The Minutes of the Regular Transportation Advisory Committee Meeting held via Zoom teleconference
and hosted in the Blaney Room at Maple Ridge City Hall on March 27, 2024, at 7:00pm.

5.1. Transportation Advisory Committee 2024 Work Plan
M. Halpin led a discussion on the 2024 Transportation Advisory Committee Work Plan,
examining interest areas that members discussed at the January 31, 2024, meeting.
Committee members reviewed and assigned the work plan items to TAC meetings
through the year, creating a proposed timeline for Staff consideration.

1, be endorsed by TAC and forwarded to council for approval.

5.2. Capital Project Insight -123 Road Improvement Project
M. Halpin presented the proposed plans for the 123 Street Road Improvement Project.
The plans, for the section of road between Laity Street and 216th Street, include a
proposed multi-use path, bus stop improvements, new crosswalks, two travel lanes, and
the removal of the existing roundabout. Staff discussed recent changes to the design,
including the removal of a proposed chicane that was recommended to improve overall
safety by the Design Consultant Engineer of Record . Committee members engaged in
discussion and asked questions.

5.3. School Zone Safety-Leading Pedestrian Interval Update
M. Halpin provided an update on the project, highlighting that eight intersections are
currently under consideration for a Leading Pedestrian Interval implementation as part of
the School Safety Initiative. These intersections include River Road & 207 Street, 232
Street and 128 Avenue, 240 Street & Kanaka Way, as well as multiple intersections along
Dewdney including at 248 Street, 216 Street, 207 Street, and 2386 Street. The city is
currently working with a traffic signal engineering firm to confirm if this approach will
work for these locations. Staff will provide an update to the Transportation Advisory
Committee later this year with the outcome of the technical assessment. Committee
members engaged in discussion and asked questions.
5.4. 232 Street Interim Active Transportation Improvement Options

M. Halpin presented four possible active transportation improvement options for 232
Street for Committee consideration. The project is one of several initiatives in response
to the Strategic Transportation Plan & Council priorities of increasing All Ages and
Abilities cycling infrastructure and will be in design over the next year. Committee
members engaged in discussion and asked questions of staff.
6. LIAISON UPDATES
6.1 . Staff Liaison
M. Halpin provided committee members with an update on design reviews for various
crosswalks as part of the road network plan; Information gathering on possible Bike
Lockers, which committee members will further discuss at a future TAC meeting; Bus
Rapid Transit updates; the completion of a parking occupancy plan; three new multi-way
stops being implemented shortly, including one located at Dartford Street and Westfield
Avenue, 122 Avenue at 222 Street and 216 Street at 123 Avenue; and the provinces
recent introduction of Bill 44 and Bill 46, changing the way the city conducts business.
6.2. Council Liaison
Councillor J. Tan provided an update on the final city budget, which will be going to
Council for approval before being sent to the province by Mid-May, the BC Builds
program, and possible upgrades to the city's diking system .

J. Wright provided her input on items 5.2 and 5.4, the possible upgrades to 232nd and

B. Chisholm presented concerns from some residents of the Hollyhock Strata, located in
North Cottonwood, about the traffic intensity along 119th Avenue, and the effect that
increased vehicle traffic would have on an active transit corridor in the area.

J. Chow inquired about development along Brown Avenue, and asked staff what the
city's plans are in terms of active transportation and multi-use paths ahead of the
proposed addition of multiple apartment buildings and a densification of the downtown.
