PUBLIC HEARING
November 17, 2015
The Minutes of the Public Hearing held in the Council Chamber of City Hall, 11995 Haney
Place, Maple Ridge, British Columbia on November 17, 2015 at 7:00 p.m.

Mayor Read called the meeting to order. The Manager of Legislative Services explained the
procedure and rules of order of the Public Hearing and advised that the bylaws will be
considered further at the next Council Meeting on November 24, 2015.
The Mayor then called upon the Manager of Development and Environmental Services to
present the following items on the agenda:
1) 2015-201-RZ
Maple Ridge Zone Amending Bylaw No. 7163-2015
Legal: Lot A, Section 29, Township 12, New Westminster District, Plan
EPP27906 Except Plans EPP39985, EPP32166, and EPP52568
Location: 22830 Nelson Court
From: R-1 (Residential District)
To: R-2 (Urban Residential District)
Purpose: To permit a future subdivision of 11 lots
The Manager of Legislative Services advised that no correspondence was received on this
item.

There being no comment, the Mayor declared this item dealt with.
Note: Mayor Read excused herself from the discussion of Item 2 at 7:08 p.m. as she lives
in the vicinity of the property. Deputy Mayor Shymkiw assumed the Chair.
Councillor Robson joined the meeting at 7:09 p.m.

Maple Ridge Official Community Plan Amending Bylaw No. 7160-2015
Legal: Lot 1, Except: Part dedicated Road on Plan 68113, Section 33,
Township 12, New Westminster District, Plan 20132; Lot 8, Block A,
Section 33, Township 12, New Westminster District, Plan 2409;
Parcel B (668484E), Lot 9, Block A, Section 33, Township 12, New
Westminster District, Plan 2409; Lot 4, Section 33, Township 12, New
Westminster District, Plan 20132
Location: 23262 Silver Valley Road, 13738, 13702 and 13660 232 Street
Purpose: To Amend Schedule “A of the Official Community Plan as follows:
Chapter 10.3, Section 5.3 Hamlets, Subsection 5.3.3 items a), b) and
c): to allow a small commercial area that is typically between 90-140
m2 in the Blaney, Forest, and Horse Hamlets.
Chapter 10.3, Section 7.0 Design Guidelines, Subsection 7.2 Design
Guidelines for Hamlets, Sub section 7.2.1 Uses, item e): to allow on-
site parking for commercial uses in Silver Valley Hamlets.
Chapter 10.3, Part VI, A – Silver Valley, Figure 2 - Land Use Plan and
Figure 3A - Blaney Hamlet is hereby amended to adjust the existing
land use boundaries as outlined in heavy black line as shown on Map
No. 910.

Purpose: To permit a future subdivision of approximately 51 single family lots,
16 street townhouse lots, one commercial lot, and future
neighbourhood park
The Manager of Legislative Services advised that correspondence was received from Jackie
Chow, and correspondence opposing the application was received from Heather and Peter
Meisner and Sarah Lee.

Ken Knechtel
Mr. Knechtel commented on the choice of street trees, placement of a pond and the
development of the integrated storm water management plan for Silver Valley
Dian Murrell
Ms. Murrell expressed concerns with storm water management and the impact on the
lowlands. She requested the application be deferred until the hydrology study integrated
storm water management plan is completed.
Terry Dumas
Ms. Dumas commented on the run-off that is coming down from the Silver Valley area. She
suggested that the drainage for the area needs to be addressed prior to the development of
this property.
Nona Coles
Ms. Coles disagreed with moving the creek and challenged Council to implement a higher
standard for storm water control. She expressed concern that the impact on lowlands is not
fully understood.
Ken Knechtel
Mr. Knechtel spoke to impacts of climate change on drainage from Silver Valley. He
referenced Maple Ridge Bylaw No. 4800-1993.
Dian Murrell
Ms. Murrell objects to the rerouting of Cattell Brook as she feels it is a fish bearing stream.
Ken Knechtel
Mr. Knechtel read requirements under Bylaw No. 5065-1994. He noted that under this
bylaw, documentation related to the water management on this application would be
required from the General Manager, Operational Services. He reiterated concerns with the
impact of water drainage from the proposed subdivision on lower lying areas.
Brad Gordon
Mr. Gordon asked if there would be design controls, expressed concern that the illustrations
did not look like current homes in the area. He also expressed concerns with parking and
that smaller houses will produce more concrete. He indicated that he would like to see
more green space.

Barry Lyster
Mr. Lyster echoed what was said on drainage. He commented on increased traffic issues on
132nd Avenue resulting from the proposed development.
Wayne Bissky, Applicant Representative
Mr. Bissky advised that storm water management has been planned in accordance with the
required standards, that the application complies with the Official Community Plan and will
bring amenities to the area. He also advised that zoning bylaws and street design
requirements were adhered to by the applicant.
There being no further comment, the Mayor declared this item dealt with.
Having given all those persons whose interests were deemed affected by the matters
contained herein a chance to be heard, the Mayor terminated the Public Hearing at
7:47 p.m.
