The Minutes of the Public Hearing held in the Council Chamber of City Hall, 11995 Haney
Place, Maple Ridge, British Columbia on December 6, 2016 at 6:06 p.m.

Mayor Read called the meeting to order. The Manager of Legislative Services explained the
procedure and rules of order of the Public Hearing and advised that the bylaws will be
considered further at the next Council Meeting on December 6, 2016.
The Mayor then called upon the Manager of Development and Environmental Services to
present the following items on the agenda:
The Manager of Legislative Services advised that correspondence in favour of the
application was received from Jackie Chow and correspondence in opposition to the
application was received from Gary Knutson.
1) 2016-436-RZ Maple Ridge Zone Amending Bylaw No.7298-2016
Purpose: To establish a farm home plate that limits house size and setbacks for residential
and accessory residential uses on properties within the Agricultural Land
Reserve.

Page 2 of 3 For properties within the Agricultural Land Reserve, the following limits to residential
development shall apply:
(a) The area of the farm home plate shall not exceed a maximum of 0.2 hectares.
(b) The maximum depth of a farm home plate shall not exceed 60.0 metres from the lot
line that abuts the fronting road to the rear of the farm home plate.
(c) The one family residential, boarding, agricultural employee residential, temporary
residential, secondary suite residential, detached garden suite residential, and bed
and breakfast uses shall be sited within the farm home plate.
(d) The gross floor area for the one family residential use shall not exceed 650.0 square
metres.
(e) The maximum distance from the lot line that abuts the fronting road to any portion of
the one family residential use shall not exceed 50.0 metres.
(f) The maximum building separation between the one family residential use and any of
the agricultural employee residential, temporary residential, secondary suite
residential, boarding, and bed and breakfast uses shall not exceed 20.0 metres.

The Mayor called for speakers for the first time
Ken Knechtel
Mr. Knechtel spoke in support of the application. He expressed concern with the citing of
buildings and access ways on farm properties in that when buildings are situated in the
middle of a property a huge track of farmable land is lost. He reiterated that he is in support
of the proposed farm home plate revisions however he suggested that another focus be on
the siting of buildings towards the sides of properties.
The Mayor called for speakers for the second time.
Bonnie Telup
Ms. Telup advised that her family owns 9 acres of land bordering 128 Avenue and that the
house is situated in the middle of the property. She expressed concern with the proposal for
a farm home plate that limits house size in that this may negatively impact persons coming to Maple
Ridge who wish to run small hobby farm or have children and wish to enjoy acreage. She spoke
against the application.

The Mayor called for speakers for a third time.
There being no further comment, the Mayor declared this item dealt with.
Having given all those persons whose interests were deemed affected by the matters
contained herein a chance to be heard, the Mayor terminated the Public Hearing at 6:19
p.m.
