Welcome & Introductions Commissioner Read welcomed everyone to the meeting. 2. Adoption of the Agenda Add: 7.1-Update on Chilcotin Park Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -April 9, 2015 Final -R15-028 It was moved and seconded That the Agenda for April 9, 2015 be adopted as amended. CARRIED 3. Minutes of the Commission Regular Meeting -March 12, 2015 R15-029 A correction was noted that the motion to approve the minutes, on page 2, should read, "February 12, 2015". It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting of February 12, 2015 be approved as amended. CARRIED 4. Delegations -Nil 5. Staff Presentations 5.1 Parks Video Mr. Geoff Mallory provided an updated and showed a video presentation of the work that has been completed in the parks area over the past year. 5.2 Sportfield Maintenance Program Mr. Geoff Mallory showed a PowerPoint highlighting the maintenance program and work that is undertaken by the Parks Department for Maple Ridge and Pitt Meadows. 6.0 Decision Items 6.1 Additional Festival Funding Ms. Yvonne Chui provided an update on the information received per the Commission's request at the March meeting. Staff met with the Caribbean Festival Society and reviewed the additional information they submitted. The Commission's sub-committee reviewed the additional budget detail and recommended approving the balance of the $2,500. Questions were raised on the definition of 'seed' money in the Festival Policy as it was not clear. Following a discussion, it was agreed that reviewing the policy and process is timely and it was suggested that the community groups be part of that discussion. R15-030 It was moved and seconded That the Caribbean Festival Society be awarded an additional $2,500 in order to receive the maximum Festival Support Fund grant of $5,000. Opposed: Commissioner Dave Murray 6.2 Lease Renewals for the Maple Ridge Historical Society and the Pitt Meadows Heritage and Museum Society CARRIED Ms. Wendy McCormick spoke to the report and status of the lease renewals for both Maple Ridge and Pitt Meadows Historical Societies. R15-031 It was moved and seconded That a recommendation be forwarded to Maple Ridge Council that the Corporate Officer be authorized to sign and seal the Maple Ridge Historical Society Lease Agreements 2015-2016; That a recommendation be forwarded to Pitt Meadows Council that the Corporate Officer be authorized to sign and seal the Pitt Meadows Heritage and Museum Society Lease Agreements 2015-2016. CARRIED 6.3 Haney Farmers Market Society-Operating Agreement Mr. Tony Cotroneo spoke to the staff report and a discussion followed. R15-032 It was moved and seconded That the Festival Fund grant awarded to the Haney Farmers Market be combined with other municipal grant funding under an Operating Grant agreement with the Haney Farmers Market; and, That a recommendation be forwarded to Maple Ridge Council to allocate $6,000 from the Maple Ridge Community Grant toward a multi-year Operating Grant with the Haney Farmers Market Society to be administered by Commission; and, That upon endorsement by Maple Ridge Council, that the Chair and General Manager, Community Development, Parks and Recreation Services be authorized to execute the proposed Operating Agreement dated 2015-04-01 with the Haney Farmers Market Society. CARRIED Opposed: Commissioners John Becker and Dave Murray. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 3 of5 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -April 9, 2015 Final R15-033 6.4 Maple Ridge and Pitt Meadows Agricultural Association -Operating Agreement Ms. Yvonne Chui spoke to the staff report and how the new operating agreement will replace the existing Fee For Service agreement to bring it in line with other Commission operating agreements. Mr. David Boag provided a brief history and clarification on the use of festival funding and how the original Fee for Service Agreement was established. It was moved and seconded That the Festival Fund grant awarded to the Agricultural Association be combined with other municipal grant funding under a Commission administered Operating Grant agreement; and, That a recommendation be forwarded to Maple Ridge Council to allocate $12,000 from the Maple Ridge Community Grant toward a multi-year Operating Grant with the Maple Ridge and Pitt Meadows Agricultural Association to be administered by Commission; and, That upon endorsement by Maple Ridge Council, that the Chair and General Manager, Community Development, Parks and Recreation Services be authorized to execute the proposed Operating Agreement dated 2015-04-15 with the Agricultural Association. CARRIED Commissioners John Becker and Dave Murray opposed. 7.0 Discussion Items 7.1 Chilcotin Park Update Mr. Geoff Mallory provided an update on the status of the park and showed a PowerPoint on the proposed park designs. A discussion followed on the history of this item coming to the Commission, any potential impact of increased density/traffic and the fencing options regarding safety. These drawings will be provided to the neighbourhood residents at the public open house. 8.0 Information Items 8.1 Lions Park Youth Engagement Planning Process -Verbal Update Mr. Geoff Mallory reported that this park is currently underutilized and the amenities available are not being used as intended. Staff will be obtaining feedback from the neighbourhood residents, all of the schools in this area and engaging youth to help identify what they would like see made available at this park location. This item will then come back to Commission with recommendations.
