DELEGATIONS/STAFF PRESENTATIONS 1.1 Adrian Keenan, RE/MAX ridge-meadows realty, Development Proposal, 23423 Lougheed Hwy. Mr. Keenan discussed the merits of the application his client would like to put forward on a formal basis. The 2 acre property is currently zoned RS-3 but the applicant feels it is inappropriate due to the development of the Fair Grounds. The Land Reserve Commission has indicated to Mr. Keenan that it does not wish to see any applications to remove this property from the ALR but it can be re-zoned by the District. The Applicant would like the property zoned for a restaurant. The heritage home, "Spencer House" would be moved to the Fair Grounds. The applicant would like to proceed independently of the Albion Study. The Director of Planning indicated that although this property is eligible for exclusion, staff is concerned as it needs an OCP amendment and a rezoning application. If it goes forward in isolation it could have an affect on the overall development of the area. Committee of the Whole Minutes April 9, 2001 Page 2 of7 Before proceeding Councillor Harris clarified that the purpose of the Committee of the Whole meeting is to discuss the items on the agenda and forward recommendations to Council Meetings for decisions. Council has decided to make future Committee of the Whole meetings less formal and add a question period to the end of the meeting. 2. PUBLIC WORKS AND DEVELOPMENT SERVICES Note: The following items have been numbered to correspond with the Council Agenda: 902 Silver Valley Neighbourhood Planning Study Final Report Reference was made to a staff report dated April 4, 2001. Copies of the report and attached Silver Valley Neighbourhood Study Final Report were distributed to the public and the media. The Director of Planning advised that the consultant, Civitas, would be making a presentation at the April 30, 2001 Committee of the Whole Meeting and discussions are taking place to have Civitas also present the report at a Council meeting. The Chief Administrative Officer indicated that the consultant's contract included one presentation by Civitas but any further presentations would require a fee be paid. Council indicated a preference for Civitas to make its presentation at a Council meeting if only one is to be made. Public input will be sought throughout the process and will be analysed following the release of the staff review of the recommendations of Civitas. Copies of the report are available in the Planning Department and there is a link from the District's web site to the report. RECOMMENDATION That the report entitled "Silver Valley Neighbourhood Planning Study" prepared by Civitas Urban Design and Planning attached to the staff report dated April 4, 2001 be received and that staff be directed to undertake a review of the recommendations of the report. ACTION REQUIRED The agenda for the meeting Civitas is to attend is to be structured to provide sufficient time for full discussion and public input. ) Committee of the Whole Minutes April 9, 2001 Page 3 of7 903 DP/21/01 -21650 Lougheed Hwy., Renovations to Travelodge Motel Staff report dated March 29, 2001 recommending that a development permit be issued for renovations to enhance the existing streetscape and provide better weather protection for patrons. RECOMMENDATION That the Municipal Clerk be authorized to sign and seal DP/21/01 respecting property located at 21650 Lougheed Highway. 904 DP/17/01 -12021 West Street, Staples Retail Store Staff report dated March 29, 2001 recommending that a development permit be issued to build a Staples office supply retail store. The Planner advised that the recommendations of the Advisory Design Panel were addressed but that the guidelines for this development do not address building finish. The guidelines are limited to traffic flow and landscaping. A security bond is taken from the Developer to ensure the landscaping meets the standard but it is difficult to control its maintenance. The Chief Administrative Officer confirmed that the neighbouring property is located in Pitt Meadows but is serviced by Maple Ridge. He suggested that this application be deferred to permit staff time to ascertain from the developer what the plans are for this property. The Director of Planning advised that a change to the guidelines would require an amendment to the Official Community Plan. RECOMMENDATION That DP/17/01 respecting property located at 12021 West Street be deferred until such time as the developer has provided information on the plans for the neighbouring property. ACTION REQUIRED Staff is to contact the developer for details of the plans for the neighbouring property. Staff is to review the guidelines for Development Permits for this area. Committee of the Whole Minutes April 9, 2001 Page 4 of7 905 RZ/65/99 -11579 -240 Street, One Year Extension Staff report dated March 22, 2001 recommending that a one-year extension be given to the subject application to allow future subdivision into 9 single family lots. RECOMMENDATION That pursuant to Maple Ridge Development Procedures By-law No. 5879- 1999, a one year extension be granted for rezoning application RZ/65/99 to rezone property at 11579 240 Street to permit future subdivision into nine single family lots under the CD-1-93 Zone. • 906 RZ/50/00 -10683 & 10705 240th Street, RS-3 to CD-1-93 Staff report dated March 29, 2001 recommending that the subject application not be forwarded to Public Hearing. The Planner reviewed the history of the application. He advised that staff is of the opinion that the three properties should be connected by a roadway and this roadway should be developed at the same time due to the grading and fill requirements. The developer's representative, John Duguid, distributed a copy of the developer's proposal to all members of Council. He indicated that this plan allows the properties to progress on their own timing, is more cost effective and will be less damaging to the environment. The properties would be connected by a stairwell and foot trails. RECOMMENDATION That application RZ/50/00 (for property located at 10683 & 10705 240th Street) to rezone property described in the staff report dated March 29, 2001 from RS-3 to CD-1-93 be deferred. ACTION REQUIRED Staff is to review the material submitted by the developer and investigate alternative access routes including Zeron A venue. Committee of the Whole Minutes April 9, 2001 Page 5 of7 907 First Reading-Bylaw No. 5961-2001 -28209-96 Avenue Staff report dated March 28, 2001 recommending that Maple Ridge Zone Amending By-law No. 5961-2001 be given first reading. The development proposal will permit construction of a daycare/after school facility. RECOMMENDATION That Maple Ridge Zone Amending By-law No. 5961-2001 be read a first time. 908 First Reading-Bylaw No. 5962-2001 -21729-124 Ave. Staff report dated March 29, 2001 recommending that Maple Ridge Zone Amending By-law No. 5962-2001 be given first reading. The development proposal will create approximately 3 lots and permit construction of single family residences. RECOMMENDATION ) That Maple Ridge Zone Amending By-law No. 5962-2001 be read a first time. 909 Inclusion into Sewer Area "A", 23985 Lougheed Highway Staff report dated March 23, 2001 recommending that the subject property be included in Sewer Area "A". RECOMMENDATION That the staff report dated March 23, 2001 be received for information noting that it is reported therein that the petition to include property located at 23985 Lougheed Highway in Sewer Area "A" is sufficient and valid; and further That Maple Ridge Sewer Area "A" Sewerage Works Construction and Loan Authorization Amending By-law No. 5957-2001 be read a first and second time and that the Rules of Order be waived and Maple Ridge Sewer Area "A" Sewerage Works Construction and Loan Authorization Amending By- law No. 5957-2001 be read a third time. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 931 2001 Water and Sewer Utility Rates By-laws Staff report dated April 9, 2001 recommending that 931.1 Maple Ridge Waterworks Regulations Amending By-law No. 5959-2001 be given three readings. RECOMMENDATION That Maple Ridge Waterworks Regulations Amending By-law No. 5959-2001 be read a first and second time and that the Rules of Order be waived and Maple Ridge Waterworks Regulations Amending By-law No. 5959-2001 be read a third time. 931.2 Maple Ridge Sewer Rate Amending By-law No. 5960-2001 be given three readings. RECOMMENDATION That Maple Ridge Sewer Rate Amending By-law No. 5960-2001 be read a first and second time and that the Rules of Order be waived and Maple Ridge Sewer Rate Amending By-law No. 5960-2001 be read a third time. 932 Correspondence from Alouette Transit Systems Ltd. Staff report dated April 2, 2001 seeking direction from Council regarding a request from Alouette Taxi for a letter of support to operate vehicles outside of the District boundaries during the transit strike. Council requested that, due to the nature of this request, it be brought forward to the April 10, 2001 Council meeting and that it be confirmed that Alouette Taxi requires this letter. RECOMMENDATION That a letter of support to operate vehicles outside of the District boundaries during the transit strike be sent to Alouette Transit System Ltd. Councillor Speirs OPPOSED. ) Committee of the Whole Minutes April 9, 2001 Page 7 of7 ACTION REQUIRED Staff is to contact Alouette Taxi to confirm that the letter is required. 933 Policy on Disposal of Found Goods Staff report dated April 3, 2001 recommending that "Disposal of Found Goods" Policy by approved. RECOMMENDATION That the policy entitled "Policy-'Disposal of Found Goods"' attached to the staff report dated April 3, 2001 be approved. ACTION REQUIRED 4.
