5.1 Municipal Insurance Association of British Columbia - Voting Delegate
E-mail dated August 6, 2008 from Marisa Newton, Municipal Insurance
Association of British Columbia, advising of the Annual General Meeting on
Tuesday, September 23, 2008 and confirming CoUncillor Ken Stewart as the
voting delegate and Councillor Ernie Daykin as the alternate.
5.2 Fraser Valley Regional Library - Budget Planning for 2009-2014 Library Services
Letter dated July 18, 2008 from Mary O'Callaghan, CMA, Director of Finance,
Fraser Valley Regional Library requesting input in terms of Maple Ridge's needs for
library services in 2009 and projections for library-related operating and capital
plans for 2009-2014.
Recommendation: Refer to staff for response
5.3 Union of British Columbia Municipalities - Large Urban Forum 2008
Letter dated July 29, 2008 from Ken Vance, Senior Policy Advisor, Union of British
Columbia Municipalities requesting input on issues to be addressed at the "Large
Urban Forum" workshop at the 2008 UBCM Convention in September.
5.4 Union of British Columbia Municipalities - UBCM Policy Paper, Affordable
Housing and Homelessness
Letter dated July 30, 2008 from Ken Vance, Senior Policy Advisor, Union of British
Columbia Municipalities, requesting feedback on the issues of affordable housing
and homelessness to be discussed at the 2008 UBCM Convention in September.

Rules for Holding a Closed Meeting
A part of a council meeting may be closed to the public if the subject matter being considered relates to one
or more of the following:
personal information about an identifiable individual who holds or is being considered for a position as
an officer, employee or agent of the municipality or another position appointed by the municipality;
personal information about an identifiable individual who is being considered for a municipal award or
honour, or who has offered to provide a gift to the municipality on condition of anonymity;
labour relations or employee negotiations;
the security of property of the municipality;
the acquisition, disposition or expropriation of land or improvements, if the council considers that
disclosure might reasonably be expected to harm the interests of the municipality;
law enforcement, if the council considers that disclosure might reasonably be expected to harm the
conduct of an investigation under or enforcement of an enactment;
litigation or potential litigation affecting the municipality;
an administrative tribunal hearing or potential administrative tribunal hearing affecting the municipality,
other than a hearing to be conducted by the council or a delegate of council
the receiving of advice that is subject to solicitor-client privilege, including communications necessary for
that purpose;
information that is prohibited or information that if it were presented in a document would be prohibited
from disclosure under section 21 of the Freedom of Information and Protection of Privacy Act;
negotiations and related discussions respecting the proposed provision of a municipal service that are at
their preliminary stages and that, in the view of the council, could reasonably be expected to harm the
interests of the municipality if they were held in public;
(I) discussions with municipal officers and employees respecting municipal objectives, measures and
progress reports for the purposes of preparing an annual report under section 98 [annual municipal
report]
a matter that, under another enactment, is such that the public may be excluded from the meeting;
the consideration of whether a council meeting should be closed under a provision of this subsection of
subsection (2)
the consideration of whether the authority under section 91 (other persons attending closed meetings)
should be exercised in relation to a council meeting.

In preparation for the September 22 - 26 UBCM Conference, attached for Council's reference are
the six resolutions that were submitted by the District of Maple Ridge for consideration by delegates
to the Conference. The resolutions were considered at different meetings so this will amalgamate
them into one package for your convenience. Two of the resolutions were submitted to, and received
the support of, the Lower Mainland Local Government Association (LMLGA). A third resolution, Ban
on Practice of Handing out Thin Film Shopping Bags, was submitted to, but not endorsed by, LMLGA.
It was subsequently re-Written and submitted directly to UBCM. The six resolutions are listed below.

MANDATED USE OF BIO FUELS IN BRITISH COLUMBIA
WHEREAS the provincial government has recently-tabled legislation requiring that a
percentage of all fuel in British Columbia be "bio fuel";
AND WHEREAS many bio fuel products are derived from food crops;
AND WHEREAS the increased use of food crops as bio fuel has led to the increased
price of essential grains to the detriment of the food supplies of the citizens of the
world's poorest nations;
THEREFORE BE IT RESOLVED that the provincial government prohibit in British
Columbia the use of bio fuels made from food grains in consideration of the poorest
people on our planet.

MUNICIPAL SOIL REMOVAL FEES INCREASE
WHEREAS Municipal Soil Removal Bylaws approved by the Province of British
Columbia have set fees that have remained largely unchanged over the past two
decades;
AND WHEREAS the costs associated with addressing the impacts of aggregate
related truck traffic has increased over that period of time;
THEREFORE BE IT RESOLVED that the, provincial government consider approving an
increase to soil removal fees to reflect the true cost of the impacts of aggregate
removal on municipalities.

CARBON CALCULATOR
WHEREAS many local governments have an interest in reducing greenhouse gas
emissions in their communities, and citizens are increasingly concerned about the
environmental impact of their activities on their community;
AND WHEREAS the creation of a single carbon calculator available to all local
governments would save money and confusion and result in an increased confidence
level among users of the information;
THEREFORE BE IT RESOLVED that the Province of British Columbia be requested to
provide free-of-charge a carbon calculator for both lifestyle-based and travel-related
carbon footprint calculations, that municipalities could host and promote on their
own websites.

PROVINCIAL GRANT PROGRAMS
WHEREAS a significant number of local governments have signed the British
Columbia Climate Action Charter and support the Province of British Columbia in a
desire to address the negative impacts of climate change;
AND WHEREAS the-Province of British Columbia provides financial assistance to local
governments to implement initiatives to address the negative impacts of climate
change primarily through grant programs:
THEREFORE BE IT RESOLVED that the Province of British Columbia be requested to
amend grant programs to: standardize the application process; expedite approval
times; reduce paperwork; reduce staff time; and provide longer lead times; so that
municipalities can better plan their finances around future opportunities, and
minimize staff resources to the grant application process in favour of maximizing
resources on the related projects.

BAN ON THIN FILM SHOPPING BAGS
WHEREAS the proliferation of free thin plastic bags has created negative impacts
such as the need for expensive and inefficient waste management solutions, the
pollution of natural and human environments, the release of greenhouse gasses that
increase our society's carbon footprint and an overall encouragement of inefficient
single use consumption; -
- THEREFORE be it resolved that the Union of British Columbia Municipalities request
that the Provincial Government ban thin film plastic grocery bags.

FUNDING FOR GREENHOUSE GAS REDUCTION INITIATIVES
WHEREAS the newly implemented British Columbia Carbon Tax is not revenue neutral
for local governments and it creates a financial barrier to funding greenhouse gas
reduction initiatives;
AND WHEREAS many local governments lack the financial capacity within property
tax revenue to research, study, test, and implement new technologies in order to
reduce their greenhouse gas emissions:
THEREFORE BE IT RESOLVED that the Province of British Columbia be requested to
establish a long-term, predictable, unconditional funding stream to municipalities to
support greenhouse gas reduction initiatives;

The 21st Annual General Meeting of the Subscribers of the Municipal Insurance
Association of British Columbia is scheduled to take place at 3 PM on Tuesday,
September 23rd, 2008 at the Penticton Lakeside Resort.
At the AGM, there will be a couple of resolutions to clarify coverage. There will also
be elections for five Directors to the MIA Board consisting of four Group
Representatives based on population and a Regional District Representative. If you
are interested in running for one of the positions, please forward your name to the
Nominating Committee care of the MIA office. Prospective candidates must be
elected officials or staff of an MIA member.
In accordance with Article 6.13 of the Reciprocal Agreement, the following Delegate
and two Alternates have been registered with the MIA to vote your interests. Any
change to this information shall require a resolution of Council/Board to be
forwarded to MIA by September 8th, 2008.

PE: BUDGET PLANNING FOR 2009-2014 LIBRARY SERVICES
Once again, Fraser Valley Regional Library is beginning the budget planning process and is seeking
your input in order to meet the District of Maple Ridge's needs for library services in 2009. Our
Board also has requested that we develop a 5-year budget plan and, accordingly, we would
appreciate your projections for library-related operating and capital plans from 2009 to 2014.
This is the time when we need to know what your community would like to see at your library,
particularly the services that affect the District of Maple Ridge's budget assessment. For example:
• the days of the week the library is open;
• the hours of operation;
• staffing levels to enable expanded programming opportunities;
• additional equipment requirements, such as computers or self checkout/self check-in
equipment;
• possible facility modifications or expansions.
Perhaps your community wishes to augment other aspects of library services in 2009.
Also, please advise us of any budget constraints that we should consider as we prepare the'2009
budget. For example, it would help us in our planning if we knew the real growth rate that your
community is using for budget planning, as well as the targeted property tax increase that Council
is considering.
To optimize budget planning for 2009, kindly direct your response to my attention by August 29,
2008.

The UBCM will be preparing a discussion paper for the
upcoming UBCM Conference in Penticton from September 22 to
September 26, 2008. Attached is a questionnaire (3 pages) on
the affordable housing and homelessness issue.
We would appreciate getting feed back from you on some of the
problems, your community is facing in dealing with the
affordable housing and homelessness issues.
One goal of the paper is to identify the barriers that local
governments face in dealing with these issues and potential
actions that might be taken by the federal, provincial or local
government to address the problems.
A second goal of the paper is to establish a broad framework
that local government might use in dealing with the federal and
provincial government in developing a partnership and tools
that are needed to make this work more effectively.

August 22d 2008 so that we have enough time to develop the
paper.
