July 11, 2023
The Minutes of the Regular Council Meeting held virtually and hosted in Council Chambers on July
11, 2023, at 7:00 pm at City Hall, 11995 Haney Place, Maple Ridge, BC for the purpose of
transacting regular City business.

term of six months from the ·date of the first meeting).

7.5 Service Agreement -Chamber of Commerce Serving maple Ridge and Pitt Meadows
This item was released from the Closed Council Meeting held on July 4, 2023:
That Council approve the 2023 Fee for Service Agreement between the City of Maple
Ridge and the Chamber of Commerce Serving Maple Ridge and Pitt Meadows for
$57,500 from July 2023 -July 2024.

2021, Off-Street Parking and Loading Amending Bylaw No. 7860-2022, 21783
Lougheed Highway Housing Agreement Bylaw No. 7945-2023, and Zone Amending
Bylaw No. 7719-2021 be adopted.

reading and that the applicant provide further information as outlined in the report.

Detached Suburban Residential), to permit the future subdivision of two lots, with the
existing residence remaining, be given second reading and forwarded to Public
Hearing.

i) Registration of a Rezoning Servicing Agreement as a Restrictive Covenant and
receipt of the deposit of a security, as outlined in the Agreement;
ii) Road dedication on Bosonworth Avenue as required;
iii) Registration of a Restrictive Covenant for an Agricultural Land Reserve buffer
with a width of 15.0 m (49.2 ft.) along the north property line;
iv) Registration of a Restrictive Covenant for wildfire protection detailing building
design and landscaping requirements;
v) Registration with Fraser Health for septic disposal and water quality; and
registration of a Restrictive Covenant for the protection of the septic field areas;
vi) In addition to the Ministry of Environment Site Disclosure Statement, a
disclosure statement must be submitted by a Professional Engineer advising
whether there is any evidence of underground fuel storage tanks on the subject
property. If so, a Stage 1 Site Investigation Report is required to ensure that the
subject property is not a contaminated site.
vii) That a voluntary contribution, in the amount of $7,100 ($7,100/lot), or such
rate applicable at third reading of this application, be provided in keeping with the
Council Policy 6.31 with regard to Community Amenity Contributions.
10.5 2023-188-RZ, 21695 River Road, Heritage Tax Exemption
Staff report dated July 4, 2023, recommending that Heritage Tax Exemption Bylaw No.
7949-2023, to permit a ten-year tax exemption for the municipal portion of property
taxes, be given first and second reading and forwarded to Public Hearing.

Staff report dated July 4, 2023, recommending that Heritage Tax Exemption Bylaw No.
7948-2023, to protect the property as heritage and to permit a ten-year tax exemption
for the municipal portion of property taxes, be given first and second reading and
forwarded to Public Hearing.

authorized to sign and seal Development Permit 2021-061-DP, to permit the
construction of a six-storey mixed-use building with 121 rental dwelling units and
660.0 m2 of commercial space, respecting the property located at 21783 Lougheed
Highway.

Permit/Development Variance Permit
Staff report dated July 4, 2023, recommending that the Corporate Officer be
authorized to sign and seal the Development Permit and Development Variance
Permit, to permit the construction of a six-storey apartment residential building of 106
units and to vary setbacks and building height, respecting the properties located at
22057 and 22083 Lougheed Highway.
The Corporate Officer advised that 23 pieces of correspondence were mailed in
relation to this application and zero correspondence was received in support or
opposition.

1. THAT the Corporate Officer be authorized to sign and seal the Development Permit
2018-180-DP, respecting the properties located at 22057 and 22083 Lougheed
Highway;
2. THAT the Corporate Officer be authorized to sign and seal the Development
Variance Permit 2018-180-DVP, respecting the properties located at 22057 and
22083 Lougheed Highway; and
3. THAT Council acknowledges the receipt of $152,000 paid by the owner of lands to
the City of Maple Ridge, in lieu of providing 19 off-street parking spaces, in
accordance with Maple Ridge Off-Street Parking and Loading Bylaw No. 4350 -
1990 for residential use, respecting the properties located at 22057 and 22083
Lougheed Highway and unaddressed lot identified by PID 005-293-910.
10.9 2019-427-VP/DP. 20690 Lougheed Highway, Development Variance Permit and
Commercial Development Permit
Staff report dated July 4, 2023, recommending that the Corporate Officer be
authorized to sign and seal the Commercial Development Permit and the
Development Variance Permit, to permit the construction of a 2-storey commercial
building and to vary lot lines, small car off street parking spaces, and site access or
exit point setback for a repositioned freestanding sign, respecting the property located
at 20690 Lougheed Highway.
The Corporate Officer advised that 85 pieces of correspondence were mailed in
relation to this application and zero correspondence was received in support or
opposition.

Staff report dated July 4, 2023, recommending that the Corporate Officer be
authorized to sign and seal the Development Variance Permit, to vary the maximum
principal building height, respecting the property located at 20426 Hampton Street.
The Corporate Officer advised that 14 pieces of correspondence were mailed in
relation to this application and two pieces of correspondence were received in
opposition. Staff answered questions from Council.
