City of Maple Ridge Parks, Recreation, and Culture Advisory Committee – Regular Meeting February 28, 2024 The Minutes of the Parks, Recreation, and Culture Advisory Committee Regular Meeting held virtually and hosted in the Blaney Room at Maple Ridge City Hall on February 28, 2024, at 4:00 pm. Passaglia provided the landacknowledgement. 2.APPROVAL OF THE AGENDA R/2024-PRCC-001 It was moved and seconded That the agenda for the February 28, 2024, Parks, Recreation, and Culture Advisory Committee Regular Meeting be approved as circulated. CARRIED UNANIMOUSLY 3.0 Parks, Recreation and Culture Advisory Committee Minutes February 28, 2024 Page 2 of 4 3. ADOPTION OF THE MINUTES R/2024-PRCC-002 It was moved and seconded That the minutes of the December 6, 2023, Parks, Recreation, and Culture Advisory Committee Special Workshop, be approved as amended by adding “Cidalia Martin, Director of Recreation Services, and Staff Liaison” under staff present. CARRIED UNANIMOUSLY R/2024-PRCC-003 It was moved and seconded That the minutes of the December 13, 2023, Parks, Recreation, and Culture Advisory Committee Special Workshop, be adopted. CARRIED UNANIMOUSLY 4. DELEGATIONS - NIL 5. NEW AND UNFINISHED BUSINESS 5.1 Welcome/Member Introduction V. Richmond welcomed members to the Parks, Recreation, and Culture Advisory Committee. 5.2 Advisory Committee Overview E. Davies provided a general overview of Committee proceedings and functions. Councillor Schiller joined the meeting at 4:17 pm. M. Carpenter joined the meeting at 4:18 pm. 5.3 Chair and Vice Chair Selection To appoint a Chair and Vice Chair of the Parks, Recreation, and Culture Advisory Committee for 2024. R/2024-PRCC-004 It was moved and seconded That Carolyn Gosling be appointed Chair of the Parks, Recreation, and Culture Advisory Committee for 2024. CARRIED UNANIMOUSLY R/2024-PRCC-005 It was moved and seconded That Stephen Von Sychowski be appointed Vice Chair of the Parks, Recreation, and Culture Advisory Committee for 2024. CARRIED UNANIMOUSLY Parks, Recreation and Culture Advisory Committee Minutes February 28, 2024 Page 3 of 4 5.4 2024 Meeting Schedule The Parks, Recreation, and Culture Advisory Committee discussed the circulated meeting schedule for 2024. R/2024-PRCC-006 It was moved and seconded That the amended Parks, Recreation, and Culture Advisory Committee meeting schedule for 2024 be approved, as follows: Wednesday February 28, 2024, at 4:00 pm; Thursday May 30, 2024, at 4:00 pm; Thursday October 17, 2024, at 4:00 pm; and Wednesday December 4, 2024, at 4:00 pm. CARRIED UNANIMOUSLY 5.5 Update on Key Parks Planning and Development Projects C. Neufeld made presentations regarding updates on key Parks’ planning and development projects, which included: Maple Ridge Park playground; Maple Ridge Park spray park; Urban Forest Management Strategy; and Pazarena Place new park. Topics on Maple Ridge Park playground included: improvement program; community engagement process; playground theme of “Life of Trees” and preferred playground components; and proposed park visual overview, and new playground features. Committee members asked questions and engaged in discussion. Topics on Maple Ridge Park spray park included: replacement process; park expansion with new features; accessible and barrier free design; water efficiency and de-chlorination system; public engagement process; visual overview and site plan; detailed design was the next phase; and minimal impact construction. Committee members asked questions and engaged in discussion. Topics on Urban Forest Management Strategy included: timeline; draft strategy engagement phase; forty-percent tree canopy cover in urban areas target; canopy gain recommendation; and draft goals, which included integrate and adapt the strategy, Urban Forest protection and expansion, and engagement and partnerships. Committee members asked questions and engaged in discussion. Topics on Pazerena Place new park included: initial engagement; concept plan feedback, which favored the “Commons” park; detailed design phase; and tender and construction phase was next. Richmond provided an update on the following: • Hammond Recreation Feasibility Survey feedback; and • Hammond Recreation site investigations, including archeological, and traffic assessments. C. Martin provided an update on the following: • 2024 BC Summer Games preparation; • Maple Ridge 150 Years grant fund applications; and • Elections BC usage of the Parks and Recreation facilities. 6.2 Council Liaison Councillor Schiller provided an update on the following: • Council business plans, which included work plan finalizations and related funds; and • 2024 BC Summer Games and Maple Ridge 150 Years. 7. SUBCOMITTEE AND TASK FORCE UPDATES – NIL 8. QUESTION PERIOD FROM THE PUBLIC - NIL 9. ROUNDTABLE Committee members provided updates and reports on issues and activities related to parks, recreation, and culture in the community. 10.
