(ISL) was asked to reconcile the results of a riumber of traffic rel.;ited stud.ies conducted over the last decade and provide a guideline for downtown planning. The Committee requested that the Senior Finance Manager make a complete presentation of the report at the Council Meeting. On question, the Senior Finance Manager advised that there would be opportunities throughout the year to make changes to the Financial Plan. 2. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) Note: The following items have been numbered to correspond with the Council Agenda: 902 2001-2005 Financial Plan Reference was made to the staff report dated January 8, 2001 recommending that Maple Ridge Financial Plan By-law No. 5940-2000 be read three times. RECOMMENDATION That the staff report entitled "2001-2005 Financial Plan Bylaw" dated January 8, 2001 be received for information; and further That Maple Ridge Financial Plan By-law No. 5940-2000 be read a first and second time and that the rules of order be waived and Maple Ridge Financial Plan By-law No. 5940-2000 be read a third time. 903 Customer Comment Card Statistics Reference was made to the staff report dated January 2, 2001 submitted for information. RECOMMENDATION That the staff report entitled "Customer Comment Cards" dated January 2, 2001 be received for information. 904 Canada Transportation Act Review -West Coast Express Reference was made to the staff report dated January 3, 2001 recommending that "Draft 1" be forwarded to the Canada Transportation Act Review Board. The following items were requested to be added to the letter identified as "Draft 1" Committee of the Whole January 8, 2001 Page 3 of7 ■ Reference to Maple Ridge's participation in the F.C.M. ■ Bullets added re Federal funding of transportation and opening of agreements to public scrutiny • Highlighting of text "proveable cost" It was also requested that a copy of the letter and resolution be sent to the local M.L.A. and M.P. and the Transportation Critic of the Federal opposition party. RECOMMENDATION That the staff report entitled "Canada Transportation Act Review -West Coast Express" dated January 3, 2001 be received; and That the draft letter identified as "Draft 1" in the staff report dated January 3, 2001 be forwarded to the Canada Transportation Act Review Board; and further That the Canadian Transportation Act Review be charged to take steps to implement the legislative changes identified in the letter. ACTION REQUIRED Draft letter to be revised based on comments made at Committee and presented at Council. 3. PUBLIC WORKS AND DEVELOPMENT SERVICES 92 l Downtown Traffic Study Reference was made to the staff report dated January 2, 2001 • submitted for information. RECOMMENDATION That the draft report entitled "District of Maple Ridge Downtown Traffic Study" dated December 2000 prepared by Infrastructure Systems Ltd. attached to the staff report dated January 2, 2001 be received for information. Committee of the Whole January 8, 2001 Page 4 of7 922 RZ/10/95-Northeast Corner 236 Street and 133 Avenue, One Year Extension Reference was made to the staff report dated December 21, 2000 recommending that the subject application be granted a one-year extension. RECOMMENDATION That pursuant to Maple Ridge Development Procedures By-law No. 5879- 1999, a one year extension be granted for rezoning application RZ/10/95 to rezone property at 13300 Block east side of 236 Street to permit a townhouse development under the RM-1 Zone. 923 RZ/59/00-23400 Block 109 Ave., RS-1 to RS-lb to permit subdivision into 25 lots Reference was made to the staff report dated December 18, 2000 recommending that the subject application and accompanying OCP Amending By-law be forwarded to Public Hearing. RECOMMENDATION That application RZ/59/00 (for property located in the 23400 Block 109 Avenue) to rezone property described in the report dated December 18, 2000 from RS-1 (One Family Urban Residential) to RS-lb (One Family Urban (medium density) Residential) be forwarded to Public Hearing noting that the conditions to be met prior to Public Hearing and prior to final consideration of the Zone Amending By-law are detailed in that report; and further That the accompanying Maple Ridge Official Community Plan Amending By-law be forwarded to the same Public Hearing. 924 DP/71/00-24100-102 Avenue, Construction of Single Family Dwelling Reference was made to the staff report dated December 27, 2000 recommending that a development permit be issued to construct a single family residential dwelling within 50 metres ofMainstone Creek. RECOMMENDATION That the Municipal Clerk be authorized to sign and seal the Development Permit respecting property located at 24100-102 Avenue, subject to the ) Committee of the Whole January 8, 2001 Page 5 of7 925 conditions outlined in the report dated December 27, 2000. RZ/53/00 -11797 Burnett Street, Construction of a 22 Unit Seniors Complex Reference was made to the staff report dated December 22, 2000 recommending that Maple Ridge Zone Amending By-law No. 5941-2000 and Maple Ridge Official Community Plan Amending By-law No . 5942-2000 be given First Reading. RECOMMENDATION That Maple Ridge Zone Amending By-law No. 5491-2000 be read a first time and further That Maple Ridge Official Community Plan Amending By-law No. 5942- 2000 be read a first time. ACTION REQUIRED 926 Further information is to be provided on the plans for the east-west walkway and on funding for the suggestion of the Advisory Design Panel to permit "unprogrammed planting" in the inner courtyard. ALR/67100 -13819 -232 Street, Completion of Boundary Adjustment ·and Transfer of a Separate Parcel to the District of Maple Ridge Reference was made to the staff report dated December 27, 2000 recommending that the subject application proceed to the Land Reserve Commission. The applicant provided further details of the plans for this property. RECOMMENDATION That application ALR/67/00 (for property located at 13819-232nd Street) for subdivision and use within the ALR as described in the report dated December 27, 2000 be authorized to proceed to the Land Reserve Commission. 927 RZ/26/00-13175 -232 Street, RS-2 and RS-3 to CD to Permit Operation of a Riding Stable Committee ofthe Whole January 8, 2001 Page 6 of7 Reference was made to the staff report dated December 12, 2000 recommending that the subject application be forwarded to Public Hearing. RECOMMENDATION That application RZ/26/00 (for property located at 13175-232nd Street) to rezone property described in the report dated December 12, 2000 from RS-2 (One Family Suburban Residential) and RS-3 (One Family Rural Residential) to CD (Comprehensive Development) be forwarded to Public Hearing noting that the conditions to be met prior to Public Hearing and prior to final consideration of the Zone Amending By-law are detailed in that report. ACTION REQUIRED The Public Health Department is to be asked to comment on this application with respect to the septic system. 928 Application for Planning Grants Reference was made to the staff report dated December 21, 2000 recommending that Council support an application for planning grants for the Silver Valley Neighbourhood Planning Study. The Director of Planning, on question, explained that the Ministry had encouraged the District to apply for extra funding to support the Implementation Phase of the Study. This application would not preclude the District from applying for funding next year. While consultants had not been planned to be included in the Implementation Phase, the receipt of this funding would enable staff to utilize consultants in this step. RECOMMENDATION That an application for planning grants to the Ministry of Municipal Affairs for assistance in completing the following work: 1. Silver Valley Neighbourhood Planning Study-Plan Development Phase 2. Silver Valley Neighbourhood Planning -Study-Plan Implementation Phase be supported. / ) Committee of the Whole January 8, 2001 Page 7 of7 4. COMMUNITY DEVELOPMENT AND RECREATION SERVICES 951 Library Moving Contract Reference was made to the staff report dated December 21, 2000 recommending that the municipality accept responsibility for the costs of the move of the library inventory. RECOMMENDATION That the staff report entitled "Library Moving Contract" dated December 21, 2000 be received; and further That the District of Maple Ridge accept responsibility for the costs associated with the move of the existing library inventory to the new facility. 5.
