City of Maple Ridge Social Policy Advisory Committee Meeting Minutes April 3, 2024 The Minutes of the Regular Social Policy Advisory Committee Meeting held via Zoom teleconference and hosted in the Council Chambers and Thornhill Room at Maple Ridge City Hall on April 3, 2024, at 6:00 pm. Liosis, called the meeting to order and provided the land acknowledgement. 2.APPROVAL OF THE AGENDA R/2024-SPAC-007 It was moved and seconded That the April 3, 2024, Social Policy Advisory Committee agenda be approved as circulated CARRIED UNANIMOUSLY 3.ADOPTION OF THE MINUTES R/2024-SPAC-008 It was moved and seconded That the minutes of the Social Policy Advisory Committee meeting dated February 7, 2024, be adopted as circulated. CARRIED UNANIMOUSLY 3.0 Social Policy Advisory Committee Minutes April 3, 2024 Page 2 of 4 R/2024-SPAC-009 It was moved and seconded That the minutes of the Social Policy Advisory Committee special meeting dated March 13, 2024, be adopted as circulated. CARRIED UNANIMOUSLY (R. Mehta arrived 6:06 pm) (Due to technical issues, the Committee called a recess at 6:10 pm and moved from the Council Chambers to the Thornhill room) (Committee reconvened at 6:20 pm) 4. DELEGATIONS 4.1. Dr Cheryl Young, MHO – Fraser Health. 4.1.1. Triad and Healthier Community Partnerships A. Sanchez led a presentation providing background and context on the Fraser Health Healthier Community Partnerships. The presentation outlined the six regional public health portfolios, Public Health Wellness Programs, as well as providing broader context on the Health Community Partners, who work with municipalities and other community partners through a dedicated team, known as the Triad, composed of Ana Sanchez (Community Health Specialist), Rich Dillon (Community Executive Director), and Dr. Cheryl Young (Medical Health Officer). Finally, A. Sanchez, highlighted the projects the Healthier Community Partnerships accomplished in 2022-2023, including the development of a food security assessment and prioritization project in Maple Ridge and Pitt Meadows. Committee members asked questions and engaged in discussion. 4.2.2. Cheryl Young – mental wellness in Maple Ridge Dr. Cheryl Young provided Committee members with a presentation on Mental Wellness in Maple Ridge. Dr. Young presented committee members with the results of the 2021 Maple Ridge COVID Speak Survey which gathered data from before and after the COVID pandemic. Notable data included a 28% difference in reports of Poor Mental Health between residents in Rural Maple Ridge and Haney, as well as nearly 50% of respondents in Maple Ridge citing concern for an uncertain future. Dr. Young also presented members with graphs illustrating rates of depression, prevalence rates of mood and anxiety disorders, and rates of substance use in Maple Ridge/Pitt Meadows, Fraser Health, and BC in general, all of which showed Maple Ridge/Pitt Meadows being slightly above the regional and provincial average. Committee members asked questions and engaged in conversation. Social Policy Advisory Committee Minutes April 3, 2024 Page 3 of 4 5. NEW AND UNFINISHED BUSINESS 5.1. 2024 Work Plan Committee members further discussed the 2024 SPAC work plan and the formation of two taskforces to work on special projects and report back to the committee. 5.1.1. Best Practice Research Taskforce Formation SPAC members further discussed their intention to form a Best Practice Research Taskforce, responsible for looking at other Social Policy Committees in other municipalities around BC. Members of this taskforce will create a list of items other SPAC groups have accomplished and will bring their research back to the committee to discuss potential projects for the Social Policy Advisory Committee in Maple Ridge. This taskforce will be led by G. Liosis and A. Sanchez. R/2024-SPAC-010 It was moved and seconded That the Social Policy Advisory Committee approve the formation of a Best Practices Research Taskforce, led by G. Liosis and A. Sanchez, to conduct research on the activities of the Social Policy Advisory Committee (or equivalent) in other municipalities around the Province and provide regular updates to the Maple Ridge SPAC members as needed with the conclusion on or before the last meeting of 2024, and an allocated budget of $500. CARRIED UNANIMOUSLY 5.1.2. Historical Practices Taskforce Formation SPAC members discussed the formation of a Historical Practices taskforce, responsible for looking at previous actions taken by the Maple Ridge Social Policy Advisory Committee. Members of this taskforce will create a list of items City of Maple Ridge Social Policy Advisory Committee groups have accomplished and will present their research to the group to discuss potential future projects for the Social Policy Advisory Committee. This taskforce will be led Z. Romeo and R. Mehta and assistance provided by T. Cotroneo. R/2024-SPAC-011 It was moved and seconded That the Social Policy Advisory Committee approve the formation of a Historical Practices Research Taskforce, led by Z. Romeo, R. Mehta, and T. Cotroneo to conduct research on the activities of the previous Maple Ridge Social Policy Advisory Committees and provide regular updates to Maple Ridge Social Policy Advisory Committee members as needed, with the conclusion on or before the last meeting of 2024, and an allocated budget of $500. Cotroneo gave a brief update on the upcoming revisions to the City of Maple Ridge website. Staff also further discussed the Bus Rapid Transit and plans for the Abernethy connector, the annual shut down of the Leisure Centre in August, and the overwhelming success of the recent spring break camps, noting the high waitlist and the community’s desire for childcare and kids recreation programs during work hours. 6.2. Council Liaison Councillor Dozie gave a brief update on the rebranding of Maple Ridge, highlighting the good the new website will do for the reputation of the city and noting that the City needs to bring in good opportunities for infrastructure and identity rebranding. 7. TASK FORCE UPDATE - NIL 8. QUESTION PERIOD FOR THE PUBLIC – NIL 9. ROUNDTABLE uPlan R. Dallasheh provided members with information about the activities of the uPlan committee. Youth Planning Table R. Dallasheh provided members with information about the activities of the Youth Planning Table, including the Youth and Adult Survey, which is open until the end of June. Community Network J. Earley provided committee members with updates from the Maple Ridge Katzie Community Network, including a recent Kwantlen learning circle at the Albion Community Centre which was well attended. A. Morgan updated members on the Katzie Seniors Network, highlighting the recent Seniors Housing Forum in March, which was also well attended and featured in the local news. 10.
