1.1 By-law Enforcement -Update
Diane Merenick, By-laws Supervisor, provided an overview of recent activities of
the By-law Enforcement Department. She noted that there has been a significant
drop in noise complaints but garbage related complaints have increased. The
department is conducting an internal review of secondary suite by-law
enforcement policies.
1.2 Jerzy Lesiczka, 225011-124 Avenue, Extension of Sewer Area "A"
Willard Dunn represented the property owners, Mr. & Mrs. Jerzy Lesiczka and
circulated copies of correspondence related to their application to Council. Mr.
Dunn indicated that as the property is in the ALR a sewer extension could not be
approved. Mr. & Mrs. Lesiczka feel it would be environmentally better to use the
sewer system rather than a septic system and are asking for Council's approval of
a 100' long single service extension to 250th Street.

The General Manager Public Works and Development Services suggested that a
staff report be prepared on this request. The District's policy is that sanitary
sewers not be extended to ALR properties and he is not aware of any other
properties that have been granted an extension.
RECOMMENDATION
That staff be directed to prepare a report on the application by Mr. Jerzy
Lesiczka for single family sewer service.
ACTION REQUIRED
Staff is to prepare a report for the Committee of the Whole meeting of June
4, 2001.
2. PUBLIC WORKS AND DEVELOPMENT SERVICES
Note: The following items have been numbered to correspond with the Council Agenda:
902 DP/34/01, Arts Centre, Park and Parking Lot, Town Centre Development
Staff report dated May 1, 2001 recommending the approval of an application to
construct a 500-seat Arts Centre.
Mr. Tom Annandale, Architect, Toby, Russell, Buckwell, displayed models and
renderings of the Arts Centre and described the proposed development. Mr. Grant
Turnbull, Voth Bros., noted that ongoing meetings are taking place with BCBC to
investigate a possible joint entrance to the underground parking. Demolition of
the Health Unit building will start sometime in September and the transit hub is
expected to be completed at the same time as the east parking lot.
The Chief Administrative Officer advised that while the District will be
responsible for the day-to-day maintenance of the building, the developer is
responsible for structural maintenance.
RECOMMENDATION
That the staff report entitled "DP/34/01 Arts Centre, and Park, Town Centre
Development" dated May 1, 2001 be received for information; and further
That the Municipal Clerk be authorized to sign and seal DP/34/01 respecting
the property described in the staff report and subject to compliance with the
recommendations contained in the staff report.

903 DP/53/00, 11797 Burnett Street
Staff report dated May 3, 2001 recommending the approval of an application to
facilitate the issuance of a building permit for construction of a 22-unit seniors
housing development.
RECOMMENDATION
That the Municipal Clerk be authorized to sign and seal DP/53/00 respecting
property located at 11797 Burnett Street.
904 ALR/60/99, 12212, 12230-248th Street and 12225, 12245-250th Street
Staff report dated April 17, 2001 recommending that the subject application not
be authorized to proceed to the Land Reserve Commission.
This item was deferred to the June 4, 2001 Committee of the Whole meeting.
905 RZ/72/00, 11485/97-236 Street, Rezone from RS-3 to . RM-1 to permit
construction of 56 townhouse units
Staff report dated April 11, 2001 recommending the subject application be denied.
Mr. Rod Dick, owner of the property, reviewed the findings of the reports he
submitted in 1998 indicating that this project should proceed. The Acting Director
of Planning advised that topographic, environmental and geotechnical reports on
neighbouring properties are also required in order to proceed with the application.
RECOMMENDATION
That application RZ/72/00 (for property located at 11485/97-236 Street) to
rezone property described in the staff report dated April 11, 2001 from RS-3
(One Family Rural Residential) to RM-1 (Townhouse Residential) be denied
as:
i) the justification to amend the conservation boundary; and
ii) the site development information required for staff to review the
development proposal has not been received.

906 RZ/41/00, Southwest corner 104th Avenue and Slatford Place, Rezone from
RS-3 to RS-lB to allow subdivision into 49 single family lots
Staff report dated April 27, 2001 recommending the subject application be denied.
Mr. Duguid, representing the owner, distributed a report describing the merits of
the proposal and reviewed the major points of the report. He noted that the land is
not in the ALR, it can be serviced, is not subject to flooding and is adjacent to
land designated for single family dwellings.
The Chief Administrative Officer indicated that this property is significantly
different than neighbouring properties, as it is lower. This property is within the
Albion Dyking system, which is already struggling to resolve storm water
management issues. He suggested that properties in this area should not be dealt
with incrementally but should be part of the Albion Study.
RECOMMENDATION
That application RZ/41/00 (for property located at the southwest corner of
104th Avenue and Slatford Place) to rezone property described in the staff
report dated April 27, 2001 from RS-3 to RS-lB be denied.
Councillor Morse, Councillor Isaac, Councillor Harris OPPOSED
The recommendation was defeated.
907 RZ/15/98, 11566-224th Street, Rezone from RS-1 to CRM, One Year
Extension
Staff report dated April 26, 2001 recommending that the subject application for a
two-story office be granted a final one-year extension.
RECOMMENDATION
That pursuant to Maple Ridge Development Procedures By-law No. 5879-
1999, a one year extension be granted for rezoning application RZ/15/98 to
rezone property at 11566-224th Street.

908 RZ/35/99, 23853 Dewdney Trunk Road, Rezone from RS3 to CS-1, One Year
Extension
Staff report dated April 26, 2001 recommending that the subject application for a
commercial building and residence and a separate commercial building with drive
through access be granted.
The Acting Director of Planning advised that there was an oversight in the staff
report and that one of the conditions to be met before final reading is the removal
of the drive through access.
RECOMMENDATION
That pursuant to Maple Ridge Development Procedures By-law No. 5879-
1999, a one year extension be granted for rezoning application RZ/35/99 to
rezone property at 23853 Dewdney Trunk Road provided that a drive
through access is not included in the final development proposal.
909 Maple Ridge Development Cost Charge Reserve Fund Expenditure By-law
No. 5965-2001
Staff report dated April 18, 2001 recommending that the subject by-law to
authorize expenditures for approved 2001 capital projects be given three readings.
RECOMMENDATION
That Maple Ridge Development Cost Charge Reserve Fund Expenditure By-
law No. 5965-2001 be read a first and second time and that the rules of order
be waived and Maple Ridge Development Cost Charge Reserve Fund
Expenditure By-law No. 5965-2001 be read a third time.
ACTION REQUIRED
Staff is to prepare a breakdown of the expenditures and a map showing
where the projects are located for the May 22, 2001 Council Meeting.

910 Latecomer Agreement-LC 78/01; SD/68/99, 127 Avenue and 228th Street
Staff report dated April 20, 2001 recommending that the subject agreement be
authorized.
RECOMMENDATION
That with respect to the subdivision of lands involved in SD/68/99 at 127
Avenue and 228 Street, be it resolved:
1. That the cost to provide the excess or extended services are, in whole or in
part, excessive to the municipality and that the cost to provide these
services shall be paid by the owners of the land being subdivided, and
2. That Latecomer Charges be imposed for such excess or extended services
on the parcels and in the amounts as set out in the staff report dated
April 20, 2001 and
3. That the Mayor and Municipal Clerk be authorized to sign and seal a
"Latecomer Agreement" with the subdivider of the said lands.
911 RZ/18/97, NE Corner 227 Street and 117 Avenue, File Closure
Staff report dated May 2, 2001 recommending that all readings given to Maple
Ridge Zone Amending By-law No. 5541-1997 and Maple Ridge Official
Community Plan Zone Amending By-law No. 5542-1997 be rescinded and the
file closed.
RECOMMENDATION
That second and third reading granted on January 27, 1998 and first reading
granted on December 16, 1997 to Maple Ridge Zone Amending By-law No.
5541-1997 be rescinded.
That second and third reading granted on January 27, 1998 and first reading
granted on December 16, 1997 to Maple Ridge Official Community Plan
Amending By-law No. 5542-1997 be rescinded.

RECOMMENDATION
That third reading granted on May 13, 1997, second reading granted on
April 22, 1997 and first reading granted on March 25, 1997 to Maple Ridge
Zone Amending By-law No. 5544-1997 be rescinded.
913 RZ/37/92, 25274 Bosonworth, File Closure
Staff report dated May 3, 2001 recommending that all readings given to Maple
Ridge Zone Amending By-law No. 4890-1993 and Maple Ridge Official
Community Plan Zone Amending By-law No. 4891-1993 be rescinded and the
file closed.
Mr. Don Charlton spoke on the merits of this development. He indicated that if
the file is closed he would not bring it forward again. He would ask that the park
dedication and forest reserve be removed to enable the property to be logged.
The Chief Administrative Officer advised that there is no discretion under the by-
laws of the District to further extend the file. He advised that an earlier report had
been presented to Council suggesting a review of the policy but Council had not
acted upon the staff suggestion.
RECOMMENDATION
That second and third reading granted on June 21, 1993 and first reading
granted on May 17, 1993 to Maple Ridge Zone Amending By-law No. 4890-
1993 be rescinded.
That second and third reading granted on June 21, 1993 and first reading
granted on May 17, 1993 to Maple Ridge Official Community Plan
Amendment By-law No. 4891-1993 be rescinded.
ACTION REQUIRED
The policy concerning extension of applications is to be reviewed.
914 RZ/17/95, 20284 & 20296 Dewdney Trunk Road, File Closure
Staff report dated April 30, 2001 recommending that all readings given to Maple
Ridge Zone Amending By-law No. 5331-1995 and Maple Ridge Official
Community Plan Zone Amending By-law No. 5332-1995 be rescinded and the

915 RZ/63/00, 28348-96 Avenue, Ruskin Elementary School, Rezone from P-1 to
RS-2, Public Hearing
Staff report dated May 3, 2001 recommending that the subject application to
convert the school into a single family dwelling be forwarded to Public Hearing.
RECOMMENDATION
That application RZ/63/00 (for property located at 28348-96 Avenue) to
rezone property described in the staff report dated May 3, 2001 from P-1
(Park and School) to RS-2 (One Family Suburban Residential) be forwarded
to Public Hearing noting that the conditions to be met prior to Public
Hearing and prior to final consideration of the Zone Amending By-law are
detailed in that staff report and that the accompanying Official Community
Plan Amending By-law be forwarded to the same Public Hearing.
916 National Public Works Week, May 2-26, 2001
Staff report dated May 9, 2001 recommending support of National Public Works
Week.
RECOMMENDATION
That the staff report entitled "Request for Council Support of National
Public Works Week (May 20-26, 2001) dated May 9, 2001 be received for
information; and further
That participation by the Engineering and Operations Departments be
supported.

917 Moonwalk for Cystic Fibrosis, Use of Municipal Street
Staff report dated May 4, 2001 recommending that the request of Zellers
Associate Council for use of sidewalks and streets on Sunday, May 27, 2001 be
approved.
RECOMMENDATION
That Zellers Associate Council (the organizer) be authorized to use the
required sidewalks and streets on Sunday, May 27, 2001 for their annual
"Moonwalk for Cystic Fibrosis" provided the conditions outlined in Schedule
"A" attached to the staff report dated May 4, 2001 are met.
918 2001 Asphalt Paving Program
Staff report dated May 7, 2001 recommending that the contract for the 2001
Annual Paving Program be awarded to Imperial Paving Ltd.
RECOMMENDATION
That Imperial Paving Ltd. be awarded the contract for the 2001 Annual
Asphalt Paving Program at a unit price of $69.17 for Hot Mix Asphalt 13mm
and $68.05 for Hot Mix Asphalt 19mm.
919 GVRD-Liquid Waste Management Plan
Staff report dated May 9, 2001 recommending the adoption of Addendum No. 1
to the GVRD Liquid Waste Management Plan.
RECOMMENDATION
That the staff report entitled "GVRD -Liquid Waste Management Plan"
dated May 9, 2001 be received for information; and
That Greater Vancouver Regional District Liquid Waste Management Plan,
February 2001, Addendum No. 1 attached to the staff report be adopted; and
further
That a letter be sent to the Greater Vancouver Regional District advising
them of the adoption of Addendum No. 1.

931 First Quarter Report -2001
Staff report recommending that the Municipal First Quarter Report 2001 be
received for information.
The Property & Risk Manager advised that a member of the Business Planning
Committee would be coming forward each quarter to highlight different areas of
the Quarterly Report. He reviewed the activities of the Fire Department and the
RCMP during the first quarter of 2001.
RECOMMENDATION
That the District of Maple Ridge First Quarter Report 2001 attached to the
staff report dated May 2, 2001 be received for information.
ACTION REQUIRED
The Fire Department report is to be revised to include statistics Ori\ the paid
on call system.
