1. DELEGATIONS/STAFF PRESENTATIONS

1.1 R. C.M.P. Quarterly Report
Inspector Dingwall was present in support of the R.C.M.P.Quarterly Report. Inspector
Dingwall reported that the present time there are nine vacancies in staffing, two of those
will be filled within two or three weeks. Also he expects to receive a new cadet on
October 4th.
Inspector Dingwall reported that it has been a very busy time for the Detachment with
holidays, staff shortage and the continued work load. •
Inspector Dingwall went on to comment on some of the successful busts they recently
accomplished as well as noting the many, many grow operations in our municipality. In
the last two months, the Inspector noted there have been two heroin deaths. He noted that
hard drugs are prevalent in our municipality and the detachment continues to work on the
drug issue.
It was noted the Detachment is continuing to work more closely with the By-law
Enforcement Section.

Inspector Dingwall stated he was looking forward to working with Councillors Stewart,
Gordon and Levens on the newly appointed Police Services Committee formed by Mayor
Durksen.
Inspector Dingwall commented on the successful Hockey Camp recently held for
approximately seventy children.
Inspector Dingwall closed by advising Council he will be absent from his office,
commencing September 7th, 1999 as he will be testifying at the APEX Hearing.
Councillor Levens reminded Inspector Dingwall that the Royal Westminster Regiment
will be presented with the Freedom of the City on September 12, 1999 at 11 a.m. and she
hoped he would be in attendance. Inspector Dingwall responded that he planned on being
present.
1.2 Maple Ridge Volunteer Fire Department Report.
Mr. Peter Grootendorst, Manager of Operations for the Fire Department went over the
statistics, noting that the weather had been a little wetter than last year and that has
helped .. He also noted that false alarms were down and he felt it had a lot to do with the
follow up they have been doing with letters and invoices, etc. He felt a more serious look
into prevention of false alarms is occurring.
Mr. Grootendorst explained the customer satisfaction program that the Fire Department is
currently in the process of implementing in a number of different areas.
Addition to the No. 2 Fire Hall is now complete and a public open house is planned. No.
1 Fire Hall is having the parking lot paved with a visitors parking area in order for the
public to be able to gain access to the hall more easily.
Mr. Dane Spence, Manager of Community and Fire Safety of the Fire Department gave
an update on the Pre-Incident Planning Program being managed by Tom Potts. This
program is a joint exercise with H.R.D. being a job creation program for twenty people.
These pre-incident plans are being completed in multi family, commercial and industrial
·buildings, providing needed information on these buildings in case of emergencies, such
as floor plans, sprinkler systems, hydrants, etc., etc.
In response to a question from Mayor Durksen, Mr .. Spence commented that the Fire
Department's "Hot Summer Nights" program where they have taken the fire trucks out
into different communities as been very well received.
Councillor Levens noted that the three firehalls will be open on Community Day for the
125th Anniversary on Saturday, September 11, 1999.

2. PUBLIC WORKS AND DEVELOPMENT SERVICES
2 .1 R:z/23/97 -Dedication and Construction of 116 A venue (Referred back from Council
Meeting of August 10, 1999
Staff Report dated July 27, 1999 recommending that Option 2 identified in the report be
selected as the preferred option to identify the extent of dedication and construction of
116 Avenue between cottonwood drive and 236 Street was considered.
The committee agreed to the following recommendation.
RECOMMENDATION:
2.2
That Option 2 as noted in the report from the Chief Administrative Officer dated July
27,1999 be selected as the preferred option to identify the extent of dedication and
construction of 116 Avenue between Cottonwood Drive and 236 Street.
Contract Recommendation -Dewdney Trunk Road & Dover Street Pedestrian Traffic
Signal. •
The staff report dated August 24, 1999 recommending the awarding of the contract to
Transwestem Electrical Ltd. was considered.
The Committee agreed to the following recommendation.
RECOMMENDATION:
That Council award Contract No. E02-120-006 to Transwestern Electrical Ltd. and
that this contract become binding on the District upon the signature of the Mayor and
the Municipal Clerk.
2.3 Highway Use Permit -Frogstone Grill
The staff report dated August 24, 1999 recommending authorization to the Municipal
Engineer to use a Highway Use Permit was considered.
The Committee agreed to the following recommendation.
RECOMMENDATION:
That Council authorize the Municipal Engineer to issue Highway Use Permit No.
24.99 to the owner of the Frogstone Grill, Hakura Matoda Enterprises.

3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police)
3.1 Mutual Aid Agreement for Emergencies
Staff report dated June 14, 1999 recommending that the District enter into a Mutual Aid
Agreement with Pitt Meadows and Mission.
The Committee agreed with the recommendation.
RECOMMENDATION
That the District of Maple Ridge enter into a new Mutual Aid Agreement with the
District of Pitt Meadows and the District of Mission, the highlights of which are
contained in the June 14,1999 report from the Manager of Operations & Staff
Development.
