1.1 April 2001 Statement Review, General Revenue Summary & Downtown
Core Update, Finance Department Representatives
The Senior Finance Manager explained that · the structure of the Finance
Department had been changed to have individual staff members work with
specific departments to monitor budgets. She noted that adjustments have been
made to the budget and called on the department representatives to provide
highlights of each area. Trevor Thompson reported on Corporate Services; Beata
Nowak on Planning, Engineering and Operations; Catherine Nolan on Licences,
Permits, Bylaws and Administration; and Silvia Rutledge on Parks & Recreation.
Each noted areas of budget variance and what steps were being taken to
accommodate any budget shortfalls.
2. PUBLIC WORKS AND DEVELOPMENT SERVICES

902 RZ/59/00, 23400 Block of 109th Avenue, RS-1 to RS-lb
Staff report dated May 29, 2001 recommending that Maple Ridge Zone
Amending By-law No. 5970-2001 be given first reading.
The Acting Director of Planning displayed the property pointing out the boundary
established by the Ministry of the • Environment and the access points. The
Planning Department will be working with the applicant with respect to the four
lots situated in what had been designated as Open Space in previous plans.
RECOMMENDATION
That Maple Ridge Zone Amending By-law No. 5970-2001 be read a first
time.
ACTION REQUIRED
Further work with the applicant on the layout of lots is required.
903 RZ/17/99, 11291 236 Street, One-Year Extension
Staff report dated May 31, 2001 recommending that this application for 15 single
family lots be granted a one-year extension and that removal of fill be a condition
of final reading.
RECOMMENDATION
That pursuant to Maple Ridge Development Procedures By-law No. 5879-
1999, a one year extension be granted for rezoning application RZ/17/99 to
rezone property at 11291-236 Street; and further
That an additional condition be that the fill identified in the geotechnical
report prepared by Terra Engineering Ltd. be removed prior to final
. .reading.
904 RZ/39/96, 10683 & 10705 240 Street, File Closure
Staff report dated April 30, 2001 recommending that all readings granted to
Maple Ridge Zone Amending By-law No. 5546-1997 and Maple Ridge Official
Community Plan Amending By-law No. 5547-1997 be rescinded and the file
closed.

RECOMMENDATION
That second and third reading granted on April 22, 1997 and first reading
granted on March 25, 1997 to Maple Ridge Zone Amending By-law No. 5546-
1997 be rescinded.
That second and third reading granted on April 22, 1997 and first reading
granted on March 25, 1997 to Maple Ridge Official Community Plan
Amendment By-law No. 5547-1997 be rescinded.
905 Caribbean Street Festival
Staff report dated June 13, 2001 recommending that the Caribbean Festival
Committee be authorized to use Municipal Streets for the First Caribbean Street
Festival on Sunday, July 15, 2001.
The applicant, Robert Prince, requested clarification of what steps could be taken
to close 224th Street from Dewdney to 119th_ He received a call from the Traffic
Technician that Fraser Street would need to be kept open if Rogers Video was not
agreeable to its closure. He also noted that the underground parking lot had an
exit onto Fraser Street that would need to be closed.
RECOMMENDATION
That the Caribbean Festival Committee be authorized to use Municipal
Streets for their First Caribbean Street Festival on Sunday, July, 15, 2001
provided the conditions outlined in Schedule "A" attached to the staff report
dated June 13, 2001 are met.
ACTION REQUIRED
Staff is to work with the applicant to resolve the issue of the closure of 224th
from Dewdney Trunk Road to 119th Ave.
906 Inclusion Into Sewer Area "A", 24100, 24064, 24054-102 Ave., 10213-240 St.
Staff report dated June 13, 2001 recommending the inclusion of the subject
properties into Sewer Area "A" and that Maple Ridge Sewer Area "A" Sewerage
Works Construction and Loan Authorization Amending By-law No. 5945-2001
be given three readings.

RECOMMENDATION
That the report dated June 13, 2001 be received noting that it is reported
therein that the petitions to include properties located at 24100, 24064,
24054-102 Avenue and 10213-240 Street in Sewer Area "A" are sufficient
and valid; and further
That Maple Ridge Sewer Area "A" Sewerage Works Construction and Loan
Authorization Amending By-law No. 5945-2001 be read a first and second
time, and that the Rules of Order be waived and By-law No. 5945-2001 be
read a third time.
3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) -Nil
4. COMMUNITY DEVELOPMENT AND RECREATION SERVICES
951 Review of Parks & Leisure Services Agreement
Staff report dated May 30, 2001 recommending that the consultant's report be
received and the model for an annual review be endorsed and that the terms of
reference for a study of the financial terms be endorsed.
RECOMMENDATION
That the report of Brian Johnston on the subject of the joint Parks & Leisure
Services Agreement attached to the staff report dated May 30, 2001 be
received; and
That the model for an annual review contained therein be endorsed; and
further
That the terms of reference for a study of the financial terms of the Joint
Parks & Leisure Services Agreementbe endorsed.
The General Manager of Community Development, Parks and Recreational
Services explained that the review was commissioned at the request of the Parks
& Leisure Services Commission and the Councils of Maple Ridge and Pitt
Meadows. The cost is estimated at $10-15,000, which will require additional
funding of $5,000 from each municipality through a re-casting of the budget.

8. COMMUNITY FORUM -
George Leeder, 23529 Tamarack Lane, Trail Maintenance, Transit Dispute
Mr. Leeder asked who is responsible for maintaining the portion of the Centennial
Trail from Tamarack Lane to Belle Morse Park as the trail has not been cut this
year.
The General Manager Community Development, Parks and Recreational Services
responded that the municipality has a maintenance contract with the Equestrian
Trail System. Staff will follow up on this to ensure the trail is cleared.
According to Mr. Leeder, the trail along the dyke by the Fraser River is also
overgrown. David Boag informed him that this is the responsibility of the Dyking
District but he has been unable to contact the Committee.
The General Manager of Community Development, Parks and Recreational
Services will contact the Dyking District.
Mr. Leeder asked that the Municipality get involved to put an end to the Transit
Dispute. He is continuing to pay for transit service even though no service is
being offered. He was advised that Council had passed a resolution on June 12,
2001 to send a letter to Coast Mountain Bus Company, TransLink and C.A.W.
urging the parties to work together to conclude this strike.
ACTION REQUIRED
The appropriate authorities are to be contacted regarding maintenance of
the trails.
