Note: Councillor Tan participated in the meeting electronically. 1. CALL TO ORDER -12:12 pm 1.1. Territory Acknowledgement The Mayor provided the land acknowledgement. 1.2. Approval of the Agenda R/2023-S(C)-04 7 Moved, seconded, and CARRIED THAT Item 5.3 "Land Acquisition" be deleted from the agenda of the October 3, 2023, Special Council Meeting and that the agenda be approved as amended. 2. GENERAL MATTERS 2.1 BRT Recommendation Staff report dated October 3, 2023. Document: 3314140 Special Council (to Close) Meeting Minutes October 3, 2023 Page 2 of 3 K. Anastasiadis, Manager of Intergovernmental Affairs, provided a presentation and staff answered questions of Council. R/2023-S(C )-048 Moved, seconded, and CARRIED 1. THAT, staff seek provincial and federal funding for the Maple Ridge Moves Plan; including working with Translink and the BC Ministry of Transportation and Infrastructure for prioritized investment into the two new Bus Rapid Transit (BRTI lines in Maple Ridge identified in Transl ink's Access for Everyone 10-year Plan; i. The Langley -Haney Place BRT across the 200 St. Golden Ears Lougheed Highway corridor to connect the city centre of Langley and the city centre of Maple Ridge; and ii. The Lougheed Highway BRT connecting the city centre of Coquitlam and the city centre of Maple Ridge. 2. THAT staff work with Translink to finalize and sign a Bus Rapid Transit Action Plan Commitment Framework in support of expeditiously achieving high quality BRT featuring: dedicated bus lanes, transit signal priority, enhanced customer amenities at stations and specialized vehicles to support fast, reliable, rapid transit along the Lougheed Corridor and BRT line routes. 3. THAT the Mayor request the Mayor's Council prioritize the Langley-Haney Place corridor as a priority BRT project, based on Maple Ridge's readiness to support the project. 2.2 Resolution to Exclude the Public R/2023-S(C)-049 Moved, seconded, and CARRIED THAT, pursuant to section 90 of the Community Charter, this meeting be closed to the public as the subject matters being considered relate to the following: • 90(1)(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality; • 90(1)(e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure might reasonably be expected to harm the interests of the municipality; and • 90(1)(g) litigation or potential litigation affecting the municipality; • 90(1)(i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose; • 90(1)(j) information that is prohibited or information that if it were presented in a document would be prohibited from disclosure under section 21 of the Freedom of Information and Protection of Privacy Act; and • 90(1)(1) discussions with municipal officers and employees respecting municipal objectives, measures and progress reports for the purposes of preparing an annual report under section 98 [annual municipal report]. 3.
