2. PUBLIC WORKS AND DEVELOPMENT SERVICES
2.1 Terry Fox Run -September 19, 1999-Request to Use Municipal Streets
Staff report dated August 4, 1999 recommending that the above noted request be approved
subject to the conditions specified in the said report.
The Committee agreed to the :rollowing recommendation.
RECOMMENDATION
that the Terry Fox Run be authorized to use our municipal streets for their Annual Terry
Fox Run on Sunday, September 19, 1999, provided the conditions outlined in the report
of the Chief Administrative Officer are met. The parade route is on 206 Street to
Westfield Street to 207 Street to 118 Avenue to 203 Street to Hammond to West Street to
Dunn Ave to Maple-Meadows Way to Hammond Road into Pitt Meadows and back to
Hammond Road/Maple Crescent to 207 Street to River Road to Miller Street and back to
Hammond Stadium and is scheduled from the hours of08:00 a.m. to 03:00 p.m.

2.2 DVP/24/99-11358-236 Street-Reduction in Right-of-way and Pavement Width
Deferred from the Council Meeting of July 13, 1999 for a further report. The staff report
dated July 27,1999 recommends that DVP/24/99 be executed and that as a condition of
final reading of Zone Amending By-law 5326-1995, a building scheme be approved and
registered.
The Director of Current Planning explained the variance request as a reduction in the road
right-of-way width for proposed 236A Street from 18 metres to 15 .5 metres and a reduction
in the standard pavement width on Creekside Drive from 11. 6 metres to 9 .1 metres.
Concerns had been expressed regarding the change in subdivision geometry since the
October, 1995 Public Hearing. The by-law presently sits at third reading.
The Director of Current Planning went on to provide the three options available to Council.
Option 1 -Council could rescind third reading and refer the application back to Public
Hearing. Option 2 would be to resubmit the original application back to a public
information meeting, which staff is not recommending because that would invite further
comment after a Public Hearing has already been held. and would jeopardize the existing
by-law. Option 3 -Carry on with the Development Variance Permit application and
request building scheme prior to fin;il consideration of the by-law. The Director of Current
Planning stated the Planning Department was recommending Option 3.
Mr. Ron Marr of Progressive Construction, the applicant, noted he attended the July 13,
1999 Council Meeting and felt the conversation mostly evolved around the Land Use Plan
and not the width of the road. He pointed out this was not arbitrarily changed, but caused
by technical issues of the site and opinions pointed out at the Public Hearing and did feel
that this was a more workable layout taking into consideration, information which was not
available to them at the time.
Mr. Marr made reference to comments by two residents. In making reference to the land
owner's to the north, Mr. Marr noted the original plan had eleven lots which in the new
plan is reduced to ten, which would benefit the owners to the north. They would also
benefit by the development having a similar style of house. The residents to the west
would benefit by not having headlights shining into houses and also by having comparable
and similar style of housing. Mr. Marr referred to geotechnical concerns in the south-east
corners and outlined reasons for the change in road geometry.
Mr. Marr in referring to Ms. Kirkpatrick's property, Lot 17 to the south of the project,
suggested she may have a chance to achieve one more additional lot, or at least the same
number of lots as previously planned. He also noted that they would also still have the
option with the Approving Officer and Council approval of 113th Avenue going to
Creekside. There would be an opportunity to protect the existing house. Mr. Marr felt they
had addressed Ms. Kirkpatrick's concerns.
In response to a question, the Director of Current Planning advised there would be less
pavement in the revised geometry.

The Committee agreed with the following recommendation.
RECOMMENDATION
That the Municipal Clerk be authorized to sign and seal Development Variance Permit
DVP/24/99, andfurther;
that as a condition of final reading of Zone Amending By-law No. 5326 -1995, a
building scheme be approved and registered.
2.3 RZ/29/97 -23005 Dewdney Trunk Road -RS-I to RM-I -Request for One Year
Extension -By-law No. 5705-1999
Staff report dated July 30, 1999 recommending that pursuant to Maple Ridge Development
Procedures By-law No. 5632-1997, that a one year extension be granted to the subject
application to permit the construction of approximately five townhouse units.
The Committee agreed to the following recommendation.
) RECOMMENDATION
That pursuant to Maple Ridge Development Procedures By-law No. 5632 -1997, a one
year extension be granted to Rezoning Application RZ/29/97 to rezone property at 23005
Dewdney Trunk Road from RS-I (One Family Urban Residential) to R-1 (Residential
District and R-3 (Special Amenity Residential District).
2.4 Development Cost Charge Forgiveness -23795 and 23845 -118 Avenue
Staff report dated August 5, 1999 recommend approval of a DCC payback in the amount of
$56,708.50.
RECOMMENDATION
2.5
That with respect to Building Permit application BPC 076/99 for the property at 23795
and 23845 118 Avenue, be it resolved that in view of the necessity to construct road and
water works on 118 Avenue, the highway and water components of the Development
Cost Charges payable by the developer be reduced by $56,708.50.
N.D. Lea Report -Recommendations re 116 Avenue
Staff report dated August 5, 1999 recommending that the assessments contained in the
subject report be adopted and that the Draft Cottonwood Guide Plan be amended
accordingly (to reflect that 116 Avenue from Creekside to 240 Street not be built as a full
road but that a cycle/footpath be constructed in the right-of-way).

The General Manager of Public Works and Development noted that earlier this summer
Council had asked that a consultant be hired to determine the necessity of constructing 116
Avenue from 236 Street to 240th Street.
The Consultant has come back with the recommendation that 116 A venue from Creekside
to 240 Street not be built as a full road, but that a cycle/foot path be constructed in the
R.O.W.
The Committee agreed to the following recommendation.
RECOMMENDATION
That the recommendations contained in the report titled "116th Avenue, Maple Ridge:
240th Street to Creekside Street -Assessment of Need for a Road Link" be adopted and
that the draft Cottonwood Guide Plan be amended accordingly.
2.6 Building Department Statistics for July, 1999
Staff report dated August 5, 1999 recommending that the statistics appended thereto be
received for information.
It was noted that there were four new starts in the Business Park.
The General Manager of Public Works and Development advised that they would be
looking into some of the units in the Business Park with reference to unsightly premises.
Councillor Gordon also made reference to the entrance to the Park as being unsightly.
The Committee agreed to the following recommendation.
RECOMMENDATION
That the Inspection Services Department's Building Statistics for the month of July,
1999 be received for information.
2.7 Soil Conservation Act-Exemption -13473-224 Street
Staff report dated July 30, 1999 recommending an exemption, provided certain conditions
are met as outlined in the report.
The Manager of Environmental Affairs spoke in support of the report, noting they are
basically recommending the granting of approval to fill being placed on the property.
The Manager of Environmental Affairs suggested the District should be taking a good look
at this area as far as the flood plain is concerned.

RECOMMENDATION
That the application for a fill permit under Permit Regulation Section 2(1)( d)(vii) of the
Soil Conservation Act submitted by Ms. Murrell for the property at 13473 -224th Street
be granted an exemption provided the placement of fill is carried out in compliance with
the relevant provisions of the Maple Ridge Soil Deposit Regulation By-law No. 4569 -
1991 and subject to provisions
2.8 SD/11/99 (North east corner of 236 St. & 133 Avenue)
Staff report dated August 6, 1999 recommending the applicant be permitted to phase the
school site payment.
The Committee agreed to the following recommendation.
RECOMMENDATION:
That the applicant for SD/11/99 be permitted to phase the school site payment for Lot 2,
Section 28, Township 12, Plan LMP 35466, N. W.D.
2.9 SD/12/99 5% Parkland Dedication -11535 & 11555 -240 Street.
Staff report dated August 5, 1999 recommending the dedication of land.
The Committee agreed to the following recommendation
RECOMMENDATION:
That pursuant to Council's policy regarding 5% parkland dedication or payment of
money in lieu, be it resolved that the owner of land the subject of SD/12199 (11535 &
11555 -240 Street) shall dedicate land for parkland dedication as shown on the drawing
attached to the report dated August 5, 1999.
3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police)
3.1 Elections 1999 -Disqualification of Potential Candidates.
Staff report dated August 6, 1999 advising that two candidates from the 1996 General
Election failed to file the required Campaign Disclosure Statements

The Committee agreed to the following recommendation.
RECOMMENDATION:
That the memorandum of the Municipal Clerk dated August 6, 1999 be received,
noting that it is reported therein that David Alexander and Randy Wagner, two
candidates in the 1996 General Election, have failed to file the required Campaign
Disclosure Statements and are therefore disqualified from running in the 1999
General Election.
4. COMMUNITY DEVELOPMENT AND RECREATION SERVICES Nil
4.1 Maple Ridge 125 Anniversary Celebrations
Staff report dated August 10, 1999 recommending authorization for closure of certain
streets for the 125 Anniversary celebrations.
The Committee agreed with the following recommendation;
RECOMMENDATION:
that the Ridge Meadows Community Festival Society (the organizers) be authorized to
close 224 Street between 119 Avenue and Dewdney Trunk Road on Sunday, September
12, 1999 between 6:00 a.m. to 10:00 p.m. for the 125 Anniversary celebrations provided
the conditions as outlined in the report of the Chief Administrative Officer are met,
noting that portions of 119th Avenue and McIntosh Avenue west of 224th Street will be
closed for temporary periods for marshalling purposes.
