l. DELEGATIONS/STAFF PRESENTATIONS
1.1 Fire Department -Update on activities
Peter Grootendorst, Manager, Operations, Fire Department provided a brief
update on recent activities. Highlights included
• 15 new fire fighters recruited and in training
• records management hardware installed and training on software beginning
• a new school program starting for grades 5 and 6
• Junior Firefighters program successfully being offered through the high
schools
• traffic light control mechanism installed at 6 intersections
• statistics indicate volunteer hours and calls were 6% higher in 2000 than in
1999
The Department will be looking at Fee For Service opportunities in the future.

2. PUBLIC WORKS AND DEVELOPMENT SERVICES
Note: The following items have been numbered to correspond with the Council Agenda:
902 Tourism Proposal
Reference was made to a staff report dated December 12, 2000 recommending
that Maple Ridge enter into a Fee for Service contract with the Maple Ridge and
Pitt Meadows Tourism Society.
RECOMMENDATION
That the staff report entitled "Tourism Proposal" dated December 12, 2000
be received for information; and further
That the District of Maple Ridge enter into a Fee for Service contract with
the Maple Ridge and Pitt Meadows Tourism Society for the purpose of
providing tourism promotion and strategic planning initiatives as detailed in
the Society's business plan.
ACTION REQUIRED
Maple Ridge and Pitt Meadows Tourism Society is to be made aware of
Council's desire for them to work towards becoming self-sufficient.
Allowances should be made in the Business Plan for this.
A more concise definition of the Business Plan is to be developed.
An interim report on the inventory list is to be provided to Council by the
Society.
903 RZ/36/00-28209-96 Avenue, RS-3 to CD to Permit Day-Care/After School
Facility
Reference was made to a staff report dated December 28, 2000 recommending
that the subject application be forwarded to Public Hearing.
The Director of Planning reviewed the application. On question she advised that
the Planning Department felt there would be little impact to neighbouring
properties from the proposed usage and that no changes to road allowances were
anticipated. She pointed out that approval is required from Provincial authorities
to ensure the application meets their requirements for a daycare facility.

RECOMMENDATION
That application RZ/36/00 (for property located at 28209-96 Avenue) to
rezone property described in the report dated December 28, 2000 from RS-3
(One Family Rural Residential) to CD (Comprehensive Development) be
forwarded to Public Hearing noting that the conditions to be met prior to
Public Hearing and prior to final consideration of the Zone Amending By-
law are detailed in that report.
904 RZ/19/98-22810113 Avenue, One Year Extension
Reference was made to a staff report dated January 2, 2001 recommending that
the subject application for 19 detached units on bare land strata lots be granted a
one-year extension.
RECOMMENDATION
That pursuant to Maple Ridge Development Procedures By-law No. 5879-
1999, a one year extension be granted for rezoning application RZ/19/98 to
rezone property at 22810 113 Avenue to permit 19 detached units on bare
land strata lots under the RM-1 Zone.
905 OCP/31/99-12021 West Street (former Farmer's Market Site)
Reference was made to a staff report dated January 10, 2001 recommending that
the subject application be given first reading to designate a Development Permit
Area.
The Director of Planning explained that this application was being brought
forward by the Planning Department and not by the owner of the property to
ensure that the designation of this property is consistent with the other properties
on the West side of Maple Meadows Way. The owner will be advised of this
application before it comes before Council.
Mayor Hogarth questioned if this was the correct Development Permit to be used
as it focuses on landscaping requirements rather than on architectural
requirements. The Chief Administrative Officer indicated that it was selected to
be consistent with the other properties in the area and that should an application
come forward for this property there would be an opportunity at that time to look
at the specifics of the project.

RECOMMENDATION
That Maple Ridge Official Community Plan Amending By-law No. 5944-
2001 be read a first time.
