Merenick, Bylaws Supervisor The Chair called the meeting to order at 12:30 pm and advised that Item 918 has been withdrawn from the Agenda. l. DELEGATIONS/STAFF PRESENTATIONS 1.1 Mr. James Allard, Allard Contractors Ltd. -Municipal Gravel Strategy Mr. Allard attended before the Committee at approximately 12:50 pm. Mr. Allard made reference to the newspaper article in today's edition of the Vancouver Sun and suggested that the Municipality look at gravel consumption and sources from both the region and the Municipality. He further suggested that the Gravel Policy should not be limited to reserves on 256th Street, but should include all areas where gravel exists. Committee of the Whole Minutes Monday, September 18, 2000 Page 2 Mr. Allard also referred to the traffic study noting that it is not trucks that are speeding along 256th Street, but in fact, it is the residents, and as a member of the industry, he supports enforcement 100%. Mr. Allard referred to a Supreme Court of Canada ruling supporting fees to upgrade roads which are frequented by gravel trucks. He advised the Committee that the decision has now gone back to the Supreme Court of Canada three times for clarification on how to use the fees collected, and accordingly, cautioned the Committee on this issue. Mr. Allard requested that the Municipality build a safe, economical, and viable route for gravel trucks. With this route, the District would have the cooperation of the industry in paying the fees. 1.2 Fire Department -Update on Activities Mr. Peter Grootendorst, Manager of Operations at the Fire Hall was in attendance to provide statistics on the number of calls between June 15, 2000 and September 15, 2000, which resulted in 332 calls for assistance as follows: ♦ 26% for alarms (88 calls); ♦ 25% fire related (83 calls); ♦ 20% burning complaints (66 calls); ♦ 12% requiring medical assistance (39 calls); ♦ 9% miscellaneous related (31 calls); ♦ 5% hazardous material related (16 calls); ♦ 3% rescue related (9 calls). Mr. Grootendorst introduced Mr. Timo Juurakko, Assistant Chief of Fire & Life Safety, who joined the Fire Department today. Mr. Juurakko will be responsible for the following duties: ♦ fire inspections; ♦ responding to emergency calls as required; ♦ public education within the Department and hopes to expand the education into the high schools, care homes, strata title complexes, as well as various organizations. PUBLIC WORKS AND DEVELOPMENT SERVICES 902 Municipal Gravel Strategy Mr. Frank Quinn, Municipal Engineer presented the Municipal Gravel Strategy. The Committee agreed to the following recommendation: RECOMMENDATION That Council receive the Gravel Strategy as prepared by the District Engineer dated September 2000 and That Council adopt the following six principles as a guide to gravel resource management in the District of Maple Ridge and to make a final decision on the Gravel Strategy on a suitable date beyond the next Regular Council Meeting to allow for public feedback: Principle 1 -Gravel or aggregate is a highly valued non-renewable resource and its extraction should be encouraged prior to development. Principle 2 -Restricting gravel extraction to historical annual levels in the area designated for Industrial Lands north of 256 Street offers the best integration among Industry, the Municipality and Local Residents interests. Principle 3 -Gravel extraction proponents must comply with all Federal, Provincial, Regional and Municipal Acts, Policies and Bylaws. Prior to any new gravel source being approved for extraction all environmental and storm water management requirements must be satisfactorily addressed. Principle 4 -Congruent with new gravel extraction operations, identifiable traffic safety improvements related to gravel extraction and transportation will continuously be investigated and reviewed. Principle 5 -The District will seek to optimize its revenues from gravel extraction, within extraction levels stated in Principle 2, to offset current and future operating and capital costs. Principle 6 -To maintain its currency, this Gravel Strategy will be revisited, reviewed and modified where appropriate and formally reviewed every 3 years. CARRIED Committee of the Whole Minutes Monday, September 18, 2000 Page 4 903 St. Patrick's School Walkathon, September 29, 2000 -Request to Use Municipal Streets Reference was made to the staff report dated September 5, 2000 recommending that the subject request be approved. The Committee agreed to the following recommendation: RECOMMENDATION That St. Patrick's School be authorized to use Municipal Streets for their School Walkathon on Friday, September 29, 2000 provided the conditions outlined in the report of the Chief Administrative Officer are met. The walk starts at St. Patrick's School, and proceeds east on 121 Avenue, north on 227 Street, east on 128 Avenue, north on 232 Street to Maple Ridge Park. It is anticipated that the walk will leave from the school at 9:45 am to the park and return at approximately 1 :00 pm. CARRIED 904 19'" Annual Haneylllarrison Road Relay, November 4, 2000 -Request to Use Municipal Streets Reference was made to the staff report dated September 5, 2000 recommending that the subject request be approved. The Committee agreed to the following recommendation: RECOMMENDATION That BC Athletics Association be authorized to use Municipal Streets for the 19th Annual Haney-Harrison Road Relay on Saturday, November 4, 2000 provided the conditions outlined in the report of the Chief Administrative Officer are met. The relay route is: start at Brown Avenue, turn north on 224 Street to 132 Avenue, turn right (south) on 232 Street, turn left (east) on Dewdney Trunk Road, go 3.2 km to the exchange at Garibaldi School, to the Mission Boundary on Dewdney Trunk Road. CARRIED 905 ALR/37199 -11565 and 11567-248 Street; 11578-246 Street; 24224, 24248, 24284, 24320, 24354, 24380, 24414, 24494 and 24550-116 Avenue Reference was made to the staff report dated September 1, 2000 recommending that the subject application to exclude 13 properties from the Agricultural Land Reserve not be authorized to proceed to Land Reserve Commission. Committee of the Whole Minutes Monday, September 18, 2000 Page 5 RECOMMENDA TION That application ALR/37/99 (for property located at 11565 and 11567-248 Street; 11578-246 Street; 24224, 24248, 24284, 24320, 24354, 24380, 24414, 24494 : and 24550 -116 Avenue) to exclude the property described in the memorandum dated September 1, 2000 from the Agricultural Land Reserve, not be authorized to proceed to the Land Reserve Commission. The Committee agreed to defer this application to the October 2, 2000 Committee of the Whole. DEFERRED 906 RZ/53/93 -11902-232 Street -Request for a One Year Extension Reference was made to the staff report dated August 29, 2000 recommending that the subject application to permit 18 townhouse units be granted a one year extension. The Committee agreed to the following recommendation: RECOMMENDA TION That pursuant to Maple Ridge Development Procedures Bylaw No. 5879-1999, a one year extension be granted for rezoning application RZ/53/93. CARRIED 907 DVP/52/99-24103 and 24127-102 Avenue Reference was made to the staff report dated August 29, 2000 recommending that the subject application to permit four variances detailed in the report be considered at the October 10, 2000 Council Meeting following notification to adjacent property owners. The Committee agreed to the following recommendation: RECOMMENDATION That the Municipal Clerk be. authorized to notify qualifying property owners that approval of DVP/52/99 respecting property located at 24103 & 24127-102 Avenue will be considered by Council at the October 10, 2000 meeting. CARRIED Committee of the Whole Minutes Monday, September 18, 2000 Page 6 908 DVP/18/00-23573 and 23688 Kanaka Creek Road a,id 23725 Kanaka Creek Way Reference was made to the staff report dated September 6, 2000 recommending that the subject application be considered at the October 10, 2000 Council Meeting following notification to adjacent property owners. The Committee agreed to the following recommendation: RECOMMENDATION That the Municipal Clerk be authorized to notify qualifying property owners that approval of DVP/18/00 respecting property located at 23573 & 23688 Kanaka Creek Road and 23725 Kanaka Way will be considered by Council at the October 10, 2000 meeting. CARRIED 909 DP/42/00-(Development Permit Area XXXfor Watercourse Protection) -10028 and 10036-240 Street Reference was made to the staff report dated August 31, 2000 recommending that the subject permit be executed. The Committee agreed to the following recommendation: RECOMMENDATION That the Municipal Clerk be authorized to sign and seal DP/42/00 respecting property located at 10028 & 10036-240 Street, subject to the conditions outlined in the memorandum dated August 31, 2000. On question from the Committee, the Manager of Development and Environmental Services displayed a map of the phasing plan of the development site off 240 Street identifying the watercourse and park dedication areas. CARRIED 910 RZ/35/00-9975-272 Street-Bylaws No. 5924-2000 and 5925-2000 Reference was made to the staff report dated September 7, 2000 recommending that the subject bylaws to rezone the old Whonnock Elementary School to permit a professional office use and related uses be granted first reading. The Committee agreed to the following recommendation: Committee of the Whole Minutes Monday, September 18, 2000 Page 7 RECOMMENDATION That Maple Ridge Zone Amending Bylaw No. 5924-2000 and Maple Ridge Official Community Plan Amending Bylaw No. 5925-2000 be given First Reading. CARRIED 911 Building Statistics for the Month of August, 2000 Reference was made to the staff report dated September 5, 2000 recommending that the subject statistics be received for information. The Committee agreed to the following recommendation: RECOMMENDATION That the Business Licensing, Permits and Bylaws Department, building statistics for the month of August, 2000 be received for information. CARRIED 912 "2000 Roadworks Package" Tender (River Road Upgrade) Reference was made to the staff report dated September 13, 2000 recommending that the above-noted tender be collapsed and that the project be re-scoped in the 2001 Capital Budget. The Committee agreed to the following recommendation: RECOMMENDATION It is recommended that the tender "2000 Roadworks Package" be collapsed and that the project be re-scoped and phased to include re-tendering and construction of the storm improvements for this year under the current budget, and presentation of a revised roadworks project for inclusion in the 2001 Capital Budget. On question from the Committee, the Director of Project Engineering advised that the project was tendered and both quotes exceeded the budget. The Committee agreed to the following recommendation: RECOMMENDATION That the Minutes of the Social Planning Advisory Committee meeting for Wednesday, June 7, 2000 be received. CARRIED 914 Minutes of the Social Planning Advisory Committee Meeting of July 5, 2000 Reference was made to the staff report dated August 11, 2000 recommending that the subject Minutes be received for information. The Committee agreed to the following recommendation: RECOMMENDATION That the Minutes of the Social Planning Advisory Committee meeting for Wednesday, July 5, 2000 be received. CARRIED 915 Minutes of the Heritage Advisory Committee Meeting of June 15, 2000 Reference was made to the staff report dated August 15 , 2000 recommending that the subject Minutes be received for information. The Committee agreed to the following recommendation: RECOMMENDATION That the Minutes of the Heritage Advisory Committee meeting for Thursday, June 15, 2000 be received. CARRIED • Committee of the Whole Minutes Monday, September 18, 2000 Page 9 916 Minutes of the Economic Advisory Commission Meeting of August 3, 2000 Reference was made to the staff report dated September 11, 2000 recommending that the subject Minutes be received for information. The Committee agreed to the following recommendation: RECOMMENDATION That the Minutes of the Economic Advisory Commission meeting for Thursday, August 3, 2000 be received. CARRIED 917 Water Course Violation at 22679-136 Avenue (Unpermitted Structure -Obstruction of Watercourse) Reference was made to the staff report dated September 7, 2000 recommending that the subject structure be declared a nuisance and the portion obstructing the watercourse be removed in order to mitigate potential flooding concerns. The Committee agreed to the following recommendation: RECOMMENDATION That Council declare the raised road structure constructed at 22679 -136th Avenue a "nuisance" and order the removal of that portion of the structure obstructing the watercourse which provides drainage for the subject property and adjacent properties (enabled by Section 727(1)(a) and (b) of the Local Government Act). The structure should be removed from the location causing the watercourse obstruction within one month of receiving that order. On question from the Committee, the Manager of Development and Environmental Services displayed a diagram showing the elevated road bed off 224th Street. She identified that the watercourse is to the rear of the properties bordering 136th Avenue and drains out into Blaney Creek. Photographs of the site were displayed. CARRIED 918 ALR/47/99-20515-20785 Powell Avenue This item was withdrawn from the Agenda and will be placed on the October 2, 2000 Committee of the Whole Agenda. Committee of the Wbole Minutes Monday, September 18, 2000 Page 10 919 Class "C" (Cabaret) Licence-11935-207 Street Councillor Gordon excused herself from the meeting at 2:25 pm as she is employed in the industry. Reference was made to the staff report dated September 13, 2000 recommending that Council support the subject application. The Committee agreed to the following recommendation: RECOMMENDATION Submitted for information. CARRIED Councillor Gordon rejoined the meeting at 2:38 pm. 920 Cleanup of Premises at 20275 and 20285 Chatwin Avenue Reference was made to the staff report dated September 14, 2000 recommending that the District undertake measures to have the subject property cleaned up. The Committee agreed to the following recommendation: RECOMMENDATION That with respect to the property located at 20275 and 20285 Chatwin Avenue and earlier unsuccessful attempts to effect cleanup, be it resolved that the Business Licensing, Permits and Bylaws Department be authorized to engage a contractor or the District of Maple Ridge Public Works Department for the purpose of cleaning the properties of long grass, weeds, vines and discarded materials; and further That the cost of the cleanup efforts shall be invoiced to the registered owner of the subject properties and in the event that the registered owner fails to pay the costs on or before December 31, 2000, said costs are to be added to and form part of the taxes payable on the property. The Bylaws Supervisor was in attendance and advised the Committee that enforcement dealing with an elderly property owner for both of the subject lots has been going on for approximately 15 months. The owner has not met the District's expectations to date. Committee of the Whole Minutes Monday, September 18, 2000 Page 11 The Committee suggested that the proactive approach with the property owner and surrounding neighbours continue. CARRIED 3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 931 Municipal Insurance Association of British Columbia -Resolution to Appoint Voting Delegations to MIA 13'" Annual General Meeting Reference was made to the staff report dated September 14, 2000 recommending that a voting delegate be chosen. The Committee agreed to the following recommendation: RECOMMENDATION That Council choose a voting delegate and two alternatives. The Committee agreed to bring names of delegations forward at the next Council Meeting in order to meet the September 30, 2000 deadline. 932 Greater Vancouver Regional District Committee Involvement Reference was made to the staff report dated September 14, 2000. The Committee agreed to the following recommendation: RECOMMENDATION Receive for information. CARRIED T Director of Planning advised of other Committees that Planning Staff attended. A revised list will be circulated to Council. CARRIED 4. COMMUNITY DEVELOPMENT AND RECREATION SERVICES-NIL Committee of the Whole Minutes Monday, September 18, 2000 Page 12 5. CORRESPONDENCE 981 Greater Vancouver Regio11al District (GVRD) -Mu11icipal Ope11 Burning Restrictions Reference was made to the letter dated August 21, 2000 from GVRD. The Committee agreed to receive the letter from the GVRD and to review the District's Burning Bylaw. CARRIED WITH COUNCILLOR HARRIS OPPOSED 6. OTHER ISSUES -NIL 7.
