Marlo, Confidential Secretary Councillor Harris advised that Council was consenting to waive the normal process and permit an unscheduled delegation to appear at the meeting. l . DELEGATIONS/STAFF PRESENTATIONS Adrian Keenan, RE/MAX ridge-meadows realty, Albion Flats Review Mr. Keenan addressed Council on behalf of a client seeking to develop property in the Albion Flats area. He detailed the history of the process ofreviewing the Albion Area and commented on the length of time that it is taking. He noted that the Land Reserve Commission has not requested a review of the area. As he was unable to complete his presentation in the allotted time, he will be returning to the next Committee of the Whole Meeting to discuss the specific application. 2. PUBLIC WORKS AND DEVELOPMENT SERVICES Note: The following items have been numbered to correspond with the Council Agenda: Committee of the Whole Minutes April 2, 2001 Page 2 of8 902 RZ/26/95-23084 & 23100 Lougheed Hwy., Closing of File Staff report dated March 20, 2001 recommending that all by-law readings be rescinded and the file closed. RECOMMENDATION That second and third reading granted on April 23, 1996 and first reading granted on March 12, 1996 to Maple Ridge Zone Amending By-law No. 5377- 1996 be rescinded. 903 RZ/26/94 -12283 224 Street, Closing of File Staff report dated March 20, 2001 recommending that all by-law readings be rescinded and the file closed. RECOMMENDATION That second and third reading granted October 31, 1994 and first reading granted August 24, 1994 to Maple Ridge Zone Amending By-law No. 5132- 1994 be rescinded. 904 DP/24/01 -22586 129 Avenue, Temporary Residential Dwelling Staff report dated March 21, 2001 recommending the approval of the subject application for a permit to site a temporary residential dwelling within 50 metres of the South Alouette River. The Manager, Development & Environmental Services advised that the Health Unit have been involved in discussions regarding the septic field. If a relative does not reside in the dwelling for a period of 30 days, the dwelling is to be removed. She indicated that the District's solicitor has advised that the applicant would be covered by insurance and the District would have no liability if there were flood damage to the dwelling. This would be covered by the applicant's msurance. RECOMMENDATION That the Municipal Clerk be authorized to sign and seal DP/24/01 respecting property located at 22586-129 Avenue, subject to the conditions outlined in the staff report dated March 21, 2001. ) Committee of the Whole Minutes April 2, 2001 Page 3 of8 ACTION REQUIRED Before the Council meeting of April 10, 2001, the liability exposure of the District is to be confirmed and information obtained on the necessity of a covenant protecting the District against any potential liability. 905 DVP/01/01 -12062 Laity Street, Relaxation of lot width requirement and radius of cul-de-sac Staff report dated March 15, 2001 recommending that qualifying property owners be notified that the application will be considered on April 24, 2001 and that approval be given. The Manager, Development and Environmental Services outlined the configuration of the property and noted that there is no longer a lane proposed to connect McIntyre Court to Laity Street. RECOMMENDATION 906 That the Municipal Clerk be authorized to notify qualifying property owners that approval of DVP/01/01 respecting property located at 12062 Laity Street will be considered by Council at the April 24, 2001 meeting. Building Permit BPM 012/99 -22450 121 Avenue, Development Cost Charge Payback Staff report dated March 1, 2001 recommending the developer be compensated with an amount equal to the cost of the DCC highway works ($7,755). RECOMMENDATION That with construction of roadworks fronting 22450 121 Avenue having been completed, the building developer be compensated in the amount of $7,755.00 from the Highway Account of the Development Cost Charge Reserve Fund; and further That Maple Ridge Development Cost Charge Reserve Fund Expenditure By- law No. 5956-2001 be read a first and second time and that the rules of order be waived and Maple Ridge Development Cost Charge Reserve Fund Expenditure By-law No. 5956-2001 be read a third time. Committee of the Whole Minutes April 2, 2001 Page 4 of8 907 Excess Capacity/Extended Services Agreement LC 77/01; SD 18/98 Staff report dated March 9, 2001 recommending that Latecomer Charges be imposed on the benefiting lands. RECOMMENDATION That with respect to the subdivision of lands involved in SD 18/98 at 240 Street and 109 A venue, be it resolved: 1. That the cost to provide the excess or extended services are, in whole or in part, excessive to the municipality and that the cost to provide these services shall be paid by the owners of the land being subdivided, and 2. That Latecomer Charges be imposed for such excess or extended services on the parcels and in the amounts as set out in the staff report dated March 9, 2001, and 3. That the Mayor and Municipal Clerk be authorized to sign and seal a "Latecomer Agreement" with the subdivider of the said lands. 908 Heart & Stroke Foundation of BC & Yukon, Use of Municipal Streets Staff report dated March 22, 2001 recommending that the Heart & Stroke Foundation be authorized to use municipal streets on Monday, April 23, 2001 for their 4th Annual Big Bike Fund Raising Event. RECOMMENDATION That Heart & Stroke Foundation of BC & Yukon (the organizer) be authorized to use Municipal Streets on Monday, April 23, 2001 for their 4th Annual BIG BIKE Fundraising event, provided the conditions outlined in Schedule "A" attached to the staff report dated March 22, 2001 are met. 909 Louis' Leather Shop Crime Stoppers Fund Raising Event, Use of Municipal Streets Staff report dated March 27, 2001 recommending that Louis' Leather Shop be authorized to use municipal streets on Sunday, April 22, 2001 for their 1st Crime Stopper Fundraising Event. ) Committee of the Whole Minutes April 2, 2001 Page 5 of8 RECOMMENDATION That Louis' Leather Shop (the organizer) be authorized to use Municipal Streets on Sunday, April 22, 2001 for the 1st Crime Stopper Fundraising Event provided the conditions outlined in Schedule "A" attached to the staff report dated March 27, 2001 are met. 3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 931 Adjustments to 2000 Collector's Roll Staff report dated March 9, 2001 providing information on revisions to assessed values. RECOMMENDATION That the staff report entitled "Adjustments to 2000 Collector's Roll" dated March 9, 2001 for Supplementary Roll 10/00 be received for information. 932 Adjustments to 2000 Collector's Roll Staff report dated March 9, 2001 providing information on revisions to assessed values. RECOMMENDATION That the staff report entitled ''Adjustments to 2000 Collector's Roll" dated March 9, 2001 for Supplementary Roll 9/00 be received for information. 933 Inspection of Municipal Works Staff report dated March 20, 2001 recommending levels of inspection. RECOMMENDATION Wherein the adoption of the 2001 Provisional Budget as the Annual Budget in principle provides for a level of inspection that is affordable, be it resolved that: For Operational Services activities: Committee of the Whole Minutes April 2, 2001 Page 6 of8 A. The Municipality be divided into twelve zones and that on a monthly cycle, the following items in each zone be inspected by motor vehicle and appropriate records of the inspection results be kept: 1. intersection visibility 2. road surface conditions 3. road shoulders 4. potentially dangerous trees along boulevards and roadways 5. regulatory and warning sign conditions 6. regulatory and warning sign visibility 7. sidewalks 8. guardrails 9. valve boxes 10. ditches 11. manholes, and B. That a thorough walking inspection be undertaken once every four months of: 1. core area sidewalks 2. school walkways; and C. That an annual inspection be undertaken of: 1. road crossing culverts 2. bridges 3. wharves; and For Community Services department activities: 1. that potentially dangerous trees within greenbelt areas are to be inspected on a complaint basis only; and 2. that playgrounds and equipment be inspected on a monthly basis. 4. COMMUNITY DEVELOPMENT AND RECREATION SERVICES -Nil 5. CORRESPONDENCE 981 Joint Union Council, Financial Audit and Review ofTransLink Facsimile dated March 14, 2001 from Jim Houlahan, Chair, requesting that a resolution be adopted to request the Auditor General do a full and complete financial audit and review of TransLink. ) Committee of the Whole Minutes April 2, 2001 Page 7 of8 RECOMMENDATION That the letter dated March 14, 2001 from Jim Houlahan, Chair, Joint Union Council be received for information. 982 New Westminster and District Labour Council, Day of Mourning Letter dated March 15, 2001 from Carolyn Chalifoux, Secretary-Treasurer, requesting the observation of April 28 as the official "Day of Mourning for Workers Killed and Injured on the Job". RECOMMENDATION 983 That, in keeping with the Proclamation Policy dated June 13, 1995, April 28 not be proclaimed "Day of Mourning for Workers Killed and Injured on the Job"; and further That Council observe a one-minute silence during the April 24, 2001 Council Meeting to remember those workers killed and injured on the job. MedicAlert, Proclamation of May as MedicAlert Month Facsimile dated March 21, 2001 from Heather Lee, Manager, Communications requesting participation in Medic Alert month. RECOMMENDATION That the Proclamation Policy dated June 13, 1995 be forwarded to Heather Lee, Manager, Communications, MedicAlert. 984 Tourism Maple Ridge & Pitt Meadows Society Letter dated March 9, 2001 from Garth Cairns, President, inviting the appointment of Affiliate representatives to the Board. RECOMMENDATION That Councillor King and the Director of Licenses, Permits & By-laws be appointed Affiliate members of the Board of Directors of the Tourism Maple Ridge & Pitt Meadows Society. -· ... ·~· ·.:,.,.:•.·· Committee of the Whole Minutes April 2, 2001 Page 8 of8 985 Greater Vancouver Regional District, Comments on Draft Discussion Paper on Ports Competitiveness Letter dated March 12, 2001 from George Puil, Chair, Board of Directors, requesting the endorsement of the GVRD' s comments on the Discussion Paper. RECOMMENDATION That the comments of the Greater Vancouver Regional District on the Draft Discussion Paper on Ports Competitiveness be endorsed; and further That the endorsement be forwarded to Charles Kang, Deputy Minister of Employment and Investment with a copy to the Greater Vancouver Regional District. 986 Maple Ridge Historical Society, Storey Park Letter dated March 9, 2001 from Bernice Gehring, President, requesting that the park at the south end of the underpass at 224 Street be officially named St:..rey Park RECOMMENDATION That the letter dated March 9, 2001 from Bernice Gehring, President~ Maple Ridge Historical Society be referred to the Parks & Leisure Services Commission for comment. 6.
