COUNCIL WORKSHOP
June 17, 2013
The Minutes of the Municipal Council Workshop held on June 17, 2013 at 9:00 a.m.
in the Blaney Room of the Municipal Hall, 11995 Haney Place, Maple Ridge, British
Columbia for the purpose of transacting regular Municipal business.

1. ADOPTION OF THE AGENDA
The agenda was adopted with the addition of the following item:

2013 be adopted as circulated.

3. PRESENTATIONS AT THE REQUEST OF COUNCIL – Nil
4. UNFINISHED AND NEW BUSINESS
4.1 Maple Ridge Regional Context Statement Update
Staff report dated June 17, 2013 recommending that staff be directed to
prepare an Official Community Plan amending bylaw for the Regional Context
Statement and that the approach to resolve the identified mapping for the
Kanaka Creek Business Park be endorsed.
The General Manager of Public Works and Development introduced the
Regional Growth Strategy report. He advised that the Kanaka Business park
area issue was resolved following a meeting with Metro Vancouver staff.
The Manager of Community Planning gave a PowerPoint presentation
outlining previously passed Council resolutions, the goals of the Regional
Growth Strategy and work done on the Regional Context Statement. He
reviewed preliminary comments from Metro Vancouver, addressed the
Kanaka Business Park designation, outlined the next steps in the process and
reviewed staff recommendations.

Statement Amending
Bylaw
That staff be directed to prepare an Official Community Plan
amending bylaw for the Regional Context Statement and bring
forward to the next available regular Council Meeting.

4.2 Secondary Suites Review – Policy and Bylaw Recommendations
Staff report dated June 17, 2013 recommending that the recommendations
as outlined in the report be endorsed.
The Manager of Community Planning reviewed the staff report.
The Planner provided a summary of key issues and outlined staff
recommendations.

Secondary Suites It was moved and seconded
Policy and Bylaw
That the staff report dated June 17, 2013 titled “Secondary
Suites Review – Policy and Bylaw Recommendations” be
received for information.

4.3 Water Conservation/Metering
Staff report dated June 17, 2013 providing information on the universal
metering of water consumption.
The General Manager of Public Works and Development outlined research
done on water metering throughout the Lower Mainland.
The Manager of Utility Engineering reviewed the staff report and gave a
PowerPoint presentation outlining the water consumption trend for Maple
Ridge, the challenges to water metering and the results and effect of water
metering in other communities.

That the staff report dated June 17, 2013 titled “Water
Conservation/Metering” be received for information.

4.4 Sport Policy Discussion
Councillor Ashlie asked whether the Maple Ridge-Pitt Meadows Parks and
Leisure Services Commission will have a conversation pertaining to a sport
policy for the community.
The General Manager of Community Development, Parks and Recreation
Services advised that although a sport policy has not been discussed, a
consultation process with local sports groups is underway and
recommendations are expected as a result.
