City of Maple Ridge Economic Development Advisory Committee Meeting Minutes January 25, 2024 The Minutes of the Regular Economic Development Advisory Committee Meeting held virtually and hosted in the Blaney Room at Maple Ridge City Hall on January 25, 2024, at 4:00 pm. COMMITTEE MEMBERS PRESENT Councillor Onyeka Dozie Council Liaison Al Hogarth Chamber of Commerce Representative Craig Fewer Member at Large Jerry Kok Member at Large STAFF MEMBERS PRESENT Tyler Westover Director of Economic Development & Staff Liaison Emily Davies Committee Clerk ABSENT Lilian Kan Member at Large Gershon Tan Business Improvement Association Representative Mehdi Vezvaei Member at Large 1. CALL TO ORDER – 4:16 pm The meeting was called to order and E. Davies provided the land acknowledgement. 1.1 Land Acknowledgment Due to lack of quorum, the committee proceeded to item 4.1, Business Retention and Expansion Advisor – Jeff Baker, until quorum was met. 2. APPROVAL OF THE AGENDA This item was considered after item 4.1, when quorum was met. R/2024-EDC-001 It was moved and seconded That the January 25, 2024, Economic Development Advisory Committee agenda be approved as amended to exclude item 4.1, 2024 BC Summer Games. CARRIED UNANIMOUSLY Economic Development Advisory Committee Minutes January 25, 2024 Page 2 of 4 3. ADOPTION OF THE MINUTES This item was considered after item 4.1, when quorum was met. R/2024-EDC-002 It was moved and seconded That the minutes of the November 30, 2023, Economic Development Advisory Committee regular meeting be adopted. CARRIED UNANIMOUSLY 4. DELEGATIONS 4.1. Business Retention and Expansion Advisor – Jeff Baker J. Baker provided a presentation on Business Retention and Expansion projects in Maple Ridge, including the Dine Out on Us Contest, BC Buy Local, ‘Make it Here’ Display in City Hall, and working with Translink to offer more programs and incentives to users and employers. (O. Dozie arrived 4:27, quorum met) 5. NEW AND UNFINISHED BUSINESS 5.1. Welcome/Member Introductions New and returning members introduced themselves to the group. 5.2. Advisory Committee Overview E. Davies provided a general overview of Committee proceedings and functions. 5.3. Chair and Vice Chair Selection To appoint a Chair and Vice-Chair to the Economic Development Advisory Committee for 2024. R/2024-EDC-003 It was moved and seconded That Al Hogarth be appointed as Chair of the Economic Development Advisory Committee for 2024. CARRIED UNANIMOUSLY Economic Development Advisory Committee Minutes January 25, 2024 Page 3 of 4 R/2024-EDC-004 It was moved and seconded That Jerry Kok be appointed as Vice Chair of the Economic Development Advisory Committee for 2024. CARRIED UNANIMOUSLY 5.4. 2024 Meeting Schedule The Committee adopted the 2024 meeting schedule, emphasising a potential need to hold some ad-hoc meetings prior to the 2024 BC summer games. R/2024-EDC-005 It was moved and seconded That the 2024 Economic Development Advisory Committee meeting schedule be adopted as circulated CARRIED UNANIMOUSLY 5.5. 2024 Economic Development Advisory Committee Work Plan T. Westover provided an overview of the draft 2024 Economic Development Advisory Committee Work Plan. Committee members provided their recommendations and feedback. The Economic Development Advisory Committee agreed to move discussion of the Work Plans to the next meeting of the EDC, pending council budget discussions. R/2024-EDC-006 It was moved and seconded That discussion of the 2024 Economic Development Advisory Committee Work Plan be moved to the next meeting of the Economic Development Advisory Committee. CARRIED UNANIMOUSLY 5.6. Al Hogarth Submitted Plan Committee members discussed the submitted plan by A. Hogarth for a proposed High Tech/Business Post Secondary Campus. 6. LIAISON UPDATES 6.1. Staff Liaison T. Westover provided an update on multiple topics related to economic development including tourism campaigns, new curbside patio guidelines being introduced on February 1, 2024, Industrial impact analysis, and filming in Maple Ridge. 6.2. Council Liaison Councillor O. Dozie provided an update on the Council Budget and the potential new leisure centre in Hammond. The Economic Development Committee (EDC) is focused on the retention and expansion of existing businesses and attracting new industrial and commercial investment to create high value, local jobs. In coordination with the Economic Development Office, the Economic Development Committee may: 1. advise Council on matters related to strengthening our economy; 2. provide strategic input for consideration of Council; and 3. act as an ambassador, profiling economic opportunities in Maple Ridge. Action Item Update and Next Steps Priority Status Input into Investment Attraction Strategy and Implementation Plan When project proceeds after RFP process engagement with the Committee is anticipated for input into targets for City of Maple Ridge Anticipated launch late Q2 2024 Input into Business Retention and Expansion (BRE) Strategy and Implementation Plan When project proceeds after RFP process, engagement with the committee is anticipated for input into BRE Strategy Anticipated launch early Q3 2024 Involvement with Downtown Revitalization Engagement Committee members to provide additional input and engagement for downtown revitalization. Dialogue to begin late Q2 2024 Involvement with Post Secondary Institute (PSI) Global Café Highlighting the need for post secondary presence in Maple Ridge – engagement and facilitation Global Café to be planned for Q3 2024
