MEETING DECORUM
Council would like to remind all people present tonight that serious issues are decided at
Council meetings which affect many people's lives. Therefore, we ask that you act with
the appropriate decorum that a Council Meeting deserves. Conunentaxy and
conversations by the public are distracting. Should anyone disrupt the Council Meeting in
any way, the meeting will be stopped and that person's behavior will be reprimanded.
Note: This Agenda is also posted on the Municipal Web Site at www.mapleridge.org
The purpose of a Council meeting is to enact powers given to Council by using bylaws or
resolutions. This is the final venue for debate of issues before voting on a bylaw or
resolution.

Consideration of a resolution to direct staff to proceed with an application for a 24
hour per day, 7 day per week ban on train whistles at crossings in Maple Ridge
and that up to $32,000 from Accumulated Surplus for costs incurred to conduct
detailed safety assessments of the crossings be authorized. (Consideration of the
resolution was deferred from the July 27, 2004 Council Meeting.)

1400 QUESTIONS FROM THE PUBLIC
QUESTION PERIOD
The purpose of the Question Period is to provide the public with an opportunity to seek
clarification about an item on the agenda, with the exception of Public Hearing by-laws
which have not yet reached conclusion.
Council will not tolerate any derogatory remarks directed at Council or staff members.
If a member of the public has a concern related to a Municipal staff member, it should
be brought to the attention of the Mayor and/or Chief Administrative Officer in a
private meeting.
The decision to televise the Question Period is subject to review.
Each person will be permitted 2 minutes only to ask their question (a second
opportunity is permitted if no one else is sitting in the chairs in front of the podium).
Questions must be directed to the Chair of the meeting and not to individual members
of Council. The total Question Period is limited to 15 minutes.
If a question cannot be answered, it will be responded to at a later date at a subsequent
Council Meeting.
Other opportunities to address Council may be available through the office of the
Municipal Clerk who can be contacted at (604) 463-5221.

SUBJECT: Train Whistle Cessation Application
EXECUTIVE SUMMARY:
At the February 18, 2002 Committee of the Whole meeting, Council was advised (see attached staff
report dated Feb. 11, 2002) that CP Rail was unable to process our Train Whistle Cessation application
due to a review of the Regulations supporting the Railway Safety Act.
In recent discussions with CP Rail, we have been advised that they are now prepared to consider
applications for a 24 hour per day, 7 day per week ban on all trains except commuter passenger trains (i.e.
West Coast Express). Since our initial application was for a ban during specific hours each day, we would
have to re-apply for a 24 hour per day, 7 day per week ban.
The application process requires that the District notif' the general public and relevant organizations
(various railway unions) of our intention to pass a resolution forbidding the use of whistles in the area.
Further, we must arrange for an independent consultant to conduct (at the Districts cost) a detailed safety
assessment of each crossing. For those crossings that meet the safety requirements, Council could then
pass a resolution prohibiting whistling.
RECOMMENDATION(S):
That Council direct staff to proceed with an application for a 24 hour per day, 7 day per week ban
of train whistles at the railway crossings in Maple Ridge and to follow the steps outlined in the staff
report dated July 14, 2004,
And, that Council authorize up to $32,000 from Accumulated Surplus for costs incurred to conduct
detailed safety assessments of the railway crossings.
DISCUSSION:
a) Background Context:
The application would be for a ban of whistles at the following crossings:
• Maple Meadows Way (at mile 106.20)
• 203 Street (at mile 105.61)
• Lorne Avenue (at mile 105.32)
• Dillon Street (at mile 105.21)
• Pedestrian Crossing at Hammond Mill
• 224 Street (at mile 102.80)
• private crossing - logging operation (at mile 102.50)
• River Road (at mile 101.47)
• 240 Street (at mile 99.76)
The safety assessments will determine which crossings meet the safety requirements and, for
those that don't, what upgrades or changes will be required to meet those standards. As noted in
the attached staff report dated May 31, 2001, we expect some safety issues with the crossings at

Difton Street, 240 Street and the private crossing (logging operation) on the by-pass. For some
crossings, it may not be possible to resolve the safety issues so whistling would continue.
Business Plan/Financial Implications:
It is anticipated that the District would incur costs of $22,000 to $32,000 for the detailed safety
assessment ($2,500 to $3,500 per crossing). This expenditure has not been included in the current
budget. Staff has recommended funding the expenditure through the Accumulated Surplus.
However, given the increasing demands on that fund, Council may wish to delay the whistle ban
application and discuss the funding request during the 2005-2009 Business Planning process
when it can be weighed against other demands. Alternatively, Council could consider this firnding
request in relation to current projects funded by General Revenue but not yet started.
CPR requires that the District of Maple Ridge share the additional liability insurance costs
incurred by them as a result of approving whistle cessation. This would amount to $550 per year
for each crossing ($4,950 annually).
Additional costs could be incurred to upgrade or change crossings to satisfy safety requirements.
Citizen/Customer Implications:
We continue to get a number of complaints from residents in the Hammond and Haney By-pass
areas regarding the use of train whistles. District staff have provided progress updates as
requested and have encouraged residents to call the CP Rail Community Connect line (1-800-
766-79 12) to register any other concerns or comments.
Alternatives:
Council could also choose not apply for train whistle cessation and allow whistling to continue.
Although CP Rail has indicated that, under exceptional circumstances, they will consider a
whistle ban between the hours of 2200 and 0700. Council could choose to pursue that option.
CONCLUSION:
The train whistle cessation application process ensures that safety issues are considered at each railway
crossing before Council recommends prohibiting whistles at any given crossing.

Purpose:
The District of Maple Ridge has initiated an application with the Canadian Pacific Railway (CPR) and
Transport Canada for a whistle ban for all trains, between the hours of 22:00 and 05:30, at 8 crossings in
Maple Ridge. The attached letter, dated January 24, 2002, from CP Rail indicates they are unable to
process our application any further at this time.

Background:
The District has been working with CP Rail and Transport Canada for the past several years in an effort to
obtain a train whistle ban at a number of crossings in Maple Ridge. The attached staff report, dated May
31, 2001, outlines the status of our application at that time.
Since then, CP Rail has completed (in June 2001) the safety inspection of all the crossings but has not
provided us with any results/recommendations. Further, District staff made some inquiries of CP Rail
staff regarding insurance issues for private crossings and the potential for a 24 hour a day ban on freight
train whistles. Unfortunately, CP Rail staff have been unable to provide answers to these questions.
The letter from CP Rail indicates that the Regulations supporting the Railway Safety Act are currently
under review and the amended Regulations will result in a new framework for the Transport Canada
Guidelines for whistle cessation. CP Rail was trying to process our application based on the anticipated
amendments to the Regulations. Unfortunately, since the draft Regulations are still subject to significant
changes, CP Rail has decided not to approve any whistle cessation applications until the Regulations are
finalized in late 2002.
Citizen/Customer Implications:
We continue to get a number of complaints from residents in the Hammond and Haney By-pass areas
regarding the use of train whistles. District staff have provided progress updates as requested and have
encouraged residents to call the CP Rail Community Connect line (1-800-766-7912) to register any other
concerns or comments.
Summary:
District staff will continue to follow-up with CP Rail for progress updates and report to Council any

This refers to our previous exchanges concerning the request by the District of Maple Ridge (the
Dlsthct") for train Whistle cessation at eight crossings in the District. Regretfully, I must inform
you that at this time we are unable to progress the District's request any further.
We have previously discussed the regulatory changes that are affecting current whistle
cessation requests. In particular, the Railway Safety Act was amended to incorporate a new
section on whistle cessation, which section came into force in June, 2000. However, new
Regulations that are referred to in that section remain in draft form only and are not anticipated
to be proclaimed in force until at least the fourth quarter of 2002. The combination of the new
section under the Railway Safety Act and the new Regulations are expected to replace the
current Transport Canada Guideline for whistle cessation, and will set out the framework for
train whistle cessation in Canada. Therefore, it makes sense to us to ensure that any whistle
cessation complies not only with the current Guidelines but also with the anticipated new
regulatory regime.
We have been trying to progress the District's request in the context of what the new
Regulations are expected to look like. However, the draft Regulations remain in flux, and given
the uncertainty that will exist until they are finalized, we 'are unable to pursue this course of
action any further. For example, at this time we do not know whether the new Regulations will
permit night-time whistle cessations, or what the minimum safety standards for a whistle-
cessation crossing will be.
We anticipate that the new Regulations will address whistle cessations at private crossings such
as the one at Mile 102.54 Cascade Subdivision, which crossing was included in your request.
While we do not know at this time what criteria may be established under the new Regulations
for whistle cessations at private crossings, in our view train whistles should continue to be used
at this crossing until appropriate safety upgrades are made. Logging trucks waiting to enter the
Lougheed Highway frequently have their trailer and loads overhanging or fouling the track at this
crossing. Although thelogging operation employs a fiagperson froml time to time to reduce the
risk of collision at this crossing, as recently as November 2nd, 2001, a vehicle struck the
crossing gate, resulting in the gate falling across the tracks and being run over by a commuter
train. This incident required that we dispatch a crew to repair the gate and special protective

measures to be taken. Most significantly, this incident inconvenienced over 300 passengers
and created a potential threat to their safety.
In summary, we must regretfully advise you that until the new Regulations are finalized, we will
be unable to progress the District's request any further. Should you have any questions or

a train whistle ban at 8 crossings in Maple Ridge and the effect on that application by potential changes to
the Railway Safety Act.

Background:
The District of Maple Ridge has initiated a whistle cessation application with the Canadian Pacific
Railway (CPR) and Transport Canada. The application is under consideration for all trains, between the
hours of 22:00 and 05:30 at the following locations:
- Maple Meadows Way (Crossing #1 at mile 106.20)
203 Street (at mile 105.61)
- Lorne Avenue (Crossing #2 at mile 105.32)
- Ditton Street (Crossing #3 at mile 105.21)
- 224 Street (Crossing #4 at mile 102.80)
- private crossing - logging operation (Crossing #4a at mile 102.50)
- River Road (Crossing #5 at mile 101.47)
- 240 Street (Crossing #6 at mile 99.76)
CPR has indicated approval in principle at Maple Meadows Way, Lorne Ave. (subject to the District
continuing to trim back brush to allow clear sight lines to crossing signals), 224th St. and River Road. The
other crossings will require some negotiations and have included the following considerations:
203rd Street
Now that construction of the new crossing is complete, we have initiated a separate application
for the cessation of whistles at this crossing.
Ditton Street
There is a bad curve at this crossing. CPR would prefer to close it and until such time, will
continue to whistle here.
It is the District staffs' position that closure of this crossing must be evaluated as part of a long
term strategy to address at-grade crossings which must be completed in consultation with CPR
and Transport Canada outside the whistle cessation application.
Private Crossing (Anderson Pacific Forest Products logging operation)
The owners of the logging operation have agreed to restrict their hours of operation to 05:00 -
22:00, seven days per week. As a result, CPR will approve whistle cessation at this crossing.
240 Street
CPR has expressed concerns with very heavy vehicle use and a tendency to run the gates. The
District of Maple Ridge is agreeable to constructing medians at this location to increase safety
and CPR would consider whistle cessation upon completion of these improvements. District staff
are estimating the work required, costs and timeline for completion..
In addition, appropriate "no whistling" signage will have to be developed and approved.
It should also be noted that, despite the whistle ban, the train engineer still has the option to use the
whistle if there are unsafe conditions at a crossing.
Intergovernmental Issues:
UBCM has recently circulated a paper outlining concerns about the proposed changes to the Railway
Safety Act. The changes would certainly elevate the standards for grade level railway crossings by
requiring detailed, regular safety assessments by qualified inspectors. Mr. Ivan Mann, from Transport
Canada, advises that they hope to have the new Act in place by year end. However, he is quick to point
out that they have not even done a cost assessment yet.
He also advised that areas that have a whistle ban in place before the new Act is passed, can continue with
that ban. If upgrades to the new standard are required at grade level crossings, in order to continue to
qualifi for the ban, then we would have five years to do that work. He recommends proceeding with our
application under the current Railway Safety Act and whistle cessation guidelines.
Mr. Lyle Berge, from CP Rail, is fairly confident that our crossings will meet the new standard. However,
to confirm that, he will arrange for a re-inspection of all the crossings (including 203 St.) on June 13 and
14, 2001.
Citizen/Customer Implications:
We continue to get a number of complaints from residents regarding the use of train whistles, particularly
at night. Most of the complaints have come from the Haney By-pass area but, with the opening of the new
crossing at 203 St., complaints from the Hammond area are increasing.
Financial Implications:
CPR requires that the District of Maple Ridge share the additional liability insurance costs incurred by
them as a result of approving whistle cessation. This would amount to $300 per year for each crossing
($2,400 annually).
Our insurance provider, MIA, advises that we are covered under our liability policy with them but a
significant claim could impact our premium.
Additional costs would be incurred to install the meridians at the 240 St. crossing
Alternatives:
any combination of crossings with and without the ban could be accommodated. Therefore, the
District could choose, for example, to not complete the upgrades at the 240 St. crossing or to close the
Ditton St. crossing.
Pursue an application for an all-day, every day whistle ban (this would be a very difficult process
because of the strong stance the commuter train operators have taken against banning whistles).
Withdraw the application entirely and allow the trains to continue using the whistles.
Summary:
Upon receiving the results of the crossing inspections and the estimates for installation of meridians at the
240 St. crossing, staff will report to Council for direction or formal consideration of a resolution for the
conditional ban of train whistles.

RE: Keep the Child Care Promise
Following the Standing Committee of Council on City Services and Budgets meeting on
Thursday, July 22, 2004, Vancouver City Council approved the foLlowing:
WHEREAS Prime Minister Paul Martin promised in the federal election campaign
to implement a national child care strategy based on the Foundations program
that is to enshrine four key principles in Legislation -. Quality, Universality,
Accessibility and DeveLopmental Programming;
WHEREAS the prime minister promised to spend $5 billion more over the next
five years to create 250,000 new high-quality, government-regulated child care
spaces at an affordable cost to parents;
WHEREAS New Democratic Party leader Jack Layton promised in the federal
eLection campaign to spend $5.25 billion over the next four years and to work
with the provinces and territories to create an additional 200,000 high-quaLity,
publicly funded, affordable child cares spaces;
WHEREAS the B.C. government cut $27.6 million from last year's child care
budget, reduced last year's child care subsidies budget by $23 million, and used
federaL funding in previous years to replace -- not supplement -- its child care
spending;
WHEREAS the City of Vancouver is experiencing a crisis in child care caused by
the provincial cutbacks with families most in need unable to afford child care
and child care centres at risk of closing because of reduce enroLments;
WHEREAS the City of Vancouver has for the past two years provided subsidies to
protect 600 child care spaces for those families most in need even though child
care funding is a provincial and federal responsibility;

THEREFORE BE IT RESOLVED THAT the City of Vancouver caLl on Prime Minister
Paul Martin and NDP Leader Jack Layton to keep their child care promises and to
immediately pass the Foundations Legislation and to begin increased child care
funding within the 2004-2005 budget;
BE IT FURTHER RESOLVED THAT the City of Vancouver urge Mr. Martin and Mr.
Layton to ensure that the provinces and the terntones use federal child care
dollars to supplement, not replace, provincial and territorial spending on child
care;
BE IT FURTHER RESOLVED THAT this motion be sent to the municipalities of the
GVRD as well as the Federation of Canadian Municipalities urging them to adopt
simiLar motions in support of quality, regulated and affordable child care for all
our children; and
BE IT FURTHER RESOLVED THAT the City of Vancouver urge all residents to
contact their federal representative and the leaders of the Liberal Party and
the NDP urging them to Keep the Child Care Promise.

WHEREAS, it is deemed expedient to amend Maple Ridge Zoning By-law No. 3510 -

NOW THEREFORE, the Municipal Council of the Corporation of the District of Maple
Ridge, in open meeting assembled, ENACTS AS FOLLOWS:
This by-law may be cited as "Maple Ridge Zone Amending By-law No. 6250 - 2004."
That Part 2 Interpretation is amended by deleting the definition of "Drive-Through" and -
replacing it with the following:
"Drive-Through means a commercial establishment with facilities for attracting and
servicing prospective customers travelling in motor vehicles which are driven onto the
site where the business is carried on and where the customer normally remains in the
vehicle for service.

That Section 702 Community Commercial C-2 is amended by the addition of item 2
Permitted Accessory Uses as follows:

addition of the following:
A drive-through shall comply with the following:
Where a drive-through in the Community Commercial C-2 zone adjoins a lot or
parcel designated residential in the District of Maple Ridge Official Community
Plan, a building is to be located between it and the adjoining residential lot or
parcel; and
Electronic devices, such as loudspeakers, automobile service order devices, car
speakers, and similar instruments shall be oriented on the site to face away from
an adjoining lot or parcel designated residential in the District of Maple Ridge
Official Community Plan.
5. That Section 708 Service Station Commercial CS-2 is amended by deleting the words
"Drive through use limited to" from 1) Permitted Principle Uses.

has been made in support of a development plan for subdivision adjacent to Horseshoe Creek for

Project Description:
The subject property is located on the east side of 238A Street. The development proposal is for a
26 lot subdivision under the CD-i -93 (Amenity Residential District) Zone. It is the remainder of a
larger development site and is impacted by Horseshoe Creek on its eastern boundary, the constructed
238A Street on its western boundary and 1 17B Avenue on its north boundary. The development
pattern shows 8 lots fronting 238A Street, 4 lots fronting 1 17B Avenue and 14 lots plus a Tot Lot to
be accessed via a new road that will be constructed as a condition of subdivision. The site was
recently rezoned and is within Development Permit Area XXX, for the protection of Horseshoe
Creek and Development Permit X)(XVffl, which will permit some flexibility in subdivision design
given the physical and environmental constrains of the site.
Development Permits:
The site is subject to Development Permit XXX and Development Permit XXX Vifi.
Development Permit XXX:
The site has a watercourse identified on Schedule 'E' of the Official Community Plan and is included
into Development Permit Area XXX that was established for the preservation and protection of the
natural environment. A Development Permit is required under Development Permit Area XXX for
all alterations of land, subdivision activity or building permits as applies to residential commercial,
institutional and industrial development within 50 metres of a watercourse.
Security must be posted in accordance with Council Policy for Performance Security for
Environmental Protection to ensure that the Development Permit Area Guidelines are met.
Staff have reviewed the Guidelines for development established for Development Permit Area XXX
and feel that these have been satisfied by the applicant as follows:
Watercourse Protection Area Establishment
Watercourse protection areas are to be established in accordance with their habitat value and
the potential impacts proposed by adjacent development. The District of Maple Ridge, the
Department of Fisheries and Oceans must endorse the proposed watercourse protection
boundaries.
The watercourse protection areas are to be dedicated where possible into public ownership for
conservation purposes.
The boundaries of the watercourse protection areas are to be physically located on the ground
by a B.C.Land Surveyor prior to site disturbance.
Temporary barrier fencing is to be installed adjacent to watercourse protection areas prior to
any construction activity and shall be replaced with permanent post and railfence upon
development completion.
All lots must provide the required minimum lot dimensions as set out in the Zoning Bylaw
exclusive of the watercourse protection boundaries.

The setbacks from Horseshoe Creek have been established in conjunction with the
Streamside Setback Map, the Department of Fisheries and Oceans and the Municipality
and dedicated asparkiand as part of the rezoning for this site.
The applicant has also received approval under Section 35 of the Fisheries A Ct for
enclosure of a small tributary to Horseshoe Creek and will be providing compensation on
the mainstream of the watercourse as a result of this work.
Erosion Control
All work is to be undertaken and completed in such a manner as to prevent the release of
sediment to any ravine, watercourse or storm sewer. An erosion and sediment control plan that
involves implementation prior to land clearing and site preparation and the careful timing of
construction is to be provided.
Silt fence should be erected to prevent the movement of silt into the watercourse protection area
prior to any disturbance to the soil on the site.
Cutting and filling adjacent to watercourse protection areas is to be kept to a minimum
incorporating appropriate structuralfihl material and blending graded areas with natural slope,
as supported by the Hillside Policies of the Official Community Plan.
• A Lot Grading Plan and a Siltation Control Plan has been provided for the entire site that:
- Includes a temporary siltation fence along the Park boundary; and
- Provides for the grading and direction of overland drainage to an existing siltation
control pond.
Ve.&tation Mana'ement
Natural vegetation is to be retained wherever possible to ensure minimal disruption to the
environment and to protect against slope failure. Land clearing adjacent to the watercourse
protection areas is to be restricted to a phased construction schedule.
Habitat restoration landscaping of all bare or sparse riparian areas within the watercourse
protection area may be required. Vegetation species shall be native to the area and be selected
for erosion control and fish and wildlife habitat values.
• A significant amount of vegetation will be protected within the watercourse protection
area, which is dedicated as park.
• As well there is a revegetation plan that has been provided in support of compensation
requirements under the Section 35 approval from Department of Fisheries and Oceans as
noted on the Landscape Plan prepared by ECL Envirowest drawing number 1060-01-03
(copy attached).
Storm water Management
Stormwater outflows to the stream or leave area shall have water quality and erosion control
features so as to minimize their impacts on fish habitat and in compliance with the District 's
stormwater management plans.

Monitoring
The implementation of required environmental mitigative measures as designed and their
maintenance is to be monitored by a qualfled environmental monitor.
Environmental monitoring will be a key element of the development of this site. ECL
Envirowest Consultants Limited will be the environmental monitors for the project and
will ensure performance meets with the standards established by the Watercourse
Protection Bylaw. Monitoring will be conducted by Mark Adams and will occur daily
during construction in rainfall events, and weekly at all other times during the
construction period to ensure compliance with the permit. A record of all monitoring data
shall be made available to the District upon request.
Performance Security:
As required under the District 's Performance Security for Environmental Protection Policy, an
environmental performance security will be collected prior to the issuance of the permit to
ensure compliance with terms and conditions described above.
• A security totaling $12,000.00 will be required for 8 lots which back and front on to
Horseshoe Creek.
• A security totaling $30,000.00 will be required for the revegetation works to be done in
support of the Landscape Plan prepared by ECL Envirowest.
Development Permit Area XXXVIH:
The preservation of the functions and characteristics of watercourses and wetlands are important to
the integrity of the natural environment and fish and wildlife habitat. Flexibility in subdivision design
will assist in achieving preservation of environmentally sensitive lands, while ensuring the
development of healthy, livable neighbourhoods. In the case of this development site consideration
has been given to the physical constraint of the exiting 238A Street, constructed on its western
boundary the topographical constraints on the north portion of the site, towards 117 Avenue and
Horseshoe Creek which runs along the sites eastern boundary. In order to achieve a development
pattern that "fits" the existing neighbourhood the following consideration of the Guidelines of
Development Permit XXXVIII are required:
Siting adjacent to treed slopes, ravines and watercourses will need to respect natural vegetation
and may require additional setbacks beyond the Zoning Bylaw as established by the Ministry of
Environment or the Federal Department of Fisheries and Oceans.
• A Park boundary has been established that provides a 15 meters habitat protection
boundary from the top of the bank. An additional setback is not required.
Natural vegetation should be retained where possible to ensure minimal disruption to the
environment.

• The area adjacent to Horseshoe Creek has been dedicated as Park. The applicant is also
revegetating a portion of the main stem of Horseshoe Creek.
Lot grading should be kept to a minimum to ensure maintenance of a maximum of the existing
vegetation.
• A lot grading plan has been provided that keeps grading to a minimum. This will form
part of the engineering design drawings for subdivision approvaL
Road design and construction should reflect the needs of the neighbourhood and opportunities
and constraints derived from environmental features.
• The road design and construction standards have been revised to address the constraints
as follows:
Reduction in the Road Right of way width for the new internal roadfrom 18 meters to 16.5
meters from both the north and south entrance to the subdivision to the edge of the
Horseshoe Creek Park. Sidewalks will be built along both sides of the street along the
16.5meter sections of the internal right of way. Where the street fronts the park the width
will be 15 meters, a gravel path will provide access to the tot lot and a sidewalk will be built
in the northwest side of the street.
Home design must accommodate natural grades to ensure minimal grading is required.
• An architect has provided design details for the home design. The detail provided shows
the building envelope and provision of access driveways with the front face of the house
having a presence to the street by ensuring the garage is not the dominant feature.
Road grades should follow existing grades as closely as possible to ensure minimal disruption of
slopes and vegetation.
• The development site already has constructed roads on its western boundary (238A Street)
and on its northern boundary (117Avenue). The road that will be constructed through the
subdivision process is the internal road which, as noted above, will be reduced in width.
The design will be done by a professional engineer and will be reviewed by the
Engineering Department.
Urban level development within identified areas will not be permitted except in accordance with
noted neighbourhood policies.
• The development is consistent with the existing neighbourhood and is in compliance with
the density as noted in the Official Community Plan.
Slope, and erosion protection works will need to be consistent with the Grading Limits policy of
the Official Community Plan.
ELC Envirowest Ltd and Aplin and Martin Consultants Ltd. have provided design for
erosion protection and provided a plan that shows the limit of clearing as part of
Development Permit X%

9. Lot dimension and building siting requirements may vary from those prescribed by the Zoning
Bylaw where the variance facilitates objectives intended to preserve or enhance the natural
environment. Such variances must also address objectives for healthy neighbourhood design
including:
Maintaining a high degree of pedestrian access
Ensuring a level of building design commensurate with density objectives
The attached lot geometry will establish the lot width and depth to "fit" the environmental
constraint that this site has and is attached to the Development Permit. The relaxations are:
Lot Depth:
Lot depths of 24 meters are required for lots 6, 10, 11 ,12, 13,16, 17 and 18. Lot depth
for Lot 5 is 19.0 meter lot depth for the 238A Street side, with the other lot line at
24.384 meters. An architect has provided designs for these lots which provide
appropriate building envelopes and house designs that address these reduced depths.
All of the lots meet and or exceed the minimum area requirement for the CD-1-93
Zone.
• Lot Width and Lane Requirements:
The CD-i -93 zone requires the lot width to be a minimum of 15 meters where no lane
is provided and 12 meters for lots where a lane is provided. In the case of this
development site, there are no lanes. All of the lots have a minimum width of 13.25
metres.
Exterior Lot Line Setback
The CD-i -93 Zone requires a setback for exterior lots to be 3 meters. The relaxation
for lots 4, 5, 10, 16, 23 and 24 is relaxed to 2 meters. This setback will provide
sufficient space to locate the house while allowing for landscaping and land between
the house and property line. The houses that are on these exterior lots will be treated
with additional detailing to provide a pleasing streets cape to the public.
• Accessory Building Setbacks
The CD-i -93 zone requires that accessory buildings be setback 0.6 meters for the rear
and interior side lot lines. The requested relaxation is to 0.45 meters, to accommodate
small accessory structures such as garden shed.
Interdepartmental Implications:
Department of Fisheries and Oceans
The setbacks for this watercourse have been established and have been dedicated as parkiand in
conjunction with the Department of Fisheries and Oceans and the District as a condition of rezoning
these lands.
CitizenlCustomer Implications:
Until Council has authorized approval of the development permits the applicant will be unable
proceed with the subdivision of the land.
1) Financial Implications:
A refundable security totaling $12,000.00 will be required for 8 lots, which back on to the
watercourse. In addition, security in the amount of $30,000.00 for revegetation of the watercourse in
compliance with the Landscape Plan prepared by ECL Envirowest Ltd. Numbered 1060-01-03.
CONCLUSION:
The applicant has provided the information required for Development Permit XXX and Development
Permit XXX Vifi for environmental protection. It is recommended that DP/077/02 be approved.

This report addresses an application for a Development Variance Permit to delay servicing
requirements on the parent parcel frontage until a later phase of subdivision of the parent
parcel that is more closely related geographically to the frontage of the property on Industrial
Avenue and 248th Street. It is recommended that this application be approved.
RECOMMENDATION:
That the Municipal Clerk be authorized to notify qualifying property owners that
approval of VP/092103 respecting property located at 10607 Industrial Avenue will be
considered by Council at their meeting of September 14, 2004.

Project Description:
This is an application to delay subdivision requirements on a parent parcel until a later phase
of development of the lands. The subject site comprises a large development of
approximately 170 single family homes. The parent parcel for the development fronts onto
Industrial Avenue and 248th Street. The applicants wish to delay physical construction of
these improvements until phase four of development, when the lots will actually front onto
these roads. This Development Variance Permit would delay that servicing to beyond the first
three phases of development. Subdivision applications have been made for phase one and two
phases as shown on the attached plan and will be accessed via McClure Drive and/or 245
Street. The phases are also well removed from Industrial Avenue and 2481h Street
geographically. The services for these phases also come from the west. For these reasons the
Engineering Department would support this request.
Planning Analysis:
Requested Variances:
The variances are to Schedule "A" of Maple Ridge Subdivision and Development Services
Bylaw No. 4800 - 1993 which states that all parcels for the RS-lb zone shall be provided
with:
• Curbs and Gutters
• Underground Wiring
• Boulevard Treatment
• Sidewalks
• Street Lighting
• Transit Bays
• Street Tree Planting

The approval of this Development Variance Permit would waive the urban construction on
Industrial Avenue and 248 Street to phase 4 of subdivision, when the lots will be fronting onto
248 Street and the urban upgrading will be required.
Citizen/Customer Implications:
There are no customer/citizen implications with this application other than the fact that the
improvements to Industrial Avenue would not be put in place as quickly as may have been
anticipated.
Interdepartmental Implications:
The Engineering Department supports the Development Variance Permit to waive serving
standards to a later phase of development when lots will front onto 248 Street and Industrial
Avenue.
1) Alternatives:
The alternative would be that the applicants would have to construct the required
improvements with the first phase of subdivision.
CONCLUSION:
This application is supported by the Engineering Department for the first two phases given the
relationship of these phases to existing service locations and Industrial Avenue and 248th
Street. It is recommended that this application be approved.

EXECUTIVE SUMMARY:
A developer has subdivided land at 102B Avenue and 102A Avenue and 241 Street. Part of the
subdivision servicing is considered to be excess or extended servicing in accordance with the Local
Government Act. The extended servicing benefits adjacent properties. Latecomer Agreement LC 94/04
provides the municipality's assessment of the attribution of the costs of the excess or extended servicing
to the benefiting lands.
RECOMMENDATION:
That with respect to the subdivision of lands involved in subdivision SD 59/01 at 102B Avenue and
102A Avenue and 241 Street, be it resolved:
That the cost to provide the excess or extended services are, in whole or in part, excessive to
the municipality and that the cost to provide these services shall be paid by the owners of
the land being subdivided, and
That Latecomer Charges be imposed for such excess or extended services on the parcels
and in the amounts as set out in the staff report dated August 10,2004, and further
That the Mayor and Clerk be authorized to sign and seal Excess Capacity Latecomer
Agreement LC 94/04 with the subdivider of the said lands.
DISCUSSION:
a) Background Context:
The attached map identifies the lands which are involved in the subdivision and those which will benefit
from the excess or extended services. The cost breakdown for each excess or extended service is shown
on attached Schedule A.
In addition, a copy of Excess Capacity Latecomer Agreement LC 94/04 is also attached for information
purposes.

Strategic Alignment:
Administration of excess or extended services legislation complies with the Smart Managed Growth
element of the Corporate Strategic Plan. The administration procedure supports the requirement for a
developer to construct municipal infrastructure in support of land development and recognizes that the
infrastructure may provide benefit to other land.
Policy Implications:
Part 26, Division 11, of the Local Government Act provides that where a developer pays all or part of the
cost of excess or extended services, the municipality shall determine the proportion of the cost of the
service which constitutes excess or extended service and determine the proportion of the cost of the
service to be attributed to parcels of land which the municipality considers will benefit from the service.
Latecomer Agreement LC 94/04 will provide such determination for Subdivision SD 59/0 1.
CONCLUSION:
A developer has provided certain services in support of Subdivision SD 59/01. Some of the services
benefit adjacent lands therefore, it is appropriate to impose Latecomer Charges on the benefitting lands.
Latecomer Agreement LC 94/04 summarizes the municipality's determination of benefitting lands and
cost attribution and as6ablishes the term over which such Latecomer Charges will be applied.

OF THE FIRST PART
CORPORATION OF THE DISTRICT OF MAPLE RIDGE, a Municipal
Corporation under the "Local Government Act", having its offices at 11995 Haney
Place, in the Municipality of Maple Ridge, in the Province of British Columbia
(Hereinafter called the "Municipality")
OF THE SECOND PART
WHEREAS:
The Subdivider has subdivided certain lands and premises located within the
Municipality of Maple Ridge, in the Province of British Columbia, and more
particularly known and described as:
Lot 38, Section 3, Township 12, LMP 48057, NWD
(Hereinafter called the "said lands")
In order to facilitate the approval of the subdivision of the said lands, the Subdivider
has constructed and installed the road, storm sewer, sanitary sewer and water main
services shown on the design prepared by D.K. Bowins and Associates Ltd.,
Drawing No. 99-009 (Sheets 1 to 25) dated 08/00, reviewed by the Municipality
Nov. 15, 2000. Project No. E08-016 617.
(Hereinafter called the "Extended Services");
The extended services have been provided with a capacity to service the said lands
and other than the said lands;
The Municipality considers its cost to provide the Extended Services to be
excessive;
The Subdivider has provided the Extended Services in the Amount of $398,850.00.
F. The Municipality has determined that the following property:
Lot 28, North West ¼ of Section 3, Tp. 12, Plan 37992, N.W.D
(the "Benefitting Lands") will benefit from the Extended Services;
The Municipality has imposed as a condition of the owner of the Benefitting Lands
connecting to or using the Extended Services, a charge (the "Latecomer Charge") on
the Benefitting Lands in the following amounts:
Lot 28, North West ¼ of Section 3, Township 12, Plan 37992, N.W.D
• $3,170.00 per lot, to a maximum of $6,340.00 for access to or use of the road on
241 Street.
• $1,070.00 per lot, to a maximum of $2,140.00 for connection to the watermain
on 241 Street. This does not include the cost of installing the water service
connection.
• $1,850.00 per lot, to a maximum of $3,700.00 for use of the sanitary service
connection and the sanitary sewer on 241 Street.
• $2,770.00 per lot, to a maximum of $5,540.00 for use of the storm connection
and the storm sewer on 241 Street
plus interest calculated annually from the date of completion of the Extended
Services as certified by the General Manager - Public Works and Development
Services of the Municipality (the "Completion Date") to the date of connection by
the Benefitting Lands to the Extended Services;
The Latecomer Charge when paid by the owner of the Benefitting Lands and
collected by the Municipality shall pursuant to Section 939 (7) of the Municipal Act
R.S.B.C. 1996, c.323 be paid to the Subdivider as provided for in this Agreement.
NOW THEREFORE AS AUTHORIZED BY Section 939 (9) of the Local Government
Act R.S.B.C. 1996, c. 323, The parties hereto agree as follows:
The Latecomer Charge, if paid by the owner of the Benefitting Lands and collected
by the Municipality within ten (10) years of the Completion Date shall be paid to the
Subdivider and in such case payment will be made within 30 days of June 30th and
December 31St of the year in which the Latecomer Charge is collected by the Municipality.
This Agreement shall expire and shall be of no further force and effect for any
purpose on the earlier of the payment of the Latecomer Charge by the Municipality to the
Subdivider, or ten (10) years from the Completion Date, and thereafter the Municipality shall
be forever fully released and wholly discharged from any and all liability and obligations
herein, or howsoever arising pertaining to the Latecomer Charge, and whether arising before
or after the expiry of this Agreement.
The Subdivider represents and warrants to the Municipality that the Subdivider has
not received, claimed, demanded or collected money or any other consideration from the
owner of the Benefitting Lands for the provision, or expectation of the provision of the
Extended Services, other than as contemplated and as provided for herein; and further
represents and warrants that he has not entered into any agreement with the owner of the
Benefitting Lands for consideration in any way related to or connected directly or indirectly
with the provision of the Extended Services. The representations and warranties of the
Subdivider herein shall, notwithstanding paragraph 2 of this Agreement, survive the expiry
of this Agreement.
The Subdivider (if more than one corporate body or person) hereby agrees that the
Municipality shall remit the Latecomer Charge to each corporate body or person in equal
shares.
If the Subdivider is a sole corporate body or person, the Municipality shall remit the
Latecomer Charge to the said sole corporate body or person, with a copy to the following
(name and address of director of corporate body, accountant, lawyer, etc.):
In the event that the Subdivider is not the owner of the said lands, the owner shall
hereby grant, assign, transfer and set over unto the Subdivider, his heirs and assigns, all
rights, title and interest under this Agreement.

Seals, attested by the hands of their respective officers duly authorized in that behalf, the day
and year first above written.

A petition has been submitted to the Clerk's Department requesting that the parcel legally and civically

Avenue) be included in Sewer Area "A". In response to this valid petition, a by-law is being introduced
for three readings.
RECOMMENDATION:
That the report dated August 11, 2004 be received, noting that it is reported therein that the
petition to include the property located at 10300 Industrial Avenue in Sewer Area "A" is sufficient
and valid;
and further, that Maple Ridge Sewer Area "A" Sewerage Works Construction and Loan
Authorization Amending By-law No. 6260 - 2004 be read a first, second and third time.
DISCUSSION:
Background Context:
As a requirement of rezoning application RZ/027/03, this parcel has to be included in Sewer Area
Citizen/Customer Implications:
The prospective owners will be responsible for all costs and there will be no direct cost to the District.
Interdepartmental Implications:
Any property in the District seeking a sewer service connection to the District's sewer system must be
approved as part of the Fraser Sewerage Area (FSA) by the GVRD. Currently, this parcel is outside
the approved FSA, however, since the property is within the Albion Urban Area it meets the test of
the GVRD's requirements for approval in the Fraser Sewerage Area.

Charter effective January 1, 2004.

The policies remain unchanged as to the granting of tax exemption. It is the references to the
Local Government Act within these policies that have been updated to reflect the sections of the

Policy No. 5.16 - Tax Exemption - Homes for the Care of Children and the Relief of the Aged,
the Poor, the Disabled and the Infirm - refers to section 341(2)(c) of the Local Government Act.

considers are used for a purpose that is directly related to the purposes of the corporation.
There are Provincial and Federal programs in place to assist these organizations and the services that they

held by a person or organization and operated as a private hospital licensed under the Hospital Act, or an
institution licensed under the Community Care Facility Act.
While some day-care facilities are licensed under the Community Care Facility Act, it takes a broad
interpretation of "institution" to make these facilities eligible for tax exemption. This appears to be
contrary to the Community Charter.
The purpose of this policy is to confinn that tax exemptions will not be provided to services that are the
responsibility of other governments.

PURPOSE:
To establish the level of permissive tax exemption that is provided to community halls. Section 224(2)(i)
of the Community Charter provides for a permissive tax exemption for properties owned or held by an
athletic or service club or association and used as a public park or recreation ground or for public athletic
or recreational purposes.
DEFINITIONS:
The athletic or service association must be a non-profit registered society that is in good standing with the
Registrar. It must be apolitical and non-restrictive in its membership, executive, and event participation.
A community hall offers identity to its recognized area and provides the community with social and
recreational activity.
Tax exemptions for community halls will be restricted to one hail per Maple Ridge community as
follows: Hammond, West Maple Ridge, Haney, Albion, Thornhill, Whonnock, Ruskin, and Yennadon.

to the operation of a program that provides recreation services that have been accepted as an endorsed
municipal service.
PURPOSE:
Section 224(2)(i) of the Community Charter allows permissive tax exemptions for properties owned or
held by an athletic or service club or association and used as a public park or recreation ground or for
public athletic or recreational purposes.
Section 224(2)(a) of the Community Charter allows permissive tax exemptions for properties that (i) are
owned or held by a charitable, philanthropic or other not profit corporation, and (ii) the council considers
are used for a purpose that is directly related to the purposes of the corporation.
The purpose of this policy is to confirm that Council will, on a request-by-request basis, consider
providing permissive tax exemptions to organizations that provide recreational services that are an
extension of municipal services.
DEFINITIONS:
The land and/or improvements must be owned or held by the Municipality or by a registered non-profit
society that is in good standing with the registrar.
The organization must be apolitical, and be non-restrictive in its membership, executive, and program
services.
Exemptions will not be considered where the services duplicate those offered by a level of government or
government agency.

The church halls, not including church manses, and the surrounding land up to five acres that is situated
on the same legal parcel as the buildings will be exempted from taxation.
PURPOSE:
General statutory exemption from taxation is provided under Section 220(1)(h) of the Community
Charter for the building and the land on which the building stands for properties that are registered in the
name of the religious organization using the building. This policy is required to provide tax exemptions
under Sections 224(2)(f) and 224(2)(g) of the Community Charter for land or improvements used or
occupied by a religious organization, as tenant or licensee, for the purpose of public worship or for the
purposes of a hail that the council considers is necessary to land or improvements so used or occupied

Buildings used principally for providing instruction to children equivalent to instruction provided by
public schools; and the land upon which the buildings are situated, as well as developed lands that are on
the same legal parcel and used for parking or as a playground, will be exempt from property taxation.
PURPOSE:
Section 220(1)(1) of the Community Charter provides for statutory tax exemptions for a building owned
by an incorporated institution of learning that is regularly giving children instruction accepted as
equivalent to that given in a public school, in actual occupation by the institution and wholly in use for
the purpose of giving the instruction, together with the land on which the building stands. Exemption is
given to the instructional buildings and the land upon which they are situated. Council may also exempt,
pursuant to section 224(2)(h) of the Community Charter, which provides a permissive tax exemption in
relation to property that is exempt under section 220(1)(1) [private schools], any area of land surrounding
the exempt building that they determine as being reasonably necessary in connection with the
instructional process.
The purpose of this policy is to establish the level of permissive tax exemption that is to apply.
DEFINITIONS:
The level of instruction must satisfy the Provincial Government's standards for private schools.

recreation group, and used principally for fitness development and recreational activities of the public,
will be exempt from taxation under Section 197(1)(a) of the Community Charter [municipal property

Council will consider requests for exemption from taxation under Section 197(l)(a) of the Community
Charter [municipal property taxes] for:
Eligible heritage property under Section 225(2)(b) of the Community Charter; or
A historical building which has previously received an exemption from taxation under Section
400 (2)(a), now repealed, of the Municipal Act.
PURPOSE:
The Community Charter provides authority to municipalities to undertake certain activities relating to
heritage conservation. Section 225(2)(b) of the Community Charter allows for permissive tax exemptiOn
for eligible heritage properties. The purpose of this policy is to confirm that requests for tax exemption
for eligible heritage properties will be considered by Council. Properties which are not eligible heritage
properties but which were granted a tax exemption under section 400(2)(a), now repealed, continue to be
eligible for permissive tax exemption under the transitional provisions of the Heritage Conservation
Statutes Amendment Act, 1994.
DEFINITIONS:
Eligible heritage properties include protected heritage properties under Section 967 of the Local
Government Act, properties subject to a heritage revitalization agreement under Section 966 of the Local
government Act or properties subject to a covenant under Section 219 of the. Land Title Act that relates
to the conservation of heritage property.

EXECUTIVE SUMMARY:
The TJBCM has provided an opportunity for member municipalities to apply for an Emergency Planning
Grant to develop an exercise emergency plan in the area of interface fire. The application requires a
resolution from Council approving the application. As the deadline for applications was August 15, 2004
we have submitted our application with a support letter from Mayor Morse.
RECOMMENDATION(S):
That Council approves and supports the UBCM Emergency Planning Grant application prepared
by staff and submitted to UBCM.
DISCUSSION:
Background Context:
Earlier this year the District received notification of a UBCM emergency planning grant
opportunity. Grant funds are available to assist municipalities in developing emergency plans to
better manage interface forest fire hazards. If grant funds were awarded we would develop a
functional exercise with a similar format to the "Floodgate" exercise held this past February.
Municipalities are eligible to be funded at 75% of the total program cost, with a maximum of
$ 10,000 for municipalities with a population over 70,000. BC Stats has estimated Maple Ridge at
71,399. Staff has prepared and submitted the application to meet the August 15, 2004 deadline.
Desired Outcome:
To develop and hold a Maple Ridge interface fire functional exercise.
Strategic Alignment:
The completion of an interface fire exercise would help accomplish a number of Council's goals
under the strategic focus area of "Safe and Livable Community"
Interdepartmental Implications:
All municipal departments will have to dedicate time to prepare for the exercise and commit staff
and resources on the day of the exercise. The commitment would be similar to the "Floodgate"
exercise.

e) Business Plan/Financial Implications:
The program has been estimated at $13,500. Municipalities are eligible at 75% of the total
program cost based on a rate of $0.15 per capital with maximum flmding of $10,000 for
communities with a population of over 70,000. The program would require an additional $3,385
from the Emergency Program training budget. These funds are available at the 2004 funding
levels.

If grant funds are not available this particular program will not take place at this time.
CONCLUSIONS:
The Emergency Management Committee recognizes this grant as an opportunity to move the Emergency
Program to move the interface fire hazard planning forward and requests that Council approves the
recommendation.

the development of the Maple Ridge Emergency Program. Enclosed is our detailed application for the
development and holding of an interface fire management training exercise for our ICS and EOC staff.
For some time, Council has recognized the importance of emergency planning and response for its citizens
and has fully supported the recommendations of the emergency management team by including statements in
the "Corporate Strategic Plan" to ensure continued emergency planning in our community.
One of the Strategic Focus Areas identified by Council for 2004 is a "Safe and Livable Community" with the
following:
• Establish an emergency response and recovery plan consultation with other public sector agencies,
community groups, and other relevant stakeholders
• Establish neighbourhood and community education programs to provide citizens with information and
materials on emergency procedures
• Develop preventative as opposed to remediation initiatives in the delivery of fire and police services
Maple Ridge Council is fully supportive of this grant application and the approval of this request will allow
us to accomplish a number of our identified objectives. It is our summer recess until August 23rd, but if, in
addition to this letter of support, a resolution is required for this application, staff will prepare a resolution for

Maple Ridge Demographics
The District of Maple Ridge is located in the north-east corner of the Greater Vancouver
Regional District with an estimated 2003 population of 71,399 BC Stats (63,169 2001
census up 30% from 1991). We are a rapidly growing community with a very strong
reputation for quality of living and community spirit.
In terms of interface fire hazard areas, Maple Ridge encompasses the following:
•. Whonnock Area - rural with an interface environment
•:• Silver Valley Area - residential subdivisions (3,000 new homes within 10 years
9,000 increase in population) in an interface environment
University of British Columbia Research Forest - with an interface environment
+ Thornhill Area - rural area with an interface environment
+ Kanaka Creek Park Lands - forested greenbelt area along the shores of the river
+ Golden Ears Provincial Park - forested with interface environment
•• BCIT Wood Lot - with an interface environment
+ Blue Mountain Forest - with an interface environment
•• The perimeter of the Municipality (except for the south along the Fraser River) is
forested with an interface environment
Maple Ridge Emergency Program
The Maple Ridge Emergency Program is an organization-wide, full service model of
municipal government preparedness. It is based entirely on the British Columbia
Emergency Response Management System (BCERMS) model as created by the Province
of British Columbia. All training, documentation, procedures and organizational
components are based upon the BCERMS Site and Site Support level standards
documents. Maple Ridge Council has recognized the importance of emergency planning
by identifying it as one of their "Strategic Focus Areas".
For over 5 years Maple Ridge, in conjunction with its Joint Emergency Program partner
Pitt Meadows, has endeavored to nurture and expand its emergency program. The
emergency program has embraced training in a wide variety of subject areas including, but
not limited to, incident command, emergency operations centers, neighborhood programs,
ESS, damage assessment and Fire Smart.
Most recently Maple Ridge hosted a presentation from the Ministry of Forests - Coastal
Fire Center at which municipal staff were introduced to the Fire Smart program developed
by the Ministry to combat future interface fire conflagrations. At this presentation a
significant degree of anxiety was raised as well as a surge in interest. In conjunction to the
presentation, the fire department has visited homes in our most sensitive areas, distributed
literature and exchanged tips with homeowners on how to make their residence more fire
resistive, using the Fire Smart package as the template. As well, municipal Planning and

Bylaw staff have begun a process of reviewing the Filmon Report and Fire Smart data for
inclusion into future community planning in interface areas.
Maple Ridge has a broad range of emergency preparedness issues, including significant
forest interface hazards. The Maple Ridge Fire Department assisted the interior of B.C. in
the Firestorms of 2003 and learned a great deal about the interface hazard first-hand.
Maple Ridge also has the main CP Rail line running along the entire length of the southern
border of the community. In excess of 6,500 rail cars per year are carrying dangerous
commodities. We are a rapidly growing and diverse community with three major rivers
isolating us from the rest of the GVRD except by bridge or ferry; the Stave, the Fraser and
the Pitt Rivers. A small percentage of the community is dyked to a 200 year level.
Maple Ridge, in partnership with Pitt Meadows, recently completed a large-scale table-top
exercise for a flood emergency response. This exercise was completed in February 2004
and was facilitated by staff from the Emergency Management Division of the Justice
Institute of BC (JIB C).
Training in emergency preparedness is facilitated in-house thanks to a Pitt Meadows staff
member who is a contract instructor for the Emergency Management Division at the JI.BC.
Annual training programs are completed including ICS, EOC, ESS and other subject areas.
Maple Ridge has approximately 85 (34%) of its full time staff trained and certified to the
appropriate level for their emergency role. We feel that this percentage must increase, but
we also feel that we are lacking in one fundamental area; that being the provision of
regular exercises to address the variety of hazards which our community faces.
Overall Objectives for the Emergency Program
The main objectives for the Maple Ridge Emergency Program for the coming year are:
conduct a comprehensive table-top and/or full-scale exercise for site level and EOC
level personnel in an interface fire scenario,
facilitate training for all staff to certification in either ICS or EOC management,
facilitate the development of an exercise program that will recognize areas of
concern and will regularly address them through either paper, table-top or full-scale
exercises,
continue to develop and integrate the Joint Emergency Program with our
neighboring community of Pitt Meadows.
Funding for the emergency program currently comes from the general budget process
where the emergency program, represented by the Emergency Coordinator, presents
budget projections and requests through a business plan process. Council reviews each
business plan and allocates municipal funds according to priority.

Purpose:

communications, information displays and other materials to support an
interface forest fire scenario,
•:• To familiarize ICP and EOC staff with their roles and responsibilities, as
previously trained and outlined in their position checklists of procedures,
for a simulated interface forest fire,
•:. To utilize updated emergency plans and procedures for the purpose of
assessing accuracy and effectiveness of the information and thorougimess of
information included,
To identify strengths, weaknesses and lessons learned for purpose of
establishing future action items for the emergency program,
•:• To practice information management, resource management and decision
making processes used,
•:• To validate the procedures of staff to prepare, approve and coordinate the
evacuation process and a declaration of a state of local emergency,
+ To identify multi -j uri sdictional issues/concerns requiring joint decision
making by Unified Command, the EOC Director and other agencies.
