carry the flag in the
parade, but because our team lacked the $100,000 dollars in funding to attend, we
regretfully had to decline.
There is not one equestrian unit of our caliber in the world that is not government
funded or solely supported by a multi-billion dollar company.
Canadian Clyde Ride prides themselves in acting as positive role models for men,
women, and children of all ages. For the past four years we have been representing
our local communities at a National level on our own accord. The Canadian Clyde
Ride Team would like to continue representing your community, but it is crucial that
Council members consider the enormous costs that go into attending local parades and
events.
I would appreciate the opportunity to discuss my position with the Canadian Clyde Ride
Team, how CCR could get more involved within my community, and the opportunities to
continue on representing The City of Maple Ridge.

Langley's own draft horse drill team garnered plenty of attention

Sixteen gentle giants from
Langley have conquered Calgary.
During their first trip outside of
B.C, the 20-member Canadian
Clyde Ride and their 16 magnifi-
cent heavy horses dazzled an
Alberta audience accustomed to
seeing the biggest and best that
the equestrian world has to offer.
The one-of-a-kind draft horse
drill team based out of Langley's
Cedar Springs Ranch won over
crowds and judges at the 2003
Calgary Stampede during a brief
four-day jaunt across the Rocky
Mountains.
Better make that a busy four-
day jaunt.
After hauling the draft horses
along B.C.'s mountainous high-
ways, the Clyde Ride team was up
before dawn on Friday, July 4,
with three hours of preparation to
complete betbre arriving at the
start of the parade route at 6 am..
The riders competed in three
events before calling it a day at II
p.m.
"The girls were pretty tired,"
says Langley's Wendy Cristante, a
rider and spokesperson for the
Leant.
Despite their busy schedule the
members, who had from Langley,
Fort Langley, Aldergrove, North
Vancouver and Delta, started out
on the right foot by taking top ho-
nours in the famous Calgary
Stampede Parade, riding away
with the title of Best Horse Entry
Out of 800 horses.
That same day, Clyde Ride
members Gayla Johnson,
Cristante and Kristy Slattei -
placed first, second and third re-
spectively in the Bareback
Classic, an event which found
them riding the massive draft
horses saddle-less in front of
Stampede judges,
On Saturday, they repeated the
accomplishment during the Open
Western Pleasure Classes.
Performing to live orchestral

Canada Day Celebrations and
local parades.
But between the throngs that
lined Calgary streets for the
Stampede parade and the thou-
sands of people who packed the
city's famed Saddledome, these
were by far the largest crowds the
group had entertained to date.
So were there nerves?
"I'd be lying if I said no," ad-
i-nits Cristante.
But any butterflies were offset
by the warmthof their reception.
"The Western hospit:lity in
Calgary was like nothing we've
ever seen before," she says.
"The people in Calgary could
not do enough for us.
"They'd like us to come back
and we're going to discuss how to
make that happen.
"It's a very expensive venture,"
notes Cristante.
So expensive, in fact, that took
a full year of fundraising to get the
women and their support staff to
the Calgary Stampede this sum-
mer, and that's with a local feed
store, Otter Co-op, providing food
and vitamins for all 16 horses at
no charge.
'l'here are 20 women in all, in-
cluding eight front-line riders,
four flag girls and an invaluable
support team.
Practising a minimum of three
times a week, and as many as five
times a week prior to competition,
the women "eat, sleep and breathe

And there's no rest in sight, be-
cause the women will perforn no
fewer than 47 shows between
Aug. 16 and Sept. I at
Vancouver's PNE.
If there's anything that Crisuiiite

at the regular meeting to be held on Tuesday, February 10, 2004 at 7:00 p.m. in the Council Chamber,
Municipal Hail, 11995 Haney Place, Maple Ridge.
The particulars of the Development Variance Permit are as follows:

PURPOSE: Prior to future subdivision into two lots, the applicant is requesting to

until such time as either suburban or urban residential development takes
place.
AND FURTHER TAKE NOTICE that a copy of the Development Variance Permit and the Planning
Department report dated January 14, 2004 relative to this application will be available for inspection at
the Municipal Hall, Planning Department counter during office hours, 8:00 a.m. to 4:00 p.m. from
January 28 to February 10, 2004.

A By-law to further amend Maple Ridge Recycling Charges By-law No. 4655-1992 as
amended
WHEREAS it is deemed expedient to further Maple Ridge Recycling Charges By-law No.
4655-1992 as amended;
NOW THEREFORE the Municipal Council of the Corporation of the District of Maple
Ridge in open meeting assembled, ENACTS AS FOLLOWS:
This By-law shall be cited for all purposes as " Maple Ridge Recycling Charges
Amending By-law No. 6193-2004".
"Maple Ridge Recycling Charges By-law No. 4655 -1992" as amended is further
amended by:
Deleting Section 4 in its entirety and replacing it with the following:
"4. "The annual recycling charge will be in the amount of Twenty-
four dollars and seventy-two cents ($24.72) per taxable property." If
services to properties commence part way through the year the
charges will be pro-rated for the portion of the year that the services
are provided.
Deleting the words General Manager: Operational Services in Section
5 and replacing it with the words "General Manager: Public Works
and Development Services or his designate".
Deleting Section 6 in its entirety and replacing it with the following:
"6. The amount of the annual curbside collection charge will be as
follows:
Single Family Residential
Duplex
Triplex
Townhouse
Boarding House (Including Rest Homes)

An application has been received to waive the following requirements of the:
Subdivision and Development Servicing Bylaw,
The construction of concrete curb, gutter and sidewalk across the frontage of the property on the
south side of 123rd Avenue,
Construct the minimum pavement width for an urban local road, and
Zoning Bylaw:
The reduction of the required rear yard setback from a minimum of 7.5 metres to 6.0 metres.
RECOMMENDATION:
That the Municipal Clerk be authorized to notify qualifying property owners that approval of
VP/055/03 respecting property located at 12293 227 Street will be considered by Council at the
February 241h, 2004 meeting.
DISCUSSION:
a) Background Context

of way fronting a property to be subdivided, and reduce
the minimum required rear yard set back from 7.5
metres to 6.0 metres

Project Description:
The subject site was recently rezoned to RS-1 (One Family Urban Residential) and R-1 (Urban
Residential), to allow the future subdivision into two lots. The existing house is to remain on the larger
RS-1 lot, with the area for the proposed new lot zoned R-1 under Policy 25 of the Official Community
Plan.
With the proposed adjustment to the lot lines for subdivision, the existing house will be closer to the new
rear lot line than is permitted under the Zoning Bylaw. This is the variance to the Zoning Bylaw that is
requested, relaxing the minimum rear yard set back from 7.5 metres to 6.0 metres.
The existing road frontage on 123 w Avenue and to the west of this site has not been upgraded to the
current standard for pavement road width and installation of concrete curb, gutter and sidewalks. The
requirement to upgrade the road frontage as a condition of subdivision is the subject of the other variance
requested.
Planning Analysis:
The Maple Ridge Subdivision and Development Servicing Bylaw 4800-1993 requires that all highways
within or immediately adjacent to a proposed development or subdivision be provided with services in
accordance with Schedule "A". In order for this property to comply with the standards on surrounding
properties it will be necessary to waive these requirements as set out in Schedule "A" for 123" Avenue
fronting this site. All services exist for the frontage on 227th Street.
The upgrade work would include, increased road pavement width and installation of concrete curb, gutter
and sidewalk, on the south side of 123'' Avenue.
The lands to the west of this site are zoned RS- 1 (One Family Urban Residential) and are designated on the
Official Community Plan for this use. With this designation, land use to the west is not anticipated to
change or redevelop on a scale that would see 123 Avenue improved to the existing urban standard. In
addition 123'' Avenue is not continuous to the west as it ends within 250 metres of the subject site at a
tributary of Morse Creek. Based on these limitations it is recommended that the requirement to upgrade
across the frontage of the subject site is not warranted.
The Maple Ridge Zoning Bylaw 35 10-1985, establishes the minimum rear yard set back for lots within the
RS-1 zone at a minimum of 7.5 metres. The variance requested is to reduce the minimum rear yard set back
to 6.0 metres for the existing house.
The rezoning application for this site was supported based on Official Community Plan Policy 25,
established to encourage small-scale, housing development which increases the housing density in existing
residential neighbourhoods. The existing house is to remain on the larger RS-1 lot, however upon
subdivision, the front yard will now be on 123 w Avenue and the former front yard on 227th Street will
become the exterior side yard by definition in the Zoning Bylaw. As a result the house which is set back 6.0
metres from the former interior side lot line (or south boundary) will become the new rear yard setback for
the house.
As the setback of the existing house to the adjacent property to the south is changing only by definition from
an interior side yard to rear yard, it is recommended the required minimum rear yard set back be reduced to
6.0 metres.

d) Interdepartmental Implications:
The Engineering Department in reviewing the rezoning application has recommended support for waiving
the requirement to upgrade 123 d Avenue across the frontage of this site.
CONCLUSIONS:
It is recommended that Council approve a Development Variance Permit to waive the requirement to
upgrade 123 w Avenue, and relax the minimum rear yard set back from 7.5 metres to 6.0 metres on the
subject site.

RECOMMENDATION:
That the request of The Kidney Foundation of Canada for permission to canvass door-to-door
during the month of March 2004 be approved.
DISCUSSION:
Background Context:
Pursuant to Section 25 of the Highway & Traffic By-law and Section 532(1) of the Local
Government Act, soliciting for donation (door-to-door canvassing, tag days, etc.) must be
approved by the Municipal Council by way of a resolution.
Citizen/Customer Implications:
Door-to-door canvassing and tag days are the means by which non-profit organizations such as
The Kidney Foundation are able to raise funds for research and promote awareness.
CONCLUSION:
In order to meet the requirements of Maple Ridge Highway and Traffic By-law No. 3136-1982 and the
Local Government Act, Council's approval is required for all requests for soliciting for donation.

PROCLAMATION REQUEST - 2004
Dear Mayor and Council,
The Kidney Foundation of Canada conducts its annual door-to-door campaign across Canada during the
month of March. At this time, thousands of volunteers canvass the residences in their neighborhoods to raise
the much-needed funds for patients throughout BC.
In 2003 over $530,000.00 was raised in the Province of BC. These funds have gone a long way to help the
Kidney Foundation fulfill its mission to improve the health and quality of life of people living with kidney
disease.
Since we operate without government funding we rely solely on community, corporate and individual giving.
Your community helps to support our vital life saving research, patient services, education and community
support for kidney patients in British Columbia.
We need your assistance to proclaim March as Kidney Month in your community.
Please present this request at your next meeting of council, and if granted please send a copy of the
proclamation to the above address.
If you no longer issue proclamations, please accept this letter as verification of the Campaign during the
Month of March in your community.

EXECUTIVE SUMMARY:
A petition has been submitted to the Clerk's Department requesting that the parcel legally and civically
described as: Lot "M", Section 3, Township 12, New Westminster District, Plan 21679 (24350 104
Avenue) be included in Sewer Area "A". In response to this valid petition, a by-law is being introduced
for three readings.
RECOMMENDATION:
That the report dated January 20, 2004 be received, noting that it is reported therein that the
petition to include the property located at 24350 104 Avenue in Sewer Area "A" is sufficient and
valid;
and further, that Maple Ridge Sewer Area "A" Sewerage Works Construction and Loan
Authorization Amending By-law No. 6195 - 2004 be read a first and second timind that the
Rules of Order be waived and Maple Ridge Sewer Area "A" Sewerage Works Coirstruction and
Loan Authorization Amending By-law No. 6195 - 2004 be read a third time.
DISCUSSION:
Background Context:
As a requirement of rezoning application RZ/003/03, this parcel has to be included in Sewer Area "A".
Citizen/Customer Implications:
The owners are responsible for all costs and there will be no direct cost to the District.
Intergovernmental Issues:
Any property in the District seeking a sewer service connection to the District's sewer system must be
approved as part of the Fraser Sewerage Area (FSA) by the GVRD. Currently, this parcel is outside the
approved FSA, however, since the property is within the Albion Urban Area it meets the test of the
GVRD ' s requirements for approval in the Fraser Sewerage Area.
After third reading is granted, this by-law will require the approval of the Deputy Inspector of
Municipalities prior to final adoption of the by-law.

Upon adoption of this By-law, the District can legally bill for the annual sewer rate.

WHEREAS the Council of the Corporation of the District of Maple Ridge, pursuant to Maple Ridge
Sewer Area "A" Sewerage Works Construction and Loan Authorization By-law No. 2486 - 1977,
established Sewer Area "A" within the boundaries of the Municipality;
AND WHEREAS, the Council has received petitions from property owners for the extension of Sewer
Area "A" and deems it expedient to extend Sewer Area "A".
NOW THEREFORE, the Municipal Council of the Corporation of the District of Maple Ridge in open
meeting assembled, ENACTS AS FOLLOWS:
This By-law may be cited for all purposes as "Maple Ridge Sewer Area "A"
Sewerage Works Construction and Loan Authorization Amending By-law No.
6195 - 2004".
That Maple Ridge Sewer Area "A" Sewerage Works Construction and Loan
Authorization By-law No. 2486 - 1977 as amended be further amended by
adding to Section 1, the following words:
"and also shall include all those portions of:
