DELEGATIONS/STAFF PRESENTATIONS 1.1 Community Heritage Commission Update Sheila Nickols presented the accomplishments of the Commission during 2001 and an overview of its business plan for the next 3 years. The Planner advised that the project entitled "Heritage Conservation District Study" would be a review of the District to see if there are heritage styles that should be revisited in the development of neigbourhoods. 2. PUBLIC WORKS AND DEVELOPMENT SERVICES Note: The following items have been numbered to correspond with the Council Agenda: 902 "'RZ/72/99, 11688 & 11760 Cottonwood, One-Year Extension Committee of the Whole Minutes November 19, 2001 Page 2 of6 Staff report dated October 30, 2001 recommending that the subject application for 77 townhouse units under the RM-1 (Townhouse Residential) zone be granted a one-year extension. RECOMMENDATION That pursuant to Maple Ridge Development Procedures By-law No. 5879- 1999, a one year extension be granted for rezoning application RZ/72/99 to rezone property at 11688 & 11760 Cottonwood Drive to permit construction of approximately 77 townhouse units under the RM-1 Zone. 903 OCP/33/01, 23791-132 Avenue, OCP Amending Bylaw 5999-2001, First Reading Staff report dated October 31, 2001 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 5999-2001 to redesignate the subject property from School and Park and Compact Housing to Single Family Residential be given first reading. The Director of Planning confirmed that the bylaw now incorporates all of the properties that are presently designated for this school. Staff is working with the School Board to develop a process to acquire property. It is anticipated that it will take up to three months before a report is presented to Council. The Chief Administrative Officer advised that staff is preparing a report recommending that senior government be requested to change the legislation and permit designation of property. On question, he indicated that this is not an issue in other municipalities and there has been no indication of support from other municipalities in the GVRD. RECOMMENDATION That Maple Ridge Official Community Plan Amending By-law No. 5999- 2001 be read a first time. Councillor King OPPOSED RECOMMENDATION That a letter be sent to the Honourable George Abbot, Minister of Community, Aboriginal and Women's Services, the Honourable Christy Clark, Minister of Education and Deputy Premier and the Honourable Ted Committee of the Whole Minutes November 19, 2001 Page 3 of6 Nebbling, Minister of State for Community Charter, concerning the inability of a municipality to designate property for school use and the dilemma this causes for planning a sustainable community. 3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 931 Third Quarter Report -2001 Staff report dated November 5, 2001 submitting the Third Quarter Report for information. The Property & Risk Manager reviewed the accomplishments m the Third Quarter of the Corporate and Financial Services Department. RECOMMENDATION That the District of Maple Ridge Third Quarter Report 2001 attached to the staff report dated November 5, 2001 be received for information. ) ACTION REQUIRED Staff is to provide Council with an update on E-Comm including information on which municipalities are participating in the program. 932 Door-to-Door Soliciting, Heart and Stroke Foundation of B.C. & Yukon Staff report dated November 9, 2001 recommending that the Foundation be given permission to canvass door-to-door during the month of February 2002. RECOMMENDATION That the request of the Heart and Stroke Foundation of B.C. & Yukon for permission to canvass door-to-door during the month of February 2002 be approved. 933 District of Maple Ridge Sister City Status Staff report dated November 5, 2001 submitting information on the number and status of sister government relationships. Committee of the Whole Minutes November 19, 2001 Page 4 of6 The Chief Administrative Officer summarized the report noting that there is no budget for sustaining relationships with Sister Cities and with the exception of YingKo, Taiwan, there has been little contact between cities. The following suggestions were made to sustain relationships with Sister Cities: • Contact Sister Cities by e-mail to see if they require assistance. • Correspond annually to provide them with the Annual Report of Maple Ridge and to request copies of their Annual Report • Contact St. Bruno de Montarville, Quebec prior to the convention of the Federation of Canadian Municipalities to see if they will be attending and if so plan to meet. • Prepare a budget for the Sister Cities program. • Include links to the Sister Cities from the District web site. • Discuss the Sister Cities program at an appropriate meeting. • Send Christmas greetings • Look at what factors have made the YingKo relationship stronger RECOMMENDATION That the staff report entitled "District of Maple Ridge: Sister City Status" dated November 5, 2001 be received for information. ACTION REQUIRED Staff is to forward a copy of the Annual Report with a Christmas greeting to the District's Sister Cities. Discussion of the Sister City program is to be included on an appropriate agenda. 4. · COMMUNITY DEVELOPMENT AND RECREATION SERVICES 951 Amendments to Cemetery Fees Staff report dated October 25, 2001 recommending that Maple Ridge Cemetery Amending By-law No . 5982-2001 be given three readings. The General Manager of Community Development, Parks and Recreational Services provided details of subsidization and funding for perpetual care. He estimated that the cemetery would be viable for another 10-12 years. Note: Councillor Harris left the meeting at 1 :35 p.m. f- ) Committee of the Whole Minutes November 19, 2001 Page 5 of6 RECOMMENDATION That Maple Ridge Cemetery Amending By-law No. 5982-2001 be read a first and second time and that the rules of order be waived and By-law No. 5982- 2001 be read a third time. Councillor Morse OPPOSED. ACTION REQUIRED Staff is to provide Council with information on the maximum number of granite slabs that can be placed at the rose garden. 952 Library Operating & Services Agreement Staff report dated November 13, 2001 recommending that Council endorse the draft Agreement with the Fraser Valley Regional Library. RECOMMENDATION ' That the draft Operating Services Agreement with the Fraser Valley Regional Library attached to the staff report dated November 13, 2001 be endorsed. 5. CORRESPONDENCE -Nil 6. OTHER BUSINESS 6.1 TransLink Budget Discussion Council discussed the options presented by TransLink to meet the projected budget shortfall for 2002. RECOMMENDATION That Council support Choice 1 as presented by TransLink, cut existing road and transit programs to match revenues, to meet the TransLink shortfall for 2002. The recommendation was defeated. RECOMMENDATION That Council support Choice 2 as presented by TransLink, maintain and continue to improve roads and transit by raising revenues; and further That TransLink be required to conduct a mandatory review of these revenues within three years. Councillor Morse, Councillor Speirs OPPOSED 6.2 Review of Selection Committee recommendations for appointments to the Social Planning Advisory Committee, Municipal Advisory Committee on Accessibility, Bicycle Advisory Committee and Community Heritage Commission A staff report dated November 16, 2001 recommending appointments to Council Advisory Committees was circulated. RECOMMENDATION 7. 8. That the list of recommended candidates contained in the staff report dated November 16, 2001 be appointed to the Advisory Committees for the terms noted in the report.
