Irving, Manager of Utility Engineering Before proceeding the Acting Mayor announced that Item 1.1, By-law Department Update, was withdrawn from the agenda l. DELEGATIONS/STAFF PRESENTATIONS -Nil 2. PUBLIC WORKS AND DEVELOPMENT SERVICES Note: The following items have been numbered to correspond with the Council Agenda: 902 Water Service Bylaw Staff report dated December 5, 2001 recommending that Maple Ridge Water Service Bylaw No. 6002-2001 be given three readings. The Manager of Utility Engineering outlined the proposed bylaw focusing on the text of the bylaw. He advised that public consultation was conducted through comments from the Economic Advisory Committee and a Public Open House. He reviewed the thirteen parts of the bylaw. Committee of the Whole Minutes December 17, 2001 Page 2 of3 On question, he explained that the District owns and maintains water meters but if there are problems with the rest of the plumbing on a property it is the responsibility of the property owner. He advised that the two line items on tax bills related to water would be combined into one fee of $221 for a single family home. He indicated that although there is a trend to universal water metering this . by-law does not address that issue. A water meter study that is being completed for presentation to Council will look at that possibility. RECOMMENDATION That Maple Ridge Water Service Bylaw No. 6002-2001 be read a first and second time and that the rules of order be waived and By-law No. 6002-2001 be read a third time. 3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 931 Exchange of Surplus Equipment for Access to the Fire and Safety Training Center Staff report dated December 3, 2001 submitting information on the exchange of Pumper 2-2 for access to the Training Center for four years. The Fire Chief, Manager of Operations advised the Pumper 2-2 reached the end of its life and was donated to the Fire and Safety Training Centre in return for access to the Centre for fire fighter training. The Pumper was replaced with an existing piece of equipment in the Department. He announced that the Department graduated seventeen new recruits who will soon commence work. RECOMMENDATION That the staff report entitled "Exchange of surplus equipment for access to the Fire and Safety Training Center" dated December 3, 2001 be received for information. 932 Expense Policy for Employees and Other Authorized Persons Staff report dated November 27, 2001 recommending that the subject policy be adopted. Committee of the Whole Minutes December 17, 2001 Page 3 of3 RECOMMENDATION That Policy 5.35 "Expense Policy for Employees & Other Authorized Persons" attached to the staff report dated November 27, 2001 be adopted. 4.
